Union Minister Nitin Gadkari recently said efforts are on to develop infrastructure to make Nashik a leading region in the Country for export-import of agricultural produce as well as automobileandothermanufacturing items. He was speaking here while inaugurating some projects and laying foundation stones for upcomingones.
“Rapid development, especially of good roads, will bring about employment opportunities. We want
export of grapes, onions etc as well as automobile sector items to take place directly from here. Efforts are on to make Nashik a leading region for export-import using road, rail and air,”hesaid.
He launched and laid foundation stonesof226kilometresofroadworth Rs 1,830 crore during the function heldinIgatpurihere.
“We are performing the bhoomipujan of seven road works with a total length of 205 kilometres. These projects are worth Rs 1,577 crore. The work on six-laning the Gonde-Pimpri Sado section will also start,”hesaid.
The Union Minister of Road Transport and Highways said the commissioning of the NagpurMumbai Samruddhi Expressway will bring traffic pressure at Vadpe, where the Mumbai-Agra Highway and upcoming Mumbai-Delhi Expresswaywillconverge.
“Vadpe will become a very importantjunctioninthefuture.Itwill directly benefit JNPT Port near
Mumbai. It will speed up exportimport. From Vadpe, we will reach Delhi, Gujarat, Madhya Pradesh and Rajasthan in quick time. This will increase the importance of Nahsik,” hesaid.
Moreover, some Rs 10,000 crore of works of the proposed Rs 80000-crore Surat-Chennai Expressway, will pass through Nashik, he said, adding the expressway will be 1,290 kilometres long and motorists can reach the two cities in Gujarat and Tamil Nadu in10hours.
“It will pass through Nashik, Ahmednagar, Beed, Osmanabad and Solapur districts in Maharashtra. Of the 482 kilometres of the SuratChennai Expressway in Maharashtra,122kilometreswillbein Nashik district. There will be scope for industries, logistic parts etc along theroute,”Gadkariasserted.
He said a 6-kilometre long double flyover from Nashik Road to Dwarka Chowk worth Rs 1,600 crore on the Nashik-Pune Highway has been approved.
TEHRAN: Iran has offered India a strategic cooperation pact on the lines of a deal it signed with China in 2021, two people aware of the matter said, as thesanctions-hitcountrytriestoattract investments in its energy and infrastructuresectors.
Details of the Iran-China deal have remained under wraps. However, accordingtoreportsintheinternational media last year, Beijing will invest close to $400 billion in Iran’s infrastructure and energy sector under a 25-year cooperation agreement. The captioned vessel is due to arrive at MUMBAI Port on 23.12.2022 with import cargo from SHANGHAI (CHINA)
Consignee expecting import cargoes on the captioned vessel are requested to present the ORIGINAL BILLS OF LADING duly discharged and obtain delivery orders. In the event of Mumbai Port Trust directing the shifting of the cargo from quay to a storage area within the docks, the same will be undertaken by the vessel agents at the consignees risks and costs.
"Stamp duty" is payable as per the directive of the Superintendent of stamps.

ANTWERP: The terminals on the Antwerp port platform are further preparing themselves to implement Certified Pick up, the container delivery process based on identity rather than PIN codes. In the context of a digitally secure port, the implementation of Certified Pick up is one of Port of Antwerp-Bruges' priorities. Over the past few months, a lot of optimisations have taken place, in order to tailor the process even better to users'needs.
Aclearcustoms light Certified Pick up brings users more transparency about the delivery process of a container.
Customs status is an important factor in this. In recent months, we have been working hard with the port community, customs, NxtPort and Port of Antwerp-Bruges to improve and extend the quality of the customs light of a container (CCRM). Wehavethoroughlytestedtheforwardingofthecustoms light messages and solved technical hick-ups together withcustomsstepbystep.
Furthermore, additional reporting and the development of port equalisation provides more transparencyandmakestheprocessoperationallymore efficient. Thus, the customs status of a container can be proactively monitored by multiple parties including shipping companies, forwarders and transport operators.
