NEW DELHI : PM Gati Shakti National Master Plan (NMP) is a transformative approach for integrated and holistic planning across concerned Ministries / Departments to improve multimodal connectivity, logistics efficiency and to address critical infrastructure gaps for seamless movement of people and goods, with focus on minimising disruptions and ensuring timely completion of projects.

The NMP aims at facilitating development of multi-modal connectivity infrastructure to various economic zones including Ports and shipping sector. 101 number of projects in respect of Ports and Shipping have so far been identified under PM Gati Shakti initiative worth Rs. 60,872 Crores for implementation.Outofthese,13projectsworthRs.4,423crore have been completed. QATAR : Qatar Navigation Q.P.S.C. (“Milaha”) held its Ordinary and Extraordinary Annual General Assembly Meeting virtually, recently at the Company’s headquarters, during which the Shareholders approved Ordinary General Assembly Meeting agenda, including the company’s audited financial statements for thefiscalyearendedDecember31,2022.

The Ordinary General Assembly Meeting ratified all items on its agenda including the proposal of the Board of Directors to distribute a cash dividend of 35% of the nominal share value, equivalent to QR 0.35 per share. The Ordinary General Assembly also approved assigning “Pricewaterhouse Coopers” as Auditors for the year 2023.

Addressing the meeting, H.E Sheikh Jassim bin Hamad bin Jassim bin Jaber Al-Thani, Chairman of Milaha’s Board of Directors, presented an overview of the Company’s activities and consolidated financial results, as Milaha reported a net profit of QR 1.013 billion in 2022, comparedtoQR724millionin2021.

In his speech, H.E the Chairman of the Board of Directors commended that the financial results witnessed significant breakthroughs and steady increases in profit

ratios. As for the operational side, there is a significant development in quality of services and core business provided by Milaha, which has been reflected positively on theGroupsfinancialandoperationalperformance.

The Extraordinary General Assembly ratified the increase of the percentage of Non-Qatari ownership in the company’s capital from 49% to 100%, after obtaining all the necessary approvals from the concerned authorities.

Development of ‘Berth No.13’ at DPA Kandla, approved for handling Multipurpose Clean Cargo under PPP mode

GANDHIDHAM : Ministry of Ports, Shipping and Waterways (MoPSW) has unveiled an ambitious plan to develop ‘Berth No.13 for Handling Multipurpose Clean Cargo including Container Cargo at Deendayal Port, Kandla, Gujarat on Design, Build, Finance, Operate & Transfer (DBFOT) basis under Public Private Partnership (PPP) Mode. The project will be developed for an estimated cost of Rs. 167.88 Crore. The development of this project by MoPSW is in line with the efforts to provide world class infrastructure and services to its stakeholders andtocatertothefuturerequirementsofthehinterland.

“Prime Minister Shri Narendra Modi’s vision of PPP model in ports has been a revolutionary step in making our ports globally competitive. This project will substantially enhance the cargo handling capacity of the Deendayal Port, which will ultimately benefit the trade from Gujarat, Northern and Western India,” said Shri Sarbananda Sonowal, Union Minister of Ports, Shipping and Waterways.

The proposed facility is planned for handling vessels up

to 75,000 DWT or equivalent TEUs with Optimal Capacity of4.20MMTPAforMultipurposeCleanCargoand0.10Million TEU(Twenty-footequivalentunit)forContainerCargo.

This facility will be used for handling Multipurpose Clean Cargo, viz., Food grains, Sugar, Salt, Silica Clay, RoRo Cargo, Timber Logs, Project Cargo including Container Cargo on PPP mode, by allotting the berth to the successful bidder on ‘as-is-where-is’ basis through DBFOTunderPPPmode.

It is to be noted that, the Ministry of Ports, Shipping and Waterways as part of its commitment to the development of the Port Sector in the country has identified 74 projects worth Rs 57,000 crore under the Sagarmala programme in Gujarat.

Out of these, 15 projects worth Rs 9,000 crore have been completed;33projectsworthmorethanRs25,000croreare under implementation and 26 projects worth Rs 22,700 crore are under development. Central line ministries, majorports,statemaritimeboardandotherstateagencies arejointlyimplementingtheseprojects.

Saudi Ports record 7.76% hike in container traffic in February 2023

RIYADH : The Saudi Ports Authority (Mawani) has announced a 7.76% rise in container traffic at its trade hubs during February 2023, handling 622,837 TEUs compared to 577,993TEUsinthepreviousyear.

