FY23: India’s imports from China up 4.16%, Exports down 28%, Trade Deficit at $83bn
NEW DELHI: According to provisional data from the Commerce Ministry, India’s exports to China dippedbyabout28%to$15.32billionin 2022-23,whileimportsroseby4.16%to $98.51 billion in the last fiscal. The trade gap widened to a record high of $83.2 billion in FY23 as against $72.91 billionin2021-22.
Due to plummeting exports, India’s bilateral trade with China showed a minor dip of about 1.5% to $113.83 billion as against $115.42 billion in 2021-22. This meant that the US emerged as India’s biggest trading partner in FY23 with a bilateraltradeof$128.55billion,asper theprovisionaldata.
However, there has been a major
disparity in the trade figures put out by India and China. While China claimed that trade with India touched $103 billion in the first nine months of 2022, India’s data showed that bilateral trade with China was only $91billion.
In FY22, while Beijing claimed it was India’s largest trading partner, Delhi countered it by saying that the US was its largest trading partner, followedbyChina.
Trade experts claimed that the significant mismatch is most likely because of the under-invoicing of shipments by Indian importers to avoid paying import taxes. Underinvoicing of imports involves marking the stated value of imports below the
actual value paid to the exporter abroad, reducing the import tax outgo.
India’s imports from a partner country cannot be equal to a partner country’s exports to India as export values of products generally reflect the market value or free on board (FoB), whereas imports include cost, insurance, andfreight(CIF),meaning the import value should be higher. However, it is the opposite in the case ofChina-Indiabilateraltrade.
Therefore, while the gap of $2 billion in India’s exports to China and its imports could be explained by this, $10 billion lower imports by India compared to China’s exports to India cannotbeexplainedbythis.
DPIIT to get a clear picture of India’s logistics cost in about 4 months : Special Secretary – Logistics
Cont’d. from Pg. 4
Dawra said that in two months, they would get the framework and it would take another two months for thecalculations.“Wehaverecognised the fact that we need more clarity on what are the components that will go into the logistics costs calculation. Not many countries have calculated
their logistics costs. So, we are trying to bring objectivity to the calculation rather than a perception-based approach,” she said. She added that, at present, there are variations in estimateswithinthecountryaswell.
Citing examples, Dawra said that the NCAER has given around 8 percent, and another estimate
states 13-14 percent. “So, we are hoping that in two months’ time, the task force will give us the components which go into the logistics costs calculation, and then we will be able to take a view on how we go ahead with respect to improving those parameters and calculatingtheactualcost,”shesaid.
DGFT lays out procedure for exporters to apply for Amnesty scheme
Cont’d. from Pg. 4
“Application for AA (advance authorisation)/EPCG (export promotion for capital goods) discharge/closure shall be filled online by logging onto the DGFT website and navigating to services,” theDGFTsaidinapolicycircular.
The Government announced the new foreign trade policy (FTP) on March 31. It included an amnesty scheme for exporters for one-time settlement of default in export obligation by the holders of advance and EPCG (export promotion for capitalgoods)authorisations.
Under the scheme, all pending cases of the default in meeting export obligation (EO) of certain
authorisations can be regularised by the authorisation holder on payment of all customs duties that were exempted in proportion to unfulfilled EO and interest at the rate of 100 per centofsuchdutiesexempted.
In another trade notice, the DGFT notified new HSN codes for technical textilesitems.
Intradeparlance, everyproductis categorised under an HSN code (Harmonised System of Nomenclature).Ithelpsinsystematic classification of goods across the globe.
It said that despite having specific codes for technical textiles, it has been noted that imports/exports have not been booked under correct HS
codes and the trade seems to be still being booked under other available codes.
“Accordingly, the matter has been reviewed in consultation with the textiles ministry and it is reiterated that all importers/exporters should filetheirbillofentry/shippingbillwith specificHSNcodesavailableformanmade fibre and technical textiles under…and to avoid using any other codes,”itsaid.
A list of 32 codes has been notified to facilitate the industry for easy recognition and helping them to book their import and exports under correctproductcategory.
It asked the industry to suggest morecodes, iftheyrequire.
