Cabinet approves Development of Multipurpose Cargo Berth Off Tuna Tekra at Gulf of Kutch on BOT basis under PPP

NEW DELHI: The Cabinet Committee on Economic Affairs chaired by Hon’ble Prime Minister Shri Narendra Modi has approved development of Multipurpose Cargo (other than Container/Liquid) Berth Off Tuna Tekra at Gulf of Kutch at Kandla on Build, Operate and Transfer (BOT) basis under Public Private Partnership(PPP)mode.

The total estimated cost of Rs.2,250.64 crore [The cost of Rs.1719.22crorewillbebornebythe Concessionaire for Development of Multipurpose Cargo Berth (including dredging works alongside the berth, turning circles and approach channel, and Rs.531.42Crorewillbebornebythe Concessioning Authority (DeendayalPortAuthority)towards capital dredging of common user access channel and construction of commonuserroad].

On commissioning of the Project, it shall cater to the future growth in multipurpose cargo (otherthancontainer/liquid)traffic. Theprojectedtrafficgapbytheyear 2026 would be 2.85 MMTPA and by 2030 it would be 27.49 MMTPA. Development of Multipurpose Cargo (other than Container/Liquid) Berth Off Tune TekraatGulfofKutchatKandlawill give it a strategic advantage as it will be the closest container terminal serving the vast hinterland of northern part of India (States of Jammu & Kashmir, Uttar Pradesh, Madhya Pradesh and Rajasthan). In addition to increasingthebusinesspotentialof

Kandla, the project will boost the economy and generate employment.

The project would be developed by the selected Concessionaire on BOT basis. However, the Deendayal Port Authority will developthecommonuserfacilities. Details:

i. The project is to be developedonBOTbasisbyaprivate developer/Build Operate & Transfer (BOT) Operator to be selected throughaninternationalcompetitive biddingprocess.TheConcessionaire shall be responsible for the design, engineering, financing, procurement, implementation commissioning, operation, management and maintenance of the Project under the Concession Agreement to be executed by the Concessionaire (private developer/BOT Operator) and the Concessioning Authority (Deendayal Port Authority) for a period of 30 years for handling designated cargoes. The Concessioning Authority shall be responsible for common supporting infrastructure namely, common Access Channel and common user road.

ii. The Project consist of construction of an off-shore berthingstructureforhandlingfour vesselsatatimewithalliedfacilities at the cost of Rs.1,719.22 crore and handling capacity of 18.33 Million Tonnesperannum.

iii. Initially, the Project will cater 15m draught vessels of 1,00,000 Deadweight Tonnage (DWT)andaccordingly,thechannel

will be dredged and maintained by the Concessioning Authority with 15m draught. During the concession period, the Concessionaire has liberty to handlevesselsupto18mdraughtby deepening & widening in Berth Pockets and Turning Circle; and accordingly, the draft of Access Channelmaybeincreasedbasedon mutual agreement between the Concessioning Authority and the Concessionaireoncostsharingand any other aspects subject to such cost-sharing mechanisms as determined at the time of proposal for increase of draft. Draft of the Access Channel to be made available to the Concessionaire would be considered as the maximum draft as per average rise ofthehightide.

Background:

Deendayal Port is one of the twelve Major Ports in India and is located on the West Cost of India in the Gulf of Kutch in the State of Gujarat. It primarily services northern India, including the land lockedStatesofJammu&Kashmir, Uttar Pradesh, Madhya Pradesh andRajasthan.

Container Terminal development at Gujarat Port will make India Hub of Trade: PM Modi

AHMEDABAD: Prime Minister Shri Narendra Modi hailed the Union Cabinet’s approval to develop a Container terminal at Tuna-Tekra, Deendayal Port, in Gujarat. “An important Cabinet decision, which will drive India’s efforts of port-led development and becoming a hub for trade. This decision will also benefit many States which do not have access to the coastline,” hetweeted.

Adani Group gets Letter of Award for Tajpur Port

KOLKATA: The West Bengal Government on Wednesday, 12th October handed over the Letter of Award for development of a deep-sea port at Tajpur to Adani Ports. Karan Adani, CEO of the company and the son of the world’s second richest individual Gautam Adani, was present at the Eco Park in Rajarhat where the event tookplacetoaccepttheLoAonbehalf of the company. The issuance of LoA marked the formal intimation of the decision taken by the state cabinet to awardtheRs15,000croreportproject toAdaniGroup.

Thedocumentwashandedoverby Industry Minister Smt Shashi Panja to Karan in the presence of Chief Minister Smt Mamata Banerjee, Chief Secretary H. K. Dwivedi, and industry secretary and West Bengal Industrial Development Corporation ChairmanVandanaYadav.

In her short speech,

Mamata Banerjee thanked the Adani groupfortheirinterestinTajpurPort, expressing hope that the infrastructure project would usher in anindustrialresurgenceinBengal.