The new transparant customs light will be available during the first quarter of 2023. After a transition phase,
the light will eventually become mandatory to be able to takecontainersawayfromtheterminal.
Different partners in the supply chain handle the import process of a container differently. To achieve an optimal digital process, standardisation is needed. We mapped these different import processes and their settlement and established a uniform way of working. This was necessary to digitise the process and make it more efficient. These processes will soon be available as manualsandbestpractices.
Certified Pick up is currently in operation at PSA's terminals (Q 869 and 913). DP World Antwerp Gateway and MPET will follow shortly. In addition, just about all shipping companies are connected and we are taking the final steps to make the release for truck operators go smoothly. We developed extra functionalities in the user interface to adjust larger volumes in one go. In the next phase, we will also implement this for inland shippingandrail.
In total, about 2,000 companies are registered on CertifiedPickuptoday.
N E W D E L H I : I n d i a Infrastructure Finance Company Ltd (IIFCL)hassanctionedRs8,244crore loans to about 20 projects to help add 836milliontonnesperannum(MTPA) of ports capacity, which is one-fourth of India’s total cargo volumes, a top company official said India’s total port capacity is about 2,600 MTPA. Of this, 12 Major Ports’ cargo handling capacity stood at 1,598 MTPA as of March2022.
IIFCL has been extending its financial support to many strategic port projects, including the Paradip Port, Essar Vizag port, Tuticorin, Krishnapatnam,Karaikal.
“The latest is the Ramayapatnam port, which reinforces our belief in this very important sector and the potential it holds to improve connectivity, bring down logistics costs, and provide a boost to the economy,” IIFCL Managing Director P R Jaishankar was quoted by PTI recently
With investment in three u p c o m i n g p o r t s i n c l u d i n g Ramyapatnam and Bhavanapadu, he said, the capacity would touch 1,000 MTPA with these ports going on streaminacoupleofyears.

Continuing with its vision to fund world class infrastructure in India, IIFCL will be providing financial assistanceofRs1,000croretoanother greenfield non major port in Andhra Pradesh with proposed capacity of 30 MTPA
“Theongoingdecadecouldwellbe a golden decade for the sector with positive government policy interventions, private sector capital infusion, and holistic and inclusive development with efficiency, job creationandinnovation,”hesaid.
UndertheNationalInfrastructure Pipeline,thetotalcapitalexpenditure by both the Centre and state governments in the port sector between FY20 and FY25 is estimated atRs121,194crore.
For projects executed by the Centre, about 58 identified projects areplannedforimplementationinthe period2020-25.
IIFCL in the past has been supporting the sector and will continue to explore opportunities to fund for development of port infrastructure and support the government’svisionofmakingIndiaa developednationby2047,hesaid.
With improvement in various parameters, the institution has transformed itself from being the last milelendertoapreferredfinancier.
S o f a r, t h e s t a t e - o w n e d infrastructure financing firm has sanctionedaround650 projectswitha total outlay of Rs 11.5 lakh crore and out of them, 500 are public private partnership(PPP)projects.
LONDON: With China’s economy slowdown and the COVID-related measures in flux, shipping and more importantly the dry bulk segment is under pressure. In its latest weekly report, shipbroker Allied Shipbroking said that “as China announced last week a series of wide-ranging relaxations on its zero-Covid restrictions, markets worldwide began to price what these shiftscouldmeanfortheglobaleconomy, inflation as well as what it will mean for the world’s second-largest economy itself. Despite the Chinese Communist party having fervently defended its position to uphold its zero-Covid stance, the pressure that had mounted from the sharp contracting in trade last month (the sharpest drop in exports and imports noted in several years), rising unemployment and the inevitable public unrest that followed, seems to have been enough to push for a major rethink and revaluation of the policy in place.