Container xChange : Box lines step up calls to Indian subcontinent and Middle East amid manufacturing shift
Cont’d. from Pg. 4
Amid rising geopolitical tensions between the US and China, manufacturers have been diversifying their production bases awayfromChinaandtootherregions, such as the Indian subcontinent and SoutheastAsia.
Recently, COSCO Shipping Ports announced the US$375 million purchase of a 25% stake in Egypt’s SokhnaNewContainerTerminal. The project will operate for 30 years. It is believed that once complete, the terminal’s container capacity will reach1.7millionTEU.
In addition, French carrier CMA CGM announced the launch of the
new Bangladesh India Gulf Express (BIGEX)service, whichbegansailing fromtheportofChittagongon5April, and will offer Bangladesh and India a direct connection with the Persian Gulf. The transit times will be much faster and exports from Chittagong will reach Nhava Sheva and Mundra within 10 days and Jebel Ali and Abu Dhabiwithin15days.
Container xChange also noted that Maersk Line integrated two emerging markets – West & Central Asia and Africa – to form a new combined IMEA (Indian subcontinent, Middle East and Africa) region. The primary markets for this newregionwillbeIndia,Pakistan, the UAE, Saudi Arabia, South Africa, Kenya, Ivory Coast, Cameroon,
Nigeria, Senegal, and Ghana, among others.
Maersk clarified that its customers would continue to work with the same teams and that the products and solutions they are offered will stay the same until informedotherwise.
The Indian sub-continent and the Middle East are thus not just viable regions thriving in resources but also strategic locations. The regions are nowcreatinghubsformanufacturers, building infrastructure to support ocean and air transport, and actively making consumer markets more compact. Evidently, global supply chains are now getting more efficient with better accessibility and higher potential.

PM Gatishakti NMP evaluates 76 key Central infra projects which leads to cost savings of Rs 5.14 lakh Cr
NEW DELHI: The PM Gatishakti National Master Plan (NMP) has completed the evaluation of 76 central government key infrastructure projects relating to railways, roads and transport, etc. worth Rs 5.14 lakh crore over the past one year, leading to cost savings, providing connectivity through the shortest route, and minimising intersections with forest cover, a top official of Commerce Ministrysaid.
PM Gatishakti NMP, launched on October 13, 2021, is a geographic information system (GIS)-enabled platform that integrates the data layers of infrastructure of roads, railway lines, ports, inland waterways, telecom lines, and power lines onto a single portal. The NMP platform enables integrated planning for multimodal logistics and supports data-baseddecision-making.
“We have held four meetings to identify the pain points. The fifth
meeting on port-related connectivity issueswillbeheldwithchairmenofall ports soon,” Commerce Ministry Special Secretary Sumita Dawra told reportersatamediabriefing.
“So far, 22 states have integrated their land records with Gatishakti NMP. Also, 14 social sector Ministries / Departments have been boarded on to the NMP platform and are in advanced stages of integration to utilise the PM Gatishakti mechanism,”shesaid.
Using the NMP, 156 infrastructure gaps relating to first- and last-mile connectivityissuesofmajorsectorsof the economy, such as coal, steel, fertiliser, ports, food and public distribution have been identified by concerned Ministries in coordination withtheDepartmentforPromotionof Industry and Internal Trade (DPIIT). An amount of Rs 75,000 crore (including Rs 15,000 crore from private sources) for 100 critical transport infrastructure projects
identified for first- and last-mile connectivity has been allocated in UnionBudget2023.
The Unified Logistics Interface Platform (ULIP), launched under the national logistics policy, has been integrated with 33 systems of seven ministries.
ULIP enables tracking of all cargo containers which are exported / imported in domestic / international waters.
“So far, 76 companies have signed non-disclosure agreements (NDAs) with ULIP for getting access to data sets. And 15 more companies are likely to join soon. Over the last six years, 57 million cargo containers have been tracked. Major industry players like Maruti Suzuki, DHL, Ultratech, TCIL, Tata Steel, and Bosch have been onboarded on ULIP,” Abishek Chaudhary, Vice President, National Industrial Corridor Development Corporation, said.
