According to exporters, it has been nearly eight months, but the crisis at the Red Sea refused to relent impacting their bottom lines.
“Amid the crisis, the freight rates have been doubled as merchant vessels takes different route to reach to the US and other European markets. The industry is not only losing precious revenue on account of higher freight cost and higher insurance premium but also the merchant vessels takes 5-6 days more to reach to the designated destination as they take different routes. So in such a scenario, at time some of the exporters are using air route to reach
faster to their customers,” said Harish Dua, managing director of Ludhiana-based KG Exports.
The volume of the air cargo may be small compared to merchant vessels but it has picked up in last eight months According to insiders, exporters of apparel are also using air cargo at times to meet the urgency besides pharmaceutical and auto parts. The major apparel hubs in the northern India are in Ludhiana, Jalandhar, Panipat, Gurugram and Noida. Punjab and Haryana alone have around 200 exporters.
For India, Red Sea is an important shipping route for goods traded to the U S a n d E u r o p e a n c o u n t r i e s . Commodities such as apparel, auto p a r t s , e n g i n e e r i n g g o o d s , pharmaceuticals and chemicals from India pass through the route. It is estimated that about 80% of India’s merchandise trade with Europe passes through this route So, the disruption has had a critical effect on
exports from India, particularly from the northern region.
According to exporters, the crisis has not only hit their bottom lines but also hit the export orders. “If we factor the high sea freight cost which has almost doubled since the crisis, then t h e p r o d u c t d o e s n’ t r e m a i n competitive. Moreover, many of the European countries are in crisis so both the factors combined leads to lesser orders,’” said an exporter from Haryana.
According to Danish shipper Maersk, the latest threats of escalation of violence in the Red Sea in May amid the ongoing IsraelHamas conflict are likely to hit the shipping industry’s capacity by 15-20 per cent.
It is worth noting that the crisis started in October last year when Iran-backed Houthis seized and launched aerial attacks against dozens of merchant and naval vessels in the Red Sea.

BRUSSELS: The World Customs Organization (WCO) has taken a significant step toward expanding its pool of Customs Modernization Advisors for Human Resource Management and Development (CMA-HRMD) in the Asia Pacific region A pivotal pre-accreditation workshop hosted by the Regional Training Center (RTC) Indonesia was a testimony to this effort. The crucial event, held from June 3 to June 7, 2024, in Jakarta, was supported by the Japan Customs Cooperation Fund.
The workshop, a response to the increasing demand for HRMD capacity building and technical assistance within Customs Administrations, served as a platform for the WCO to assess selected experts and ensure they possess the necessary knowledge and skills to support human capital management improvements in Member Administrations.
At the workshop’s opening, Mr Rizki Baidillah, Deputy Director of International Affairs II of the Directorate General of Customs and Excise of Indonesia, underscored the importance of robust HRMD frameworks in enhancing productivity and achieving organizational goals He emphasized the workshop's timeliness in preparing HRMD professionals to drive change and mentor Customs administrations effectively.
The five-day intensive workshop enabled the selected expert participants from China, Indonesia, Japan, Nepal, Papua New Guinea, Samoa, Solomon Islands, Sri Lanka, Thailand, and Vietnam to engage in interactive sessions
and demonstrate their knowledge, skills, and attitudes as experts in HRMD and organizational development.
Successful participants in this phase of the accreditation process were designated as WCO pre-accredited CMA-HRMDs. They will now move on to the next phase, which consists of conducting in-country missions to demonstrate their expertise in real-life situations. Successful completion of these missions will result in their full accreditation as WCO CMA-HRMDs.
Closing the workshop, Mr. Mardial, Director on Duty of RTC Indonesia, highlighted the importance of the event, stating that the workshop represented a crucial milestone in the WCO's efforts to enhance human resource management across the Asia-Pacific region and globally He emphasized that the event not only served to expand the pool of experts but also fostered a collaborative spirit among the participating Members, promoting a unified approach to tackling common challenges in customs modernization and HRMD.
NEW DELHI: The Government has proposed to amend the export obligation period for wheat, raw sugar, natural rubber, spices, pharmaceuticals and tea, among other sectors to facilitate their exports
India allows duty free import of inputs used for manufacturing for e x p o r t s s u b j e c t i n a d v a n c e authorisation to export obligation period in which exporters have to ship the goods within a stipulated time period otherwise they’re penalised.
The Directorate General of Foreign Trade (DGFT) has sought comments
of all the concerned stakeholders on the proposed amendments within 15 days
The proposed relaxations in the obligation period for coconut oil to six months from 90 days, silk in any form to 12 months from nine months, and six months for wheat, raw sugar, natural rubber, maize and walnut.
“This has been requested to facilitate exports and operate within a higher trust based eco-system,” DGFT said in a trade notice.
To amend the export obligation period, the DGFT has proposed to
amend an appendix of foreign trade policy’s handbook of procedures 2023 as there have been a lot of representations from export promotion councils and exporters regarding the review of the appendix which deals with the sectors and their respective export obligation period.

