BCBA Celebrates 60th Year of Custom Act and Inaguration of Custom Broker Licensing Management System (CBLMS)

MUMBAI : On the occasion of the 60th anniversary of Customs Act, Brihanmumbai Custom Brokers’ Association (BCBA) had a productive interaction with Shri. Vivek Johri, Chairman, CBIC at the tradebodymeetorganizedatMumbaiCustomsHouse,todiscuss on increasing trade facilitation in India. BCBA addressed the matters relating to improvising trade measures in line with the newly implemented National Logistics Policy for promoting fast track clearance and safeguarding the interest oftheCustomsBrokers.

BCBA pledged full support to the vision of Prime Minister Shri. Narendra Modiji for making India a 5 trillion dollar economy by year 2025. BCBA congratulated Mr. Vivek Johri for supporting the trade for implementation of landmark initiatives of Contactless and Paperless processesandalsosuggestedmeasuresforimprovisingthe Faceless assessment, Authorized Economic Operator (AEO) Scheme, as well as simplifying the processes for ExportsfromIndiatosupporttheMakeinIndiaInitiative.

A landmark initiative i.e. Custom Broker Licensing Management System (CBLMS) recently implemented across India marks a major step towards paperless processes of Customs Broker’s Licensing & registration formalities. This is indeed a gift from the CBIC to Customs Brokers on the 60th Anniversary of the Customs Act. Shri Vivek Johri, Chairman, CBIC delivered an outstanding speech congratulating the huge crowd of Customs Brokers presentintheaudienceforonboardingtheCBLMSportaland thanked BCBA and the national body FFFAI for enormous support in successful and timely implementation of CBLMS.

It’s a dream come true as visioned by the Chairman and he expressed heartfelt gratitude to the entire CBLMS team at Mumbai Customs Zone 1lead by Principal Chief Commissioner of Customs, Shri. P. K. Agrawal who ensured timely implementation of the project. It was a moment of Pride and for BCBA and it’s members to be addressed by the Chairman, CBIC Shri Vivek Johri at the landmark event celebration of 60th Anniversary of Customs Actmakingitmostmemorious.

DPA: Liquid Jetty No.7 to be ready by Jan 2023

GANDHIDHAM:ConstructionofLiquidJetty No.7atacostofRs.58crores,isinfinalstageand will be ready to be dedicated to serve the Nation fromJanuary2023,accordingtoareleasefromthe portauthority.

Liquid Jetty No. 7 will be specifically dedicated for edible oil handling. The channel of Pipelines for edible oil handling

have already been laid. The Port management regularly reviews the construction of the Liquid Jetty.

The new Liquid Jetty No. 7 will prove to be beneficial, as it will ease the congestion of handling Liquid cargo at Port and serve the Nation’s growing demand. Recently, S.K. The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. Consignees are also requested to note that the carriers and their agents are not bound to send individual notification regarding the arrival of the vessel or the cargo.

CBIC notifies automated system for postal exports; Exporters need not visit foreign post office

NEW DELHI - In a bid to use India's vast network of post offices and enable MSMEs to export to global markets using e-commerce or other regular channels, the Central Board of Indirect Taxes and Customs (CBIC) has notified an automated system for postal exports as per which an exporter will not be requiredtovisitaforeignpostofficeand can deposit the export parcel at a nearbypostoffice.

Currently, for exporting a parcel through the postalroute, an exporter or his agent is required to file the export declaration at any of the 28 FPOs and handoverhisconsignmentforexport. In the new system, the exporter will not

berequiredtovisitanFPO.Hewouldbe able to get the Postal Bill of Exports (PBE) online from home/office and deposit the export parcel in a nearby post office. The export parcel so deposited by the exporter will be moved by the Department of Post (DoP) to an FPO for customs clearance.

CBIC has notified the Postal Export (Electronic Declaration and Processing) Regulations, 2022, which will facilitate the processing of commercial postal exports by automating the entire procedure and seamlessly connecting the postal network to the notified Foreign Post

Offices(FPOs).

CBIC has joined hands with DepartmentofPost(DoP)tocreatethe dedicated Postal Bill of Exports automatedsystemsforpostalexports. "The system of export clearance will operate on a digital platform while harnessing the existing post office network spread across the country and will be amenable to being scaled up to cover small exporters / producers located in remote areas," theCBICadded.

The regulations also prescribe for retention of records of 5 years pertaining to postal exports by the exporterorhisagent.

Signs of global slowdown: Export credit demand shrinks 25% YoY in October

MUMBAI - The credit demand from Indian exporters shrunk 25.1 per cent year-on-year (YoY) in October, showing the impact of slowing global trade. The merchandise exports fell below the $30 billion mark for the first time in the last 20 months. According to a report, there might be a further slowdown in merchandiseshipments.

At $30 billion, the merchandise exports were down 17 per cent YoY and 16percentsequentially.

The data released by the Reserve Bank of India (RBI) showed a fall in export crediteventhoughthebankcreditsawa robustgrowthof18percent.

"Headwinds are visible in the global

trade accentuated by geopolitical tensions, rising inflation, impending recession and currency volatility...The lack of liquidity is a big challenge for exporters. Bank insistence on collateral is depriving many MSMEs of credit. The share of exports credit in the total net banking credit is constantly moving downward," said Yogesh Gupta, eastern region chairman of the Federation of Indian ExportOrganisations(FIEO)toET. Experts said that a weak global economy may further add to the Indian exporters'woes.TheChineseexporters have been suffering due to the Covid-19 lockdown, and they have left the space

empty in global trade. Indian exporters mustseizetheopportunity.

"Theopportunitiesmaygoawayassoon as China bounces back from its zerocovid policies. All stakeholders need to understandthis,"Guptaadded.