EY India proposes four-pronged strategy to empower India’s Logistics sector
MUMBAI: Global consulting firm
EY has proposed a four-pronged strategy to empower India’s logistics sector.Theseare
A] Adopt advanced technology and explorenewbusinessmodels;
B] Accelerate infrastructure development;
C]Focusonsustainablelogistics;and
D] Attract investment and investor interest.
India’s freight movement is heavily skewed toward road transportation, which moves 66 per centofcargo(inton-km).
This is followed by rail (31 per cent), shipping (3 per cent) and air (1 per cent). The sector continues to witness unevenness in freight transportation by mode and is working toward solving this impediment.
Obstacles do exists in the country’sports, shippingandlogistics industry in policy, business, digital and infrastructure segments, Neville M Dumasia, national leader, advanced manufacturing, mobility and infrastructure, EY India, wrote in anarticleonthecompany’swebsite.
While the level of adoption of technology-enabled solutions like blockchain, big data, cloud computing,
and digital twins is relatively low in India, the government has launched severaldigitalsolutionslikeICEGATE and E-Logs, which have reduced inefficiencies, improved transparency and made goods movement faster, the articlesaid.
The Government has launched several programmes like GatiShakti, Bharatmala and Sagarmala that are aimed at building new infrastructure. Measures are also being taken to attract private capital and implement administrative reforms to streamline the planning and execution of infrastructureinvestments, itnoted.
In sustainability, the sector is aligning with domestic and global regulations on sustainable practices and taking steps to conform with leading global benchmarks like energy efficiency existing ship index, carbonintensityratingandemissions tradingsystem.
On the policy front, lack of timebound land acquisition coupled with diverse land acquisition regulations and clearances resulted in a delay of close to 850 government run projects till December last year. Lack of dedicated skill enhancement policy forlogisticssectoremployeesisalsoa majorimpediment.
Effective implementation of the National Logistics Policy will require a close coordination between Central and State Government, the EY article noted.
Involvement of multiple players and intermediaries results in several cargo exchanges, leading to cost escalation and inefficiency. Unorganised players choose labour over technology in logistics due to cost considerations. Diverse export and import commodities result in a general mismatch between type of containersused.
Absence of a database to map goods moved makes it difficult for to have a data-based policymaking and existing digital solutions are yet to offer end-to-end visibility, the article noted.
Captive logistics infrastructure works in silos, which is a deterrent to inter-connecting them with the nationwide logistics infrastructure. Developing logistics parks can boost thetransitiontohubandspokemodel, butthesearecapital-intensive.
Low draft depth at Indian ports limits arrival of bigger vessels and lack of modern equipment and processes increases vessel turnaroundtime, itadded.

NEW DELHI: India and Russia are discussing a free trade agreement, the Russian Trade Minister said recently, an announcement that could deepen bilateral commercial tiesthathaveflourishedsincewarbrokeoutinUkraine.
The FTA talks mark a step-up in economic relations between the two countries despite calls from Western countries for India to gradually distance itself from its dominant weapons supplier, Russia, over its February 2022invasionofUkraine.
India’s imports from Russia more than quadrupled to $46.33billionoverthelastfiscalyear,mainlythroughoil.

India to penalise importers who deliberately delay clearance of consignments of pulses
NEW DELHI: In a bid to observe the stock disclosure statusofpulsesturandurad, theDepartmentofConsumer Affairs sent 12 officers to Indore, Jabalpur, and Katni in Madhya Pradesh; Mumbai, Akola, Latur, and Solapur in Maharashtra, Chennai, and Salem in Tamil Nadu and KalaburgiinKarnataka.
The interactions with the ground-level market players and state officials revealed that despite a rise in the number of registrations and stock disclosures on the eportal https://fcainfoweb.nic.in/psp/, a substantial number of market players have either not registered or failed to updatetheirstockpositionsonregularbasis.
The officials noted that the stocks under the transaction, farmers’ stocks lying in mandis for auction and the stocks awaiting customs clearance at ports had
escapedthecurrentmonitoringmechanism.
