Historic Budget allocation to Railways will dramatically change logistics in Country: Railway Minister

NEW DELHI : Railway Minister Ashwini Vaishnaw recently stated that the 2023 Budget allocation to Indian Railways is historic and would fundamentally change the productivityofIndianeconomy.

The Minister was speaking at the CII Partnership Summit 2023, organized by Confederation of Indian Industry (CII) and Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry.

“Railways logistics costs in the country would be brought down through the increased allocation. The Government is focusing on increasing the capacity at the bottlenecksandincreasingtherollingstockonanaverage. Most importantly, the focus is on changing the passenger experience by building new stations at totally new scale andnewdesignoftrains,”headded.

The Minister highlighted that the Bullet Train is a project that is fundamentally changing the model of operation.

“Resolving project execution, quality of construction, absorption of design and the challenges that were faced ensures that India will create a world-class design in good

time,”hesaid.

On the manufacturing side, the Minister said, “Today electronics manufacturing is close to USD 87 billion as an industry in the Country.TheGovernmenthastaken3majorinitiativesviz, creating the ecosystem, laying out a clear policy framework and focusing on developing the semiconductor industry.Indiawoulddeclarethefirstfabinthecomingfew weeks, announced the Minister. With the work being done by Industry and the Government , India will have a vibrant semiconductorindustryinthecoming3-4years.”

On the global digital divide front, Vaishnaw highlighted that globally 4 elements significantly contribute to the current digital divide i.e. affordability, accessibility, availability,andknowledge.

Govt taking steps to make India $5 trillion economy ‘at an early date’: Finance Ministry

NEWDELHI-TheIMF’sWorldEconomicOutlookearliersaid the size of the Indian economy will increase from $3.2 trillion in 2021-22 to $3.5 trillion in 2022-23 and cross $5 trillion in 2026-27. However, the Government has been taking steps to make the Countrya$5trillioneconomyatanearlydate,”MinisterofStatefor FinancePankajChaudharyinformedtheUpperHouserecently.

Observing that the outbreak of the Covid pandemic in 2020 and the Russia-Ukraine conflict in 2022 has impacted the world output, increased inflation in several countries and raised uncertainty in the world economy, he said, “lower uncertainty in the global economic outlook will help India become a $5 trilliondollareconomyearlier”.

Some of the important measures taken by the Government in the past to boost economic growth include the making of the

National infrastructure pipeline of projects, push to capital expenditure, implementation of the Production Linked Incentive (PLI) scheme, finalisation of the National Monetization Pipeline of public sector assets and formulation of National Logistics policy, he said.The Minister further said that capital expenditure will be speeded up by PM Gatishakti for integrated planning of infrastructure and synchronised project implementation across all concerned central ministries, departments and state Governments.

The Union Budget 2023-24, Chaudhary said, “further sustains the growth momentum with an increase in capital investment outlay for the third year in a row by 33 per cent to Rs 10 lakh crore (3.3 per cent of GDP)”.

Govt to connect J&K with Amritsar-Kolkata Industrial Corridor connecting Western Ports

NEW DELHI - In order to boost connectivity and logistics support to Jammu and Kashmir, the Indian government is planning to connect it to the Amritsar-Kolkata Industrial Corridor(AKIC).

The corridor is expected to give an impetus to the local economy. Amritsar-Delhi-Kolkata Industrial Corridor (ADKIC) is a proposed industrial route, which will connect the northern industrial and agricultural centres with the key ports ofwesternIndia,includingJamnagarandKandla,inGujarat.

TheCentreisplanningtoextendAKICtoJammuaspartof the National Industrial Corridor Programme aimed at the development of futuristic industrial cities in India, reported

theKashmirMonitor.

“The GOI (Government of India) plans to connect Jammu with AKIC as per the National Industrial Corridor Development Program and the UT Government shall declare the existing alignment of Amritsar – Jammu highway as a freight corridor,” an official document accessed bytheKashmirMonitorrevealed.