The demand for Indian exports is likely to rise in 2024 as the recession will peak in2023,andthefallingcommodityprices willreducethevalueofexports,Bankof Baroda chief economist Madan Sabnavisinformed.

Recently, the International Monetary Fund(IMF)slashedthe2023worldGDP and world trade forecasts by 20 bps and 70 bps to 2.7 per cent and 2.5 per cent, respectively.

Russia offers India help to build large-capacity ships

MOSCOW : Russia has welcomed India’s decision to not support the price cap on Russian oil announced by G7 and its allies and offered its cooperation in leasing and building largecapacity ships to overcome the ban on insurance services and tanker chartering in the European Union and Britain to continuebuyingdiscountedoil.

The offer came as Russian Deputy Prime Minister Alexander Novak held a meeting with the Indian Ambassador to Moscow, Pavan Kapoor. “The Deputy Prime Minister welcomed India’s decision not to support the price cap on Russian oil, which was imposed on December 5 by the G7 countries and their allies,” the Russian Foreign Ministry said in a statement. India’s appetite for Russian oil has swelled ever since it started trading on discount as the West shunned it to punish Moscow for its invasion of Ukraine. Novak noted that even amid the energy crisis, Russia is responsibly fulfilling its contractual obligations for the supply of energy resources, diversifying energy exports to the countries in the East and South. To avoid dependency on the ban on insurance services and tanker chartering in the European Union and Britain, Novak offered India cooperation on leasing and buildinglarge-capacityships,thestatementsaid.

The Indian Government has been vehemently defending its oil trade with Russia, saying it has to source oil from where it is the cheapest. The imports in November were made ahead ofapricecapagreedbytheEUonRussianseaborneoil.

But, the Government has indicated that oil companies will continuetobuyoilfromRussiaoutsidethepricecap.External Affairs Minister Shri S Jaishankar on December 7 told the Rajya Sabha that Indian refiners will continue to look for the bestdealsintheinterestofthecountry.

“We do not ask our companies to buy Russian oil. We ask our companies to buy oil (based on) what is the best option that they can get. Now, it depends on what the market throws up,” he had said while replying to clarifications sought by MPs on his suo moto statement onforeignpolicy.

From December 5, western shipping and insurance companies are prohibited from handling Russian oil sold above the price cap. However, ships loaded with Russian oil before December 5 and unloaded at their destination before January 19, will not be subject to the price cap.

A top Government official said India can continue to buy Russian oil if it can send ships, cover insurance and devise a mode of payment. “The introduction of a price cap on Russian oil is an anti-market measure. It disrupts supply chains and could significantly complicate the situation in global energy markets,” Novak said.

“Such non-market mechanisms disrupt the international trading system as a whole and set a dangerous precedent in the energy market. As a result, the problem of energy poverty is being aggravated not only in the developing world, but also in the developed countries of Europe,” Novak said.

India imports coal worth Rs 2.3 lakh crore in Apr-Sep FY23

NEWDELHI:Indiaimported131.92milliontonneofcoal worthRs2.3lakhcroreinApril-Septemberperiodofongoing financial year. In FY22, the country’s coal import of 208.93 million tonne (MT) was worth Rs 2,28,741.8 crore, Coal Minister Shri Pralhad Joshi said in a reply to the RajyaSabha.

The coal import was 215.25 MT in FY21, 248.54 MT (FY20), 235.35 MT (FY19) and 208.25 MT (FY18), the Minister said. Import of coal in India consists mainly of coking coal and high grade coal, whose prices are normallyhigherthanthermalcoal.

Theaveragelandedpricepertonneofimportedcoalup to September of current financial year was Rs 19,324.79 while the average notified price per tonne (ex-colliery) of domesticcoalwasRs2,662.97inthesameperiod.

India imports coking coal and other high gross calorific value (GCV) coal as domestic production is limited due to either scarce reserves or non-availability. Imported coal based (ICB) power plants in the coastal region import coal as they are so designed. Some end-users also import coal on commercial and logistic considerations as coal is underopengenerallicencesystem.

India imports record 1.7 m b/d of Russian crude in November : S&P Global

NEW YORK - India imported 1.7 million barrels per day (b/d) of crude oil from Russia in November with inboundshipmentssurgingtoarecord high ahead of the European Union’s (EU) December 5 import ban and the G7 price cap, S&P Global Commodity Insightssaid.

“Russia’s seaborne crude exports were little changed in November at just over 3 million b/d after flows to India surged to a record high, absorbing barrels displaced from Europewhereimportssanktoall-time lows ahead of the EU’s Dec. 5 import

ban and G7 price cap,” according to tankertrackingdata.

“While Russian crude flows to the EU slumped 308,000 b/d to average a record low of 464,000 b/d in the month (November 2022), Indian refiners stepped up their buying of Russian oil by 272,000 b/d to a record 1.17 million b/d,”thereportsaid.

SeaborneexportsofRussiancrude averaged3.07millionb/dinNovember, accordingtoS&PGlobalCommodities at Sea data, down from 3.09 million b/d in October and just below the pre-war average of 3.1 million b/d

inJanuaryandFebruary.

With Russian crude flows to China little changed from recent levels at 918,000 b/d, together with India, the two energy-hungry Asian importers accounted for 68% of seaborne Russian crude exports in November, the data showed, up from 58% in the previousmonth.

Milaha was one of only 4 organizations worldwide that won the “double”, both the Sword of Honour and Globe of Honourin2022andtheonlyonetowinmultiple(4)ofthese.

Since the broke out of Covid pandemic in 2020, international companies faced tremendous health, safety, and environmental challenges.
