Top 11 Liner operators to receive 89 large vessels in 2023 : Alphaliner

LONDON - : As a result of frenzied newbuilding orders in 2020 and 2021, the world’s 11 largest container carriers are scheduled to receive 89 large container ships in 2023, according to Alphaliner’s latest report released on 22February.

These include ships in the 24,000 TEU, 13,000-15,000TEUandvesselsofatleast7,000TEU.

MSC, which has the largest orderbook, is expected toreceive33largeshipsthisyear.

Alphaliner said, “Presumably, MSC will try to channel much of its fleet growth into new standalone loops outside of the 2M as the carrier prepares for the end of the vesselsharing agreement with Maersk in late 2024. MSC in February announced the imminent re-boot of its suspendedFarEast–Mediterraneanservice‘Dragon’and an armada of big newbuildings is ready to join the carrier’s network in Q1 and Q2. Compared to the ‘old Dragon’ loop, which was a joint 2M operation, the ‘new Dragon’ re-boot will likely be an MSC-only offer. A sign of things to come as MSCunilaterallyincreasescapacity.”

MSCandMaerskareduetodisbandtheir2Malliancein 2025, and the Danish carrier, having been less aggressive atorderingnewships,willhardlyreceive anylargevessels in 2023 and its new 16,200 TEU methanol-powered ships

areonlyduemid-2024.

OCEAN, the largest carrier alliance in terms of vessel capacity,hasgonethroughawell-timedgrowthperiodwith numerous newbuildings, primarily from CMA CGM and Evergreen. This year, the alliance partners will only expand moderately with a handful of 13,000-15,000 TEU ships and other mid-sized vessels. OCEAN will return to stronger growth in 2024, when all three partners are scheduled to receive 28 Neo-Panamax ships as well as anotherseven24,000TEUunitsforOOCLandEvergreen.

THE Alliance’s fleet growth will be led by Hapag-Lloyd and ONE, with Hapag-Lloyd receiving a series of high-Reefer 13,000-15,000 TEU vessels which the shipping line is expected to deploy primarily on non-alliance northsouthroutes.

Among the big three alliances, OCEAN’s partners are the most evenly matched when it comes to newbuilding plans.Allthreemembercarrierswilltakedeliveryofmany 13,000-15,000TEUships,through2024and2025.

Alphaliner said, “The termination of 2M and the end of 2024 will see OCEAN cement its position as the biggest alliance in the market. That is unless the end of 2M will trigger a so far unforeseen seismic shift in the entire alliancelandscapeinafewyears.”

‘Bright spot in world economy’: IMF MD Georgieva says, India to contribute 15% of global growth in 2023

NEW DELHI - India continues to remain a relative “bright spot” in the world economy, and will alone contribute 15 per cent of the global growth in 2023, International Monetary Fund (IMF) Managing DirectorKristalinaGeorgieva said.

While digitisation pulled out the world’s fifth-largest economy from pandemic lows, prudent fiscal policy and significant financing for capital investments provided in the next year’s budget will help sustain the growth momentum. “India’s performance has been quite impressive. For this year, we expect India to retain a high growth rate, 6.8 per cent for the year that ends in March.

economy, but way above the global average. And in that way,Indiaisprovidingabout15percentofglobalgrowthin 2023,”Georgievawasquoted inaninterview.

That is the fastest growth rate among major economies. India remains a bright spot at a time when the IMF is projecting 2023 to be difficult with global growth slowing down from 3.4 per cent last year to 2.9 per cent in 2023, she observed.

“Why is India a bright spot? Because one, the country has done really well to turn the digitalization that has been already moving quite well into a major driver of overcoming the impact of the pandemic and creating opportunities for growth and jobs,” the Managing Director noted.

The move is aimed at cutting the cost and time for customs clearance and speed up bilateral trade. It will complement the bilateral comprehensive free trade agreement signed between India and the UAE last year, which immediately eliminated duties for 90% of India’s exports in value terms covering sectors like gems and jewellery,textiles,leather,andengineeringgoods.

