KOLKATA : Syama Prasad Mookherjee Port, Kolkata said an Expression of Interest (EoI) for the country’s first mega container transhipment port at Galathea Bay in Great Nicobar Islands is expected to be floated by January-end, a seniorofficialsaid.
There is no large container transhipment port in India and all international container cargo has to go to Colombo, Singapore and Port KlanginMalaysia.
“This Rs. 17,000 crore port will help transhipment of cargo from the entire east coast of India as well as from Bangladesh and Myanmar,” P L Haranadh, Chairman of Syama Prasad Mookherjee Port, Kolkata (SMPK), formerly Kolkata Port Trust, saidhere.
Union Minister of State for Port and Shipping Shri Shantanu Thakur paid a visit to Andaman and Nicobar Island recently to preview development activities planned for the islanders with port-related infrastructure.
P L Haranadh said, “The Government is planning to build a container transhipment port at the
southernmost tip of Andaman and Nicobar Islands at Galathea Bay. SMPK will float an EoI from interested investors by the end of January.” The transhipment port would enable big ships to anchor and raise India’s share in maritime trade, createnewjobopportunitiesandsave alotofforex,officialsstated.
“The EoI will help us seek their feedback from global port operators, maritime service majors and shipping liners. After this process, a detailed Detailed Project report will be prepared for the project for seeking bids,” P L Haranadh told reporters afterastakeholdersmeeting.
SMPK Deputy Chairman AKMehra saidadraftprojectwassent totheCentreforapprovalandoncethat comes, EoI will be floated. In the first phase, the length of the jetty will be 1.6kilometresandwillhaveacapacityof 4.3 million TeUs (Tonne equivalent) containers.Later,itwouldberampedup to16millionTeUsovertheyears.
India has an International Container Transhipment Terminal at KochiinKeralabutithasnottakenoff as expected, Mehra said adding that its scale is much lower than the
proposedportintheNicobarIslands.
Asked whether SMPK will be the executing agency for the project, officials stated that now the port has been asked to float the EoI, prepare a detailed project report and seek requestsforproposals.
The natural depth available at Galathea Bay will be 20 meters. It will offer two geographical advantages — proximity to the busy east-west international shipping route that can facilitate shorter transits and greater economies of scale, along with deep natural water depths that can accommodate the latest generation of mega-ships. The ambitious development plan for Great Nicobar IslandsbyNITIAayog,whichincludes an airport, a port, a rapid transport system, and a trade complex, may see an overall investment of Rs. 40,000 crore,Haranadhsaid.
Meanwhile, Thakur said projects in SMPK valued at Rs. 900 crore are under implementation and others worth another Rs. 3,300 crore are in thefinalstageoftendering.
By 2025, Kolkata Port capacity will be ramped up to 110 million tonnes fromthecurrent87milliontonnes.
TOKYO: IAPH is pleased to announce the publication of its newly-created risk and resilience guidelines for ports, as well as the release of a new riskinventoryportalaimedatsharing best practices on risk mitigation and managementforports.
Commenting on the work of the IAPH Risk and Resilience Technical Committee, IAPH Managing Director Patrick Verhoeven, thanked the contributors:
“The lessons learned during the COVID19pandemicandtheidentified need to improve and strengthen port resilience resulted in IAPH establishing its Risk and Resilience Committee as a principal strategic area of interest alongside its Committees for Climate and Energy and Data Collaboration. Applying the same pragmatic approach by the IAPH-WPSPCOVID19Taskforce,this guideline is the first IAPH tool produced by expert regular and associate members from this
Committee which aims to support ports in establishing a structured approach towards risk management, business continuity and organizational preparedness. I wish to extend my sincere thanks to the main author and Committee Chair Niels Vanlaer of the Port of Antwerp-Bruges, Vice Chair Shri Madiwal of Vancouver Fraser Port Authority, and other authors including Mike Yarwood of TT Club and Ingrid Boqué of the Hamburg PortAuthority.”
In the main text, Niels Vanlaer writes : “Risks always present themselves within a certain context and we must be aware of the fact that ‘if you have seen one port, you have seen one port’. It is therefore crucial for ports to understand the environment in which they operate, and what the vulnerabilities within that environment are.” He adds: “If we want to make our ports more resilient, we must make sure that we are prepared for disruptions and disasters: both the ones we identified asrisk,butalsotheonesthatcomeas a surprise. We must be ready to
respond to those that we can respond to and be sufficiently flexible to improvise our response to the ones we cannot prepare for. Finally we must learn from our own incidents, butalsobereadytoshareourincident historywithotherportssothatwecan createmutuallearning.”