NEW DELHI: India’s efforts to boost manufacturing and cut its dependence on Chinese imports appear to have met with some success with merchandise imports from the neighbour declining in the three months since January before flattening out, according to data from the Commerce Ministry.
However, the overall bilateral trade remains heavily skewed in favour of China, with Indian industries across sectors significantly dependent on Chinese manufacturing.
Chinese goods imports fell from $8.96 billion in January to $8.09 billion in February, $7.75 billion in March, and was flat at $7.79 billion in April.
China’s share in India’s imports too declined during January-February, despite a rising trend in overall imports.
During January, while India’s total imports stood at $53.35 billion, China’s share stood at 16.79%, which fell to 13.46% in February when total imports rose to $60.11 billion.
However, China’s share in India’s imports stood at 13.53% and 14.4% in M a r c h a n d A p r i l , r e s p e c t i v e l y, while imports stood at $57 billion and $54 billion respectively.
During April, China took the largest share in India’s import basket, followed by Russia (9 7%), the United Arab Emirates (6.14%), the US (5.9%) and Saudi Arabia (5.9%).

“The rising trade imbalance with China is a concern. In some strategic sectors like renewable energy, electronics, and pharmaceuticals, we are dependent on China for raw materials. However, there are other non-essential sectors where such imports could be cut down,” said a senior official, who spoke under the condition of anonymity

The trade imbalance is stark. India’s exports to China rose from $15.31 billion in 2022-23 to $16.67 billion in 2023-24.
By contrast, India’s imports from China rose from $98 51 billion in 2022-23 to $101.75 billion in 2023-24.
Overall, China was India’s largest bilateral trade partner in 2023-24. During 2023-24, bilateral trade between India and China stood at $118 4 billion During the fiscal year, imports increased 3.24% to $101.7 billion and exports rose 8.7% to $16.67 billion.

NEW DELHI: Three industry bodies suggested changes in India’s tax regime in their pre-Budget discussions with Revenue Secretary Sanjay Malhotra here on Tuesday.
The bodies Confederation of Indian Industry (CII), PHD Chamber o f C o m m e r c e a n d I n d u s t r y (PHDCCI), and Federation of Indian Chambers of Commerce & Industry (FICCI) — held separate meetings with Malhotra during the day and put across their suggestions for the upcoming Budget.
During their presentation, CII asked for a “marginal relief ” in income tax for taxable income up to Rs 20 lakh. It also suggested steps like reduction of excise duties on petrol and diesel.
“To boost consumption demand in the short term, steps such as providing a marginal relief in income tax at the lower end of the spectrum with taxable income upto Rs 20 lakhs; reduction in excise duties on Petrol and Diesel: upward revision of minimum wages of
MNREGA; raising DBT amount under PM Kisan were suggested by CII,” said Sanjiv Puri, President of CII.
The PHDCCI said the slab of 30 per cent income tax should be raised to income of Rs 40 lakh and above Below this, the body said, the tax rate should be kept at 20-25 per cent
“We have suggested to the revenue secretary to take the slab of 30 per cent beyond Rs 40 lakh income so that at least the middle class is spared from this tax bracket, and is taxed at the rate of 20-25 per cent below Rs 40 lakh,” Mukul Bagla, Chair of Direct Taxes Committee at PHDCCI told reporters afterthemeeting.

