US says relationship with India one of the most consequential in World

WASHINGTON: Lauding the US-India ties, the White House on Monday (local time) said that President Joe Biden views the United States’ relationship with India as one of the most consequential in the world, adding that both countries “work closely” on vital priorities.

In a press briefing White House Press Secretary Karine Jean Pierre said that the US works with India on key priorities, including the QUAD (Quadrilateral Security Dialogue).

“So look, the president views our relationship, the United States’ relationship with India, as one of the most consequential in the world. And so we work closely with India on our most vital priorities, including through the Quad and the US-India initiative on this critical and emerging technology,” Jean Pierre said.

She further emphasised how the US wants to expand its “critically

important partnership” with India, moving forward.

“And so we look for ward to continuing to expand our critical and critically important partnership and how it’s going to benefit the American people. And we want to create a more prosperous and secure Indo-Pacific and the world. And so that is going to continue to be our focus as we move forward,” she added.

T h e U S h a s a d i p l o m a t i c partnership with India, Australia and Japan, through QUAD, which is committed to supporting an open, stable, and prosperous Indo-Pacific that is inclusive and resilient.

Notably, the US Secretary of State Antony Blinken, along with External Affairs Minister S Jaishankar, Foreign Minister of Japan Yoko Kamikawa, and Australia’s Penny Wong participated in the Quad Foreign Ministers’ meeting held on July 29 in Tokyo.

The leaders reaffirmed their commitment, common principles, and capacities to preserve and strengthen the international order for the global good. “We look forward to India hosting the next Quad Leaders’ Summit later this year, and to the United States hosting the next Quad Foreign Ministers’ meeting in 2025,” a joint statement after the meeting held in Tokyo read.

The Quad Foreign Ministers Meeting joint statement said that the countries of the bloc were collectively advancing a positive and practical agenda to support the Indo-Pacific region’s sustainable development, stability, and prosperity, responding to the region’s needs.

The statement said that they contribute to a region in which all countries and people can exercise free choice in how they cooperate, and trade based on partnership, equality and mutual respect.

E-way bill generation surges to record high of 10.48 crore in July

NEW DELHI: E-way bill generation touched an all-time high of 10 48 crore in July, surpassing the previous high of 10 35 crore in March this year, GST Network (GSTN) data showed.

Although GSTN has not given any reason for the record rise, it could be attributed to multiple factors i n c l u d i n g i m p r o v e m e n t i n consumption as well as compliance. Although there is no straight co -relation between e-way bill generation and GST collection, the former could have some positive impact on collection. Tax collected for goods consumed and services availed in July will be known on September 1, when the government releases monthly data.

This is the fifth time since the introduction of the e-way bill in 2018 and third successive time in the current fiscal when generation has crossed 10 crores in a month.

An e-way bill is an electronic document generated on a portal, evidencing the movement of goods. It also indicates whether tax has been paid for the moving goods. As per Rule 138 of the CGST Rules, 2017, every registered person involved in the movement of goods (which may not

necessarily be on account of supply) of consignment value of more than Rs. 50,000 (can be lower for intra-state movement) is required to generate an e-way bill.

Experts attribute many reasons for the higher e way bill generation. Ankur Gupta, Practice Leader (Indirect Tax) at SW India said that businesses typically increase production and distribution in anticipation of the festive season which begins in August. This results in a higher movement of goods, and consequently, more e-way bills are generated in July as part of prefestive preparations.

Additionally, the monsoon season o f t e n a f f e c t s l o g i s t i c s a n d transportation. Companies may adjust their shipping schedules, either advancing or delaying shipments, leading to a temporary rise in e-way bill generation. “India‘s overall economic growth during this period has also driven higher demand for goods and services, naturally resulting in increased interstate and intrastate transportation of goods,” he said.

Mahesh Jaising, Partner with Deloitte, said that the sustained

increase in e-way bill generation, especially with three consecutive months crossing the 10 crore mark, reflects not only a buoyant economy b u t a l s o b r i n g s i n a g r e a t e r transparency and adherence to regulatory requirements. “The rise in core inflation to 3.4 per cent from 3.1 per cent in July further indicates renewed consumer demand This trend is expected to positively influence GST collections, driven by improved compliance and the government’s push for technologydriven governance,” he said.