To assist in this, IAPH has also established an online risk inventory portal which will act as a central hub for mutual learning from ports which have dealt with or which are proactively preparing for specific eventsandincidents.
In addition to containing the three crucial infographics that form the backbone of the guidelines, it offers the first two examples on how ports deal with specific threats, with illustrative case studies from memberports.
Patrick Verhoeven concluded: “Effectively managing business continuity during the next crisis has become an essential port requirement – this living document will evolve along the path of continuous improvement with our members.”
NEW DELHI: In what is expected to provide a major boost to the IndiaRussia trade, VTB – Russia’s second largest bank – has now launched a mechanism to receive direct payments in Rupees ditching the conventional mechanism involving Dollars and Euros. With this, Russian SMEs will now be able to transact in INR, thus simplifying the payments while dealing with their Indian trading partners. The move comes even as New Delhi and Moscow are working towards addressing the trade imbalance between the two nations.
InDecember,theRussianForeign Ministry had said that the transition to transacting in national currencies
wasnecessaryinordertoaddressthe trade imbalance between the two countries. In November, during his visit to Moscow, India’s Foreign Minister S Jaishankar had expressed concern over the decreasingIndianexportstoRussia.
It may be noted that India’s importsfromRussia,whichincreased multi-fold in the aftermath of the Russia-Ukraine crisis, are five times more than India’s exports to Russia. The India-Russia trade, which stands at$27billion,isfueledprimarilybythe Indian imports of coal, oil and fertilizers.
Transactions in national currencies is a challenge, given that the country with higher exports, ends
upaccumulatingmorecurrencyofthe importing nation. While speaking at the Russia-India business dialogue, Pavan Kumar, India’s ambassador to Moscow had said that the Russian companies could use Rupees in Russian banks to import goods from India, thus reducing the accumulation ofRupeeinRussianbanks.
The diplomatic ties between India andRussiawereputtotestduringthe Russia-Ukraine conflict, in which the western side urged India to be on the ‘right side’ of history. India’s diplomatic machinery, however, walked the tightrope in ensuring the balance between New Delhi’s ties withMoscowanditsrelationswiththe westernnations.
NEW DELHI: According to a study conducted by PHDCCI, India’s exports to UAE are projected at US$50 billion by 2027 as there is an untapped potential between the two countries which is being explored by thetradeandIndustrytoenhancethe trade volumes, said Industry body PHDCCI.
Revealed comparative advantage (RCA) and Bilateral Revealed comparative advantage (BRCA) also indicate large unexplored trade potential between the two countries, said the analysis conducted by Industrybody.
The Comprehensive Economic Partnership Agreement (CEPA) has been signed between India and the United Arab Emirates (UAE) on 18thFebruary,2022.
Bilateral trade between India and UAEhasincreasedfromUS$60billion in 2014 to US$69 billion in 2021.UAE share in India’s exports has registered very small increase from 5.9% in 2014 to 6.4% in 2021, said PHDCCI.
Further, the steady share of UAE
in India’s exports and imports demonstrates the mutual importance for both countries to increase their bilateral trade and investment, said theIndustrybodyPHDCCI.
India had trade surplus with UAE from2014to2017butthegapbetween exports and imports widened after that, resulting in a trade deficit for India from 2018 onwards till now. The trade deficit of India with UAE stands at US$18 billion in 2021, said the Industrybody,PHDCCI.
Under the India- UAE trade agreement, UAE offered duty elimination on more than 97 per cent of its products which accounts for 99 per cent of India’s exports to UAE. ThiswillcreatenewavenuesforIndia and open doors for the rest of the Middle East, parts of Africa and Europe, said Mr. Saket Dalmia, presidentPHDCCI.
India’s eight major export sectors to UAE i.e. Stone and Glass, Fuels, machinery and electrical, Textile and Clothing,Metals,Chemicals,transport and Vegetables contributed around 90% in India’s total exports to UAE,
saidMr.Dalmia.
Majority of India’s exports to UAE areinthoseproductcategoriesinwhich India has comparative advantage. In 2014,therewerefiveproductcategories in which India had Revealed Comparative Advantage (RCA), but recently,thenumberincreasedtoeight productcategories,hesaid.
Detailed analysis of bilateral revealed comparative advantage(BRCA)carriedoutatHS-6 digit level (around 3479 tariff lines) reveal that India has bilateral revealed comparative advantage in 276 tariff lines which account for 5.4% of UAE’s total imports(US$15.26 billion/US$275billion)in2020,saidthe Industrybody,PHDCCI.