Detailedbreakdownofthemonthlycontainerdatareveal a 12.75% increase in exported containers from 172,208 TEUs in February 2022 to 194,157 TEUs this year, with imported containers up 5.95% year-on-year to 193,937 TEUs from 183,051 TEUs. Similarly, transshipments grew at a yearly paceof5.39%from222,734TEUsto234,743TEUs.

On the other hand, cargo volumes slumped 3.13% to 23,089,455tonsfrom23,835,826tonsinthepriorperiod.

Under this category, dry bulk cargo soared 2.9% to 3,879,366 tons in contrast to last year’s 3,770,196 tons while generalcargojumped77.2%to639,843tonsfrom361,086tons in the year before. Liquid bulk, however, returned negative figures with volumes sliding 13.16% from 13,556,831 tons in

February2022to11,772,089tonslastmonth.

Furthermore, the ports’ food throughput totaled 1,646,900 tonsaftera2.18%tumblefromlastyear’stallyof1,683,595tons. On the contrary, livestock volumes gained 218.37% with 337,231 cattle heads being imported against 105,923 in the preceding year. Likewise, around 81,600 automobiles entered the Kingdom through Mawani’s ports at a 33.99% surge relativetolastyear’saggregateof60,898units.

February saw as many as 883 vessels berth across Saudi ports, which represents a 4.87% uptick from 842 vessels during the same period last year. Passenger numbers, too, followed a similar trend with a 61.16% spike in arrivals at 100,903paxincomparisonto62,611paxin2022.

The national maritime regulator aims to continually upgrade the throughput capacity of Saudi ports through biticketinvestmentsandhigh-impactpartnershipsinitsbidto transformtheKingdomintoagloballogisticshubofchoice.

Fourth Quarter and Full Year 2022

Highlights

• Net income for the fourth quarter was $417 million (compared to $1.71 billion in the fourth quarter of 2021), or $3.44 per diluted share3 (compared to $14.17 in the fourth quarter of 2021); net income for the full year was $4.63 billion (compared to $4.65 billion for the full year of 2021)

• Adjusted EBITDA for the fourth quarter was $973 million, a year-over-year decrease of 59%; Adjusted EBITDA for the full year was $7.54 billion, a year-overyear increase of 14%

• Operating income (EBIT) for the fourth quarter was $585 million, a year-overyear decrease of 72%; operating income (EBIT) for the full year was $6.14 billion, a year-over-year increase of 5%. Reconciliation items between operating income andAdjusted EBIT in the fourth quarter and full year were minor

• Revenues for the fourth quarter were $2.19 billion, a year-over-year decrease of 37%;revenuesforthefullyearwere$12.56billion,ayear-over-yearincreaseof17%

Eli Glickman, ZIM President & CEO, stated, "2022 was an exceptional year for ZIM, as we capitalized on both our differentiated strategy and the attractive market, driving record full year Adjusted EBITDA and EBIT results. Returning cash to shareholders remains a priority for our company, and we are pleased to have drawn on our strong performance to declare a fourth quarter dividend of approximately $769 million, or $6.40 per share. In total, we will be providing shareholders dividends of $2.04 billion, representing approximately 44% of total 2022 net income."

For enhanced capital expenditure by States for infrastructure development, the Ministry of Finance, Department of Expenditure through part-II (for PM-Gati Shakti related expenditure) of the "Scheme for Special Assistance to States for Capital Investment for 2022-23" has made an additional provision of Rs. 5000 crores for disbursement among the States as long term loans at a zerointerestrate.

Ministry of Ports, Shipping and Waterways has undertaken various initiatives for ease of doing business. Incentives such as Model Concession Agreement, flexibility to concessioners, New tariff guidelines etc have been issued which allows improvement in port performance at Major Ports.

clarifies on Implementation of Origin Procedures under India – Australia ETCA

NEW DELHI : The Central Board of Indirect Taxes and Customs (CBIC) has issued clarification regarding Implementation of Origin Procedures under India –AustraliaETCAviaissuinginstructions.

Attention is drawn to Instruction No. 19/2022-Customs dated 17th August 2022 that had sensitized field formations towards applying the Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 (CAROTAR) maintaining consistency with rules of origin (ROO) and operational certification procedures (OCP) of the relevant Free trade Agreement (FTA) for the purpose of implementation; and that in the event of a conflict between a provision of CAROTAR and a provision of the ROO/OCP under the FTA,thelattershallprevailtotheextentoftheconflict,as providedforinRule8(3)ofCAROTAR.

