India’s exports to FTA countries contract at a faster rate

NEW DELHI: Most of the free trade agreements that India has entered into over the years are not delivering the expected benefits. Giving a starker view of this, a recent analysis has showed that exports to the countries with which India has no bilateral trade pacts are holding up better in the current scenario, as compared to the shipments to the FTApartnercountries.

In the first six months (January-June) of 2023 merchandise exports to FTA partners declined 18.2%onyearwhiletheoveralldecline in shipments during the period was only8.1%,accordingtotheanalysisby trade policy think tank Global Trade ResearchInitiative.

The decline in exports to FTA partners brought down their share in overall exports to 26.8% in the JanJune 2023 from 30.1% in the same period last year. The FTA partners withthebiggestdeclineinexportsare South Asia Free Trade Area AFTA

(33.2%), South Korea (30%), Australia (25.4%), Japan (15.6%) and ASEAN (13.4%),accordingtoGTRI.

While overall imports from FTA partnershavealsodeclinedduringthe six months by 11%.Overall exports to FTAcountrieswere$58.6billioninthe firsthalfof2023,downfrom$71.6billion intheyearagoperiodr.Importsduring Jan-Junedeclinedto$88.6billionfrom $99.5billionintheyearago.

The trade deficit with FTA partners also increased to $ 30 billion in January-June this year from $ 27.9 billion the same period last year. More than half of this deficit or $16.1billionisaccountedforbyAsean alonewhichexplainstheinsistenceof India on review of Asean-India Trade in Goods. Last year the deficit during thesameperiodwas$19.3billion.

Only with SAFTA is India running a surplus of $ 10.3 billion on exports of $ 12.7 billion and imports $ 2.4 billion. Last year’s surplus with Safta which includes Afghanistan,Bangladesh,

Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka was $16.7billion.

Deficit with Australia ($ 4.2 b), Japan ($6.2 b), Korea ($ 6.7b), UAE ($7.2b). Overall India’s merchandise exports in Jan-June were $ 218.7 billion, down 8.1% from last year. Imports during the period were at $ 325 billion, down 8.3% on year. Services imports touched US$ 89.8 billion during January-June 2023, exhibiting a growth of 8.1 % over the same period last year (Jan-June 2022). Services exports reached a turnover of $166.7 billion during January-June 2023, exhibiting a healthy growth of 17.7 % over the same period last year .Services importstouched$89.8billionduringin the first half of 2023, exhibiting a growthof8.1%overlastyear.

After UN body, 3 nations ask India to resume rice exports

NEW DELHI: Singapore, Indonesia and the Philippines, key diplomatic partners of India, have appealedto New Delhito resume rice exports to their nations following India’s decision to suspend nonbasmatishipmentstocheckprices.

Singapore has requested around 110,000 tonnes of rice from India. In June, Indonesia announced plans to import 1 million tonnes (mt) of rice from India to protect against disruptions caused by the El Nino weatherpattern.ThePhilippinesalso reliesonIndiaforricesupplies.

Recently, the UN World Food Programme sought 200,000 tonnes of Indian rice for its humanitarian operations.

TheSingaporeFoodAgency(SFA) recently announced that it was in talks with India for the resumption of rice exports. 'SFA is working closely

with importers to increase the import of different varieties of rice from various sources. Singapore is also in close contact with the Indian authorities to seek exemption from theban,'readapressreleasefromthe agency.

'We diversify and import rice from over 30 countries. In 2022, India accounted for approximately 40% of Singapore’s rice imports. Only the import of non-basmati rice is affected bytheban.Theimportofnon-basmati rice from India makes up approximately 17% of Singapore’s riceimport,'itadded.

India is the world’s biggest rice exporter, accounting for about 40% of the global rice trade. The 20 Julymove to curb exports of non-basmati white rice has put pressure on rice prices in global markets. Neighbouring countries, including

Bangladesh and Nepal, are heavily dependent on Indian rice, while some African countries are purchasers of brokenrice.

'To ensure adequate availability of non-basmati white rice in the Indian market and to allay the rise in prices in the domestic market, the governmentofIndiahasamendedthe exportpolicyoftheabovevarietyfrom ‘free with export duty of 20%’ to ‘prohibited’ with immediate effect,' thegovernmentannouncedinJuly.