According to George Lazaridis, Head of Research & Valuations for Allied, “the triggers for this U-turn
may have been ample yet even with these changes in place there is no guarantee it will be enough to fire up the economy The major risks these m e a s u r e s c o u l d b r i n g a r e considerable despite the fact they are still well behind what is currently seen in the West. Given that there is still a very low rate of vaccination in its elderly population and a lack of natural immunity, limiting case numbers and deaths will prove to be quite a challenge. An improvement in its domestically developed vaccines and broader-based vaccinations may help ease some of the pressure. Till such a point occurs, the gaps can be covered to some degree through better provisions of anti-viral treatments and increasing its healthcare capacity. Keeping its population healthy and Covid free will prove a challenging hurdle to overcome in the coming months”.
Allied’s analyst noted that “given the importance that China plays in global trade and more particularly the trade in dry bulk commodities, any
strong recovery at this point in dry bulk freight markets will go hand in hand with a stronger Chinese economy Till such a point when any new strong stimulus measures are brought about and their effects start to make their presence felt, the dry bulk market looks set to stagger along around its current levels. The most difficult point will most likely prove to be once again the seasonal slump typically noted during the Chinese New Year festivities which this year fall in late January and early February. The expectation is that thereafter we should start to see a significant effort being placed by Beijing to revamp its economy. Depending on the extent and commitment of any and all efforts they bring in doing so, this could lead in turn to a much faster-paced and more significant recovery in dry bulk freight rates during the latter half of 1Q23. Yet all this depends right now on an expectation that Beijing will act in a major way to reverse the recent trends noted in both its economic growth and trade figures”, he concluded.

Mumbai-based exporter and Chairman of The Bombay Textile Research Association S K Saraf said exportsarekeydriverstopromotethe country’s economic growth and the Budget should address issues being facedbythesector.
“The Budget should provide a mechanism for waiver of electricity duty for the units that are exporting more than 50 per cent of their
production. Manufacturer exporters who are exporting more than 50 per cent of their production should be granted a script equivalent to 2 per cent of their exports to compensate for these handicaps that exporters suffer. This compensation cannot be seen as an incentive,” PTI quoted Sarafassaying.
Exports provide high quality employment, and promote induction of technology, quality consciousness and infrastructure development, he said.
“My dream Budget would be the one that makes exports as an engine ofgrowthoftheeconomy,”headded.
“At present our exports of goods andservicesareabout21.5percentof GDP in 2021-22. It is woefully small
comparedtotheaveragecontribution ofexportstoGDPofabout30percent or more in most developing countries in Asia. Export supports many sectors like banking, shipping, insurance,andtourism,”Sarafnoted.
Ludhiana-based Hand Tools Association President S C Ralhan said the finance ministry should provide sufficient funds to set up sector-specific clusters or parks with moderninfrastructure.
“This will help increase the competitiveness of manufacturers. Funds should also be granted to organise exhibitions and fairs in different parts of the world like Africa which hold huge export potential,” PTI quoted Ralhan as saying.
NEW DELHI: Netherlands and Brazil have jumped ahead from their previous positions on India's list of export destinations in the ongoing fiscal,areportshowed.
Citing commerce department data, the report highlights that the Netherlands is now India's third-largest export destination. Brazil, India's 20th biggestexportdestinationbetweenApril and October 2021, is currently in the eighthposition.US&UAEremainontop.
Exports to Tanzania have grown three times to $2.4 billion in the ongoing fiscal so far. Over 80% in exports from
India are on account of more petrol and dieselshoppedtotheAfricannation.
While India's total exports have risen 12.5% to over $263 billion, oil product exports have soared around 70%.
While several countries have reduced their dependence on Russiarefined oil products, India, which has seen a sharp spike in crude imported from Russia, is seen to be processing it and exporting to many countries, especiallyinEurope.
India's exports saw a marginal growthof0.6percenttoUSD32billionin
November, according to the data released by the government. Exports of the country stood at $31.8 billion in Novemberlastyear.
Imports rose 5. 4 per cent to USD 55. 9 billion in November as compared to $53billioninthecorrespondingmontha year ago, the data showed. Trade deficit widened to $23. 9 billion during Novembermonth.

