Sarbananda Sonowal extends invitation for an Indo Russian Workshop on Eastern Maritime Corridor in Chennai
VLADIVOSTOK: The Union Minister of Ports, Shipping & Waterways and Ayush, Shri Sarbananda Sonowal extended an invitation for an Indo Russian Workshop on Eastern Maritime Corridor (EMC) in Vladivostok, Russia. Shri Sonowal was addressing at the session aimed at forging possibilities on early operationalisation of EMC as an alternative trade route between Russian port city of Vladivostok and Indian port city of Chennai The workshop is proposed to take place from 30Octoberto1stNovember,2023inChennai,India
Speaking on the occasion, the Minister, said, “The operationalisation of Eastern Maritime Corridor (EMC) will usher a new era of trade relationship between India and Russia. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, India remains firmly committed towards making innovative solutions that will enhance and further foster the strong bilateral relationship between our two great nations As our teams hedged their effort for an early operationalisation of EMC, the visit to Vladivostok, Vostochny, Nakhodka and Kozmino was particularly helpful. Taking this forward, I propose for a Workshop of all stakeholders at Chennai in India and extend our invitation to this workshop where we can meet, interact and discuss for smooth and swift operationalisation of EMC.”
The Russian Government also expressed their desire to visit the Chennai port with a large business delegation to explore opportunities and possibilities through bilateral discussion with their Indian business delegation. The Russian delegation was represented by Sergey Mochalnikov, Deputy Minister of Energy Minister, Russian Federation and Maxim Reshetnikov, Ministry of Economic Development of Russian Federation. The session was moderated by Denis Ilatovsky, Chairman of the Board of Directors of the Association of Commercial Seaports.
Speaking about India’s maritime programme and its flagship programme Sagarmala, the Minister said, “Under the visionary leadership of our Prime Minister Shri Narendra Modi ji, in 2015, our transformative Flagship Initiative of Sagarmala was launched with the objective to boost India’s logistics sector performance, by unlocking the full potential of India’s coastline and waterways. The vision of Sagarmala is to reduce logistics cost for both domestic and export import cargo with optimised infrastructure investment through port-led development Currently, there are 802 projects worth investment of more than 65 Billion US Dollars for implementation under the Sagarmala Programme by 2035. Out of which, 228 projects worth 14.6 Billion US Dollars have been completed and 260 projects worth 27 Billion US Dollars are under implementation Further, 314 projects worth 24 Billion US Dollars are under various stages of development. Further, under holistic development of coastal districts, a total of 567 projects with an estimated cost of around 7 Billion US Dollars have been identified. Our Prime Minister Shri Narendra Modi ji envisioned holistic infrastructure development to improve the productivity and employment opportunities through integrated approach by developing, railways, roadways, waterways and airways via Prime Minister Gati Shakti National Master Plan programme. The Gathishakti plan has become the basis of India’ rejuvenation to manufacture world-class products using new-age technology and cutting-edge innovation.”

It may be recalled that a Memorandum of Intent on Development of Maritime Communications between the two Ports of Vladivostok and Chennai was exchanged in the presence of Prime Minister Narendra Modi and the President Putin during Eastern Economic Forum in Vladivostok in September 2019. Subsequently, an independent study found that coking coal as the most suitable commodity for trade between the two countries using EMC. In due course, more commodities like oil, LNG, fertilisers to be added to the list of commodities transported via EMC.
Eastern Maritime Corridor (EMC) is estimated to reduce the time required to transport cargo between Indian and Russian Ports of Far-East Region by up to 16 days, i.e., 24 days in comparison to over 40 days currently taken to transport goods from India to Far East Russia via Europe. Present trade route between Mumbai in India and St Petersburg in Russia covers a distance of 8,675 nautical miles which takes approximately 35 to 40 days. The Chennai-Vladivostok sea route (EMC) will be covering a distance of about 5,600 nautical miles. A large container ship which travels at the normal cruising speed of 20-25 knots (37-46 km/hour), will be able to cover this distance in approximately 10 to 12 days. This corridor holds immense potential to unlock new opportunities for trade and cooperation.
