Shipping Ministry proposes to acquire over 5,000 acres of salt pan lands in Maharashtra

NEW DELHI: The Union Ministry of Ports, Shipping and Waterways initiated a proposal to acquire 5,195.894 acres of salt pan lands in Maharashtra, aiming to advance m a r i t i m e a n d i n d u s t r i a l infrastructure projects.

These salt pan lands are in Palghar, Vasai, Karanja, and Pen in Raigad, Belapur in Thane and Ghatkopar in Mumbai suburbs.

repurpose large tracts of land for

upcoming Vadhvan Port in Palghar district.

Salt pan lands are low-lying tracts of land where seawater periodically flows in, leaving behind deposits of salt and minerals This natural process plays a critical role in maintaining the balance of coastal ecosystems.

In a letter dated September 20, 2024, accessed by an English Newspaper followed by updates on O

transfer of these lands from the Department for P romotion of

Industry and Internal Trade (DPIIT).

The Maharashtra parcel is part of a larger national target of 40,294.60 acres spanning states including Andhra Pradesh, Tamil Nadu, and Odisha.

A senior official from the salt-pan office said that the Palghar land is strategically important, particularly for the upcoming Vadhvan Port, which is poised to elevate India’s maritime trade capacity

“The Ministry envisions utilising

a r a n g e o f transformative initiatives,” the official explained.

Indian Imports from UAE, S Africa, Switzerland grew in triple digits in November

NEW DELHI: India’s outbound shipments to nine out of top 20 export destinations contracted in November that led to a surprise exports contraction by 4.9 per cent during the month, trade data released by the Commerce Department on Monday showed. In contrast, India’s record merchandise imports at $70 billion during the same month was driven by t r i p l e - d i g i t g r o w t h i n i n w a r d shipments from the United Arab Emirates (UAE), South Africa, and Switzerland. India imports most of its

gold from these three countries. India imported gold worth $14.9 billion in November. Contraction in merchandise exports in November was led by dip in s h i p m e n t s t o t h e U S , t h e Netherlands, China, and Bangladesh. While a dip in prices of petroleum products led to a fall in exports to the Netherlands, economic and political turmoil in China and Bangladesh, respectively, saw a contraction in shipments to the neighbouring countries.

“With prospective US tariff hikes against China, India’s imports from China could rise as Beijing tries to push away its deflationary pressures by exporting cheaper goods to other economies. This is something India, along with other Asian nations, is already facing in many goods categories Hence, India’s goods trade deficit will need to be monitored over the next few months and will require deft policy responses from the authorities,” CRISIL said in a research note.

Mandatory multi-factor authentication for E-Way Bill and E-Invoice Generation : GST compliance update effective April 1, 2025

NEW DELHI: Taxpayers with an aggregate annual turnover (AATO) exceeding Rs 100 crore have been r e q u i r e d t o u s e m u l t i - f a c t o r authentication (MFA) since August 2023.

According to an advisory on the GST portal, MFA will become mandatory for accessing updated versions of the E-Way Bill and E-Invoice systems for all taxpayers starting April 1, 2025 Additionally, new provisions will be introduced to restrict the generation of E-Way Bills.

The rollout of MFA will occur in phases:

• From January 1, 2025, it will apply to taxpayers with an AATO exceeding Rs. 20 crore.

• From February 1, 2025, it will cover taxpayers with an AATO exceeding Rs. 5 crore.

• By April 1, 2025, it will be mandatory for all taxpayers and users.

Since August 20, 2023, MFA has been mandatory for taxpayers with an AATO exceeding Rs. 100 crore, and since September 11, 2023, it has been optional for those with an AATO exceeding Rs. 20 crore.

These changes have been made as

the National Information Centre (NIC) will roll out updated versions of the EWay Bill and E-Invoice Systems effective January 1, 2025 “These updates are aimed at enhancing the security of the portals, in line with best practices and government guidelines,” the advisory said.

