Network Planning Group evaluates key infrastructure projects including Multi Modal Logistics Park in Maharashtra

NEW DELHI: The 67th meeting of Network Planning Group (NPG) was held on 12 March 2024 in New Delhi, under the Chairpersonship of Additional Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Sh. Rajeev Singh Thakur, to evaluate three projects from the Ministry of Road Transport and Highways (MoRTH) and two projects from the Ministry of Railways (MoR).

Multimodal Logistics park in Maharashtra and Highway projects in the Uttar Pradesh, Haryana, and Bihar

The first project from MoRTH relates to the Development of the Multi Modal Logistics Park (MMLP) at Pune in the State of Maharashtra through Public Private Partnership on Design, Build, Finance, Operate and Transfer (DBFOT) basis

The MMLP will act as a freight aggregation and disaggregation centre to enable freight movement on more efficient modes, such as higher sized tr ucks and rail thereby improving the efficiency of freight movement and reducing logistics cost in the country

The second project pertains to widening the NH-334D section from

Aligarh to Palwal to a 4-lane configuration It aims to improve connectivity between Aligarh and Palwal districts, particularly benefiting traffic towards Jewar airport and providing a better connectivity with Delhi-Mumbai e x p r e s s w a y . T h e p r o j e c t encompasses major bridges, minor bridges, railway crossings, service roads, toll plaza, truck lay bay, and various other features, to enhance the movement of freight and people.

T h e t h i r d p r o j e c t i n v o l v e s construction of a 4 Lane Elevated corridor on Anishabad – Aurangabad – Hariharganj Road in the state of Bihar.

These projects are intended to contribute to nation-building by integrating various modes of transport, offer substantial socioeconomic benefits and will contribute to the overall development of the regions.

India witnesses record E-Way bill generation in February 2024

NEW DELHI: February 2024

brought with it an increased number of days but also, for India, the highest per day E-way bill generation since the concept was first introduced in 2018. This milestone underscores the resilience andvibrancyof India’ssupply chain industry, reflecting a robust trajectoryinlogisticaloperations.

In a noteworthy development, the average daily E-way bill generation for the calendar year 2023 stood at 29.15 lakh bills. However, January 2024 surpassed expectations, witnessing a significant surge with 30.96 lakh E-way bills generated per day. February 2024, in turn, set a new benchmark with an impressive 33.55 lakh E-way bills generated daily, eclipsing the previous records.

The surge in E-way bill generation mirrors the upward trajectory of India’s Goods and Services Tax (GST)

collection, reflecting the interplay between tax compliance and logistical efficiency Notably, October 2023 previously held the record for the h i g h e s t m o n t h l y E - w a y b i l l generation, with an average of 32.36 lakh bills generated per day.

A number of factors contribute to this never before surge in E-way bill generation. To start with, increased compliance checks by the GST department have played a pivotal role in fostering adherence to regulatory norms, thereby bolstering E-way bill generation. The concerted efforts of r e g u l a t o r y a u t h o r i t i e s a n d s t a k e h o l d e r s h a v e i n s t i l l e d confidence in the compliance framework, fostering a culture of transparency and accountability within the supply chain ecosystem, and continued increase in the economy in general.

The All India Transporters Welfare Association (AITWA) has been closely monitoring the trends in E-way bill generation, recognizing its significance in gauging the pulse of the road transport sector As a substantial portion of E-way bills is generated for road movements, the positive trend observed in recent months augurs well for the logistics industry. AITWA remains optimistic about the continued momentum in E-way bill generation, anticipating further growth in the ensuing months.

The E-way bill system serves as a cornerstone of India’s supply chain industry, facilitating seamless movement of goods across state borders. Its significance extends beyond mere documentation, offering tangible benefits to businesses, regulatory authorities, and the economy at large.

JSW Infrastructure incorporates arm ‘JSW JNPT Liquid Terminal Pvt Ltd’ to execute project at JN Port

India signs protocol for establishment of its first bilateral institutional mechanism with Dominican Republic on trade and commerce

NEW DELHI: The protocol for establishment of Joint Economic and Trade Committee (JETCO) between India and Dominican Republic was signed at the Ministry of Foreign Affairs (MIREX) of Dominican Republic at Santo Domingo on March 12, 2024. The protocol was signed by H.E. Mr Roberto Álvarez, Minister of Foreign Affairs of Dominican Republic and Mr. Ramu Abbagani, Ambassador of India to the Dominican Republic on behalf of the Department of Commerce.

