NEW DELHI: The Commerce and Industry Ministry is working on a plan to set up about 50 e-commerce export hubs over the next five years as publicprivate partnerships (PPP), two people aware of the development said, amid low presence in e-commerce exports
Ten of these hubs are planned to be built in the current financial year to accelerate merchandise exports through online platforms, they said, requesting anonymity.
A r e g u l a t o r y f r a m e w o r k f o r e-commerce exports is expected to be ready by next month, they added.
India’s current e-commerce exports are significantly low at a mere $5 billion, as compared with China’s $300 billion. To enhance efciency
The new model aims to enhance efficiency, reduce logistical bottlenecks and provide businesses, especially small and medium enterprises (SMEs), with infrastructure and support to access global markets more effectively
“The government is finalizing the details of its plan to establish e-commerce export hubs, which was announced in the Union budget in July The government is identifying key zones for their development and is exploring the possibility of establishing them in nearly every state and Union Territory, including northeastern states,” the first person cited above said.
Setting up e-commerce export hubs
would require enhancing logistics, creating large warehousing facilities, and aligning trade facilitation. These export hubs would also help small producers sell to aggregators, who can then find markets for the products. The proposed export hubs are planned to be set up in cities with strong connectivity via road, shipping and airways.
To benet MSMEs
“No doubt this initiative will benefit our MSME units and other producers of consumer items like apparel and handicrafts, potentially creating jobs, it is crucial to focus on product quality and ensure that the items meet buyer expectations,” said Sanjay Kumar, former Principal Commissioner of Income Tax.
“Therefore, the government will need to develop a roadmap to ensure t h a t t h e D G F T, R B I , e x p o r t associations, respective ministries and agencies, and the CBIC are aligned in providing security, collecting revenue, facilitating trade, and ensuring health and safety, in order to realize the significant export opportunity,” he said
“The government will provide land and customs clearance facilities, as well as necessary civil clearances, at t h e p r o p o s e d e x p o r t h u b s f o r e-commerce products,” the second person said.
“All these export hubs will be
developed in a plug-and-play mode, which means they will be designed to be easily and quickly operational It will minimize set-up time and allow businesses to start operations with minimal additional installation or modifications,” this person explained.
For a small e-commerce export hub, a minimum investment of Rs. 4 crore is required This amount doubles for medium-sized hubs and is about ten times more for large export hubs.

Ac
Ministr y ’s research body India Brand Equity Foundation (IBEF), India’s e-commerce platforms reached a milestone with a gross merchandise value (GMV) of $60 billion in the fiscal year 2023, a 22% increase from the previous year
The Indian e-commerce industry is projected to reach $300 billion by 2030, experiencing significant growth, the IBEF report said. Third-party logistics providers are anticipated to manage about 17 billion shipments within the next seven years, it added.
India has around 936 16 million internet subscribers, including about 350 million mature online users actively engaged in transactions.
India has allowed 100% foreign direct investment (FDI) in B2B e-commerce as well as under the automatic route for the marketplace model of e-commerce.
NEW DELHI: In the corridors of India’s logistics industry, a quiet but significant situation is unfolding a contest between the country’s vast railway network and its sprawling road infrastructure The stakes are high: by 2031, the Indian Government, looking to bring down overall logistic costs, aims to boost the share of freight transported by rail from 18 2% in 2022 to an ambitious 45%. But S&P Global Mobility is of the opinion that this aspiration may be more of a of a dream than reality
Analysis from S&P Global Mobility suggests that the railways will likely only achieve a 24% share by 2030 a far cry from the target. Meanwhile, road transport, which currently dominates the sector with a 70% share, is projected to drop only slightly to 64% over the same period.
This forecast emerges against the backdrop of India’s logistics industry, a behemoth valued at USD 250 billion, growing at a steady 6-7% annual rate. I t ’ s a n i n d u s t r y p o i s e d f o r transformation, yet deeply rooted in its reliance on road transport. The reasons are manifold. Road freight, as S&P Global Mobility’s Senior Analyst Tabish Md Jan explains, has the unparalleled advantage of serving both last-mile and long-haul needs. “Road transport saves on packing costs,
facilitates tracking, and ensures timely deliveries benefits that resonate across a diverse range of sectors,” Jan noted during a recent webinar on India’s Medium and Heavy Commercial Vehicles (MHCV) market.
India’s rapid expansion of road infrastructure spanning national highways, state roads, and local thoroughfares further cements road transport’s dominance With new roads and bridges sprouting up across the country, the stage is set for even smoother freight movements Jan contrasts this with the railways’ uphill battle: “For rail to increase its share, it will require different types of wagons, dedicated railway tracks, large number of locos, bridges, and increased speeds But the path for truckingisalreadyclear”
T h e I n d i a n G o v e r n m e n t ’ s substantial infrastructure investments underscore this dynamic. In her July budget address, the Finance Minister Nirmala Sitharaman highlighted the Rs 11,11,111 crore allocation for capital expenditure, a sum that amounts t o 3 4 % o f t h e n a t i o n ’ s G D P This investment is set to fuel key i n f r a s t r u c t u r e s e c t o r s r o a d s , railways, airports, ports, and power plants—creating ripe opportunities for private sector involvement in largescale projects. S
measures designed to spur state-level infrastructure spending, including Rs 1.5 lakh crore in long-term, interestfree loans. Additionally, the government plans to enhance private sector investment through viability gap funding and market-based financing networks, while expanding the Pradhan Mantri Gram Sadak Yojana (PMGSY) to connect 25,000 rural habitations with all-weather roads.
I n t h i s e v o l v i n g l a n d s c a p e , Jan pointed to promising growth projections for India’s trucking and bus market. S&P Mobility graph forecast that trucks and buses over six tons are expected to grow from 480,000 units in 2024 to 500,000 by 2026. Within this, the heavy-duty truck segment is poised to expand at a robust CAGR of 10 3% during FY2021-2026, while medium trucks are expected to grow by 9.1%. The bus segment is set to soar, with a remarkable 39 7% CAGR, driven by macroeconomic factors such as overall economic growth, the infrastructure push, and the rise of e-commerce. While the road ahead for India’s railways might be fraught with challenges, the nation’s roads are primed to continue their dominance, carving out new pathways for the country’s booming logistics sector