Now all eyes will be on collection in August Rajat Bose, Partner, Shardul Amarchand Mangaldas & Co, said that given the buoyancy in GST collections due to increased compliances particularly generation of e-way bills and e-invoices, GST collections are likely to settle at an elevated level with a more robust economic recovery in the coming months. “However, it is to be kept in mind, that the intra-State e-way bills resulting in CGST plus SGST revenue will be more relevant from the GST revenue point of view as IGST will largely be utilised as input tax credit in B2B supplies,” he cautioned.

Pulses import may decline on robust crop

NEW DELHI: The country’s import of pulses is likely to decline to 4 to 4 5 million tonne (MT) in the current fiscal from a record 4.73 MT in the FY24 because of adequate monsoon rain and substantial imports last fiscal, Bimal Kothari, chairman, India Pulses and Grains Association

(IPGA) said recently.

“We are expecting a higher kharif output because of good monsoon rains so far and in addition because of higher soil moisture, rabi or winter crops are likely to be robust,” Kothari said on the sideline of ‘Bharat Dalhan seminar 2024’.

He said the country has imported 2 MT of yellow peas so far another MT of pulses are at the port which would be sufficient for domestic supplies.

To meet the rising demand, India’s import of pulses rose by 90% on year to 4.73 MT during 2023-24 to meet domestic demand.

Commerce Department gathers inputs for Budget 2025-26

NEW DELHI: The Commerce Department has begun consultations with industry players for Budget 202526, seeking suggestions related to customs duties, other levies and services such as banking and credit that could increase the profitability and competitiveness of domestic manufacturers and exporters, sources said.

“The Commerce Department has already started reaching out to various industrial bodies for inputs for next year’s budget in order to formulate precise demands to place before the Finance Ministry The idea is to have suggestions backed by wellsubstantiated reasons,” a source tracking the matter said.

Industry players have been asked to give inputs on issues such as customs duties, Central excise, inverted tax structure, income tax, Central sales tax and other levies.

Inputs have also been sought on matters related to banking and credit and streamlining of procedures.

In the Union Budget 2024-25, F i n a n c e M i n i s t e r N i r m a l a Sitharaman reduced customs duties on a number of items including gold, silver, mobile phones, chargers, c a n c e r m e

, m e d i c a l equipment, critical minerals, and inputs for the leather and textiles industries.

To make a strong case for the concessions sought for Budget 202526, the Commerce Department has asked industry players to indicate the volume and value of the products produced by the industry and the total number of Indian companies engaged in the process. “The bigger the size of the sector seeking a particular concession, the better the chances of it getting a favourable response,” the source said.

Inverted duty structure

The attempt to address inverted duty structure, where duties on inputs are more than that on the finished products discouraging local production, will also be taken up in the next Budget, the source added “Inverted duty structure still exists for a number of products, especially because of some of the free trade pacts signed between India and other countries, and needs to be tackled In Budget 2024-25, some corrections were made With industry inputs,morewouldhopefullybemadein thenextBudget,”thesourcesaid

Since its launch, PMGS NMP has seen successful use cases from various Infra and Social sector Ministries and States/UTs, leading to the adoption of an ‘Area Development Approach’ for holistic planning Effective economic and social infrastructure planning requires extensive information at the State, UT, and district levels District C o l l e c t o r s , w i t h t h e i r d e e p understanding of local challenges and priorities, are essential for verifying data and implementing the PMGS

framework at the district level.

In the endeavour to take PMGS to the district/local level, Logistics Division with the technical support of BISAG-N is organising a series of seven pan-India district-level workshops, covering more than 100 districts. District level outreach is expected to give vigour to Area Development Planning for both economic and social infrastructure at field level in the country.

The first district level capacity building workshop was held in Bhopal (Central Zone- Chhattisgarh and Madhya Pradesh) on 18th January 2024. The second workshop was held in Pune (Western Zone- Maharashtra, G u j a r a t a n d R a j a s t h a n ) o n 9th February 2024.