'But there is no change in the export policy of non-basmati rice (parboiled rice) and basmati rice, which form the bulk of rice exports. This will ensure that the farmers continue to get the benefit of remunerative prices in the international market,' read a press release by the ministry of consumer affairs,foodandpublicdistribution.

Nepal exports 6,69,680 kg Tomatoes to India in a fortnight

KATHMANDU: Nepal has exported 6,69,680 kg of tomatoes to India via three border points within two weeks, records at the customs officealongtheborderhaveshown.

As per the records of customs offices at Birgunj, Mechi Customs in Kakarbhitta and Bhairahawa, a total of 6, 69,680 (Six lakhs Sixty-nine thousand and six hundred eighty) kilograms of tomatoes has been exported to India from Nepal till 18th ofAugust.

The number only includes those exported in large quantities and by paying the official taxes after India resumed import of tomatoes from Nepal starting 4th August. Huge volumes of tomatoes might have been exported to India from Nepal by small businesses and farmers themselves which haven’t been recorded in either of the customs offices.

As per the records, each kilogram of exported tomatoes was priced at

Nrs. 12 which amounts to about 8.036 million Nepali rupees (60,486.42USD).

Out of the three customs points along the border with India, the Birgunj custom office recorded the highest volume of export weighing 6,37,680Kilogramsoftomato.

Mechi Customs in Kakarbhitta exported25thousandkilogramswhile Bhairahawa Customs exported 7 thousand kilograms of tomatoes to India.

India's foreign trade crosses $800 bn mark in rst six months of 2023: GTRI

NEW DELHI: A healthy growth in India's services segments has helped the country's total exports and imports of goods and services to cross the USD 800 billion mark during the first half of 2023, despite a slowdown in global demand, think tank GTRI said in a report on Monday According to the analysis of the Global Trade Research Initiative (GTRI), exports of goods and services rose by 1.5 per cent to USD 385.4 billion during January-June this year, as against USD 379.5 billion in January-June 2022.

I m p o r t s , h o w e v e r, d i p p e d b y 5.9 per cent to USD 415.5 billion during the six months of this year, as against USD 441.7 billion in January-June 2022.

"India's foreign trade (exports and imports of merchandise and services) reached USD 800.9 billion during JanuaryJune 2023, exhibiting a decline of 2.5 per cent over the same period last year (January-June 2022)," the report said.

Standalone, goods exports dipped by 8.1percenttoUSD218.7billion,whileimports contractedby8 3percenttoUSD325 7billion On the other hand, services exports during the six months period grew by 17 7 per cent to USD 166 7 billion, while imports rose by 3.7percenttoUSD89.8billion.

"Data is showing modest decline due to w e a k g l o b a l d e m a n d a n d l o s i n g competitiveness in labour intensive sectors The decline in merchandise exports happened despite appreciating INR (Indian Rupee). INR/USD exchange rate appreciated from 76.16 in April 2022 to 82 18 in Apr 2023," GTRI Co-Founder Ajay Srivastava said.

He said the world trade outlook for 2023 is weak due to a number of factors, including the ongoing war in Ukraine, high inflation, tighter monetary policy, and financial uncertainty

"But these factors will soon be overshadowed by a spate of new subsidies and protectionist measures by the EU and USA For example, in the first seven months of 2023 alone, the EU has

introduced five regulations on climate change and trade, each of these are essentially measures to curb imports," he said. India should continue to focus on increasing product quality and supply chain competitiveness, he said, adding since every big country is into inward mode, India should not surrender its policy space especially in new issues in FTAs (free trade agreements) and Indo-Pacific Economic Framework for Prosperity (IPEF).

He suggested the government be ready to use targeted and precise retaliation to counter unilateral policy decisions like CBAM (carbon border a d j u s t m e n t m e c h a n i s m ) o r E U Deforestation Regulation.

India has done this effectively in 2019 by raising tariffs on the US products when the US in 2018 raised tariffs on steel and aluminium, he said.