The Union Cabinet had approved the proposal for signing of the said protocol for establishment of JETCO on January 24, 2024. The agreement, signed in the 25 years of establishment of diplomatic relations between the two countries, is an important step to elevate the existing

India performs better than China on key global integration parameters: DHL report

MUMBAI: India has overtaken China on two-key parametres — export to GDP ratio and services export– with regard to integration into the global m a r k e t , s a i d a D H L G l o b a l Connectedness Report. India’s exportsto-GDP ratio has exceeded China’s since 2021 and also the country’s services trade intensity far for both exports and imports, said the ‘New DHL Global Connectedness Report 2024’ by DHL and New York University’s Stern School of Business, released here.

The report said that in 2021 and 2022, India’s exports and imports as a share of GDP increased sharply

India exported goods and services was 23 per cent of the GDP (up from 19 per cent in 2020) and imported goods a n d s e r v i c e s 2 6 p e r c e n t o f GDP (also up from 19 per cent in 2020).

India’s services trade intensity far

exceeds China’s for both exports and imports, the report said.

H o w e v e r, a s r e g a r d s t h e merchandise trade, India has larger imports relative to its GDP while China has larger exports.

“While India’s global connectedness ranking reflects its current economic standing, the report makes it clear: the world can expect to see India’s international engagement increase manifold in the years to come,” said RS Subramanian, Senior Vice President for South Asia at DHL Express.

The report further said that globalisation reached a record high in 2022 and stayed nearly as high in 2023 despite various global shocks such as the Covid-19 pandemic, wars in Ukraine and Gaza, and the US-China trade conflict.

A 20% spike in cargo movement at Mormugao Port in current fiscal

P A N A J I : I n encouraging news for the Mormugao Port Authority, the port witnessed the fastest growth in cargo movement among all Major Ports in the country in 2023-24.

The port has also seen a slight increase in cruise passenger arrivals this year, at one point handling three cruise vessels on the same day.

The increase in business bodes well for the financially-weak port, which depends on export and import

cargo for its survival

“Last year (2022-23), the port handled around 17.3 million tonnes and this year (2023-24) the port crossed 19.5 million tonnes, and we will be touching around 21 million tonnes this year, which is a 20% growth over the last year,” said MPA Chairman N Vinod Kumar at CII’s annual meet.

Kumar said that this is the highest growth among the 12 major ports in India. This, however, is because of the port’s low base. The port, which was founded in 1885, used to handle more

than 50 million tonnes in a year when iron ore mining was at its peak.

In the absence of iron ore mining, the port has shifted to coal import and export of iron ore, steel, molasses, and other general cargo The port also handles petroleum products and other liquid cargo.

Kumar has another reason to be optimistic. He expects the harbour mobile cranes to be commissioned and ready for operations by Aug-Sep, which will enable the port to handle container cargo

Maersk still in the race for DB Schenker’s acquisition : CEO

DHL withdrew from the race of DB Schenker’s acquisition last week, Danish shipping company DSV appeared to be the sole remaining candidate to proceed with the purchase. However, another player claims it’s still here and ready to ‘disrupt’ the process. According to Maersk’s CEO Vincent Clerc, his company is still examining buying the German logistics operator, albeit following a “very cautious approach”.

Clerc made this statement to the Danish financial newspaper Børsen Maersk appeared among the interested parties for DB Schenker’s acquisition early on in the process last December Those interested parties also included DHL, which already withdrew, DSV, which appears as the frontrunner, and MSC, as well as the investment funds Carlyle Group and CVC Capital and more.

Three more vessels to arrive at Vizhinjam Port from China in April

KOCHI: Three more vessels from China will be arriving at the Vizhinjam seaport here next month, bringing with them 17 more cranes for the international deep-sea facility being built at a cost of Rs 7,700 crore, VISL said The three ships will reach Vizhinjam coast on April 4th, 17th and 23rd, the Vizhinjam International Seaport Ltd (VISL) said in a statement.