NEW DELHI: Global manufacturing giants have begun to look at a Europe +1 strategy in addition to their China +1 strategy to de-risk supply chain requirements and minimize production challenges, Union Finance Minister Smt Nirmala Sitharaman said on Friday. The minister wanted Indian industry to attract such manufacturers to set up their additional base in India to source some of their production requirements locally with an eye on markets in this sideoftheglobe.
Delivering the keynote address at the opening session of the 95th Annual Convention of Industry Chamber FICCI in Delhi on December 16, Sitharaman said the Government has already brought in a lot of facilitation by introducing or tweaking the rules to make sure Indian industry can engage with those investors or industries which are wanting to move out, or remain there and search for an additional manufacturing destination.
“With regard to China + 1 strategy, countrieslikeVietnam,Phillippinesand Indonesia are drawing a lot of attention, India is also seeing lot of attention and you can see it from the way many of the industries are relocating themselves. Similarly, the suspected long drawn recession in Europe is not going to just affecting our exports, it is giving us an opportunity (to tap) many of the investments which are there, which are now looking for a different place where theactivitiescancontinuetohappen.So as much as you are preparing for the long drawn recession in the Western world,itisalsothebesttimetoworkout strategies for drawing those manufacturers from there to India to source many things from here and producing many things from here at least for markets which are in these partsoftheglobe”,theministersaid.
Sitharaman also quoted World Economic Forum data to point out that India will see 140 million middle income households and 14 million high network individual households added to the
country’seconomyby2030.
“This one set of data tells us where the market and the potential lies. Industry will have to look from where it expects demand to generate from. And this is something that is waiting for you tooptimallyutilize.Itisdirectlylinkedto what you are looking for – demand generation”,shesaid.
The Minister wanted the industry to be prepared for the transition to greener technologies, manufacturing and products and be aware of the additional cost it may incur by way of tariff barriers created by other countries to raise funds for such transition.
The Minister also said the India’s G20 Presidency will see the Country showcasing its digital achievements, prowess of youth, the skilling that is goingoninamajorway,thenewsunrise sector which are added to India’s economy etc and wanted Indian industry to utilize various forums to raise their voice, their concerns and achievements.

LONDON: The International Maritime Organization, UN’sglobalregulatorybodyforshipping,willsoonintroduce its first set of emission regulations despite controversies surroundingitsCarbonIntensityIndicatorwhichcomesinto forcein2023.
From January 2023, companies operating ships of 5,000 gross tons or more will need to collect voyage and fuel consumption data to calculate the carbon intensity of theirvesseloperations.
“This is IMO’s first venture into regulating the commercial operation of ships,” consultancy MarEcon’s Director Martin Stopford told S&P Global Commodity Insights,describingtheindicatoras“anexperiment.”
While recognizing the IMO’s willingness to tackle emissions should be appreciated, several major flag states and trade bodies have slammed what they perceive as flaws in its calculation methodology for CII, while environmentalistscriticizeditslackofpunitivemeasures.
In October, Bahamas and Liberia teamed up with the
InternationalChamberofShipping,BIMCO,INTERTANKO, World Shipping Council and Interferry to call on the IMO to revisetheindicator’sformulainafiling.
For each ship, CII is calculated as its annual CO2 emissions per sailing distance multiplied by vessel capacity in deadweight or gross tons, and the organizations argued that “correction factors” should be applied to ships with shortvoyagesandlongportstay.
In some scenarios, those vessels will achieve worse ratings than their counterparts with the same technical design even when their absolute emissions are lower, accordingtotheorganizations’analysis.
Sharing a similar view, INTERCARGO, another industry group, said in a separate filing that the IMO should amend themethodologytoaddresssuchissues.
The lack of will by dry bulk shipowners to service ports with poor infrastructure and a long waiting time could “have potential damaging effects on regional development,” INTERCARGOsaid.
NEW YORK: The US Federal Maritime Commission (FMC) is scrutinising Container Lines to ensure they are complying with anti-retaliation measures in the Ocean ShippingReformAct2022(OSRA).
