NEW DELHI: Union Minister of Ports, Shipping & Waterways and AYUSH, Shri Sarbananda Sonowal, took stock of the ongoing preparations for the upcoming Global Maritime India Summit (GMIS) 2023 along with Shri Shripad Naik, Hon’ble Minister of State for Ports, Shipping & Waterways and Tourism, and Shri Shantanu Thakur, Hon’ble Minister of State for Ports, Shipping & Waterways. “As we seek to grow our legacy ports & terminals business, we are also working to significantly enhance our capabilities within the fuller spectrum of supply chain solutions –from landside logistics and warehousing to freight forwarding and industrial parks,” Glenn Hilton, CEO & Managing Director, Asia Pacic for DP World, said. This dovetails with a global ambition to become an end-to-end logistics provider.

DP World has terminals in Laem Chabang in Thailand, Ho Chi Minh City in Vietnam, and Manila and Batangas in the Philippines. It is also growing a presence in Indonesia with projects and terminals in Belawan in Sumatra and Gresik in Java.

Across it’s Asia – Pacific portfolio of 18 terminals in Asia – Pacific DP World saw 3.1% volume growth in the first half of 2023 – this compared to a 2% decline for its global terminal business as a whole.

Hilton says they continue to be optimistic about their Asian terminals business and Southeast Asia highlights growth in the Philippines.

“For example, our Batangas and Manila ports, which are managed by Asian Terminals Incorporated where DP World is a shareholding partner, handled a consolidated container throughput of over 384,000 teu in the first quarter of 2023, representing 19.8% year-on-year growth,” he says.

“The Port of Batangas is the Philippines’ busiest container, passenger and car carrier port and a key link with the Asia-Europe trade corridor.”

In 2021, DP World set-up in Asia-Pacific regional headquarters in Singapore which Hilton notes is a “regional point of convergence” for its business partners. Focus is on working with these partners on logistics and supply chain in specific verticals.

“Within Southeast Asia, DP World is on the lookout for suitable opportunities to help streamline the flow of trade, especially for the automotive, technology, health and consumer goods sectors. Our strategy in the region is centred on providing customers with integrated

solutions and ser vicing new markets,” he says.

One such partnership is a majority stake DP World acquired in Korean multi-modal transport specialist UNICO in 2020, which operates in 20 countries. “UNICO’s strong position in the fast-growing transcontinental rail freight market between East Asia, Central Asia and Russia is aligned with DP World’s strategy to bolster its logistics capabilities and expand within APAC and Europe,” Hilton explains.

Upside potential

Emerging markets are proving resilient, despite the difficult economic climate, Clerc said, particularly in the cases of India, Latin America and Africa.

North America is also looking strong for the next year, despite having faltered along with many other major economies due to macroeconomic factors, including Russia’s full-scale invasion of Ukraine and tensions with China.

“As this starts to normalize and works itself out,

we will see a rebound in demand,” Clerc said “I would say emerging markets and North America are certainly the points where we see the most upside potential,” he added.

But the road to bolstering global trade and growth isn’t necessarily a smooth one, as highlighted by IMF Managing Director Kristalina Georgieva in a recent interview

“What we see today is very troubling,” Georgieva said on Sept. 10 on the sidelines of the Group of 20 nations leaders’ summit in New Delhi.

“There is fragmentation in our world. For the first time global trade grows slower than the global economy, 2% trade, 3% global growth. If we want trade to become, again, an engine of growth, then we have to create corridors and opportunities,” she said, referencing a planned rail-to-sea economic corridor linking India with Middle Eastern and European countries.

Adani Hazira Port resolve issues pertaining to extra charges with stakeholders

Adani Hazira Port Pvt Ltd has been resolved with the three older container freight stations (CFSs) ser vicing Hazira Port agreeing to abide by a new service l e v e l a g r e e m e n t t o e v a c u a t e containers nominated by the shipping lines within specific days, subject to charges on deviation per the prevailing terminal tariff.

The window would be fixed at 6 days for export and 4 days for import to clear the (lines) nominated containers at Hazira Port. In case, the CFS’s fail to clear cargo during the agreed period, it would be liable to pay the charges as per terminal tariff, according to a revised advisory issued by Adani Hazira Port recently to settle

the vexed issue.

