Leather Exporters to visit Russia for Business Opportunities

NEW DELHI: A delegation of over 20 leather sector executives will be visiting Russia this month to seek investments and tap growing export opportunities.

The three-day visit will start from August 26.

Council for Leather Exports Executive Director Mr R Selvam said that at present India is exporting leather goods in the range of USD 60 million to USD 80 million, but it is low as huge opportunities are there in Russia.

“We will also participate in an international fair – Euro Shoes Premier Collection in Moscow.

We are taking a delegation with an aim to attract investments, technology collaboration in tannery and product manufacturing,” added Selvam.

Though there are payment issues in Russia due to Western countries’ sanctions on account of the RussiaUkraine war, exporters who are dealinginRupeecanshipthegoods.

The export of leather, leather products and footwear rose from USD 44.84 million in 2022-23 to USD 62.48 million in 2023-24.

However, the exports have

declined to USD 14.21 million during April-June this fiscal, from USD 16.34 million in the same period last year.

“The major issue for this decline is the payment problem that is nonissuance of BRC (bank realisation certificate) by banks,” he said, adding there has been sanctions on SEBR Bank of Russia by US OFAC (office of foreign assets control).

Due to the sanctions, many Indian banks are not issuing BRC for the payments from Russia, he added.

India and Russia are discussing holding trade in local currencies and reducing non-tariff barriers by Moscow to boost bilateral trade.

PIL further renews fleet with order for five

TEU LNG Dual Fuel container vessels

SINGAPORE: Pacific International Lines (PIL) is stepping up on its fleet renewal programme and has ordered five new container vessels with 13,000 TEU capacity, equipped with liquefied natural gas (LNG) dual-fuel engines. The neo panamax-sized vessels are expected to be delivered progressively from end-2026. Construction of the vessels has been awarded to Hudong Zhonghua Shipyard, a leading Chinese shipbuilder

Designed with a focus on efficiency, safety and sustainability, the modern vessels will also have the flexibility to meet the demands of different voyages, weather conditions and load capacities. They will be equipped with dual-fuel engines and auxiliaries to be able to run on both LNG as well as low sulphur fuel oil.

Mr Lars Kastrup, CEO of PIL said, “These latest orders are part of PIL’s fleet renewal strategy for larger and more eco-friendly vessel types. Together with another eight vessels we currently have under construction, we now have 13 new vessels that will contribute significantly towards our decarbonisation goal of net zero emissions by 2050.

“As part of our commitment to putting customers first, we are continually optimising our fleet with newer and more advanced vessels to better serve customers in our key markets For instance, the vessels will have a high refrigerated container capacity payload to support our services for the transport of fresh fruit, vegetables, seafood, meat and pharmaceuticals.”

The vessels will incorporate the latest technological and energy-saving features including an optimised hull-form, variable-frequency drive (VFD) motors for larger pumps and ventilation blowers, lower-energy LED lightings as well

as premium hull coatings. When completed, the vessels will be fully compliant with the International Maritime Organisation’s (IMO) Energy Efficiency Design Index (EEDI) for newbuilds and the Carbon Intensity Indicator (CII).

In addition, increased digitalisation such as Artificial Intelligence (AI) and Internet of Things (IoT) has been incorporated in the design and equipment for the automation of tasks All of these improvements will contribute to more efficient operations, provide a safe and modern working environment as well as enhance the welfare of our seafarers.

The vessels’ digital features will further boost the ability of PIL’s Centre for Maritime Efficiency to optimise vessel operations and routes, increase safety and security, as well as minimise energy usage.

PIL is currently building four 14,000 TEU and four 8,200 TEU LNG dual-fuel container vessels. The first two of the 14,000 TEU vessels are expected to be delivered later this year

Two major Export Promotion Schemes likely to get extension

A meeting of the Quarterly Monitoring Committee for RoDTEP and the RoSCTL schemes headed by the Finance Secretary will take place soon where a call will be taken on RoDTEP extension and its duration, the official added.

“Our review suggests that if exports continue to grow slow, we can manage with available funds of Rs 16,075 crore for 2024-25. However, if there is substantial growth in exports we will need to ask for more funds. But we foresee some savings under RoSCTL,” the source said.

The RoSCTL or Rebate of State & Central Taxes and Levies scheme is for exports of made-up articles &

garments, and is similar to RoDTEP scheme.