Shri Sonowal also highlighted the major takeaways from the recently concluded G20 summit in New Delhi, under India’s presidency The inclusion of African Union (AU) into the G20 depicts ‘Sabka Saath, Sabka Vikas’ philosophy. India also successfully championed as the voice of the global south, while advocating for advancing climate action and sustainable development, promotion of digital transformation and innovation, strengthening global health and pandemic preparedness as well as enhancing multilateralism and cooperation. He said, “Our Prime Minister Shri Narendra Modi has also effectively communicated India's message of “Vasudhaiva Kutumbakam" (One Earth, One Family, One Future), fostering a sense of global solidarity and cooperation. The G20 presidency under Narendra Modi has been a watershed moment in India's global standing. It has demonstrated India's ability to lead on global issues and shape the international agenda. The achievements of the Indian presidency will continue to inspire and guide the G20 in the years to come.”

Govt mulls lifting ‘cabotage’ rules totally to push Coastal Shipping
NEW DELHI: In the biggest reform yet in the shipping sector, the Narendra Modi led government plans to totally remove a so-called cabotage rule for ships carrying all types of cargo on local routes, a move that will allow foreign registered/ flagged ships to do business along the Country’s coast without securing a licence from the Directorate General of Shipping.

India-Middle East-Europe Economic Corridor to help Adani Group
NEW DELHI: The India-Middle EastEurope Economic Corridor (IMEC), announced on the sidelines of the G20 summit in New Delhi, will be crucial for India’s ambitions to increase the share of exports in its economy.
The IMEC will be comprised of two separate corridors: the east corridor connecting India to the Arabian Gulf and the northern corridor connecting the Arabian Gulf to Europe.
This corridor will secure regional supply chains, increase trade accessibility, improve trade facilitation, and support an increased emphasis on environmental, social, and Government impacts, according to the Memorandum of Understanding.
However, it’s the country’s exports that are likely to get a major boost.
Even though the timeline for the execution of the project will be decided over the next two months, it will take several years before the corridor can contribute significantly to the economy.
“For a corridor of this nature with several countries participating, it will be over a 10- to 15-year period before we can see the full fruits of the project. India would be a fairly large economy by that time, with a size between $5 and $10 trillion,” said Jagannarayan Padmanabhan, Director of consulting at CRISIL Market Intelligence & Analytics. He also said that exports will be in the spotlight a lot more at that point.
In its Foreign Trade Policy released earlier this year, the government targets an increase in exports of $2 trillion by 2030.
The Government will also rely on this corridor to achieve its target of bringing down overall logistics costs to single digits from 13–14% of the GDP currently Lower logistics costs are expected to make Indian exporters more competitive in the international market.
The corridor will increase efficiencies, reduce costs, enhance economic unity, generate jobs, and lower greenhouse gas emissions, resulting in a transformative integration of Asia, Europe, and the Middle East, according to the MoU.

NEW DELHI: The India-Middle East-Europe Economic Corridor announced on the sidelines of the G20 Leaders' Summit is expected to be a game-changer project and provide a huge boost to global trade, said EEPC.
India expects this corridor to be economically more viable than China's flagship Belt and Road Initiative (BRI). TheUS, UAE, Saudi Arabia, European Union (EU), Italy, France and Germany were brought together on the economic corridor agreement on the sidelines of the G20 Summit.
The US-backed corridor seeks to connect India with Europe via the Middle East by sea and port. This will redefine the movement of goods and services across the three continents as it will bring down logistics costs and ensure quicker delivery of shipments, said EEPC India Chairman Arun Kumar Garodia.
He said that for India's engineering exports sector, both the Middle East and Europe are key markets, and having transport infrastructure of this scale will significantly enhance its competitiveness globally.