Goingahead,thereisIndia’slarge trade potential yet to be fully realized withUAE,saidMr.Dalmia.
In light of India’s large untapped potential with UAE, and considering its futuristic growth prospects, India’s exports to UAE are expected to touch US$50 billion by 2027 along with trade surplus, said Mr.SaketDalima.
SINGAPORE:PortofSingaporehas reported a container throughput of 37.3 million TEUs in 2022, which represents a slight decline of 0.7% compared with the all-time record volumes in the previous year. Despite the fall of 3-4% in global container trade, the Port of Singapore achieved its second busiest yearinitshistory.
At the same time, the port handled 577.7 million tonnes of cargo in 2022, while vessel arrival tonnage hit 2.83 billion gross tonnage (GT). The port believes that its position as a “trusted, global transshipment hub” was strengthened amidst challenging global economic conditions during the lastyear.
In 2022, total business spending by shipping companies exceeded US$4.3 billion, and more than 30 companies establishedorexpandedtheiroperations inSingapore,accordingtoMaritimePort Authority(MPA)Singapore.Thisismore than 30% higher than the number of companies which expanded operations orsetupinSingaporein2021.
MUMBAI: Container lines serving Indian trades are sending more empty containers out of the country due to slowingdemandforexportshipments.
According to Container News, Nhava Sheva Port (JNPT) saw a total empty outflow of 147,466 TEUs from October through December, compared with 109,277 TEUs of empty imports in the same three-month period. By contrast, during October-December 2021, the port’s empty imports stood at 154,764 TEUs and empty exports at 126,062TEUs,datashows.
Indian ports typically face chronic equipmentdeficits–aproblemthathad only become more acute during the recent pandemic-induced demand swings. As such, carriers had to spend heavily on additional empty repositioning into India to cater to the resurgenttrade.
“The lines made all the efforts like repositioning of empty containers into India and adding additional capacities
to help the export trade,” Mr. Sunil Vaswani, Executive Director of the Container Shipping Lines Association (CSLA) of India was quotedinareport.
Vaswani further noted, “During the year 2021, 1.85 million TEUs of empty containers were repositioned into the country and new services introduced, thereby increasing the capacity by about35,000TEUsaweek.”
The pace of Indian exports has tapered off in recent months, putting pressure on cargo lifts for regular mainlinecalls.
“The marginal increase in merchandise exports [for November 2022] is a reflection of the toughening global trade conditions on account of high inventories, economies entering recession, high volatility in currencies andgeopoliticaltensions,” A Sakthivel, President of the Federation of Indian Export Organisations (FIEO), said in astatement.
He went on to explain, “The drop in commodity prices and restriction on some exports, with a view to stem the price increase in the domestic market, hasalsoaffectedthegrowthnumbers.”
Meanwhile, in order to induce carriers to reposition empties into the hinterlands to avoid clogging port-side container depots, rail operator Container Corporation of India (Concor) has implemented volumebasedtariffwaiversandconcessions.
Under the latest discount plan laid out last month, carriers need not pay freight charges on empty movements upfront or at the time of booking. Instead, these charges would be settled on a weighted basis, subject to rebates linked to incremental import volumes generated by Shipping Lines.
Inaddition,carrierscanalsoclaima 50% discount on empty freight charges basedonaterminal-to-terminalvolume contract.
TOKYO: International Association of Ports and Harbors announced that New Mangalore Port Authority has joined IAPH as their first new regular memberoftheyear.
IAPH is a Non-Governmental Organization (NGO) headquartered in Tokyo, Japan. IAPH aims to be the global trade association of choice for port authorities and operators, representing their interests at regulatory level at the International Maritime Organization, the World Customs Organization, the International Standards Organization
and other global alliances such as the Global Maritime Forum and the World EconomicForum.
The New Mangalore Port is one of India’s Major Ports, located in Mangalore of Karnataka State, on the west coast of India. New Mangalore Port Authority started administering the port in March last year, succeeding New Mangalore Port Trust which ran and governed the port since 1980. The port mainly handles dry and liquid bulk cargo and containerisedcargo.

GREATER NOIDA : Union Transport and Highways Minister Shri Nitin Gadkari on 12 January has said at the ongoing Auto Expo 2023, that the country is seriously thinking about alternative fuel and the country needs leadership from the industry side who can convert “problems into opportunity”.
He further added that India has the potential to become an exporter of energy.
While speaking Gadkari added, “We can run our railway, our aircraft, truck and busses on green hydrogen. Today we are the importer of energy, but with your research (auto industry) and planning, India will be

“India is the fastest-growing economy in the world and we can name the automobile industry the growth engine for it. The auto industry will play a prominent role in the process of realizing PM Modi’s dream of Atmanirbhar Bharat,” hesaid.
