NEW DELHI : The capacity of Major Ports in the Country has increased by 83 per cent in the last seven years, informed the Union Minister of Ports and Shipping, SarbanandaSonowal,intheRajyaSabha.
The capacity of Major Ports has increased from 871.52 million tonnes per annum (MTPA) in FY 2014-15 to 1,597.59MTPAinFY2021-22. Cont’d. Pg. 15
RIYADH: Bahri, a global leader in logistics and transportation, has signed a Memorandum of Understanding (MoU) with Ajlan & Bros Holding Group (ABHG), conglomerate operating in the region. The MoU will pave the way for the formation of a new joint venture company which will specialize in owning, operating, and managing various models of vessels, serving asanessentialcontributortothenation’sfleet.
Under the terms of the agreement, Bahri will act as the JV company’s commercial and technical manager. This encompasses the management of the JV company’s fleet of vessels, along with any and all day-to-day commercial and operational management duties, performed in accordance withthehighestindustrystandards.
Commenting on the agreement, Eng. Ahmed Ali AlSubaey, CEO of Bahri, said: “We are delighted to enter into this partnership with ABHG, one of the region’s leading private sector players. Bahri will oversee the JV company’s entire fleet of vessels, offering its industry-leading expertise across a wide range of logistics services. This new venture comes as part of our ongoing efforts to strengthen ties with various leading national companies and achieve the maritimesector’sVision2030objectives.”
Commenting on the agreement, Mohammed Bin Abdulaziz Alajlan, Deputy Chairman of Ajlan & Bros Holding Group, said: “We very much look forward to
commencingournewJVwithBahri,agloballeaderinmaritime logistics and transportation. This will see us working to expandthescopeofourinvestmentsinsuchavitalsectorfor the Kingdom. The agreement will create a wide range of new employment opportunities and significantly contribute to the Kingdom’s economic expansion and fiscal growth. The formation of the JV, while attracting private sector capital to a systemically important sector of Saudi Arabia’s economy, will also help create greater domestic awareness ofthesectoritselfandthecriticalroleitplays.
TAIWAN: Demand could pick up before the Lunar New Year holiday, but the outlook for shipping rates remains murky, Yang Ming Marine Transport Corp told an online investors’conferenceyesterday.
Average shipping rates slid to US$2,607 per twenty-foot equivalent unit in September from a peak of US$3,417 in February, and rates might continue to remain low this quartergivenanumberofadverseeffects,YangMingsaid.
“Shipping rates continue to consolidate at low levels this quarter amid the relatively weak demand for cargo transportation as the market is still affected by the impacts of strong inflation, high inventory levels, excess shipping capacity and economic recession,” chief financial officer Peter Su said. “It remains to be seen whether the imbalance betweensupplyanddemandwillimprovenextyear.”
However,therearesignsthatratescouldreboundahead oftheLunarNewYearholidaynextmonth,asYangMinghas received more orders and its load factor improved this month from the previous two months, chief commercial officerFrankChangsaid.
“The outlook for shipping rates would be clearer after the Lunar New Year holiday in January, depending on factorycapacityinChinaandSoutheastAsia,”Changsaid.
Nonetheless, Yang Ming said it is conservative about the firsthalfofnextyearduetoeconomicuncertainties.
In comparison, the company is relatively upbeat about the second half of the year, due to several positive factors, including inventory corrections and central bank rate hikes coming to an end, and declining energy prices in Europe, it said.
Demand in the US and Europe is expected to rebound at the fastest rate next year, while it could remain flat in Asia duetothisyear’shighcomparisonbase,itadded.
Europe accounts for 43 percent of Yang Ming’s revenue, followed by the US at 34 percent and Asia at 23 percent, companydatashowed.
Yang Ming’s net profit in the first three quarters of this year totaled NT$165.86 billion (US$5.4 billion), up 50.95 percent from a year earlier, with earnings per share of NT$47.5, while revenue in the first 11 months grew 20.11percentannuallytoNT$359.57billion,thedatashowed.

NEWDELHI:Asmanyas17vostroaccountshavebeen opened so far to facilitate rupee trade with not just Russia but also Sri Lanka and Mauritius, sources revealed. A dozenoftheseaccountsaremeantfortradewithMoscow.
Russian banks like Sberbank, VTB, Gazprom, MTS and Tinkoff have opened such accounts with either Indian banksortheirownbrancheshere,saidthesources.
Banks from Mauritius and Sri Lanka have opened vostroaccountswithStateBankofIndia,saidthesources.