An E-Way Bill is a document required to be carried by a person in charge of the conveyance carrying any consignment of goods of value exceeding Rs 50,000 It is generated from the GST Common Portal for the E-Way Bill system by registered persons or transporters who cause the movement of goods of consignment before the commencement ofsuchmovement

As per Rule 48(4) of CGST Rules, the notified class of registered persons h a v e t o p r e p a r e a n i n v o i c e b y uploading specified particulars of the invoice (in FORM GST INV-01) on the Invoice Registration Portal (IRP) and obtain an Invoice Reference Number (IRN) After following the above ‘e-invoicing’ process, the invoice copy containing inter alia the IRN (with QR Code) issued by the notified supplier to the buyer is commonly referred to as ‘e-invoice’ in GST.

It is important to note that ‘e-invoice’ in ‘e-invoicing’ doesn’t mean the g e n e r a t i o n o f a n i n v o i c e b y a government portal The invoice not registered on the portal will not be valid. In such a situation, input tax credit (ITC) on the same cannot be availed by the recipient and will attract applicable penalties Since August 1, 2023, E-Invoice is mandatory for assesses with AATO of Rs. 5 crore.

The advisory also announced new restrictions on E-Way Bill generation. Starting January 1, 2025, E-Way Bills can only be generated for documents dated within 180 days of the generation date For example, documents dated before July 5, 2024, will no longer be eligible for E-Way Bill generation after January 1, 2025. Additionally, the extension of E-Way Bills will be limited to 360 days from their original generation date. For instance, an E-Way Bill generated on January 1, 2025, can only be extended until December 25, 2025.

The advisory urged taxpayers to familiarize themselves with these updates and make the necessary adjustments to their compliance processes.

India’s rst certied emissions measurement tool paves the way for sustainable freight operations

NEW DELHI: The TCI-IIMB Supply Chain Sustainability Lab, in c o l l a b o r a t i o n w i t h Tr a n s p o r t Corporation of India Ltd. (TCI), has made a significant leap towards sustainable logistics by becoming the first organization in India to receive ISO 14083 certification for its digital p l a t f o r m , t h e Tr a n s p o r t a t i o n Emissions Measurement Tool (TEMT). This certification validates the platform’s capability to accurately quantify and report greenhouse gas (GHG) emissions from freight t r a n s p o r t a t i o n , e m p o w e r i n g organizations to measure, manage, and reduce transportation-related emissions.

The transportation sector is responsible for approximately 14% of India’s’ total GHG emissions, with freight accounting for nearly 40% of CO₂ emissions in this sector Projections show that without i n t e r v e n t i o n , t r a n s p o r t a t i o n emissions could increase fourfold by 2050, reaching 1.17 billion tonnes of CO₂ and contributing to a rise in the sector’s share of total emissions to 1 9 % A c c u r a t e e m i s s i o n s measurement is the first essential step in mitigating these impacts.

TEMT, with its ISO 14083-certified emission factors, offers organizations the precise data needed to take actionable steps toward reducing their carbon footprint.

ISO 14083, developed by the International Organization for Standardization (ISO), provides a global framework for quantifying GHG emissions from transport operations The standard covers various transportation modes, including road, rail, air, maritime, and i n l a n d w a t e r w a y t r a n s p o r t , addressing both fuel combustion and electricity consumption. By providing clear calculation methods, data r e q u i r e m e n t s , a n d r e p o r t i n g guidelines, ISO 14083 enables organizations to track emissions effectively and make informed decisions about emission-reduction strategies.

The Transportation Emissions M e a s u r e m e n t To o l ( T E M T ) integrates India-specific emission factors, ensuring data accuracy and r e l e v a n c

c a l l o g i s t i c s operations. The platform allows users to calculate emissions for both past and future shipments, compare emissions across different transport modes, and customize transportation chains. All historical data is securely stored in the cloud for easy monthly t r a c k i n g a n d y e a r- o v e r- y e a r comparison Additionally, TEMT is commodity-agnostic, supporting all types of shipments, and outputs are available in both PDF and CSV formats for streamlined reporting and analysis.