NEW DELHI: There is a huge potential to increase economic cooperation between India and Africa as both regions can look at doubling two-way trade to USD 200 billion in the next seven years, Commerce and Industry Minister Piyush Goyal said recently
Speaking at CII's India-Africa business conclave, Goyal said the main sectors where businesses of the two sides can collaborate include agriculture, phar maceuticals, mining, tourism, auto, critical minerals, and renewable energy.
“I would like to suggest six areas for collaboration and cooperation as a way forward to take this relationship to the next level," he said, adding,
"can we look at doubling our trade. So far we have only a few African countries who trade with India".
He said as many as 33 countries do not participate in the duty free tariff preference (DFTP) scheme of India
"Can we look at getting more and more countries to enjoy the fruits of this partnership and set a benchmark to double this trade number from USD 100 billion to USD 200 billion between India and Africa. I think we should look at doing that in seven years," Goyal said.
He added that opportunities are there in increasing collaborations in the IT sector as India can help African n
development, health, and financial inclusion needs.
"There is a potential in the entertainment sector also given our mutual strengths. Sports also, we can increase cooperation," he said, adding t h a

KOLKATA: In a surprising turn of events, Kolkata’s industrial and logistics sector has defied the national downturn, recording an unprecedented 78 per cent increase in leasing activity during the first half of 2024.
Third-party logistics (3PL) providers emerged as the primary drivers of Kolkata’s leasing boom, accounting for about 29 per cent of the activity
This remarkable growth stands in stark contrast to the 15.7 per cent decline observed across India, according to a recent report by CBRE South Asia, a leading real estate consultancy
The report reveals that Kolkata’s industrial and logistics sector leased approximately 3 million square feet between January and June 2024.
This impressive figure comes at a time when national leasing has
dropped to 16.6 million square feet, down from 19 million square feet in the same period last year
The engineering, manufacturing, and retail sectors also played significant roles in this surge .
Notable transactions in Kolkata i

Additionally, PepsiCo secured 155,000 square feet in EFC Logistics Park.
Siddharth Pansari, president of Credai Bengal, attributes part of this success to Government policy.
“The small and medium industrial park policy, which reduced the threshold to 5 acres, has helped create significant supply to match the demand,” Pansari explained He anticipates continued growth in the sector
highlighted Kolkata’s strategic importance , stating, “Kolkata, as the gateway to eastern India and several n e
, h a s traditionally been a strong hub for logistics and warehousing.”
Mohta also noted the significant growth in small manufacturing units and revealed that Merlin Group is exploring options to establish an industrial park in the region.
While the industrial and logistics sector has seen moderation across eight major Indian cities, experts predict a rebound in space absorption during the second half of the year K
performance in this challenging national landscape underscores its
industrial and logistics hub in Eastern India.
NEW DELHI: India has allowed the export of 200,000 metric tons of non-basmati white rice to Malaysia through National Cooperative Exports Limited, as per a Directorate General of Foreign Trade (DGFT) notice reviewed by ET The move comes after Malaysia's Minister for Plantation and Commodities, Datuk Seri Johari Abdul Ghani, expressed a desire for "friendly ties" with India and proposed an arrangement to secure rice supplies.
Incidentally, India depends on Malaysia for the supply of palm oil for i t s d o m e s t i c c o n s u m p t i o n .
India annually imports 8.5 – 9 million tonnes of palm oil from Malaysia and Indonesia.
Malaysia imports rice from India because its domestic production only meets 65% of its needs, and demand for basmati rice is increasing. In 2022, Malaysia imported $132 million in rice f r o m I n d i a , m a k i n g i t o n e o f Malaysia's top rice suppliers. Malaysia's annual rice consumption is 2.5 million metric tons, and it typically imports 750,000 tons.
In 2024, Malaysia requested an additional 500,000 metric tons of white rice from India, in addition to the
170,000 tons that India had already allocated However, India has restricted shipments of rice to offset inflation and ensure food security. Malaysia has asked India to ease these export curbs, citing the two countries' friendly ties.
Earlier, India allowed the export of such a variety of rice to Nepal, Cameroon, Cote d'Ivoire, the Republic of Guinea, Philippines, S e y c h e l l e s , UA E , S i n g a p o r e , Comoros, Madagascar, Equatorial Guinea, Egypt, and Kenya, and Tanzania, though with varying quantities.