Sri Lankan banks have also opened such accounts with Indian Bank, and with a branch of Bank of Ceylon here, theyadded.
Tobesure,nospecificIndianbankhasbeenauthorised by the government for facilitating rupee trade with any particular country and that all interested banks are
allowed to open such accounts with any country of their choice,saidoneofthesources.
Given that about 30-35 countries, including those from Asia, Scandinavia and Africa, have expressed interest in better understanding the proposed rupee trade mechanism for possible adoption, the number of vostro accountsisexpectedtoriseinthenearfuture.
Thecountriesthatarekeenonrupeetradealsoinclude neighbours such as Sri Lanka, Bangladesh, Nepal and Myanmar, and Mauritius. These countries have been grapplingwithashortageofdollarreserves.
The RBI had in July notified the new mechanism for settlinginternationaltradeintherupee.Thiswasaimedat not just reducing the rupee against the dollar but also internationalisingthedomesticcurrency.

Similarly, the capacity of Non-Major Ports in the Country has increased from 991.67 MTPA in FY 2019-20 to 1,007.40 MTPA in FY2021-22.
The total capacity added in Major and Non-Major Ports since 2020 is 78.41MTPA.
Currently, India has 12 Major Ports — Deendayal, Mumbai, Jawaharlal Nehru Port Authority (JNPA), Mormugao, New Mangalore, Cochin, Chennai, Ennore (Kamarajar), Tuticorin (V O Chidambaranar), Visakhapatnam, Paradip and Kolkata (includingHaldia).
A maximum of three Major Ports are located in Tamil Nadu followed by two in Maharashtra and one each in Gujarat, Goa, Karnataka, Kerala, Andhra Pradesh, Odisha and WestBengal.
No new Major Port has been constructed after the year 2020.
All Major Ports in the Country are functionalports.
These Major Ports have a total of 272berths.Aberthisbasicallyanarea where the cargo is loaded or discharged on and off the ships. Each port or terminal has several berths which usually have shore equipment for handling cargo, wherethecargoisdischarged,loaded andmaybestored.
Out of 272 berths at Major Ports, 70 berths have been given on public private partnership (PPP) mode for operation and rest of the berths are port-owned.
There are 213 Non-Major Ports managed by and under the control of respective State Maritime Board/StateGovernment.
According to international standards, port capacity should be 30percenthigherthancargotrafficto provide efficient services and lower the average turn-around and
pre-berthingtime.
Major Ports’ capacity has been enhanced consistently to meet growing traffic needs, but the increase in traffic has not been proportional to the increase in capacity.
These ports have identified capacity expansion projects based on thefollowingtheme:
• New berth addition in line with cargoprofile
• Existing berths upgrade to improvehandlingcapacity
• Existing berths conversion to handlenewcommodities
As part of Maritime India Vision (MIV) 2030, all major ports together need to undertake capacity addition tothetuneof423MTPA.
A total investment cost of over Rs 33,400 crore has been envisaged for this capacity expansion. Out of this, approximately 95 per cent capacity expansion has been planned under PPPmodebymajorports.

Tuesday agreed to conclude the free trade agreement (FTA) talks at the earliest. Commerce and Industry Minister Shri Piyush Goyal on Tuesday met UK’s secretary of state for international trade Kemi Badenoch to review the progress of talks for a bilateral free trade agreement and agreed to conclude it attheearliest.
The meeting was the first major discussion on the proposed FTA after the Rishi Sunak government took office in the UK in October. The two sides had earlier planned to conclude talksbyDiwali.
“Discussions were carried out on the India-UK FTA negotiations and
the range of bilateral trade and economic relations,” the commerce and industry ministry saidinastatement.
The sixth round of India-UK FTA negotiations is ongoing in New Delhi. The previous round of talks took place in July. Negotiationsforthe FTAstartedonJanuary13thisyear.
As per the statement, both ministers reaffirmed their commitment to the FTA negotiations,
NEW DELHI: The first coalloaded freight rake was flagged off from Pakur siding recently for Ropar Thermal Power Plant in Punjab. With this, the first Gati Shakti Cargo terminal of the Eastern Railway at Pakur came into life. Loading of freight rakes at this terminal was discontinued since April 1, 2015 at this terminal was discontinued since April1,2015.