The report stated that 11 of 29 product categories contributing to 25 per cent of India's exports registered positive export growth during January- June 2023, over the same period last year

Those sectors include Telecom, Computer and electronics items; M a c h i n e r y, b o i l e r s , Tu r b i n e s ; Pharmaceuticals; ceramic products.

Smartphone exports jumped to USD 7.5 billion during January-June this year from USD 2.5 billion in January-June 2022.

However, exports in 18 of 29 product categories contributing to 75 per cent of total merchandise exports declined during the period and that include cereals, vegetable, fruits, spices; fish, meat; dairy products; textiles, ; carpets, garments; footwear; and leather

"Small firms active in labour intensive sectors face 10-15 cost disadvantages due to high cost of capital, low quality grid power, delays at the ports and higher compliance cost PLI is not an answer to product categories where thousands of firms make the same products as it will put non recipientstodisadvantage,"Srivastavasaid

He suggested that a horizontal scheme extending 2-3 per cent incentive to every firm in the sector will help in meeting some of the cost disability

Further, the report said that India exports goods to 240 countries and out of that, the country's outbound shipments declined in 134 destinations Major countries where exports declined include the USA, UAE, China, Bangladesh, and Germany Countries where exports grew positively includeNetherland,UK,SaudiArabia

"India's exports exceed USD one billion with 41 countries. India's export promotion must focus on these countries as these countries account for 87 per cent of India's exports. India's exports grew positively in 12 of these countries and declined in 29 countries," he said.

During January-June 2023, the top 15 countries with which India has the highest trade deficit include China (USD 38 1 billion), Russia (USD 29.6 billion), Saudi Arabia (USD 12.9 billion), Iraq (USD 12.5 billion) and Switzerland (USD 7.5 billion).

Talking about free trade agreements, the report said the share of FTA partners in India's merchandise exports came down from 30.1 per cent in the first six months of 2022 to 26.8 per cent in 2023.

This includes total merchandise exports and not the preferential exports for which data is not in public domain.

About oil imports, it said that import of crude petroleum came down from 79 2 billion in January-June 2022 to 73.2 billion in January-June 2023, a decline of 7.6 per cent.

"But, Russia's share in India's import of petroleum cr ude jumped from 6 4 per cent in January-June 2022 to 31.3 per cent in January-June 2023.

"Imports increased from USD 5 1 billion to USD 22.9 billion registering a growth of 350 per cent," Srivastava said, adding the share of imports from all other major suppliers like Iraq, Saudi Arabia, UAE has declined substantially during this period.

India, Asean to intensify efforts to conclude FTA review by 2025

NEW DELHI: India and the 10-nation bloc Asean recently said they have directed their officials to intensify their efforts to conclude the review of the existing free trade agreement in goods between the two regions by 2025 The issue was discussed during the twentieth AEM (Asean Economic Ministers)-India Consultation meeting, held at Semarang,Indonesia.

According to a joint media statement, the meeting welcomed the progress of the review of the Asean-India Trade in Goods Agreement (AITIGA). It also endorsedthetermofreferenceofthe AITIGA Joint Committee, the Work Plan of the review negotiations and thenegotiatingstructure Bothsides agreed to make the agreement more

user-friendly, simple and trade facilitative for businesses to increase trade and support s u s t a i n a b l e a n d i n c l u s i v e growth ”To this end, the meeting encouraged the officials to intensify theireffortswiththeaimofachieving a substantial conclusion of the review in 2025,” the statement said The consultation was co-chaired by Indonesian Trade Minister Zulkifli Hasan and Additional Secretary in India’s Department of Commerce RajeshAgrawal.

In value terms, imports rose by 28 per cent to Rs 3,153 crore in the first quarter of FY2023-24 compared to the y e a r- a g o p e r i o d , I n d i a n Pa p e r Manufacturers Association said citing Directorate General of Commercial Intelligence and Statistics data.

The surge in imports comes on the back of a 25 per cent increase in paper and paperboard imports in FY2022-23 over the previous fiscal, according to the

official trade data. In FY23, paper and paperboard worth Rs 12,531 crore were imported.

In the April-June period of FY24, imports from ASEAN jumped nearly t h r e e - f o l d a n d f r o m C h i n a b y 37 per cent in volume terms.