Garodia said that the investment in the transformative
project will greatly boost economic activities, create jobs and most importantly help reduce carbon footprint.
He further said that the proposed corridor will also make the global supply chain more resilient.
The EEPC India Chairman noted that the inclusion of the African Union into the G20 and the announcement of the Global Biofuel Alliance are the other two landmark developments that will positively impact trade and investment, and help chart out a sustainable growth path.
"At a time when the engineering exporting community is looking for new markets, according to permanent member status to African Union on the proposal of India will create significant goodwill for Indian businesses in African countries," he stated.
Garodia concluded, "Overall, India's G20 Presidency has sought to structurally transform global policy-making, especially in trade, investment, and climate and development financing. India's G20 Presidency under the leadership of Hon'ble Prime Minister Narendra Modi has delivered spectacular results. Govt mulls lifting ‘cabotage’ rules totally to push Coastal Shipping

Only Indian registered ships are allowed to ply on local routes for carrying cargo, according to India’s cabotage law Foreign ships can operate along the coast only when Indian ships are not available after taking a license from the DG Shipping, according to the decades-old law designed to protect domestic ship owners.
In 2018, following strong lobbying mainly from foreign container lines, the Ministry of Ports, Shipping, and waterways allowed foreign flagged ships to transport export-import laden containers meant for transhipment, empty containers meant for re-positioning, agriculture, horticulture, fisheries, fertiliser and animal husbandry commodities on domestic routes without a license from the DG Shipping.
Prior to that in September 2015, cabotage was relaxed to allow some types of foreign flag ships such as Ro-Ro, Ro-Pax, Hybrid Ro-Ro, pure car carriers, pure car and truck carriers, LNG vessels, and over dimensional or project cargo to operate in India’s coastal trade without a license from the DG Shipping.
“Coastal Shipping will be promoted as the energy efficient and lower cost mode of transport both for passengers and freight, through PPP (Public-privatePartnership) mode with viability gap funding,” Finance Minister Nirmala Sitharaman said in her Budget speech to Parliament on 1 February
Currently, coastal shipping only has a 7 percent share in India’s transportation modal mix, compared to 62 percent share in road and 31 percent in rail.
Making out a strong case for lifting cabotage restrictions completely to help foreign flag ships carry cargo on coastal routes without obtaining a license from the DG Shipping, the Ministry of Ports, Shipping, and Waterways said that the move will also fulfil the
announcement made in the Budget speech.
To promote a higher percentage of coastal shipping in the transportation modal mix, the Ministry said that the focus should be on potential cargo, enhancing ports/jetties, improving port connectivity, determining suitable vessel types and capacities considering lead distances and cost per ton/kilometre, mitigating financial burdens of multimodal transportation, and exploring integration with national waterways wherever possible.
The licensing condition, according to the Ministry, was earlier relaxed for certain types of specialised foreign flag ships due to non-availability of adequate number of such Indian flag vessels. Similar relaxation for specific cargo/commodities has been made to make available additional vessels for carriage of cargo along the coast at “competitive freight rates”, it noted.
“This would encourage modal shift from road and rail transport to coastal shipping and eventually benefit the end users Both the coastal trade and the transhipment of containers from Indian ports, have shown an increase subsequent to the easing of licensing conditions for plying of foreign ships for specified types of cargo,” the Ministry document claimed.
Development of infrastructure on coastal routes, including evaluation of alternative routes, enhancement of existing ports/jetties, and creation of new jetties, are essential for successful coastal shipping and transportation of commodities like coal and fertilisers. This approach, integrated with national waterways where possible, should be supported by government policies and financial incentives to attract cargo users and achieve efficient supply chains, it said.
Similar criteria may be applied to other bulk cargo like iron ore, steel and food grains to promote coastal shipping, it added.