This much-awaited movement will fetch Rs. 1.2 crore Railway revenue per rake with an expected 4-rake loading per day. Earlier, coal
rake from Pakur was loaded through joint collaboration of PANEM. The PSPCL (Punjab State Power Corporation Ltd.) Authority assured local people that the company will provide employment for the villagers and arrange for a development programme through CSR.
It will, therefore, provide job opportunities to the local people through various means like deployment as skilled or unskilled labours, supply of vehicles, and another mode from time to time.
Gati Shakti Cargo Terminal Policy was recently launched by the Prime Minister and is expected to be a game changer in the field of traffic transportation in terms of improving speed and mobility, reducing logistic costs, and enhancing capacity. In compliance with the proliferation of the newly implemented Gati Shakti Cargo Terminal Policy adopted by Indian Railways, Eastern Railway’s Howrah Division has started the operation of its first Gati Shakti Cargo Terminal at Pakur.

NEW DELHI: The Government will likely review a ban on wheat exports in March 2023 when it will have greater clarity on the harvest of the key winter-sown crop, official sourcessaid.
Withaboutafortnightremainingforthewintersowingto beover,theareaunderthewheatcrophasjumped25%from ayearbefore.Thishaspromptedthegovernmenttoexpecta bumper wheat production in the current crop year through June2023ifweatherremainsfavourable,saidthesources.
While imposing the export ban in May, the Centre,
however, allowed wheat despatches that were backed by letters of credit (LCs) issued prior to the ban, and also through Government-to-Government deals.
Official sources said the Centre has allowed wheat exports of 2.5 MT since the May ban, only about 2,00,000250,000 tonne of which have taken place through Government-to-Government deals. After taking into accounts the despatches of 2.2 MT before the ban, wheat exports this fiscal stand at 4.7 MT, way below those of 7.2MTintheentireFY22whentherewasnoprohibition.
GENEVA: A decline in global trade in the third quarter 2022 is expectedtoget worse in 2023, according to the United Nations Conference on Trade and Development (UNCTAD).
The UN trade body’s Global Trade Update for December 2022 noted that after a record year, global trade growth had turned negative in the second half of 2022.
UNCTAD pegged global trade at $32trn for 2022, comprising $25trn in goods and $7trn in services. Those estimates represent a 10% increase in trade of goodsover2021,anda15%increaseinservices.
“Those record levels are largely due to robust growth in the first half of 2022. Conversely, trade growth has been subduedduringthesecondhalfoftheyear,”saidUNCTAD. It’s figures show a 1% drop in the trade of services in Q3 2022 compared to Q2 2022, with a 1.3% increase in trade of services.
UNCTAD’s nowcast assessment of current trade “indicates that the value of global trade will decrease in Q4 2022bothforgoodsandforservices.”
While its preliminary figures show a drop in value for the trade of goods, volumes rose by 3% which UNCTAD said reflects resilience in global demand. Other positive factors noted in the report included an improvement in logistics,lowercongestionandfallingfreightrates.
Trade patterns were being influenced by a reshaping of global supply chains through sourcing diversification, reshoring and near-shoring, all of which are expected to impact trade in the coming year. Trade patterns will also reflectmovementtowardsagreenereconomy,withcarbon intensivegoodsandfossilfuelenergyfallingoutoffavour.
On the negative side, UNCTAD listed factors including lower economic growth and the high price of goods. High energy prices are bringing down economic forecasts asinterestratesrise,whilerelatedincreasesinthepriceof goodsandinputssoftenimportdemand.
The combination of rising interest rates and record levels of global debt bring growing concerns over debt sustainability, said UNCTAD, especially for highly indebted governments in an environment of tightening financialconditions.
“Theongoingtradeslowdownisexpectedtoworsenfor 2023. While the outlook for global trade remains uncertain, negative factors appear to outweigh positive trends,” said UNCTAD.
DHAKA: Bangladesh has approached India to source at least 0.5 million tonnes (mt) of parboiled rice for distribution through ration shops on a governmentto-government (G2G) basis. The Sheikh Hasina Wajed Government has approached India’s High Commissioner in Bangladesh for assistance, even though Dhaka has issued two tenders of 50,000 tonnes each to import parboiled rice, according to trade sources.
Tenders issued on December 6 and 12 will expire on December21and17,respectively.Bangladeshapproached India after a Dhaka delegation, including the Food Secretary and Director-General of the Food Directorate, scouted supplies in Vietnam, Thailand, and Cambodia last month.