In a significant development, NICDC Logistics Data Services Limited (NLDSL), a subsidiary of the N a t i o n a l I n d u s t r i a l C o r r i d o r Development Corporation (NICDC), has integrated ISO 14083 emission factors into its Unified Logistics Interface Platform (ULIP). This integration enables logistics and trade players to seamlessly calculate and track emissions from freight a c t i v i t i e s , f o s t e r i n g g r e a t e r transparency and sustainability

Girish Kumar Surpur, CEO and Director of NLDSL, emphasized that ULIP’s new Carbon Emissions API, developed in collaboration with the T C I - I I M B S u p p l y C h a i n Sustainability Lab, provides crucial tools for logistics companies to measure the environmental impact of their transportation activities By leveraging data from TEMT and other sources within ULIP , companies can now make informed, sustainable decisions, including exploring modal shifts to reduce emissions and contribute to a lower-carbon logistics ecosystem.

TEMT’s ISO 14083 certification represents a major step in India’s efforts to build a more sustainable and transparent logistics industry, empowering organizations to reduce their carbon footprint through precise emissions tracking and actionable insights.

Exclude precious metals from FTA ambit: GTRI

NEW DELHI: India should exclude precious metals from its free trade agreements (FTA) so as to curb speculative imports, safeguard foreign exchange reserves and protect India’s trade balance and economic resilience, think tank Global Trade Research Initiative (GTRI) said recently.

G o l d i m p o r t s r e a c h e d a staggering $14.9 billion in November 2024, accounting for 21.2% of India’s total merchandise imports of

$70 billion and for the first time, gold surpassed crude petroleum as the country’s largest single import item. Most gold enters India as bars and rods with 99.99% purity, but traders are also using other tariff-free or concessional categories to bypass import duties such as platinum alloys from Dubai, gold compounds and noble metal solutions from Japan, and gold and silver jewellery from Indonesia. These routes push actual gold imports to much higher levels

than official figures suggest.

A speculation around a potential hike in the gold import tariff to 10% from 6% in the upcoming Budget is also driving imports, it said.

The India-UAE Comprehensive Economic Partnership Agreement (CEPA), effective since May 1, 2022, has further contributed to the surge as it allows unlimited duty-free imports of gold, silver, platinum, and diamonds into India over the coming years.

Indian Register of Shipping supports Defence indigenisation through marine component certification

NEW DELHI: Indian Register of Shipping (IRS) has undertaken the certification of indigenously developed marine components for defence projects, marking a significant milestone in enhancing d e f e n c e a n d m a r i t i m e manufacturing capabilities within t h e c o u n t r y T h e p r o d u c t certifications were conducted in compliance with national and i n t e r n a t i o n a l s t a n d a r d s / specifications.

Among the projects validated and certified is a fouling-release coating, developed by DRDO’s N a v a l M a t e r i a l s R e s e a r c h L a b o r a t o r y ( N M R L ) T h i s advanced coating is designed to inhibit fouling due to marine growth when applied on the underwater portion of hulls of ships and s u b m a r i n e s I t i s c u r r e n t l y undergoing user trials, and the technology will soon be transferred t o m a n u f a c t u r e r s f o r m a s s production.

A fully automated Marine Sewage Treatment Plant developed b y M / s K r a s n y D e f e n c e

Technologies Ltd. has been recently certified by IRS, towards ensuring compliance with environmental safety standards.

Further, an "Intelligent Weld Inspector" has been developed by M/s Garden Reach Shipbuilders and Engineers Ltd , a Defence Public Sector Undertaking. This is a rule-based AI algorithm that automates the recognition of weld defects by analysing computerized radiography images, thereby improving precision in nondestructive testing of welds and acceptance by class.

Also, M/s. QED Analytical LLP has designed an AI-based Magnetic Flux Leakage (MFL) sensor for wire rope testing, which utilizes p

a n d ‘Hall effect’ sensors to detect flaws in steel wire ropes, thereby ensuring their safety and reliability

The certification process involved close collaboration between IRS and the developers, i

development of quality assurance

performance trials witnessed by experts.

C d r K K D

, H e a d Defence IRS, stated: "It is a matter of great pride for IRS to collaborate with Indian industry partners for certifying indigenously developed products for the defence and maritime industry. The growing s y n e r g y b e t w e e n I n d i a n manufacturers and IRS marks a positive step forward in the ‘Make in India’ initiative of Government of India by fostering innovation and self-reliance in the defence and maritime sectors."