MFN duty of 50% and 100% continues to be applicable on US apples and walnuts as only additional 20% duty is removed
NEW DELHI: With the decision to resolve six outstanding World Trade Organisation (WTO) disputes between the US and India through Mutually Agreed Solutions in June 2023, India has withdrawn additional duties on eight US origin products, including apples, walnuts and almonds vide notification number 53/2023 (Custom).
Additional duties of 20% each on apples and walnuts and Rs 20 per kg on Almonds were imposed on the US's products in 2019 over and above the Most Favoured Nation (MFN) duty as a retaliation to the US's state protectionist measure of increasing tariffs on certain steel and Aluminium products. These additional duties imposed by India on US-origin products have been withdrawn as the US agreed to provide market access to Steel and Aluminium products under the exclusion process. There is no reduction on the Most Favoured Nation (MFN) duty on apples, walnuts and almonds, which still applies to all imported products, including USorigin products, at 50%, 100% and Rs 100 per kg, respectively
Further, DGFT, vide its notification number 05/ 2023 dated 8 May 2023, made an amendment in import policy for Apples under ITC (HS) 08081000 by applying MIP (Minimum Import Price) of Rs 50 per Kg for imports from all countries except Bhutan. Therefore, this MIP will also apply to apples from the US and other countries (excluding Bhutan). This measure would protect against
the dumping of low-quality apples and from any predatory pricing in the Indian market.
This measure will not result in any negative impact on domestic apple, walnut and almond producers. Rather, it will result in competition in the premium market segment of apples, walnuts and almonds, thereby ensuring better quality at competitive prices for our Indian consumers. Thus, the US apples, walnuts and almonds would compete on the same level playing field as all other countries.
The market share of the US apples dwindled as other countries benefited from the imposition of additional retaliatory duties on the US apple and walnut imports. This is evident in the increase of apple imports from countries besides the US, from US$ 160 million in FY 2018-19 to US$ 290 million in FY 2022-23. Turkey, Italy, Chile, Iran, and New Zealand emerged as prominent apple exporters to India, effectively acquiring the market share once held by the US. Similarly, in the case of walnuts, the imports increased from US$ 35.11 million in FY 2018-19 to US$ 53.95 million in FY 2022-23, and Chile and UAE became the largest exporters to India
In the last three years, the import of almonds has been about 233 thousand MT, while domestic production is only 11 thousand MT, and India is highly dependent on imports. CBIC disposes off 11,284 grievances & 2,082 public grievance appeals between Nov. 22 & August 23 under Special Campaign 2.0 for Swachhata
NEW DELHI : The Central Board of Indirect Taxes and Customs (CBIC) participated with great vigour in the Special Campaign on Disposal of Pending Matters (SCPDM), from November, 2022 to August, 2023. The special focus of the campaign was disposal of VIP references and Public Grievances. 80 VIP references, 11,284 Public Grievances and more than 2,082 Public Grievance Appeals were disposed off during this period. Moreover, a nation-wide cleanliness drive was also organised across all field offices of CBIC. 195 outdoor campaigns have been conducted till now
During the campaign period, about 1 lakh files were reviewed, out of which about 86,000 files were weeded out. Over the course of the year, due to continuing efforts, CBIC has largely transitioned over to e-Office due to which the number of physical files have been reduced to minimal.
Another identi ed area of focus was disposal of old/unused office equipment and scrap material and thus freeing up additional space. During the campaign period from November, 2022 to August, 2023, approx. 9,909 sq. ft. of space freed up by disposing of unused material/scrap. Theadditionalspacesocreatedwasputtoproductiveuse.
In order to give further impetus to the exercise, in line with the priorities of the Government, CBIC will undertake the Special Campaign 3.0 from 2nd October to 31st October 2023 for institutionalising Swachhata (cleanliness) and minimising pendency of identified items of work. CBIC, along with its field offices across India shall strive to dispose of the identified references/ issues during the campaign phase 2nd-31st October, 2023 CBI

Gati gears up to meet festive season demand surge with enhanced service delivery capabilities