“Textile exports are almost flat t h i s y e a r s o t h e 1 0 p e r c e n t enhancement in outlay they got in the budget, of about Rs 800 crore, should be available for RoDTEP But the decision has to be taken by the Finance Secretary-led committee,” the source explained.

An early decision is also likely on extension of the interest equalisation scheme as it already lapsed for the 410 beneficiary sectors (non-MSME) on June 30 2024. Only a two-month extension was given to the MSME sector which will lapse this monthend. Under the scheme, loans are extended at a subsidised rate

determined by the government to beneficiary exporters.

A final note seeking extension of the interest subvention scheme, for all beneficiaries covered under the l a p s e d s c h e m e , w i l l b e s o o n presented before the Expenditure Finance Committee and then to the Union Cabinet. The Commerce Department wants a five-year extension but a final decision will be taken by the EFC and the Cabinet. Demand for warehousing spaces in Delhi-NCR dips

77% in Jan-June; Chennai sees 3-fold jump: Vestian

N E W D E L H I : D e l h i - N C R witnessed a 77 per cent decline in leasing of warehousing and logistics spaces during January-June this year, while Chennai saw a 3-fold jump in demand, according to real estate consultant Vestian.

A s p e r V e s t i a n ’ s l a t e s t Warehousing and Logistics Sector review for January-June 2024, the absorption of warehousing and logistics spaces in January-June across seven major cities rose 8 per cent to 16.6 million square feet during the first half of this year, from 15.4 million square feet in the year-ago period.

Among seven cities, Delhi-NCR reported the highest annual decline of 77 per cent at 1.1 million square feet during January-June, from 4.7 million square feet in the corresponding period of the previous year

Similarly, the demand in Kolkata fell 65 per cent to 0.3 million sq ft from 0.8 million square feet. In Bengaluru, the leasing of warehousing spaces declined 19 per cent to 1 4 million square feet, from 1.7 million square feet.

However, the leasing of spaces in Chennai jumped to 1.5 million square feet, from 0.5 million square feet and in Hyderabad, the absorption o f w a r e h o u s i n g s p a c e s r o s e 48 per cent to 1.9 million square feet, from 1.3 million square feet.

Mumbai and Pune together accounted for 63 per cent of the total absorption in H1 (January-June) 2024.

Leasing of warehousing and logistics spaces in Mumbai rose 80 per cent to 6.8 million square feet, from 3.8 million square feet. In Pune, the absorption of spaces grew

40 per cent to 3.6 million square feet in January-June 2024, from 2.6 million square feet in the corresponding period of the previous year

Shrinivas Rao, CEO, Vestian said, “As participation of foreign investors increased, availability of funds eased in the sector.”

“Moreover, recent government a n n o u n c e m e n t s t o b o o s t infrastructure developments is likely to reduce logistics costs from 8-9 per cent to 5-6 per cent of the GDP , which in turn will lead to an increase in real estate activities in the warehousing sector,” Rao added.

Why India needs to zero-rate its exports

NEW DELHI: The department of commerce has reportedly asked for a n e x t e n s i o n o f t h e

RoDTEP scheme for exporters, beyond September 2024 Ajay Sahai explains the contours of the scheme meant to neutralise the tax content in export products, and why it isn’t yet an open-ended one. What is the RoDTEP scheme for exporters?

IT IS ONE of the basic tenets of global trade that countries can opt for “zero-rating” their exports. RoDTEP (Remission of Duties and Taxes on Export Products) aims at zero-rating of exports to relieve any incidence of duties in exports. The basic customs duty, on inputs used in exports, is refunded through Duty Drawback/ Advance Authorisation /DFIA or through EOU/ SEZ schemes. GST is refunded via the IGST/ ITC refund mechanism Any other tax not refunded through these is remitted through the RoDTEP scheme.

The primary objective of the scheme is to (a) offset the hidden taxes and duties borne by exporters which are not refundable through other mechanisms; (b) make Indian exports more competitive in the global market; (c) comply with WTO nor ms by replacing the Merchandise Exports from India Scheme (MEIS), which was facing c h a l l e n g e s i n t e r m s o f W T O compliance. Essentially, RoDTEP aims to create a level playing field for Indian exporters by reducing their cost of production and thereby enhancing their competitiveness in the international market.