To improve stock disclosure data, the government is making several changes to the e-portal, including the incorporationoftextboxesfortheprovisionofwarehouses holding stocks and provisions for dealers to upload data of stocksownedbyfarmerslyinginshopyardsforauctioning.
The Department of Consumer Affairs is also in touch with the Customs Department to act against importers who deliberately delayed the clearance of their consignmentsofpulses.
The Union Government has also asked states to look into the data pertaining to FSSAI licences, APMC registration, GST registration, warehouses, and custom bonded warehouses to report declarations of stock by wideningthecoverageofmarketplayers.

Adani-Total’s Dhamra LNG terminal to start commercial operations at May-end
MUMBAI: Adani Group and French company TotalEnergies’ newly built Rs 6,000 crore facility to importLNGatDhamraontheOdisha coast will start commercial operations at the end of May, the Frenchfirmsaidrecently.
The5milliontonneayearcapacity terminal received its first ever shipment of liquefied natural gas – a fuel that will be used to make steel, produce fertilizers and turned into CNGandcookinggas–onApril1.
“Thisdeliveryenablesthegradual commissioning of the terminal, which is expected to start commercial operations at the end of May 2023,” TotalEnergies said in a press statement.
Karan Adani, CEO of Adani Ports and Special Economic Zone (APSEZ) – the firm that operates the Dhamra port and has leased the LNG jetty to Adani Total Private Ltd – had previously announced the receipt of the first LNG cargo. “This is a huge
leap forward not only in access to clean and affordable energy but also in decarbonising India’s energy sector,” he had said earlier this month.
Adani Total Private Limited is a 50:50 joint venture between TotalEnergiesandAdani.
The commissioning cargo was supplied by TotalEnergies from its portfolioinQatar.
“With regasification capacity of 5 million metric tonne of LNG per year, theDhamraLNGterminaladdsmore than 10 per cent to India’s regasificationcapacity, strengthening the country’s position as the world’s fifth largest LNG importer and allowing it to increase the share of natural gas in its energy mix from 8 per cent to 15 per cent by 2030 to reduce its carbon intensity,” the statementsaid.
Dhamra is the only LNG import terminalineasternIndiaandonlythe second on the entire east coast. The
country’s five other terminals are on the western coast (three in Gujarat, oneeachinMaharashtraandKerala).
“We are pleased to have completedthefirstdeliveryofLNGto the new Dhamra LNG terminal, developed in partnership with Adani, with a cargo from Qatar. India wants to develop the use of natural gas to reduce the carbon intensity of its energy mix by replacing coal, and LNG can therefore meet the growing domestic demand. The commissioning of the Dhamra terminal reflects TotalEnergies’ ambition to support India’s energy transition and supply security,” said Thomas Maurisse, Senior Vice PresidentLNGatTotalEnergies.
After all checks, the terminal would be ready to start commercial operations with an expected 2.2-2.3 million tonne of LNG expected to be imported in the first year and a gradualramp-uptofullcapacityinthe next.
Road logistics industry to clock high single-digit growth this fiscal: ICRA
MUMBAI: The Indian road logistics industry is expected to clock a high single-digit growth this fiscal on an elevated base of the previous year,ICRAsaidonMonday.Thecredit ratings agency also expects the demand momentum to continue in FY24, aided by stable domestic consumption and investment demand,ICRAsaid.
The Indian road logistics industry’s revenue growth is pegged at a high single-digit on an elevated base of FY2023, ICRA said, adding thattheoutlookisstable.
The downside risks to the estimates remain from any material tapering of demand due to high inflationary and interest rate regime, the emergence of any further Covid waves, or a sub-par monsoon impacting the overall economic health, given its strong linkage to economic activity on an aggregate basis, itsaid.
According to ICRA, quarterly revenues for the logistics sector witnessed a marginal contraction of 2 per cent in Q3 FY23, compared to the earlierquarterofthesameyear.
Following two quarters of stable demand, economic activity was uneven in the third quarter of the previousfiscaldespiterobustdemand for contact-intensive services and upbeat sentiment during the festive season.
“We expect the revenues in Q4 FY2023 to be better than Q3, supported by favourable demand and realisations,”itstated.