Bangladesh has turned to India because it has been unable to find parboiled rice at a competitive price in these three countries. According to the sources, one of the four agencies (NAFED, NCCF, Kendriya Bhandar, and Kribhco Agri)couldbeshippingricetoBangladeshonaG2Gbasis.
According to the Thailand Rice Exporters Association, Thailand currently offers parboiled rice at $468 per tonne, whilePakistanoffersbetween$453and$457.Thepricesfor Indian parboiled rice are $373 and $377. Thailand’s offer price has risen by $5-6 per tonne in the last two weeks, while Pakistan’s rate has fallen slightly. On the other hand, prices in India have fallen by $1. Although the Wajed Government claims to have ample rice stocks, it has begun importing rice on G2G and through private tradetoavoidacrisis.

LONDON: Despite the challenges of Covid-19 and port congestion, container terminal operators were successful in improving their profit margins in 2021 and 2022. However, the ports industry now faces the dual challenge of skyrocketing costs and market downturn, which will squeezeoperatingmarginsthrough2023.
Drewry has downgraded the short-term prospects for the global container shipping market amid a deteriorating global economic outlook. Container terminal operators have already seen the cost of fuel and electricity escalate and now face rising pressure from dock workers demandinginflation-linkedwageincreases.
Strong revenue gains, relating primarily to increased storage fees, have provided operators with a degree of protection against rising costs. With port congestion projected to ease by early 2023, Drewry expects unit revenuestodecline,depressingterminaloperatormargins.
Drewry’s Global Container Terminal Earnings Index, recently launched in the Ports and Terminals Insight, peakedin1Q22,butaftera13%dropin2Q22,ralliedin3Q22 torecorda3%QoQrise(seechart).
The index measures quarterly changes in industry earnings per teu, based on the financial results of selected global terminal operators. A similar approach is used to measure trends in terminal operator revenue and operating costs, via Drewry’s Global Container Terminal RevenueIndexandGlobalContainerTerminalCostIndex, alsorecentlylaunchedinthePortsandTerminalsInsight.
Portcompaniesbenefitedfromasurgeinunitrevenues from 4Q20 to 1Q22, as rising port congestion drove growth
in storage fees, but the pace of growth slowed rapidly thereafter. Meanwhile, the same congestion also added to operatingcosts,asdidincreasedfuelandenergycosts.
Looking ahead, Drewry expects core stevedoring revenues to rise next year as CPI-linked annual price increases take effect from 1Q23. But with cargo traffic slowing and, in some cases, falling, terminal operators will lose some of the economies of scale that the post-covid demandboomfacilitated.
Meanwhile,operatingcostsareexpectedtorisesteeply through 2023 as a result of inflation-beating wage settlements. Additionally, the drive for cost efficiencies that most operators made during 2020-22 in the face of the Covid pandemic results in fewer opportunities to make furtherefficiencygainsorcutcosts.
Operational factors, which impact dwell time and storage revenues, remain the most significant variable in the equation. Drewry expects that port congestion will continue to ease as we move into 2023. However, localised disruptions caused by port and supply chains strikes may well sustain the conditions that have resulted in increased storage revenues since 4Q20. Similarly, with the deterioratingcargodemandoutlook,therestillneedstobe consensus as to when carriers will revert to fixed weekly sailing schedules, which would further erode recent terminaloperatorrevenuegains.
Giventheseheadwinds,Drewryprojectsthatcontainer terminal operators will do well to maintain operating margins in the face of falling cargo volumes and escalating cost.
PARIS: Gross domestic product (GDP) in the G20 area grew by 1.3% quarter-on-quarter in the third quarter of 2022 according to provisionalestimates,aftershrinking by 0.3% in the second quarter (Figure 1). By contrast, in the OECD area GDPgrowthremainedweakinQ32022at0.4%.
The bounce back in the G20 area in the third quarter mainly reflected a recovery in China,[2] as some of the country’s strictest COVID-19 lockdowns began to be eased.China’sGDPgrewby3.9%quarter-on-quarterafter contracting by 2.7% in Q2 2022. The economy also recovered in the United States, with GDP growing by 0.7% inQ32022aftercontractingby0.1%inthepreviousquarter, driven by net exports (exports minus imports) as noted in thelatestOECDGDPgrowthrelease.Together,Chinaand the United States contributed four-fifths of the 1.3% G20 growth figure in Q3 2022. GDP growth also recovered in South Africa and India, while GDP continued to grow in GermanyandSaudiArabia.