This prudent mode of implementation, as notified in the case of each FTA separately, and the avoidance of superfluous references for COO verification by field formations to the FTA Cell, are both important for maintaining the convenience of doing business. As a result,supervisoryofficialsmustensuretheseaspects.

The Board has also been reminded on a regular basis of a few issues involving the implementation of ROO and OCP under the India-Australia ECTA. These are clarified asfollows:-

i) The India-Australia ECTA recognizes electronic Certificates of Origin. Hence, an e-COO, issued electronically by the Issuing bodies of Australia, is a valid document for the purpose of claiming preferential benefit underIndia-AustraliaECTA,providedthatthee-COOhas been issued in the prescribed format, bears seal and signaturesoftheauthorizedIssuingbodyorauthorityand fulfills all other requirements stated in Notification No. 112/2022-Customs (N.T.) dated 22nd December 2022. In thisregard,

a) the specimen seals and signatures, circulated in advance, shall continue to be used to verify the genuineness / authenticity of e-COO. Where verification is required to be initiated with the issuing authority of exporting country in case of doubt, the matter shall be referred to the FTA Cell (in Directorate of International Customs) for initiating verification processthroughagreedcommunicationchannelsonly.

b) the e-COO shall be mandatorily uploaded on

e-Sanchit by the importer/Customs Broker for availing preferential benefit, and the e-COO particulars such as unique reference number and date, originating criteria etc. shall be carefully entered while filing the bill of entry.

c) for defacement purposes, a printed copy of e-COO shall be presented to the Customs officer, who shall cross-check the unique reference number and other particulars entered in the bill of entry with the printed copy of e-COO. This will be in lieu of defacing the original hard copy of a certificate of origin. In this regard,itmayberecalledthatacheckhasalreadybeen introduced in the System to disallow use of same COO referencenumberinmorethanonebillofentry.

ii) Notification No. 112/2022-Customs (N.T.) dated 22nd December 2022 lists the requirements of a valid COO/e-COO under India-Australia ECTA and affixing of QR Code on the COO/e-COO is not a requirement underthesame.

iii) There are no overleaf notes to the COO format in the India-Australia ECTA. However, while notifying the Rules of Origin, after due consultation with Australia side, these were added to Notification No. 112/2022Customs (N.T.) dated 22nd December 2022 from Indian side as a guidance for respective issuing authorities/bodies as well as traders. The purpose of the Overleaf Notes is to provide guidance on how to fill certain entries in the COO format, and the Overleaf Notes per se are not a part of the COO format. Therefore, absence of Overleaf Notes on the COOs received from Australia may not be a ground for initiatingverificationordenialofpreferentialbenefit.

iv) Given the geographical distance between India and Australia, weather disturbances, logistical convenience, etc. the exporters may not always know the port of destination and therefore, to avoid re-issuance of COO, Australian issuers fill the Port of Destination field with ‘any ports in India’. The similar practice is followed by India’s issuing authorities as well, where required. Therefore, so long as the details on the COO and the transport documents match, putting ‘any ports in India’ in the Port of Destination field of the COO by Issuing bodies of Australia may not be a ground for initiating verification or denial of preferentialbenefit.

Infrastructure upgrade sparks cargo logjam at Nhava Sheva

NAVI MUMBAI : Container terminals in Nhava Sheva Port (JNPT), India’s busiest public gateway, have been hit by congestionandare‘operatingfarbeyondourcapacitylevels’.

The problems are due to drastic capacity reduction at APM Terminals Mumbai, which accounts for the majority of export/importshipmentsmovingthroughthegateway.

Sources noted that the number of weekly services handled by APMT Mumbai, also known as Gateway Terminals India (GTI), had reduced from the normal 13 calls to six, due to the closure of a berth for crane upgrades. “Spill-over berthing demand has complicated flows through other terminals,” a shipping line agent told. “Because of constant gate cut-off changes by carriers, export movements have taken a hit, leading to potential missed connections and cargo rollovers for shippers,”thesourceadded.