The third District level workshop was held in Thiruvananthapuram ( S o u t h e r n Z o n e ) w i t h 1 7 5 + participants from Central Ministries, State Governments and District level officials of 14 districts from Andhra P r a d e s h , Ke r a l a , K a r n

Sh Rajesh Kumar Singh, Secretary DPIIT in his special address highlighted that mapped data such as landslide zones, demographics, elevation, flood-prone areas, schools, hospitals, transportation networks, warehouses, telecommunication networks, emergency landing sites, and soil conditions on the PM GatiShakti NMP can be extremely valuable for disaster management This data will enable district officials to make informed, data-driven decisions during emergencies He encouraged district officials to map the data on the District Mater Portal, which is expected to launch by the end of September 2024.

New Report by Maritime SheEO Highlights Progress and Challenges in Gender Equality within India's Maritime Industry

The report is developed by Maritime SheEO, with financial support from the Consulate General of the Kingdom of the Netherlands, Mumbai. This survey is a follow-up to a survey conducted in 2019.

The report was formally launched at the Consulate General of the Kingdom of the Netherlands in Mumbai, in presence of Capt. Daniel J Joseph (Nautical Surveyorcum-Deputy Director General of Shipping), Consul General Bart de Jong and Deputy Consul General, Thierry van Helden.

The key findings highlights progress and persistent challenges faced by women in the maritime sector Since 2019, female participation in the sector in India has witnessed a substantial growth Notably, the representation of women CEOs has surged from 3.9% in 2019 to 21.4% in 2024. Similarly, the adoption of gender-neutralpracticesbycompanieshasalsorisenfrom 80% to 92.7%, reflecting the industry's efforts toward greater inclusivity However, the report highlights that despite these advancements, challenges remain. The rate of women seafarers has seen only a marginal increase, from 89% in 2019 to 89.5% in 2024, signalling the need for more targeted interventions in this area Additionally, while adherence to global standards like the UN Women’s Empowerment Principles has climbed from 25% to 89.3%, inconsistencies in the application of these practices underline the need for clearer communication and enhanced support mechanisms.

A Call for Continued Action

The report underscores the importance of ongoing efforts to improve working conditions and job opportunities for women across the maritime sector It calls for specific actions to address the barriers to career advancement and the creation of more inclusive

workplaces, particularly in seafaring roles.

Sanjam Sahi Gupta, the founder of Maritime SheEO, stated, "Despite the industry's crucial role in the nation's economy and global trade, women remain significantly underrepresented in key maritime roles, both onshore and offshore. With this report, we aim to delve into the challenges faced by women in the Indian maritime sector, analyse the existing gender gaps, and propose strategies to promote gender equality and empower women within this vital industry.”

Mr. Bart de Jong, Consul General of the Kingdom of the Netherlands in Mumbai said “The Netherlands has been an advocate of gender equality, including the maritime sector Various initiatives and policies have contributed to a rise in the number of women working in this field. We are happy to support Maritime SheEO’s recent study on women's participation in the maritime sector in India. It reflects a significant progress made in gender diversity in this crucial industry.”

He also added that “The findings of the study indicate a positive trend, with more women entering and contributing to the maritime workforce, suggesting a shift towards greater inclusivity However, it also highlights the challenges, particularly in career advancement and workplace inclusivity, which hinder full and equitable participation”

Continuing to address these issues will be essential to ensure sustained progress and create a more equitable environment for female professionals in the maritime sector, suggested Mr. De Jong.

Maersk announces changes in Far East Asia – Middle East services

COPENHAGEN: Due to increased waiting times and congestion at terminals in South East Asia, Maersk has decided to implement seasonal schedules to mitigate delays and improve schedule integrity.

Maersk’s SAFINA service will move from West Port to North Port in Port Kelang, Malaysia, and will shift calls from Singapore to Tanjung Pelepas. These changes will be effective until the end of the year. Indian companies are looking to international markets for growth: CRISIL

MUMBAI: As the economic landscape in India continues to shine with optimism, Indian companies are increasingly turning their gaze towards international markets, seeking new avenues for growth, according to a CRISIL report. This surge in global expansion is anticipated to drive an increase in revenues for both global and domestic banks providing cross-border support.

I n r e c e n t y e a r s , I n d i a n corporations have significantly ramped up their international operations. Currently, approximately 83 per cent of large India-based corporations utilize at least one bank for cross-border trade and payments, a rise from 71 per cent two years ago.