Despite the recovery in the G20 area as a whole, Japan, the United Kingdom and Türkiye recorded slight contractions in Q3 2022 (Figure 1). GDP growth lost momentum in Q3 2022 in the eight remaining G20 economies for which data is available, slowing the most in relative terms in Brazil (0.4%, compared with 1.0% in the previous quarter), Italy (0.5%, compared with 1.1%), Korea (0.3%, compared with 0.7%) and France (0.2%, compared with 0.5%). The slowdown was more moderate inAustralia,Canada,IndonesiaandMexico.
In the third quarter of 2022, GDP in the G20 area exceeded its pre-pandemic (Q4 2019) level by 6.0%. The United Kingdom was the only G20 country that had not yet
recovereditspre-pandemiclevel,followingrevisionstothe historicalseries.

Speaking on the occasion, Union Finance Minister, Nirmala Sitharaman remarked that shashtipurti is an important event in Indian tradition which is marked with solemn ceremonies at home, pondering over the achievements of last 60 years and taking care for the journey of next 60 years. Robustness of the Customs Act was on display when during the difficult times of Covid-19 all the consignments, whether of bigorsmallcompaniesorindividuals,werefacilitated.
The finance minister said that Customs officers have to be ready for newer technological challenges and should act as leaders to show the world how they have been able to overcomemodernandnewerchallenges.
Sitharaman also exhorted Customs officers to write about Customs – challenges and how they have handled the same. She also urged the officers to be alert towards smugglingofdrugswhichaffectsthefuturegenerationsand smugglingofthegold,whichhurtstheeconomy.
MoS Finance Pankaj Chaudhary traced the history of Customs to Kautilya’s Arthshastra, which mentioned charging of Customs duty. Chaudhary highlighted the role played by Turant Customs which is faceless, paperless and contactless, in the facilitation of trade. He hoped that the Customs officers would be in a position to check the smuggling and leakage of revenue harnessing the rapid advancementintechnology.
Revenue Secretary Sanjay Malhotra acknowledged
that celebrations as 60 years of Customs Act are not only events to celebrate achievements but also to introspect. He wished that Customs officers will keep on performing dutiestothebestoftheirabilities.
In his address on the occasion, Chairman CBIC, Vivek Johri, said that Indian Customs has reengineered and automated various business processes. The Indian Customs has been able to manage all three tiers with aplomb that is revenue collection, border control and trade facilitation. The electronic clearance process has helped in expeditious clearance with effective enforcement. He expressed faith that Customs Act will enable officers to deal with future challenges of Trade based money laundering,ecommerce,3Dprinting,Cryptocurrencyetc.

His Highness was briefed by His Excellency Falah Mohammed Al Ahbabi, Chairman of AD Ports Group, and Capt. Mohamed Juma Al Shamisi, Managing Director and Group CEO of AD Ports Group, on the key milestones of Khalifa Port expansion projects since its opening ten years ago, and reviewed future plans for the leading port in the region. His Highness also toured the new, expanded facilities and logistics available to serve importandexportoperations.
His Highness said: “Khalifa Port Expansion is a major national project that is considered an important addition to the UAE's ports and logistic services and will further enhance the UAE's position in the global trade”, adding “Khalifa Port, along other national ports, are important cornerstones to the development and diversification of the nationaleconomy”.
Theofficialinaugurationoftheexpansionprogrammeby the UAE Presidentmarksanother major milestoneina year that has seen AD Ports Group list on the Abu Dhabi Securities Market (ADX), open new trade corridors, complete a series of major acquisitions, rapidly transform its business and portfolio of services, and build strong relations with existing and emerging trade partners fortheUAE.
As part of the expansion, which includes the development of the port’s South Quay, Khalifa Port Logistics, and Abu Dhabi Terminals at a total investment of AED 4 billion, Khalifa Port has grown from 2.43 km2 to 8.63 km2, while its quay wall has been significantly extended from 2.3 kilometres to 12.5 kilometres. It now provides 21 berths and offers a range of bespoke services for
key strategic industries, positioning it among the global elite of deep-water ports, with an estimated value of AED 20.4 billion.
The programme is set to make a major contribution to AD Port Group’s goal of increasing handlingcapacityat
AD Ports Group has evolved into a significant driver of economic growth, contributing AED 152.8 billion to UAE GDP, representing 13% of the UAE’s non-oil GDP and creating approximately 373,500 jobs. It continues to attract foreign direct investment through economic cities and industrial zones managed by KEZAD Group and provides a broadrangeofdigitalservicestoenabletradeandtransport.