Taxes to be compensated under this The Scheme Aims to compensate

the taxes at the central, state and local levels on the exported product, including prior stage cumulative indirect taxes on goods and services u s e d i n t h e p r o d u c t i o n a n d distribution of the exported product. These includes (i) VAT and excise duty on the fuel used in self-incurred transportation costs; (ii) VAT and excise duty on the fuel used in generation of electricity via power plants or DG sets; (iii) VAT and excise duty on the fuel used in running of machineries/plant; (iv) electricity duty on purchase of electricity; (v) mandi tax/ municipal taxes/ property taxes; (vi) stamp duty on export documents; (vii) embedded GST on inputs with end product exempted from GST.

Current validity

The scheme was introduced on January 1, 2021 and has been extended from time to time with current validity up to September 30, 2024. The government is looking into extending the scheme to continue to provide competitiveness to exports, more so at a time when India is witnessing huge headwinds in global trade which are impacting its exports adversely

RoDTEP vs MEIS

MEIS WAS A promotional scheme to encourage exports of certain thrust sectors whereas RoDTEP is a duty remission scheme, compliant with the norms of WTO The objective of the MEIS was to incentivise the export of the goods whereas the objective of RoDTEP is neutralise the taxes and duties suffered on exported goods which are otherwise not remitted in any manner

Why it needs a budget allocation

While RoDTEP IS designed to be a

zero-rating scheme, it is still subject to budget allocation as our resources are limited. The budget allocation for 2024-25 is about Rs 16,500 crore. Being a refund scheme, sufficient funds should be allocated to cover all sectors of exports at a rate which justifies the incidence of unrebated taxes.

Applicability of the scheme

T h e R o D T E P S c h e m e i s applicable on exports to all countries and currently, it covers 10,342 HS items. However, there are some sectors such as iron and steel, glass and glass products, apparel and madeups (covered by Rebate of State and Central Taxes and Levies), etc., which have not been given benefit under this scheme.

Ports where it can be availed

interface and thus it only covers

interchange (EDI) ports Exports from non-EDI ports are under the

generally use non EDI ports. If goods are sold online and physical export of the goods happens from an EDI port, RoDTEP can be availed by e-commerce exporters also.

EU’s forest rules can hurt India’s agri exports

BRUSSELS: Regulation (EU) 2023/1115 of the European Parliament and of the Council of May 31, 2023, is on making available in the European Union (EU) market and the export from the EU of certain commodities and products associated with deforestation and forest degradation.

The avowed objective of the R e g u l a t i o n r e f e r r e d t o a s ‘Deforestation Rules’ or ‘Rules’ in the ensuing narrative — is to minimise the EU’s contribution to deforestation and forest degradation worldwide, with the consequential benefits of reducing the EU’s contribution to greenhouse gas emissions and global biodiversity loss.

What is prohibited

Article 3, ‘Prohibition’, states that ‘relevant commodities and relevant products shall not be placed or made available on the market or exported, unless all the following conditions are

fulfilled: (1) they are deforestationfree; (2) they have been produced in accordance with the relevant l e g i s l a t i o n o f t h e c o u n t r y o f production; and (3) they are covered by a due diligence statement’.

Going further to 2(13), the clause defines ‘deforestation-free’ as meaning: (a) the relevant products contain, have been fed with or have been made using the relevant commodities that were produced on land that has not been subject to deforestation after December 31, 2020; and (b) in the case of wood, that the wood had been harvested without inducing forest degradation after December 31, 2020.

Penalties

Exporters of commodities and products should be concerned with these developments in view of the penalties that can be invoked by the operators placing these products in

the EU. Corrective actions will mean preventing the relevant product from being placed, withdrawing the product from the market and recalling it if sold. There are also huge penalties on the operators which will eventually be passed on to the Indian exporters who in addition face the risk of being blacklisted. Noting that the bulk of the rules including Article 3 ‘prohibition’ will become effective from December 30, 2024 (other than SMEs to whom different rules will apply), there isn’t much time left. One immediate development will be the rewriting of trade agreements.

Another issue that can come up is whether the principles of revenue recognition need to be changed since it raises the question of when the transfer of goods happens with the a t t e n d a n t t a x i m p l i c a t i o n s Accountants and auditors will need to address this issue immediately