According to freight forwarder sources, the two DP World facilities are already full. “We are operating far beyond our capacity levels,” a DP World Nhava Sheva official said. Some carriers have, in recent days, opted to discharge Nhava Sheva containers at alternative ports, mostly at Mundra, causing predictable cost and other consequences for importers. The equipment installation and commissioning programme at GTI – entailing six ship-to-shore cranes and three railmounted gantry cranes – began at the end of last month and is targeted

forcompletioninearlySeptember.

Forwarder sources have voiced other potential supply chainproblemsasthecongestionimpactbuilds.

“Export gate-in times may be reduced and truck waiting timesmayincreaseduetoroadsnarls,”theysaid.

“Additionally, a shortage of containers is imminent as the inflowofemptiesbecomeslimited.”

APMT said it was using “all the resources at its command” tomitigatethedisruption.Aspokespersonsaid:“Ourteamsare working in close coordination to accommodate maximum calls at one berth by reducing vessel idle time, increasing operational efficiency and being flexible to ensure minimal impactforeachoftheservicesasmuchaspossible.

“Most of our customers have been informed about our planned infrastructure development and we continue to communicatewiththemperiodically,”itadded.

APMT also noted that the $115m “fit-for-future” project, announced in February last year, would “significantly enhance berth productivity”, thus driving vessel turnaround and operatingcostadvantagesforcarriercustomers.

When the new cranes go live, the company claims, its throughputcapacitywillincrease10%,to2.2mteuannually,and also allow it to service larger vessels, in the range of 14,000 teu,, versusamaximumof12,000teuatpresent.

DGFT explores exports opportunities form Chhattisgarh State

RAIPUR - An Export outreach program was organized at Nava Raipur on Monday, 13th March by the Directorate General of Foreign Trade, Government of India to explore the possibilities ofexportpotentialsinChhattisgarh.

The exporters and investors participating in the programme discussed the action plan to enhance exports from the landlocked state. According to officials, vital information was also given about exportable products from Chhattisgarh and government facilities giventotheexporters,whosharedtheloopholesandsuggestedfor itsredressaltosurgeshippingvolumefromthestate.

Representatives of Shefexil, TREAC, ECGC, Industries Department, Minor Forest Produce Federation, APEDA, SIDBI as well as Bank of Baroda participated in the programme, conducted by the Directorate of Foreign Trade, Government of India. Chhattisgarh’s Raipur and Durg districts are among the 75 districtsinthecountryshortlistedforpromotingexports.

Raipur Collector Dr Sarveshwar Bhure said that Chhattisgarh had been the main exporter of many products

including rice. The state government has provided numerous facilities to the exporters to encourage exports from the state, he said. The government has made special provisions for exporters in the industrial policy ranging from exemption of five percent in ‘mandi’ fee along with formation of promotion committee, Bhure added. Asserting that Chhattisgarh was rapidly moving towards developing as an export hub due to the industry friendly policies of the State Government, the Raipur District Collector said due to the policies and facilities of thegovernment,therehasbeenanaverageincreaseofmorethan 22 percent in the exports from the state in the last five years. He also informed that special efforts are being made to promote the export of rice, construction machinery and materials and processedspicesfromChhattisgarh.

Bhure stressed on the possibilities of the export of wire, rods, bars, coils, TMT bars, crude steel as well as forest produce like tamarind, mahua, lac and small grain millets like Kodo Kutki Ragi etc.

GSBN collaborates with COSCO SHIPPING, OOCL & SICIT to enhance safe transportation of chemical cargo

SINGAPORE : Global Shipping Business Network (GSBN) has announced a collaboration with Cosco Shipping Lines, Orient Overseas Container Line (OOCL), and Shanghai Research Institute of Chemical Industry Testing (SICIT), to improve the safe transportation of chemical cargo by harnessing blockchain technology.

By harnessing GSBN’s blockchain-enabled platform, a new streamlined process has been designed to ensure that safe transportation certificates and the information they contain can be verified from the original source, and the information is accurateandreliable.

GSBN’s secure, blockchain-enabled infrastructure ensures that the certificate data is immutable and structured, which can be verified as the single source of truth. This helps reduce human mistakes,enhancesecurityofthecargoandacceleratetheprocess overall. In the future, it can also facilitate the advancement in automated verification, as well as the circulation of reliable certificatedatastoredontheblockchainamongmultipleparties.

BertrandChen,CEOofGSBN said, “The shipping industry is undergoing a once-in-a-lifetime digital transformation leap. As part of this, it is becoming increasingly important to be able to share information whilst retaining full control of who it is shared with as well as ownership of that data. The use of blockchain