The corridor will help boost the industrial revolution connecting the industrial belt of Baddi, Bhatinda, and Ludhiana through spurs and the state of Jammu and Kashmir through the Delhi -Amritsar- Katra Expressway.

Digitisation is simplifying logistics for MSME exporters : Trade Experts

NEW DELHI : Logistics have always been the backbone of international trade. With supply chains dispersed globally as businesses look for the least expensive and most productive sources to produce and move goods, the strength of a country’s logistics processes is critical for it to become a global manufacturing and export powerhouse. The black swan events like the Covid pandemic have only reinforced this belief among Indian exporters and the government in order to enhance logistics capabilities through digitisation onamissionmodeasittargetstobea$5trillioneconomy.

“Digitisation has played a very important role in logistics. Around 20 years back everything was manual while today all airports, seaports, inland container depots (ICDs), container freight stations (CFSs) are connected with a system. Even during Covid, all the documents, invoices, packing lists, paper filing with customs, terminal charges, handling charges etc., were managed digitally. This wasn’t possible earlier,” said Vipin Vohra, Chair, Civil Aviation Committee, PHDCCI and Chairman, Continental Carriers during a panel discussion at the SMExports Summit 2023 organisedlastmonth.

For instance, the Central Board of Indirect Taxes and Customs (CBIC) in 2020 unveiled a QR-coded shipping bill for end-to-end paperless exports. The bill is sent digitally to exporters after Customs clear export. This eliminates the requirementoftheexportershavingtoapproachtheCustoms officersforproofofexportandmakesCustoms’exportprocess completely digital — from the filing of the shipping bill to the final order for export. The initiative was under CBIC’s Turant Customsprogrammeaimedatreducingthetimeandcostsfor theimportersandexportersinsendingandreceivinggoods.

“Custom clearances becoming faceless, contactless and paperless is a great enabler that brings MSMEs on the same platform as large enterprises in shipping goods with ease,” said Nikita Singla, Associate Director, Bureau of Research on Industry and Economic Fundamentals (BRIEF) in the

panel discussion on digitising logistics for exports. BRIEF is a research and consulting firm with a focus on policy research, diagnostic studies, program implementation, and industryandmarketresearch.

Not just the Government, ports are also taking independent measures, said Singla. For example, Digital Docket Delivery (D-Cube) is a paperless and contactless solution for import operations by Mumbai port so that importersdon’thavetorunaroundwithphysicaldocuments. “They just have to scan an app with D-Cube to get delivery of their cargo. So a lot is happening in the digitisation of export and import operations but maybe awareness is needed to usethesemeasures,”sheadded.

As a single-point access for exporters or for all of India’s foreign and preferential trade agreements and for all agencies concerned, the government had launched a Common Digital Platform for Issuance of electronic Certificates of Origin (CoO) in 2019. A CoO is an international trade document for certifying that goods in an export shipment are wholly obtained, produced, manufactured or processed in a particular country. The new electronic platform allows for the digital exchange of CoO with the partner countries which wasn’t possibleearlier.

These digital processes allow for reduced transaction cost and time for exporters. “Today, you don’t need to invest in various processes as an MSME. Some solutions are plug-and-play and available similar to software-as-aservice solutions. For example, for exporting carpets from Bhadohi city (carpet manufacturing hub) in Uttar Pradesh to Jebel Ali port in the UAE where our terminal is, you don’t need to reach out to multiple people and processes. Digitisation has brought the world really close. You simply go online, log in to a portal, choose a service, pay online and the container reaches to your nearest spot while all documentation is done at the backend,”

: Chinese Shipbuilding Company delivers yet another ULCV “MSC Irina”

BEIJING : The World’s Largest Container Shipping company MSC is delivering on its promise to inject massive vessel capacityintoitsfleetthisyear.

Namely, the Swiss-based container shipping giant has welcomed into the fleet another giant 24,000 TEU vessel, MSC Irina, which was built by Jiangsu Yangzi XinfuShipbuildingCo.