On a monthly basis FASTag and ewaybillvolumespeakedinDecember 2022, thereafter coming down sequentially in January 2023 and February 2023 post the festive season impact.
On a year-on-year basis, the combined volumes for FASTag for January and February 2023 grew by 24 per cent, and e-way bill volumes grew by 19 per cent, according to ICRA.
The volumes are expected to remain stable over FY2024, given the expectation of a favourable demand scenariointhenear-term,itsaid.
“ICRA expects the aggregate operating profit margins of the sample to moderate to 12-14 per cent
in FY2024, compared to 14 per cent in FY2022. The operators’ ability to effectfurtherratehikestooffsetinput priceincreasesamidstiffcompetition remains a key credit monitorable,” said Suprio Banerjee, Vice President atICRALtd.
Revenue growth, according to him, over the medium-term would continuetobedrivenbydemandfrom varied segments such e-commerce, FMCG, retail, chemicals, pharmaceuticals, and industrial goods coupled with the industry’s paradigm shift towards organised logisticsplayers,post-GST,ande-way billimplementation.
Furthermore, multimodal offerings are likely to gain increased acceptance and traction going forward, given that players offering multimodal services had more flexibility.
Given these factors and the relatively higher financial flexibility available to large, organised players vis-a-vis their smaller counterparts, there is potential for increased formalisation in the sector going forward,ICRAsaid.

Expressing his happiness Shri Sarbananda Sonowal said, ‘Our Hon’ble Prime Minister Shri. Narendra Modiji once said that Kandla Port has the potential to give a new direction to the nation’s economy and accordingly this project will be another milestone in this journey as this Jetty will further enhance the Port Capacity along with boosting theoverallEconomicGrowthforitsentirehinterland’.
The proposed project is designed to increase cargo handling capacity of the port, which shall attribute to reduction in turn-around time of liquid vessels. This project will increase Deendayal Port’s income through collection of Royalty from the Concessionaire. Considering vast hinterland that is dependent on Deendayal Port for seaborne trade and currently prevailing traffic congestion at existing liquid handling facilities of Deendayal Port, capacity additions are of utmost importance at port for serving the economy of the region and in turn shall attribute
In FY 2023, Deendayal Port, Kandla handled 137.56 MT of cargo marking a growth of 8.23 percent over the 127.10 MT in the previous year, 70% of the cargo handled at Kandla is evacuated by road, while 10% percent by rail and 20% through pipeline. By 2030, the port is expected to report an annual growth rate of 10 percent, doubling its cargo at 267 MT.
It is to be noted that, the Ministry of Ports, Shipping and Waterways as part of its commitment to the development of the Port Sector in India has identified 74 projects worth Rs 57,000 crore under the Sagarmala program in the state of Gujarat. Out of which, 15 projects worth Rs 9,000 crore have beencompleted;33projectsworthmorethanRs25,000crore are under implementation and 26 projects worth Rs 22,700 crore are under development. Maersk : 2023 key trends in special cargo business
COPENHAGEN: The special cargo industry is a niche industry that to be abletoworkwiththerightspeed, efficiency, andneedsto be supported by heavy lift shipping. Because of their shape and weight, this type of cargo has specific requirements and requires special handling through the entire supply chain, from acceptance to storage, packaging, labelling, documentation, warehousing, transportation, and delivery. For example, when transported across waters, the biggest commercial or private yacht can occupy the equivalent of more than 80 shipping containers slots, taking a significant space in thevessel.
The beauty of special cargo is that every piece is generallytiedtoalarger, morecomplexproject.Whichis also the reason why very often, special cargo movement is referred to as project logistics. This is because businessesthatoperateinthisspaceareusuallynotonly moving special cargo alone but in conjunction with a dry cargo quantity. These businesses need therefore logistic providersthatcansupportthemwithboth.Anexampleof this can be a wind power business building a wind farm somewhere in the world, needing both the turbines to be moved as well as all the other parts of the plant within a fixedpre-definedtimeframe.