In a 25 August Customer Advisory, Adani Hazira Port said it will collect extra charges of Rs 2,500 for a 20 ft container and Rs 4,000 for 40 ft and 45 ft boxes from CFS operators when import loaded containers are taken to a CFS as nominated by the shipping lines. Adani Hazira Port also asked the CFS operators to maintain a PreDeposit Account (PDA) balance at the terminal from 8 September to facilitate invoicing CFS’s nomination charges for the import laden box.

“Adani Hazira Port has started delivering shipping lines nominated

import laden containers to the CFS’s from Friday after the standoff was resolved in consultation with all the stakeholders,” a source said. The port operator issued a revised advisory to resolve the issue.

The CFS who have been operating at Hazira for long “would abide by the new service level agreement to evacuate nominated containers within specific days, subject to charges on deviation as per the prevailing terminal tariff, as amended from time to time”.

“This would ensure that there is no additional cost to trade as apprehended by the stakeholders. It would help in catering to increased volumes through better efficiency and reduction in unproductive cost,” Adani Hazira Port, a unit of Adani Ports and Special Economic Zone Ltd (APSEZ) wrote in the advisory

Minister Shri Amit Shah on Saturday a n n o u n c e d t h a t t h e C e n t r a l government has identified 10 places to establish Land Customs Stations (LCS) in Bihar along the international border to improve bilateral trade between India and Nepal. An LCS is a facility providing transit, customs, immigration and cargo handling services for goods and passengers travelling between two neighbouring countries.

“The Centre is in the process of establishing a total of 19 Land C u s t o m s S t a t i o n s a l o n g t h e Indo-Nepal border to improve the bilateral trade between India and Nepal. Out of the 19, ten will be

established in Bihar,” Shah said.

The 10 Land Customs stations will be set up at Galgalia (Kishanganj district), Bairgania (Sitamarhi), Bhimnagar and Kunauli (Supaul), Jainagar (Madhubani) Valmiki Nagar (West Champaran) and several other places.

Shah asserted that the Centre has taken several major steps to improve border infrastructure, bilateral trade, people-to-people connectivity, and village development to boost ties with neighbours.

Govt of Odisha signs MoU for expansion of Gopalpur Port

BHUBANESWAR: Odisha Government’s Commerce & Transport Department signed a Memorandum of Understanding (MoU) with Gopalpur Port Private Limited for further development and expansion of the port on Saturday Director, Ports & Inland Waterway Transport, Padmalochan Roul and Gopalpur Port Private Limited CEO Janardan Rao signed the MoU in the presence of Odisha Commerce & Transport Minister Tukuni Sahu.

Gopalpur Port was operated by the Odisha Government as a seasonal lighterage Port from 1986-87. The Port was awarded to Gopalpur Ports Private Limited for transforming it to an all weather direct berthing port on PPP mode.

The Concession Agreement between the Government of Odisha and Gopalpur Ports Private Limited was signed on September 14, 2006.

At present, the Port has three berths built over a length of 800m to accommodate multiple vessels with an annual cargo handling capacity of 20 MMT

The port has generated direct and indirect employment

opportunities for 8000 persons and facilitated industrial as well as economic growth of the State in general and Southern Odisha in particular

In the first phase, 393.670 acres of land was handed over to Gopalpur Port Private Limited.

Land measuring 119.716 acres was handed over on Saturday for further development and expansion of the port.

Union Govt directs oil companies to buy ships to transport energy : Sources

NEW DELHI: India’s public sector oil and gas companies are looking at purchasing ships to transport oil and gas following a Union Government directive aimed to ensure energy security, according to sources.

The move comes at a time of rising crude prices, a price cap on Russian oil, and a bar on the use of Russian ships for transporting oil and gas.

Freight charges are key in terms of retail price calculation of petrol and diesel, which have remained elevated and unchanged for over a year now

Kolkata Port offers 25% rebate on power charges to boost perishable exports

Mookerjee Port, h a s o f f e r e d a 2 5 p e r c e n t w a i v e r o n reefer container electricity charges for perishable exports at Kolkata Dock System to attract exporters of eastern and northeastern region who use other ports to ship their cargo, an official said recenty.

The discount on power for reefers, short for refrigerated containers, will help Kolkata Port to boost exports of perishables considerably from here, the official said.