With a massive 24,346 TEUs and measuring 399.99 metersinlengthand61.3metersinbeam,thevesselisatrue mammothoftheseas.

The ship incorporates several innovative energy-saving features, including a small bulbous bow, large-diameter propellers, and energy-saving ducts. It is also equipped with an air lubrication system that reduces drag on the hull and shaftgeneratorsthatgenerateadditionalpower.

According to shipyard officials, these technologies could result in a 3-4 percent reduction in energy consumption,

thereby cutting CO2 emissions and overallmeetingEEDIIII.

The delivery of MSC Irina coincides with the delivery of 24,116 TEU MSC Tessa, as both vessels were delivered on March 9, according to China State ShipbuildingCorporation(CSSC). Both Boxships were ordered by China’s Bank of Communications Financial Leasing (Bocomm Leasing) for MSC in 2020 as part of a four-vesseldealworthanestimated$600million.

Swiss-based Container Shipping giant MSC has the largest orderbook by far in the industry with over 134 containerships on order. The company has 14 megamax ships and 22 neo-panamax ships on order scheduled for deliverythisyear,accordingtoAlphaliner.

Two-day Southern Zone Regional Workshop on PM Gati Shakti National Master Plan concluded in Kochi

KOCHI : Department for Promotion of Industry and Internal Trade (DPIIT) under Union Ministry of Commerce and Industry organized two-day regional workshop on Prime Minister Gati Shakti National Master Plan (NMP) for SouthernRegionheldatHotelMeridian,Kochi

The organized two-day regional workshop concluded. Representatives of the states of Kerala, Karnataka, Andhra Pradesh,Telangana,TamilNaduandUnionTerritoriesincluding Andaman and Nicobar Islands, Puducherry, Lakshadweep, Dadra, Nagar Haveli and Daman Diu and senior government officials from various central ministries and departments participated in the workshop.

In the closing ceremony, Ms. Sumita Davra, Special Secretary, Logistics, Central Government Department, DPIIT, appealed to get a demand-based logistics efficiency approach for the next 5-10 years, she mentioned mapping of freight flows, attracting private investments in logistics-related infrastructure and onboardingstart-upstopromotelogisticsefficiency.

She also emphasized on the use of technology and green initiatives while planning the freight movement ecosystem, including (i) planning for infrastructure development for New Indiaand(ii)developinganefficientlogisticsecosystem.

The first day of the workshop organized discussions on infrastructure development and social sector planning, demonstration on adoption of Pradhan Mantri Gati Shakti schemewithholisticapproach,demonstrationofbestpracticesof State/Union Territories and presentation of Unified Logistics Interface Platform (ULIP) to showcase various logistics componentsrelatedtodeploymentofservicesandequipment. Workshops are organized by Department of Industry and Domestic Trade Promotion in collaboration with States/UTs. It aims to energize and create synergy among the stakeholders of the PM Gati Shakti National Master Plan (NMP). Regional workshops also focus on strengthening the institutional framework of State Technical Support Units (TSU) for comprehensive planning. Identification of common challenges and issues in adoption and implementation of PM Gati Shakti National Master Plan and discussions on district level planning frameworkforadoptionofPMGatiShaktiarealsoareasoffocus.

Empowered Group of Secretaries (EGoS), Network Planning Group (NPG) and Technical Support Unit (TSU) have been constituted by 36 states/UTs for comprehensive planning and project implementation of PM Gati Shakti National Master Plan.

Global Tank Container fleet surpasses 800,000 units : ITCO

CHICAGO - According to this year’s International Tank Container Organisation (ITCO) survey, the global tank container fleet hit 801,800 units on 1 January 2023, up from 737,935 on 1 January2022,representingan8.6%increaseyearonyear.

Inordertomeettheongoinghighdemandfornewequipment, a total of 67,865 new tank containers were constructed, up from 53,285newunitstheprioryear–a14,580unitrise.