Imports of all grades of paper accelerated in the first quarter with the highest jump of 214 per cent seen in imports of uncoated writing & printing paper, 28 per cent in coated paper and paperboard, 15 per cent in kraft paper and 65 per cent in tissue paper imports.

The top import sources of uncoated writing & printing paper are Indonesia, Singapore and China. The top import

sources of coated paper and paperboard are China, Japan and South Korea, the I n d i a n P a p e r M a n u f a c t u r e r s Association stated in a statement.

“Substantial quantities of paper and paperboard are being imported into the country at significantly lower costs with nil import duty from ASEAN, South Korea and Japan under the respective free trade agreements (FTAs), and preferential import duty from China under the A s i a Pa c i f i c Tr a d e A g r e e m e n t (APTA),” Mr. Pawan Agar wal, P r e s i d e n t , I n d i a n P a p e r Manufacturers Association (IPMA) said.

Live monitoring of Freight movement on Eastern DFC commences at Prayagraj

PRAYAGRAJ: Live monitoring of freight trains moving on the DFC has just begun at the Operation Control Centre established at Prayagraj in Uttar Pradesh. The Control Centre consists of a huge 91-metre video wall on which live tracking of cargo trains has just begun. On 17th August, a 59-wagon freight train entered the Eastern Dedicated Freight Corridor from New Sonnagar station. It was loaded with coal at Mahanadi Coal Field and heading towards Talwandi Power Station. This was the first train that could be spotted on the screen of the Control Centre.

Dedicated Freight Corridor (EDFC) on a real time basis.

The first freight train of the day was followed by 241 goods trains (up and down) on that day including four “pythons”.

The two freight trains with 59 wagons each joined together called “python” in rail jargon Pythons are being used for long and heavy haul as they can carry maximumgoodsatatime

The movement of “python” reduces logistic cost as it moves about 10,400 tonne of goods at a time to the destination, explains the Chief Controller at the Operation Centre.

The Operation Control Centre witnessed movement of four “Pythons” in the EDFC on 17 August which include 1 0 4 - w a g o n f r e i g h t t r a i n s f r o m Ghaziabad to Mirzapur and Sonnagar to Dadri. “DFC is a rail expressway of the rail network. Our aim is to speed up the goods movement upto 60 to 70 kmph from the current 48 kmph,” said the Signal Controller. The Control Centre is also equipped to track any anomalies that develop in the functioning of a moving train and will alert the staff on the locomotive and on the ground. The Eastern DFC has operationalised Wheel and Bearing Condition System, Machine Vision Inspection System and Wheel Impact Load Detection System.

India’s GDP to hit $35 trillion by 2047 : Piyush Goyal

Shri Piyush Goyal said that, this is India’s time in the sun to grow, invest, and expand, in an event recently

“India’s growth will take the country to a GDP of $35 trillion by 2047. It’ll be the country with the largest business opportunities in the world,” the minister added.

He stressed that the India story is currently unfolding, and India will become the engine of growth for the world.

“I see no other opportunity as big as India for at least the next 30-35 years. I look at it as a 30-30-30 matrix. We have a population which is below 30 years of age, we will continue to have a young population for the next 30 years, and in these next 30 years, given the strong foundation that Prime Minister Modi has laid, I believe we will add about $30 trillion to our economy,” he said.

According to Goyal, it is the powerful combination of a young India and a vibrant democracy that’s helping India show the world the way towards a sustainable, inclusive, balanced, and fast-paced growth.

India is now home to 1 4 billion people, recently surpassing China to become the world’s most populous country, according to United Nations estimates. More than 600 million people are aged between 18 and 35, and this is expected to continue till at least 2055–56.

“About 24.3 percent of the incremental global workforce over the next decade will come from India This is significant, considering the rapidly ageing population in the developed world, creating potential challenges to labour supply in various sectors of the global economy,” Ernst & Young said in its report India@100. UN estimates say that India’s population will not begin to decline for another four decades.

“Our economy is in good shape, with $600 billion in foreign reserves. India is the fastest growing large economy in the world. In the last nine years, we have had the lowest inflation rates ever We have worked towards making India digitally empowered,” Goyal added.