These refrigerated containers play a pivotal role in maintaining the freshness and quality of perishable goods during transportation.

“We have the largest infrastructure for reefer container park in the eastern coast and our aim is to take capacity utilisation to 70 per cent in the near term from below 50 per cent now. The rebate benefit will attract more cargo,” Deputy Chairman Samrat Rahi was quoted as saying recently.

Rahi said the discount, which will be available to exporters for a year from now, will put Khidderpore dock in advantageous position compared to other east coast ports.

“Rebate has been introduced after suggestions from exporters including Inland Container Depots in eastern coast which are shipping cargo to West coast,” Rahi said.

Considering the average dwell time of reefer containers, around Rs 4,000 per TEU (tonne equivalent units) will be saved for exporters.

The discount will cut our margin on power charges but with higher volume, our overall profitability will rise, the Kolkata docks executive said.

The port offers strategic benefit to states of West Bengal, Jharkhand, Chhattisgarh, Bihar, and the Northeast, said Rathendra Raman, chairman of SMP .

Shrimps are key perishables exported from Bengal and Odisha, while huge quantities of meat are exported from the Bihar/Bengal border area of Krishangunj

WTO : New insights into the world of export regulations and controls

BRUSSELS: A new publication launched at the Public Forum on 15 September provides insights into how WTO members have used different international agreements and conventions beyond the WTO as the basis for imposing export regulations aimed at ensuring objectives such as environmental protection, hazardous waste management, weapons control and combatting illegal drugs trade.

Ensuring that international trade in sensitive or dangerous products takes place safely requires that WTO members work together in enforcing different types of controls, some of which have to be enforced by the exporting members. Some of these export regulations and controls have been developed over many years of international cooperation and are embodied in a large number of international agreements and conventions, and many WTO member are party to them.

As a result, WTO members utilize a wide range of measures, such as prohibitions, export licences, regulations and other controls, to assist in risk management and regulating trade in controlled and sensitive goods for fulfilling specific environmental objectives, managing hazardous wastes and chemicals, combating illicit drugs and harmful substances, promoting international peace and weapons controls.

The new WTO publication explores for the first time how these export-related frameworks developed beyond the WTO operate in practice and how they are linked to the multilateral trading system.

“The book is intended to serve as a guide for policymakers, government officials, academia and members of the public with an interest in the areas covered,” said Suja Rishikesh Mavroidis, Director of the WTO's Market Access Division, in a foreword to the publication. “By fostering a better understanding of the existing international agreements regulating exports and how they link to the multilateral trading system, the WTO can help to strengthen global cooperation, promote transparency and perhaps even inspire future agreements seeking to strike a balance between advancing international trade and protecting the global community against potential risks”, she said.

Drewry: World Container Index down 7.1% last week

LONDON: Drewry’s composite World Container Index decreased by 7.1% to $1,561.30 per 40ft container last week. Drewry’s detailed assessment for Thursday, 14 September 2023

• The composite index has decreased by 7.1% to $1,561.30 last week, and has dropped by 68.4% when compared with the same week last year

• The latest Drewry WCI composite index of $1,561.30 per 40-foot container is now 85% below the peak of $10,377 reached in September 2021. It is 42% lower than the 10-year average of $2,680, indicating a return to more normal prices, but remains 10% higher than average 2019 (pre-pandemic) rates of $1,420.

• The average composite index for the year-todate is $1,763 per 40ft container, which is $917 lower than the 10-year average ($2,680 mentioned above).

• The composite index decreased by 7.1% to $1,561 30 per 40ft container and is 68 4% lower than the same week in 2022 Freight rates on Shanghai –New York decreased by 11% or $366 to $3,032 per 40ft box. Similarly rates on Shanghai – Rotterdam and Shanghai – Genoa decreased by 10% to $1,299 and $1,698 per 40 feet container respectively. Rates on Shanghai – Los Angeles dropped by 4% or $92 to $2,162 per 40ft container Likewise rates on Rotterdam –Shanghai decreased by 3% or $15 to $485 per 40ft box and rates on New York – Rotterdam dropped by 1% or $5 to $734 per feu. previous week’s level. Drewry expects East-West spot rates trend to remain close to current levels, overall, in the next few weeks
