PM Modi highlights advancements of infrastructure growth in India

NEW DELHI: Prime Minister Shri Narendra Modi highlighted the significant advancements in India’s infrastructure sector over the past decade, emphasizing the Government’s sustained efforts to enhance connectivity, urban development, and industrial growth These initiatives have been crucial in laying the foundation for India’s future as a global economic power.

Key achievements and initiatives discussed include :

Massive Infrastructure Development: The last ten years have seen unprecedented growth in infrastructure development across various sectors, including roads, railways, airports, ports, and urban infrastructure This development has not only improved connectivity but also contributed to economic growth and job creation.

Highway Expansion : India has made remarkable progress in expanding its national highway network, significantly reducing travel time and improving logistics efficiency The construction of expressways and the Bharatmala Project have been central to this effort, connecting remote areas to major economic hubs.

Railway Modernization : The Indian Railways has undergone significant modernization, with the introduction of high-speed trains, electrification of tracks, and the development of dedicated freight corridors. These initiatives have enhanced the efficiency and capacity of the rail network, making it a more viable option for both passenger and freight transportation.

Urban Transformation : The Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have driven the development of modern urban infrastructure. Airport Development : The aviation sector has seen the

PM Modi will break ground for Vadhavan Port on August 30

N E W D E L H I : P r i m e

Minister Shri Narendra Modi will break ground for the deep draft mega port project at Vadhavan being developed at a cost of Rs.76,220Cr.

This will be the first Major Port to be built in more than 20 years of time and will be the second Major Port to be operated as a company, following the Kamarajar Port. The project is being planned on an offshore location, about 4-6kms inside the sea by conducting land reclamation. Material for this purpose is being sourced from sand pits off the coast of Daman. The port is being jointly developed by JNPA and Maharashtra Maritime Board, following the landlord model The port project is crucial for expanding the capacity of JNPA, considering its limitations in expanding.

Asyad Line expands Far East Express Service, Catering for Trade Growth and Sustainability in Asia-GCC Corridor

MUSCAT: Asyad Line, part of Asyad Group, is expanding its reach in Asia with a significant enhancement of its Far East Express (FEX) service. Starting August 2024, the upgraded pendulum service will offer fortnightly sailings, connecting key ports in China, India and the GCC region. This move not only enhances Oman's connectivity to key markets but also reinforces its role as a vital transshipment hub for cargo.

BPCL unveils India’s first Biofuel Blend HFHSD Bunker at Mumbai Port

MUMBAI: Bharat Petroleum Corporation Limited (BPCL) has set a new benchmark in the Indian maritime industry by launching first biofuel blend High Flash High Speed Diesel (HFHSD) bunker by an OMC at Mumbai Port. This pioneering initiative by BPCL underscores its unwavering commitment to green energy solutions and aligns with the global mandate to decarbonize the shipping sector

As the maritime industry globally pivots towards reducing carbon emissions and mitigating environmental impact, BPCL’s introduction of the biofuel blend HFHSD bunker provides shipping companies with a cleaner, biodegradable alternative to traditional fuels. This initiative not only supports environmental sustainability but also strengthens BPCL’s position as a leader in the Indian bunkering market.

Govt looking at revising FDI policy : Commerce Secretary

NEW DELHI: The Union Government is looking at revising the foreign direct investment (FDI) policy, and is doing stakeholder consultation regarding the same, Commerce Secretary Sunil Barthwal said recently

“The Department for Promotion of Industry and Internal Trade (DPIIT) is looking into what should be the revised FDI policy and they are working in that direction. They are also doing stakeholder consultation. Once they take a position on FDI, that will be a better way of looking at it,” Barthwal told reporters when asked about the commerce department’s views on the Economic Survey suggestion to increase FDI inflows from China.

Last month, the Economic Survey suggested that increased FDI inflows from China can help in increasing India’s global supply chain participation along with a push to exports.

On the trade front, China was India’s largest trading partner in FY24 and has been New Delhi’s largest import partner for the last 18 years Trade deficit with the neighbouring country was also the highest in Fy24.

Data released by the commerce department on Wednesday showed that India’s exports to China declined by 9.4 per cent to $1.05 billion and imports from the neighbouring country rose by 13 per cent to $10.28 billion in July

When asked about the reason for the increase in imports from China, Barthwal said that no country in the world is able to decouple with China, including the US and the EU “If imports are increasing commensurately with exports, or with domestic consumption, I think that is not something which we should worry about,” he said.

Currently, the share of FDI equity inflows is a mere 0.01 per cent of the total inflows. In June 2020, the government made prior approval mandatory for foreign investments from countries that share a land border with India — China, Pakistan, Nepal, Myanmar, Bhutan, Bangladesh and Afghanistan — to curb opportunistic takeovers of domestic firms following the Covid-19 pandemic. India is seeking a review of the trade deal with the United Arab Emirates (UAE) to tackle issues related to the implementation of the pact between both the countries.