“Whether it's a wind blade, a turbine, or a big piece of machinery, what special cargo is contributing to has an incredible amount of gravity. Not only gravity in in physical weight (pun intended), but in the weight of the impact that the respective projects contribute to. For example, an onshore wind farm can have an operating life of more than thirty years and can produce enough electricity to power more than 1 million homes, boosting the economic impact, growth, and environmental advancement, ultimately affecting many people in a positive way” says Robin Townley, Project

Logistics
1. Capacity issues - Not capacity today, but capacity for tomorrow. Across a lot of the world's larger governments and organisations, several deals and investments in new energy and infrastructure are being announced and finalized with billions of USD being committed. Within special cargo logistics, this of course meansthatstartingfrom2023,theneedforspecialcargo transportation linked to these projects will trigger the need for capacity. The amount of logistics providers that can cater to special cargo needs is limited, meaning capacity for upcoming projects will be a challenge for the next 24 to 36 months. This can result in a capacity crunch scenario, calling for smart and efficient management solutionsfromallindustryplayersinvolved.

2. Asset development –
An interesting trend shows that the design of products can be sometimes influenced and shaped by the way that these items are transported. For example, players in the wind industry have expressed some frustration in having to shape their turbine blades, and other parts, based on the size of the transporting truck (that sometimes can be over 15 years old). If the transporting vehicles can’t accommodate the latest innovation in product design, it becomes a big problem, ultimately limiting said innovation. The solution? Logistic companies can solve this by investing in purchasing updated transportation assets, in co-creation with customers, so that product design can be freefromthislimitationacrossalltransportationmodes.
3. Cargo “shrinking” - Because of the issues associated with transportation size (highlighted in the previous point) some businesses are trying to modularize their cargo and build it in a way that it can be containerized or fit into smaller, more conventional containers. For example, wind turbine manufacturers are currently trying to build turbines that can be moved in four containers, later bolted together becoming a full turbine. This is not something that was possible a while ago due to the manufacturing process but now seems to be a race to “shrink” special cargo that can be transformed into dry cargo, for easier transportation. Logistics providers can work on this with their special cargo customers, trying to ease their challenges and find the most optimisedbalancefortheirsupplychain.
4. Digitalacceleration– Generally speaking, cloudbased systems, visibility platforms, and new technological integrations, are already shaping the way that logistics is transforming, allowing them to “streamline their workflows, store and transfer information quicker and more securely” as mentioned last year by Forbes. Because of the geopolitical sensitivity of the zones where special cargo projects often take place, visibility measures provided by technology are even more important here. Being able to follow the cargo
while enroute, in-real-time, gives the freedom to plan in case ofaccidentsorcontingencies.
5. Higherfocusonsustainability- Without a doubt, actions to minimise environmental impact are becoming increasingly prominent within logistics as a whole, with more investments and commitments towards renewable energies and decarbonization. Within special cargo, the sector is not as advanced as it could, and should be. In the next 24 months, with the push of customers advocating for better standards the industry will need to reconvene and decide better ways to revolutionize its manufacturing. Reconsidering the speed of logistics when transporting large pieces of freight long distance could be a way of cutting down emissions, for example. This gap is also showing a great opportunity for those that have businesses that facilitate green transitions andforinvestorslookingfortheirnextopportunity.
6. Integrated visibility - Special cargo businesses, and their customers, are becoming more and more educated about their logistics needs. Whilst in the past special cargo businesses were used to completely hand over control to several providers that were very different in expertise and system levels, they now wish to gain more power over their end-to-end supply chains. Their current needs reveal that today, they instead wish to have one logistics partner that can deliver end-to-end for special cargo, handling the complexity from start to finish. The key action for this is acquiring more transparency and more knowledge as well as a powerful partnership with the right provider that can deliver with a strong focus on safety, quality control and schedule predictability. A partner that can provide integrated systems, flexibility, extendedexperience, andindustryknowledge.
In closing, 2023 is showing the tendency for special cargo businesses to gear up to tackle upcoming challenges with capacity offering issues, cargo redesign and diminishing size, asset development co-creation, digitalization advancement, better focus on sustainability and stronger partnerships with providers that can handle the cargo end-to-end while taking careofallthestepsincludedinthejourney.