Under the virtual trade corridor proposal, the customs authorities of the two countries will explore the possibility of accessing pre-arrival information for cargo movement, making cross-validation of information significantly faster,besidesfacilitatingpre-clearanceofgoods.

The UAE last year signed an agreement with Kuwait tosetupavirtualtradecorridor.

India-UAE bilateral non-oil trade grew by 4.8% in the April-Decemberperiodofthecurrentfiscalto$35.66bn.

NewDelhi’sexportstotheAbuDhabistoodat$23.3bn in the April-December period, posting a 16.4% growth. Imports from the UAE stood at $40.7bn during this

period, posting a year-on-year growth of 24.6%. “The concerned authorities in both countries are currently exploring this area of cooperation in order to agree to a mutually beneficial implementation approach,” a spokesperson for the Ministry of Commerce and Industry said. During the India-UAE High Level Joint Task Force on Investments meeting in October last year, the two sides decided to explore establishment of efficient and integrated Single Window Solutions and VirtualTradeCorridorstoreducetimeandcostintrade.

Ajay Sahai, DG and CEO, Federation of Indian Export Organisations (FIEO) saidthatsuchameasure should also be considered for India’s other key markets too to boost exports. “It is an extremely welcome initiative, which will provide seamless flow of cargoes on boththesidehelpingtradetogrowwithouthiccups.Such an innovative measure needs to be extended to other countries particularly to our major exports destinations so that exports get expeditious clearance on both sides,” saidSahai.

Singapore-based RBB Ship Chartering comes to GIFT City

GANDHINAGAR : Singapore-based RBB Ship Chartering Pte Ltd has become the first ship leasing operator at the International Financial Services Centre (IFSC)inGIFTCity,Gandhinagar.

RSCPL (IFSC) Private Ltd, a 100 per cent subsidiary of RBB Ship Chartering, has secured a provisional licence to commence ship leasing business at GIFT City, accordingtoanofficialstatementhere.

The licence was granted in February 2023 and the commercial operations are scheduled to start before March.

Indian Railways to have dedicated corridors for cement sector

NEW DELHI : The Indian Railways will develop dedicated corridors to meet requirements of the cement sector, particularly passingthroughareaswhich have high concentration of such factories and raw materialssuchasclinker,limestoneandflyash.

Sources said the railway ministry informed the cement industry majors about this plan, which will take care of their needs. The national transporter is working on multiple plans to increase the modal share of cargo transported by the railways. Cement and its raw materials have the third highest share in the total freight movedbytherailways.

“We are working on cement corridors in different parts of the country, keeping in mind the existing factories and the upcoming plants in the next 10 years. We will lay additional lines where there is a need to

increase our traffic carrying capacity and will also lay new lines where there is no existing link,” said a railway ministryofficial.

The national transporter is going for corridor approach to increase cargo movement by rail, which is crucial for its financialhealth.

Soon after the Union Budget was presented this month, Railway Minister Shri Ashwini Vaishnaw had said, “For infrastructure growth, the corridor approachwillbeused.Energycorridor,separatecorridors for hilly areas, Janjatiya Gaurav Corridor, cement corridor…it will be a combination of social and economic corridors.”

The railways has been focusing on attracting cargo from the road sector by offering better service and attractive price.

Government to amend law for mandating Foreign ship owners pay provident fund to Indian seafarers

MUMBAI : Foreign ship owners will have to pay provident fund, gratuity and pension to the Indian crew they hire to run their ships, per a proposal mooted by the Directorate General of Shipping to amend the law relating toprovidentfundforseafarers.

Provident funds for Indian seafarers working on Indian flag ships are governed by a separate law named Seamen’sProvidentFundAct,1966.

The proposed amendment is also aimed at introducing gratuity and annuity (pension) schemes for seafarers in addition to the provident fund, a Government official briefedontheplansaid.