The first vessel will have six cantilever railmounted gantry cranes, the second one will be carrying two ship-to -shore cranes and four cantilever railmounted gantry cranes and the third will have two ship-toshore cranes and three cantilever railmountedgantrycranes,itsaid.

Till now, 15 cranes have been transported to the seaport from China, the statement said.

The first ship docked at the deepsea facility in October last year. The Vizhinjam port is being constructed under the public-private partnership model. The Adani Group is the private partner in the development of what will become one of the largest ports in the world, once commissioned.

The project, scheduled to be commissioned in 2019, was delayed due to issues with land acquisition.

NS Dock Kolkata set for Rs.8.09 bn expansion approval

KOLKATA: The Government has given the green light to a 8.09 billion expansion project for Kolkata’s Netaji Subhash Dock to boost maritime i n f r a s t r u c t u r e T h e a p p r o v a l underscores a commitment to fostering economic growth and improving trade capabilities through the enhancement of vital port facilities.

The project aims to address the increasing demands on Kolkata’s port facilities, ensuring they remain

efficient and competitive in the global trade landscape. The allocated funds will be utilised to modernise and expand the Netaji Subhash Dock, accommodating larger vessels and f a c i l i t a t i n g s m o o t h e r c a r g o operations. The expansion holds strategic importance, aligning with the government’s vision to strengthen coastal and trade infrastructure. It is expected to bolster trade activities, create job opportunities, and

contribute to the overall economic development of the region.

As the project progresses, stakeholders, including the shipping and trade sectors, can anticipate improved logistical capabilities and increased efficiency at Kolkata’s p o r t T h i s a p p r o v a l m a r k s a s i g n i f i c a n t m i l e s t o n e i n t h e government’s efforts to modernise and upgrade crucial maritime assets, enhancing India’s position in international trade.

DPA and DP World - Empowering Trade, Enriching Lives: A Partnership for Progress

The ceremony was graced by Shri S.K. Mehta, IFS, Chairman-DPA in the presence of Shri Nandeesh Shukla, IRTS, Dy Chairman; Shri J K Rathod, Chief Vigilance Ofcer; Shri V. The project, located adjacent to the existing Dry Bulk Terminal in Tuna Tekra, Kandla, signifies DPA's dedication to meeting global trade and maritime logistics needs. Awarded through a rigorous global competitive bidding process in January 2023, the Build-OperateTransfer (BOT) concession spans 30 years, with an option to extend for an additional 20 years.

The Concession Agreement was signed on 25th August 2023, in the esteemed presence of Shri Sarbananda Sonowal, Hon’ble Cabinet Minister, and Shri Shantanu Thakur, Hon’ble Minister of State, whose support has been invaluable. Noteworthy is the virtual foundation stone laying by Hon’ble Prime Minister Shri Narendra Modi on 17th October 2023, underlining the government's commitment to infrastructural development and economic growth.

The investment of approximately Rs. 4500 Cr in this project marks the highest capital investment in a PPP project at any Major port in India, showcasing global confidence in DPA's potential. DP World's bid of Rs.6500/per Container for Royalty is also the highest in a PPP project in Major Ports of India.

The terminal, expected to commence operations by early 2027, boasts a 1,100m berth capable of handling next-generation vessels carrying over 18,000 TEUs, with a total capacity of 2.19 million TEUs per Annum. DP World's Royalty share of about Rs. 1500 crores per annum on optimal capacity operation showcases the project's economic benefits.

The Concession Agreement allows commercial flexibility for dynamic market adaptation, fostering innovation and efficiency in port operations. DPA has fulfilled obligations by completing the four-lane Approach Road up to the terminal's Back-up area.

The terminal's strategic location will reduce logistics costs, increase trade efficiency, attract shipping lines, and stimulate economic growth, transforming the region's economic landscape and generating employment opportunities.

This milestone reinforces DPA's commitment to excellence, innovation, and inclusive growth, with gratitude extended to stakeholders for their support. Together, we embark on a transformative journey towards a brighter, more prosperous future for our nation and its people.