This increase reflects a broader trend of Indian firms seeking to leverage domestic economic strength to capitalize on global opportunities.

R u c h i r a n g a d A g a r w a l , Relationship Director and Head of Corporate Banking – Asia and M i d d l e E a s t a t C o a l i t i o n Greenwich highlighted this trend and said, “Over the past 12 months, we have seen an increase in activity by large corporates in India across

various outbound, cross-border corridors into other markets within the Asia-Pacific region, into Europe, and North America as well .”

Not only large corporations are venturing abroad; approximately 75 per cent of mid-sized Indian companies are also engaging with banks for international trade needs.

These businesses primarily use banking services for traditional trade, c r o s s - b o r d e r p a y m e n t s , a n d managing receivables from global suppliers and clients.

Historically, Indian corporations have relied heavily on foreign banks due to their extensive global networks and competitive funding options. However, large domestic banks are now aggressively vying for a larger share of the cross-border banking market. This shift is driven by advancements in digital banking capabilities and a more competitive pricing environment.

Agarwal said, “While foreign banks bring a robust network and product capabilities, two strong trends are helping Indian banks compete. First, Indian banks’ digital capabilities are increasingly on par with those of foreign banks. Second,

thanks to a combination of higher interest rates internationally and a slightly reduced lending appetite on the part of some foreign banks, Indian banks have been able to compete effectively on pricing and balance sheet.”

Indian Ports see Jan-July bunker, STS calls up 64% on year, monsoon hits July demand: S&P Global Commodity Insights

BENGALURU: Bunkering activity in India has experienced significant growth during the first seven months of 2024, with the total number of bunkering and ship-to-ship (STS) calls to Indian ports increasing by 64% year on year.

A c c o r d i n g t o S & P G l o b a l Commodities at Sea data, the total number of bunkering and STS calls to Indian ports surpassed 6,765 compared with just 4,113 during the same period in 2023.

This time, the monsoon has had little e f f e c t i n M u m b a i , s a i d m a r k e t participants. Mumbai, which is one of the major bunkering hubs in the country, saw a 53% rise in total bunkering and STS calls, CAS data showed.

Attacks on shipping in the Red Sea have prompted shipowners to take longer voyages around Africa This disruption caused a substantial increase in monsoon bunker demand at Indian ports, which is typically lower due to weather disruptions. The growth was further fueled by favorable pricing and consistent supply from domestic refineries since the second quarter of 2024.

Platts, part of Commodity Insights, assessed 0.5% marine fuel oil delivered to Mumbai at $641/mt CFR on Aug. 8, down $4/mt week on week, while in Kochi prices were at $647/mt, up $4/mt.

India could import more sugar as prices plunge, rupee strengthens

NEW DELHI: India, the world’s biggest sugar consumer, could soon ramp up imports of the sweetener as a sharp drop in global prices and a stronger r upee make overseas purchases viable despite stiff tariffs, industry players said.

Rising demand from India could support benchmark global prices that have been trading near 16-month lows. However, it would pressure Indian prices, potentially making it difficult for mills that process sugar cane to pay farmers rates stipulated by the government.

“At the current (international) price level, refiners can import sugar for domestic consumption and make a profit,” said Rohit Pawar, chief executive of Baramati Agro, which

operates sugar mills in the western state of Maharashtra.

Dealers estimate the cost of sweetener produced from raw sugar shipped in from abroad, including the 40 percent import duty, is around 32,000 r upees ($496) per tonne, about 8 percent cheaper than local sugar at 34,600 rupees.

A stronger rupee also makes the dollar-denominated price tag on overseas cargoes more affordable for Indian mills. The rupee has risen more than 5 percent against the dollar this year.

“Right now refiners are processing duty-free imports. From the next month they could start importing (duty-paid) sugar for local consumption,” said a sugar miller based at Kolhapur in

Maharashtra He declined to be identified as he was not authorised to speak with media.

Traders said predicting the scale of potential imports was tricky

“It is difficult to estimate how much Indian refiners will import … (while) paying tax,” said a New Delhi-based dealer with a global trading firm.

“The market has not anticipated additional imports. Once imports start, local prices could crash and could make larger imports unviable.”