The survey demonstrates how, in terms of numbers, the industry is still controlled on a worldwide scale by a relatively small number of large tank container owners and leasing firms. The top 10 tank container operators account for over 281,160 tanks, representing over 49% of the global tank container operators’ fleet, while the top 10 leasing companies account for

299,300tanks,representingabout83%ofthetotalleasingfleet.

“This growth in demand in 2022 was fuelled by the massive disruption and challenges in the supply chain during the Covid-19 Pandemic – which has underlined the critical role that the tank container can, and does, play in the logistics requirements of the tank container’smajorcustomers,”saidRegLee,presidentofITCO.

He went on to add, “This resulted in manufacturers ramping up production to meet short-term high demand, The knock-on effect of this will be an oversupply of tanks, a reduction of new production –and, possibly an increase in the number of tanks being disposed of.”

PNB & Warehousing Development & Regulatory Authority inks pack to promote financing against e-Negotiable Warehousing Receipt

NEW DELHI - Punjab National Bank (PNB) and Warehousing Development & Regulatory Authority (WDRA) signed an agreement to promote financing against e-NWR (ElectronicNegotiableWarehousingReceipt).

The partnership will give farmers information about e-NWR, a negotiable instrument, and undertake outreach activities to improveagriculturalpledgefinanceinIndia.

The Reserve Bank of India (RBI) two years ago increased the limit for loans against NWRs/eNWRs from Rs 50 lakh to Rs 75 lakh per borrower. The central bank aimed to encourage credit to farmers against receipts issued by

warehouses registered and regulated by state-owned WDRA.

NEW DELHI - Reliance Industries and Russia-backed Nayara Energy together took 45% of all the Russian oil imported by India since the outbreak of the Ukraine war, far higher than their 35% share in the domestic refining capacity, data from energycargotrackerVortexashows.

Indiaimportedonanaverage870,000barrelsofoilperdayfrom Russiainthe12monthsthroughFebruarythisyear,about20%ofits total crude imports, according to Vortexa. The dramatic rise in the shareofRussiainIndianimports,upfromlessthan1%in2021,was driven by the deep discounts at which Russian oil came to be sold following Russia’s invasion of Ukraine that prompted several countriesledbytheUStoimposesanctionsonRussia.

The sudden surge in the use of Russian oil, however, does not make Indian refiners extra vulnerable as they have a diversified basket and also because it’s not hard to source supplies in a matureglobalmarket,industryexecutivessaid.

On an average, private sector refiners – Reliance and Nayara –importedabout385,000barrelsperdayofRussianoilwhilestaterun refiners – Indian Oil, Bharat Petroleum, Hindustan Petroleum and MRPL – imported 484,000 barrels per day in the yearaftertheUkrainewar.

The private sector benefitted from faster decision-making, which helped it snap distressed cargoes, a lot of which became availableearlyinthewar,industryexecutivessaid.

"The figures are very encouraging, we have been able to keep the momentum," the Commerce secretarysaid.

ONE orders 10 new state-of-the-art large container vessels

SINGAPORE : Ocean Network Express Pte. Ltd (ONE) announces that it has ordered 10 large new container vessels with a carrying capacity of over 13,700 TEUtobedeliveredin2025and2026.

This new order is in line with the company's mediumterm strategy announced in March 2022 and follows the 10 vessels ordered in May. By ensuring a stable deployment of new, state-of-the-art container vessels without constrained by short-term fluctuations in the container market, the company aims to strengthen its fleet competitiveness and meet customer demand for building and maintaining an efficient and reliable supply chain.

The 10 new vessels will be ready for Methanol and Ammonia and equipped with a bow cover and other energy saving technologies. ONE has also started discussions with the shipyard and equipment manufacturers to implement onboard carbon capture andstorageondelivery.

For ONE, green strategy is a top management priority, and it aims to achieve carbon neutrality by 2050. The company committed to achieving sustainable maritime transportation by continuing to invest in greener assets and technologies and, as a leader in decarbonization in shipping, to decarbonize maritime transport through extensive collaboration with industry stakeholders.