In its presentation, CII also called the current capital gains taxation structure in India “complex”. It suggested that the holding period for turning long-term for financial assets be kept at 12 months and for other assets at 36 months.

“The 12 per cent slab could be merged with the 18 per cent slab, to be around 14 or 15 per cent,” it said.
“As a part of the FICCI agenda, we have talked about initialisation of GST 2.0 building on the success of GST implementation, which has achieved both its objectives of removing barriers to trade as well as of a g r e a t e r f o r m a l i s a t i o n o f t h e economy,” Satya said. NEW DELHI: India’s gold and silver imports from its Free Trade Agreement (FTA) partner UAE have skyrocketed 210 per cent to $10.7 billion in 2023-24 and there is a need to potentially revise the concessional customs duty rates under the pact to mitigate the arbitrage driving this surge, a report said recently.
Economic think tank Global Trade Research Initiative (GTRI) said this sharp rise in gold and silver imports is primarily driven by import duty concessions granted by India to the UAE under the India-UAE Comprehensive Economic Partnership Agreement (CEPA).
India allows 7 per cent tariffs or customs duty concessions on import of unlimited quantities of silver and a 1 per cent concession on 160 metric tonnes of gold. CEPA was signed in February 2022 and implemented in May 2022.
Additionally, India facilitates gold and silver imports by allowing private firms to import from the UAE through the India International Bullion Exchange (IIBX) in Gift City. Previously, only authorised agencies could handle such imports, the report said.
“While India’s total imports from the UAE fell 9.8 per cent from $53.2 billion in FY23 to $48 billion in FY24, imports of gold and silver skyrocketed 210 per cent, from $3.5 billion to $10.7 billion,” it said.
“Import of all remaining products fell 25 per cent, from $49.7 billion in FY23 to $37.3 billion in FY24,” it said.
GTRI Founder Mr. Ajay Srivastava said the current import of gold and silver from the UAE is unsustainable as the UAE does not mine gold or silver or add sufficient value to imports.
“High import duties in India on gold, silver, and jewellery at 15 per cent are at the root of the problem. Consider lowering tariffs to 5 per cent. This will cut large-scale smuggling and other misuse,” Mr Srivastava said.

It suggested reassessing and potentially revising the concessional duty rates under CEPA to mitigate the arbitrage driving the surge in imports of gold and silver
“At least, implement yearly import quotas (tariff rate quotas) for silver, similar to those for gold, to control the volume of imports and prevent revenue loss,” it said, adding that India should rigorously verify the claimed value addition by Dubai-based refiners in gold and silver imports to ensure compliance with CEPA rules of origin.
It also asked to tighten regulations around the India International Bullion Exchange (IIBX) at Gift City to control the volume and nature of precious metal imports and the exchange should not allow country-based exemptions.

In the Mumbai I Region Vice President election, Mr. Karunakar S. Shetty, a former President of Brihanmumbai Custom Brokers Association (BCBA), contested against Smt. Kavita Deshmukh, a Director of Mumbai Bank. Out of 200 members who cast their votes, Mr Karunakar S Shetty received 135 votes, while his opponent received 55 votes. 10 votes were invalid. Mr Karunakar S. Shetty won the election with a margin of 80 votes.
Mr. Ravindra Mangave has been elected as Sr. Vice President. From Mumbai II, Mr. Shankar Shinde, Former Chairman of FFFAI, and from Konkan region Mr. Shrikrishna Parab, a well-known Customs Broker, were elected as Vice Presidents.