The Chief Minister also informed the audience, which included top industrialists from Bengal, how some of the key industry-related projects — Deocha Pachami coal mine, gas pipeline, industrial zone along freight corridors—arecomingupinthestate.

Karan Adani tweeted: “Elated to share that @Adaniports has signed a LoI for Tajpur Port, West Bengal’s 1st Deep Sea Port. We’re poised to build not just a port but a complete infrastructural ecosystem which will become a maritime gateway for the entireEasternIndia.”

Adaniemergedasthetopbidderin an open tender for the port, piping JSW Infrastructure, the only other bidder, by a thin margin in the middle ofMarch.

However, the state cabinet accordeditsstampofapprovalonlyon September 19 after legal challenges

surrounding APSEZ’s eligibility in public tenders were cleared by the SupremeCourt.

A concession agreement will now be signed between APSEZ and West Bengal Maritime Board to take the projectforward.

Projectdetail

The port, to be developed under design, build, finance, operate and transfer basis, will come up near TajpurinEastMidnapurdistrict.

The port is expected to have a draught of 12.1 meter with an 18km channel. With tidal support of 3.9 metres, the port will have a 16-metre draught capable of handling a capesizevesselof1lakhDWT.

The port will entail an investment of Rs 15,000 crore while the related infrastructure development will involveanotherRs10,000crore.

A release by the State Government said 25,000 direct jobs will be created, while the potential for indirect jobs may be 1 lakh. When developed, Tajpur would be Bengal’s firstgreenfieldportinfivedecades.

DGFT allows Indian exporters to ship sugar to US under TRQ by Dec 31

NEW DELHI: The Government has permitted the export of specified quantity of raw sugar to the US under the Tariff-Rate Quota (TRQ) till December-end this year. Earlier, itwaspermittedtillSeptember30.

“The validity for export of raw sugar to the US under TRQ has been extended from September 30, 2022 to December 31, 2022,” the Directorate

General of Foreign Trade (DGFT) saidinapublicnotice.

TRQ is a quota for a volume of exports that enters the US at relatively low tariffs. After the quota reaches its limit, a higher tariff is applicabletoadditionalshipments.

In May, the Government permitted additional export of 2,051 metric tonne of raw sugar under the

TRQ to the US for its fiscal year ending September 30, 2022. With this quantity, total sugar export to the US under TRQ during its fiscal year 2022 wouldbe10,475MT.

India, the world’s second-biggest producer and the largest consumer of sugar, has a preferential quota arrangement for sugar export with theEuropeanUnionaswell.

The Cabinet approved a proposal to develop a Container Terminal at Tuna-Tekra, Deendayal Port,

in Gujarat under the public-private partnershipmode.

The estimated cost of Rs 4,243.64 crore will be on the part of the

concessionaire while common user facilities of Rs 296.20 crore will be on the part of the concessioning authority.

Container Shipping to hit bottom in mid-2023 : HSBC

HONG KONG: Container freight rates are expected to hit a trough in mid-2023 forecasts HSBC Global Research as spot rates fall at 7.5% a week.

Parash Jain, Head of Shipping & Ports & Asia Transport Research, was one of the first to flag a sharp decline aheadinContainerShipping’sfortunes at the start of September when he predicted Shipping Lines profits would plungeby80%in2023–24.

Far from being overly negative as some in the industry felt at the time Jain has now accelerated the timeline for the sector to hit bottom after spot rates have tumbled far quicker than anyoneexpected.

Inaresearchnoteentitled“Fastand

furious” HSBC noted spot rates reportedbytheShanghaiContainerized Freight Index (SCFI) had fallen by 51% since the end of July – a decline of 7.5% per week. It was also highlighted that spot rates were now well below the levels of contract rates entered into at the start of 2022, especially on the Transpacifictrade.

“In fact, at this pace of a 7.5% weekon-week decline, spot rates may hit the average spot rates of 2019 by the end of 2022e, a level where we expect capacity discipline to meaningfully emerge, especially when rates go below cash costs,”Jainsaid.

HSBC has brought forward its expected trough of freight rates to mid2023 from 2024 with a lower demand

forecast and a higher than expected effective capacity increase due to the unwinding of congestion. Sector profitability is set to hit bottom in secondhalf2023.

The analyst expects Q3 2022 earnings to remain resilient, but profit guidance statements may provide clues as to whether lines have been able to defend contract rates in renegotiations.

“The reactivation of capacity after the Golden Week period vs. extended blanked sailings will likely determine whether freight rates stabilise any time soon,”theresearchnotesaid.

HAMBURG: The fall in China's exports in September, the global economic downturn and the innumerable repercussions of the endless impacts of the war, the lockdowns in China and the port strikes have been the highlight of the monthly container logistics report published this month by Container xChange, an online platform for container logistic companies to book and manage containers while also efficiently managingpaymentandrelatedservices.