Six months ago, President Biden put his signature on OSRA 2022. In the interim, supply chain pressures have eased,withanalystssuggestingthataflurryofcargomoving earlierintheyearspurredbythecargosidetryingtostayout infrontofpotentialbackupsduringthebusyQ3pre-Holidays season, led to a cooling of demand in the second half of the year.
The new legislation provided more mechanisms than previously for cargo interests to lodge complaints about carrier practices. Cargo interest empowerment was effectively the driving force behing the legislation as foreign container lines were painted as the villain extorting US companies and driving up costs. One section of the new law sought to get ahead of possible “retaliation” by the carriers, in response to complaints that might be lodged. The wording is unambiguous, saying: “A common carrier,
marine terminal operator, or ocean transportation intermediary, acting alone or in conjunction with any other person, directly or indirectly, may not…. retaliate against a shipper, an agent of a shipper, an ocean transportation intermediary, or a motor carrier by refusing, or threatening to refuse, an otherwise-available cargo space accommodation; or …resort to any other unfair or unjustly discriminatoryaction.”
A half a year in, the FMC, which oversees liner shipping practices in the States, is asking the top 20 shipping lines calling the United States to provide information on how they are complying with the new prohibitions on retaliation established by OSRA 2022. In its announcement, the FMC says: “The Commission’s Vessel-Operating Common Carrier(VOCC)AuditTeamisexamininghowoceancarriers are adapting to the increased prohibitionson retaliatory and discriminatory behavior. The Team will specifically focus on how companies are training personnel at all levels to act legally, and how those same employees are being made awareoftheconsequencesforviolatingthelaw.”
LONDON : In its first in-person session in three years, the IMO Marine Environment Protection Committee 79 (MEPC 79) addressed a broad array of issues, taking important steps forward on the path to impactful regulation todrivethedecarbonisationofshipping.
Current proposals before the IMO on mid-term measures to drive the energy transition of shipping address different components of what WSC regards as Six Critical Pathways which need to be considered to decarbonise the industry in line with global climate targets. At MEPC 79, IMO member nations pushed forward in the development of these proposals, which include a GHG levy or feebate mechanism, a GHG fuel standard, emissions trading, and a funding/rewardsystemtiedtoaspecificbenchmark.

promise. There is a growing base of support in the Committee to proceed with development of a GHG levy as well as development of a GHG Fuel Standard. Significant differences remain to be resolved on the use of tank-to-wake andwell-to-wakeGHGfactorsandtheuseoffunds,butthere is a growing sense of agreement on the principal mechanisms that are critical to addressing the GHG challengeatthegloballevel,”says John Butler, President & CEO of World Shipping Council.
“As such we are seeing significant progress on a number of the Six Critical Pathways identified by WSC as vital to a successful decarbonisation of shipping. On the whole, the outcome of MEPC 79 is encouraging as it reflects a growing base of support for major policy regulations at the global level,”saysButler.

MUMBAI: IMC Chamber of Commerce and Industry, Shipping & Logistic Committee, organised a Half day tour to Mumbai Port on Monday, December12,2022.
The participants visited the followingsites:
1. International Cruise terminal which is under construction.
2. The Dry dock and the LockgatesatIndiradocks.
3. The Offshore Container Terminal(OCT)
4. Car carrier in which more than 9000 vehicles can be loaded on a vessel, at the Offshore Container Terminal. At present approx. 3000 vehicles are loaded per vessel and thereareapprox.16vesselsberthingeachmonth.
5. Domestic Cruise terminal from where the services of Catamaran and RoRo vessels operate between the PortofMumbai,toNaviMumbaiandAlibaug.
6. Visited the Water taxi terminal and Bay View, at which parties and functions could be organised for guest of morethan500persons.
A brief introduction of the above mentioned sites were givenby Mr. Ajay Uthra - Engineer, Mr. Jadhav - Harbor Master, Mr. Shailesh Chavan - Deputy Manager and Mr. V.K.Yadav-Sr.AssistantTrafficManager,IDOffice fromMumbaiPortAuthority.