INDORE: Director General of Foreign Trade Santosh Kumar Sarangi recently said the Government will take an appropriate decision on the demand to lift the ban on wheat exports at the time of crop harvest around MarchApril.
Beforethisdecision,areviewwillbe done of the gap between the demand and supply of wheat in the country, he said. The head of the Directorate
General of Foreign Trade (DGFT) was in Indore to participate in the Global Investors Summit ‘Invest Madhya Pradesh’ organised by the MP Government.
India banned wheat exports in May 2022 with immediate effect as part of measures to control rising domestic prices.
Asked about the demand for lifting the ban, Sarangi told PTI,
“The wheat crop is harvested in the country generally in March-April. Around that period, the government will take an appropriate decision on this subject.” “At the time when it will be felt that there is an equilibrium in the demand and supply of wheat, arrangements will be made to allow the export of this food grain,” he said on the sidelines of the investors summit.

New processes will be implemented to speed up turnaround mes at Jebel Ali Port, cu ng bunker fuel consump on and reducing emissions
DUBAI: DP World has teamed up with global shipping services provider A.P. Moller-Maersk (Maersk), to improve operational efficiencies, enhance customer service and collaborateondecarbonising.
The long-term strategic partnership will provide support for Maersk’s customers and implement new processes to improve quayside productivity, all leading to faster gate turnaround times at Jebel Ali Port and reduced bunkerfuelconsumption.
These are alongside visibility tools, which will allow Maersk’s customers to benefit from real-time information relayed by DP World to plan their supply chains better and ultimately cut their carbon emissions. Maersk will deploy two of its solutions for customers moving their cargo through Jebel Ali -- Maersk Accelerate, a fast-tracking service through priority cargo handling, and Maersk Flex Hub,acargostoragesolution.
Jebel Ali Port is a leading international gateway port, ideally located to serve the East-West trade corridor connectingto150citiesglobally.Loweringcarbonemissions is a common goal for both companies and increasingly demanded by customers, who sit at the heart of every decision the companies take. In January 2022, DP World entered a strategic partnership with the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping, an independent, not-for-profit organisation launched in 2020 to undertake intensive research and development to find practical ways to decarbonisetheglobalmaritimetradeindustry.
Maersk itself aims to reach net zero emissions by 2040 across the entire business with new technologies, new vessels and green fuels. DP World has committed to becoming a carbon neutral enterprise by 2040 and net zero carbonenterpriseby2050.
DP World Group Chairman and CEO, Sultan Ahmed Bin Sulayem announced plans in November to invest up to $500 million to cut CO2 emissions from its operations by nearly700,000tonnesoverthenextfiveyears.Thereduction in carbon emissions represents a 20% cut from 2021 levels, through electrifying assets, investing in renewable power andexploringalternativefuels.
RIYADH: The Kingdom of Saudi Arabia has registered a significant improvementintheUNCTAD’sLiner Shipping Connectivity Index (LSCI) for Q4 2022, scoring 71.33 points in comparison to 69.45 points in the last quarterof2021.
Withmajorgainsinleadingglobal indices, the Kingdom is firmly on course towards consolidating its status as a competitive logistics hub linking trade between three major continents in line with the objectives of the National Transport and Logistics Strategy (NTLS). The latest performance is inspired in equal measure by the world-class partnerships forged by the Saudi Ports Authority (Mawani) in collaboration with shipping giants to add nine new services and routes throughout 2022 while working towards bettering the country’s overallLSCIranktothe80thposition.
Issued on a quarterly basis, the LSCIassessestheintegration levelof countries in the global liner shipping networks with the aim of identifying challenges, uncovering
opportunities, and optimizing performance on the logistics front. Its five components include the total number of shipping lines serving a country, largest vessel size (in TEUs), number of services connecting a country to its counterparts, number of deployed vessels in a country, and total vessel capacity(inTEUs).
Earlier, the Saudi ports had topped the World Bank’s Container Port Performance Index (CPPI) for 2021 with King Abdullah Port taking the top spot, followed by Jeddah Islamic Port in the eighth position, andKingAbdulazizPortinDammam inthefourteenthposition.
Last year saw the Kingdom’s maritime regulator receive the Qualified by EFQM recognition by the European Foundation for Quality Management (EFQM), becoming the first recipient of this honor in the national transportation sector, besides acquiring the ISO 22301 and ISO 31000 certifications in business continuity and risk management respectively.