“Whatwe now see isnot unforeseen. The slowing down of demand, and the glut of oversupply of containers are all a consequence of the disruptions caused since the outbreak of the pandemic. It is like the classic boom and bust cycle.” said Christian Roeloffs, cofounder and CEO,ContainerxChange.

“There is a relatively low orders-toinventory ratio. The retailers and the bigger buyers or shippers are more cautious about the outlook on demand and are ordering less. On the other hand, the congestion is easing with vessel waiting times reducing, ports operating at less capacity, and the container turnaround times decreasing which ultimately, frees up the capacity inthemarket.”Roeloffsadded.

Another key trend is the early signs

of companies trying to diversify their sourcing strategy with Vietnam emerging as one of the key sourcing hubs.

Based on Container xChange’s data, the price of a cargo-worthy 40 ft HC container in Ho Chi Minh City on September 22 was $3,643, the third highest on the platform. This indicates a high demand for 40 ft HC containers at the port. Not just the prices, the average pick-up rate of a cargo-worthy 20 ft from theportofHoChiMinhtotheUSdropped from $321 to $117 as well. For container users, it’s perhaps the right time to leveragetheseratesasthecountrygears upinenhancingitsexportgrowth.

All in all, on Container xChange trading platforms, the prices for cargoworthy40DCboxesintheportsofChina have seen a steady decline in 2022 –almost becoming half of what they were at the beginning of the year. And though the ports of India and Vietnam too have seen similar decline, the trading prices seemtohavestabilizedoverthelasttwo months showing an increase in demand for these boxes at the ports of Mundra, NhavaSheva,andHoChiMinhCity. andratesinEurope.

The European market is finding itself flooded with 40 ft HC containers. As a result, the region is experiencing a fall in the prices of these boxes. As of September21,2022,thegeneralaverage PU charge for a 40 ft HC cargo-worthy box in the ports of Europe fell from $2,996 in August to $2,773 in September. The prices for the same were $3,281 in Julythisyear.

Logjams clear in the US

As shippers started favoring the US East Coast ports for importing cargo to the US, the PU charges from China to these ports fell dramatically. For cargoworthy containers (20 ft, 40 ft, and 40 ft HC), the PU charges fell from $1,473 in Augustto$940inSeptemberforthePort of New York. At the same time, for the Port of Savannah, the drop was from $1,211to$874.

The PU charges from China to the ports on US West Coast were running high in the beginning of the year, nearing $3000. As the logjams in these portsbeganclearingup,thePUcharges too started falling slowly. For cargoworthy containers (20 ft, 40 ft, and 40 ft HC) from China to Los Angeles, the PU charges fell from $1,664 in August to $1361 in September. The drop was from $1,514to$1,156fortheportofOakland.

HAROPA PORT sets out to accelerate modal transfer along the Seine axis

These two calls for declarations of interest (AMIs) –one for rail transport, the other for river transport – are aimed atattractingcandidatesfor:

• improvements in the quality of existing services ordevelopmentofnewregularrailservices;

• development of regular river transport services for containerized freight via secondary terminals and the broaderhinterland.

The targeted services relate to combined transport: maritime containers and continental Intermodal TransportUnits(ITUs).

The objective is to develop the competitiveness of the transportofferingandthevolumesbeinghandled.

Eligible transport providers will be able to benefit from financial incentives for the expansion of such services. This new AMI, which takes over from the one issued in 2021, reaffirms HAROPA PORT’s goals in the area of multimodality development.

This ambitious modal transfer incentive scheme is part of HAROPA PORT’s multimodality development

strategy. It defines the following objectives out to the 2025horizon:

• A modal share of 8% for combined rail transport (comparedwith4%currently)

• A modal share of 12% for river container transport (comparedwith9%currently)

Maersk opens Chicago Airfreight Gateway

Moller – Maersk (Maersk) has inauguratedanewChicagoAirFreightGateway near Chicago O’Hare International Airport (ORD) to offer direct planeside recovery with immediate transfers to the new facility. The new facility also serves Maersk’s air cargo hub in RockfordIntl.Airport.

“We want to expand our air freight presence and logistics services in key locations and today’s Chicago inauguration is an important step in our integrated offering to customers,” Mike Meierkort, Regional Head of Maersk NorthAmericaLogisticsandServices.

“We want to create more routing options and flexibility for customers looking to improve their air cargo supply chains. Our new Chicago Air Freight Gateway offers an integrated supply chain solution to time critical shipments and orderfulfilmentdeadlines.”

The new facility is a Bonded Container Freight Station (CFS) with US Customs and operates as a US Transportation Security Administration(TSA)CertifiedCargoScreening Facility (CCSF), which enables priority handling and sorting of import and export cargo –accordingtoMaersk.

For import cargo, the time taken from arrival at ORD gateway to being ready for delivery is within24hours,pendingcustomsclearance.

For export cargo, the time taken from arrival at ORD Gatewaytotenderandcarrierisnolongerthan24hours, pendingcarrierbooking.