“These are small amendments, but it will have a major impact on Indian seafarers,” the official said, adding that the proposed amendments are in line with the Maritime Labour Convention (MLC) adopted by the International LabourOrganisation(ILO0in2006).

The Maritime Labour Convention sets out seafarers’ rights at work, including employment terms, health and safety, living and working conditions, access to medical care and social security. It entered into force in August 2013.

“The existing law on seamen’s provident fund is applicableonlytoseafarersemployedonIndianflagships. Wearetryingtoimplementitforseafarersemployedon foreignflagshipsalso,”hesaid.

Currently, in the absence of a legal mandate, payment of provident fund by foreign ship owners to India seafarers is“voluntary”.

The Ministry of Ports, Shipping and Waterways reckons that “it may not be that easy” to make foreign ship owners pay provident fund and gratuity to their Indian crew but is hopeful of getting it done.

“We will get it done through the recruitment and placement service providers,” the official said.

The Recruitment & Placement of Seafarers License (RPSL) is mandated by the Directorate General of Shipping for authorised recruiters and agents in India.

The Directorate General of Shipping, India’s maritime administration, has circulated the draft amendments to stakeholders for comments. This will be followed by inter-ministerial consultations ahead of seeking Cabinet approval for the amendments.

India needs a vision for the next 15 years to convert itself into a production and export hub of non-tractor farm machinery, a report by the National Council of AppliedEconomicResearch(NCAER)said.

Policies should address current challenges and act as accelerators to convert India’s dual farm machinery market into an advantage by producing a range of equipment that caters to all types of farmers around the world, the premier economic policy research think tank said.

“The Indian farm machinery sector is dominated by tractors. The non-tractors farm machinery sector is rendered uncompetitive in terms of scale, innovation and prices. There is a mismatch between what the organised

farm machinery sector produces and the needs of small and marginal Indian farmers. That mismatch needs to be addressed by a range of interventions on both the demand and supply sides for the non-tractor farm machinery to grow into a global hub,” said Bornali Bhandari, Professor,NCAERandtheleadco-authorofthe report.

The supply-side challenges can be addressed by promoting R&D in non-tractor farm machinery, improving ease of doing business, encouraging exports and FDI, reducing reliance on imported farm machinery, improving and maintaining quality and addressing skilled worker shortages. Demand-side challenges need to be addressed by consistent subsidy policy formulation and implementation, long-term credit to small and marginal farmers and strengthening of extension programmes,thereportsaid.

The captioned vessel is due to arrive at MUMBAI Port on 26.02.2023 with import cargo from SONDOUNG AND SHANGHAI (CHINA). Consignee expecting import cargoes on the captioned vessel are requested to present the ORIGINAL BILLS OF LADING duly discharged and obtain delivery orders. In the event of Mumbai Port Trust directing the shifting of the cargo from quay to a storage area within the docks, the same will be undertaken by the vessel agents at the consignees risks and costs.

"Stamp duty" is payable as per the directive of the Superintendent of stamps.

Consignees will please note that the carrier and/or their agents are not bound to send individual notification regarding the arrival of the vessel or their cargo.

Consignees are requested to arrange for clearance of the cargo at the earliest on presentation of the PACKING LIST to our attending surveyors, as it is noticed that the cargo is arriving without proper Marks & Numbers and the same is also not indicated in the Bills of Lading for which the Vessel/Owners/Agents will not be held responsible for consequences arising thereof.

In view of the customs notification in respect to the amendments to the manifest, the consignees are requested to contact the vessel agents office atleast 2 working days prior vessels arrival to verify and confirm that the declarations in the manifest to be filed are in conformity with the bills of lading issued and in possession of the consignees.

In the event of the consignees fail to present their documents for verification and confirm the correctness of the manifest prior filing of the same, the onus of any amendment that will be required after the filing of the manifest with the customs will be on the consignee/receivers who will be responsible for all risk, costs and consequences that may arise. Consignees requiring a steamer survey to be conducted for goods discharged may contact the agents office for the same.