“Under trade agreements, when duty concession is given, rules of origin conditions also need to be met. We will have a holistic view, whether the rules of origin (with respect to silver as well as other products) are being met, and what is the future course of action,” Barthwal said.

While the trade deal kicked in from May 2022, silver imports from Dubai saw a massive jump in the last one year due to concessional duties offered under the pact. In FY24,

silver imports from the UAE jumped to $1.7 billion from only $11.18 million in FY23. In May, about 87 per cent of India’s silver imports came from Dubai.

However, the July Budget announced a steep cut in customs duty on silver to 6 per cent from 15 per cent, which may provide the government temporary relief by checking the spurt in silver imports from UAE.

Bangladesh

Barthwal also said that India is monitoring the situation in Bangladesh and taking steps to improve cross-border trade between the two nations.

“What we feel is that whatever disruptions were there, they have been largely addressed… We also believe that between India and Bangladesh, there should be improvement in trade. So, we feel whatever best efforts we can make for improving the trade, we should do that and we are doing that,” he said.

Domestic exporters have been worried about the impact of the political crisis in Bangladesh on bilateral trade.

India-Russia

India and Russia are discussing holding trade in local currencies and reducing non-tariff barriers by Moscow to boost bilateral trade.

“We discussed a lot of issues to improve trade between India and Russia. We also discussed how to facilitate rupeerouble trade, how non-tariff measures are impacting our trade and how they should be reduced,” Barthwal said, adding that diversification of trade beyond petroleum products was also discussed between both countries.

Last month, the secretary met Russian Minister for Economic Development Maxim Reshetnikov, among other key officials.

“The rupee-rouble trade will also be affected only when there is more balance of trade,” he said, adding over 53 vostro accounts have been opened recently Vostro account is a bank account held by a foreign bank with a UK bank, usually in sterling.

India is focussing on various sectors like electronics, besides taking up issues of non-trade barriers in areas like shrimp and pharma, to boost exports to sanction-hit Russia and move towards achieving a $100 billion bilateral trade target.

The commerce department has sought the approval of the Union Cabinet to extend the interest equalisation scheme. Since the export-boosting scheme RoDTEP (Remission of Duties and Taxes on Export Products) is valid till September, the department has sought the finance ministry’s approval for its extension.

M a n a g i n g D i r e c t o r o f t h e International Monetary Fund (IMF) Dr Gita Gopinath has said that India’s growth has been better than expected. She said the IMF expects private consumption to recover and a favourable monsoon to increase harvests. She said India is expected to become the third-largest economy by 2027.

“India’s growth did much better than we expected the last fiscal year and that those carryover effects are affecting our forecast for this year The other factor is we see private consumption recovering,” said Gopinath.

She said revival of consumption in India, including in rural areas, is a good

sign for the country’s economic growth. Considering the new data for FMCG, two-wheeler sales and a favourable monsoon, the IMF increased India’s growth projection for thefinancialyear2024-25to7percent.

This is almost in line with what the Reserve Bank of India projected in its latest Monetary Policy Committee announcements. In the August MPC, RBI Governor Shaktikanta Das had projected real GDP growth rate for 2024-25 to be 7.2 per cent. The MPC projected real GDP for 2024-25 Q1 at 7.1 per cent, Q2 at 7.2 per cent, Q3 at 7.3 per cent, and Q4 at 7.2 per cent.

The IMF’s projection is more bullish than the 6 5-7 per cent projected for FY25 in the Economic Survey 2024, released a day ahead of

the Union Budget 2024.

“Last year, if you looked at private consumption growth, it was around 4 per cent. We expect that to increase, driven by the recovery in rural consumption. We’re already seeing that if you look at two-wheeler sales and if you look at, you know, the socalled fast moving consumer good sales. You’re seeing that coming back up,” she said.

“The better monsoons that have happened, we expect will generate better harvests. And because of that, with agricultural incomes going up, we should see a recovery in rural consumption. So those are the two factors behind our upgrade,” said Gopinath, explaining why the IMF increased India’s growth projection.

Shipping Ministry offers to build Port in Andhra Pradesh alongside planned

BPCL's proposed refinery, as it made economic sense to do so, people familiar with the matter said. The ministry feels that the cost of building a port will come down by integrating its development with the proposed refinery, the people said. Besides, the refinery can become an anchor customer, ensuring a significant volume of business for the port from

the very beginning, they said.

Indian refineries import most of the crude oil they process and need proximity to ports for easier and cheaper input sourcing.

Andhra Pradesh has told the Centre that it can allot land at Machilipatnam, Ramayapatnam or Mulapeta for the proposed refinerycum-petrochemicals complex.

DPIIT Secretary: India to consider Chinese FDI only on case-to-case basis

NEW DELHI: Rajesh Kumar Singh, Secretary, Department for Promotion of Industry and Internal Trade downplayed speculation about a shift in India’s foreign direct investment policy towards China as much ado about nothing. PIPAVAV: The concession agreements of four crucial ports in Gujarat — Pipavav, Mundra, Hazira, and Dahej — are set to expire in the next 10 years, and three of the port operators have already applied for an extension of their respective 30-year agreements.

According to the Gujarat government, in 2011 and 2021, APM Terminals Pipavav, which operates the Pipavav port, applied for extension of its 30-year concession agreement of the port, which is set to expire on September 29, 2028 Similarly, Adani Port and Special Economic Zone (APSEZ) also made similar applications in 2015 and 2021

Petronet LNG Ltd, with Bharat Petroleum Corporation Ltd, GAIL (India) Ltd, Indian Oil Corporation Ltd, and Oil and Natural Gas Corporation as promoters, has applied for an extension of its agreement for Dahej port in 2012 and 2013. The concession agreement for Petronet LNG Ltd expires in December 2035.

“Upon the request of various port operators whose concession agreements are set to expire in the next 10 years, discussions have been ongoing for several years regarding the policy to be followed in the future No announcements have been made by the government regarding the extension of these agreements so far,” the Gujarat Maritime Board (GMB) said in a statement.

GMB stated that under the Build-Own-OperateTransfer (BOOT) policy of 1997, it has entered into concession agreements with Pipavav, Mundra, Hazira, Dahej, Charra, and Jafrabad port, to help them develop over an initial 30-year period. Some of these agreements also have provisions for extensions, GMB stated. It also claimed that coastal states like Odisha, Tamil Nadu, and Andhra Pradesh have concession agreements ranging from 30 to 99 years.

Green Tug Transition Program is pivotal initiative towards realizing our vision of sustainable and green maritime sector in India : Sarbananda Sonowal

NEW DELHI: The Union Minister of Port Shipping and Waterways, Shri Sarbananda Sonowal officially launched the SOP for Green Tug Transition Program (GTTP) on Friday here. This landmark initiative is set to drive the transition from conventional fuel-based harbour tugs to greener, more sustainable alternatives, marking a major step in India’s commitment to environmental sustainability and the advancement of its maritime sector

The Green Tug Transition Program (GTTP) as a key initiative under the ‘Panch K arma Sankalp’ The program, announced on May 22, 2023, by the Union Minister of Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, during the ‘Chintan Shivir’ event, marks a significant step towards decarbonizing maritime operations in India. The GTTP is designed to phase out conventional fuel-based harbour tugs operating in Indian Major Ports and replace them with green tugs powered by cleaner and more sustainable alternate fuels.

Phase 1 of the GTTP will begin on October 1, 2024, and continue until December 31, 2027. During this phase, four Major Ports Jawaharlal Nehru Port Authority, Deendayal Port Authority, Paradip Port Authority, and VO Chidambaranar Port Authority will procure or charter at least two green tugs each, based on standardized designs and specifications issued by the Standing Specification Committee (SSC). The program is expected to involve an investment of around INR 1000 Crores in building these green tugs. The first set of tugs will be battery-electric, with provisions for adopting other emerging green technologies such as hybrid, methanol, and green hydrogen as the industry evolves.

Speaking on the launch, Shri Sarbananda Sonowal said, “The Green Tug Transition Program is a pivotal initiative towards realizing our vision of a sustainable and green maritime sector in India. This program not only aligns with our environmental goals but also strengthens our commitment to ‘Make in India,’ promoting domestic innovation and manufacturing in the maritime industry.”

The GTTP will be a major boost to the domestic tug industry, with all tugs built under this program constructed in Indian shipyards as part of the Government of India’s ‘Make in India’ initiative. The program is also

By the end of 2040, all tugs operating in Indian Major Ports are envisioned to transition to green tugs, ensuring a standardized, eco-friendly fleet across the country. Furthermore, beyond 2033, any new tug built in India for use in Indian ports will need to comply with the ASTDS-GTTP standards.

The Maritime India Vision 2030 (MIV 2030), launched by the Prime Minister Shri Narendra Modi in 2020, outlines key strategies to enhance India’s maritime sector, aiming to make it a global leader in safety, sustainability, and environmental responsibility. This vision includes ambitious targets such as sourcing 60% of each major port’s power demand from renewable energy and achieving a 30% reduction in carbon emissions per ton of cargo by 2030. Building on this, the Maritime Amrit Kaal Vision 2047, introduced in 2023, sets a specific goal for Major Ports to reduce greenhouse gas emissions from port vessels by 30% by 2030 Harbor tugs, vital for port operations like berthing, unberthing, and ship assist functions, are ideal candidates for adopting green technologies, such as electric propulsion and alternative fuels, which can significantly cut emissions while maintaining operational efficiency

The GTTP reflects the Government’s broader commitment to sustainability and innovation in the maritime sector, paving the way for a cleaner, greener future for India’s ports and maritime operations.
