Licence-free import of laptops only till October 31
NEW DELHI: The Government has received interest from companies such as HP and Dell towards its new and upgraded production-linked incentive scheme for IT hardware manufacturing and has made it clear t h a t t h e r e w i l l b e “ n o m o r e extensions” beyond the October 31 deadline for those selling laptops in India through the import route without a licence.
A t o p s o u r c e i n t h e I T & electronics ministry told that the government remains firm on the deadline by when licence-free
imports will be allowed, even when there is demand from the industry to extend the relaxation by around 9-12 months. “From November 1, the new rule that mandates a licence for importing laptops and tablets to India will come into play. This date will be maintained,” the source said.
After mandating a licence for import of laptops and tablets to the country on August 3, the government had decided to defer the decision till October-end, amid fears that curbs could limit supplies in the market during the festive period.
T h e G o v e r n m e n t h a d t h e n stepped into damage control mode as top companies such as Samsung, Apple, HP and others were forced to stop shipments into the country as they needed a licence to keep the supply chain going. The government had given a notice of just over 12 hours before putting in place the new regime, which faced flak from several quarters There was discomfort in sections of the industry as well as on social media that the Government was trying to drive in a licensing regime through an “ad-hoc decision”.

HMM reports stable net income in H1 2023 amid unfavorable market condition
SEOUL : • The revenue stood at KRW 4,212 billion with an operating profit of KRW 467 billion in H1 2023
• The net profit was KRW 610 billion, with a margin of 14.5% in H1 2023.
• For the second quarter, revenue and operating profit came to KRW 2,130 billion and KRW 160 billion, respectively Net profit reached KRW 313 billion.
• The financial structure has remained strong HMM’s debt-to-equity ratio slightly improved to 24% in June 2023 from 26% in December 2022.
1. Financial Results (Consolidated)
supply chain normalization at major ports and inland regions. The cascading effect of larger vessels from the main east-west trades to smaller lanes intensified the imbalance between supply and demand.
• Consequently, the freight rates in most key trade lanes have been under downward pressure during H1 2023. The Shanghai Containerized Freight Index (SCFI) in H1 2023 was 976 points on average, significantly down 78% from 4,504 points in H1 2022.
• In the case of Transpacific trade, we expect to see a gradual recovery in cargo volumes as a rebound in inventory restocking and a soft landing for the U.S. economy are likely to come to fruition, with no drastic changes in the supply side in the near term.
2. Outlook & Plans
• The container shipping industry has been experiencing an overcapacity, mainly led by the influx of new containerships ordered during the pandemic and
• HMM will continue to carry out service adjustments such as introducing the FIM (Far East Asia, India and the Mediterranean Sea) routes, cost-cutting measures and enhance operational efficiency to cope with market uncertainty.
CMA CGM on track to overtake Maersk in TEU capacity : Alphaliner
LONDON: A few years ago, it would seem impossible that Maersk will be in third place in the ranking of the world’s largest container lines, but according to current data, this will be the reality of the industry in the next years.
French ocean carrier CMA CGM is on track to overcome the Danish shipping company and become the second-largest container carrier in terms of vessel container capacity
The current box capacity of the Maersk fleet stands at 4,149,918 TEUs with a 15 2% market share, while CMA CGM holds 12.8% of the market with 3,514,318 TEU capacity
According to Alphaliner data, CMA CGM has the second-largest orderbook after MSC, while Maersk has
Therefore, if there are no drastic changes in newbuilding orders from the two shipping giants, the Marseille-based ocean carrier is expected to climb to the second place, once it receives its new vessels.
not invested as heavily as its competitors in newbuilding container ships. In particular, CMA CGM expects to add 1,211,371 TEUs to its overall fleet capacity from its current orderbook which includes 117 ships, while Maersk will enhance its capacity with only 404,800 TEUs from 33 new vessels
It is known that Maersk has decided to proceed with an integration s t r a t e g y i n recent years, so the company m a y h a v e w i l l i n g l y stepped back o n t h e n e w b u i l d i n g programme to focus more on other areas and activities. So far, that strategy doesn’t seem to have paid off for the Copenhagen-based company. It will be interesting, however, to see if Maersk will continue to follow that strategy or decide to make some changes after the weaker financial results.

high Ship deliveries boost Container Fleet Capacity by 4.3% : BIMCO
Record
OSLO: The contracting of new ships has slowed since its record in 2021 but has year-to-date remained twice as high as during the 2010s. The 1.3 million TEU contracted so far this year has therefore kept the order book high, only 3,000 TEU short of the record 7 6 million TEU reached in March 2023.
The order book is in fact so large that ship deliveries are expected to exceed the previous full-year record of 1.7 million TEU three years in a row Based on current estimated delivery dates, a total of 2.4, 2.9, and 1.9 million TEU are expected to be delivered in 2023, 2024 and 2025 respectively Recycling of ships is also expected to increase in the coming years. More energy efficient ships will replace less efficient ones as owners aim to reduce greenhouse gas emissions.
Despite recycling of older ships, the fleet is still expected to grow by approximately 4 5 million TEU between early 2023 and early 2025, increasing the fleetcapacitybynearly18%
The increase in fleet capacity comes at a time when current trade growth in many key regions is declining and global economy growth prospects for the coming years are weakening.
According to Container Trades Statistics, total global container volumes during the first half of 2023 fell 4.3% yearon-year and ended only 0.2% higher than during the first half of 2019. The all-important head-haul and regional trade lanes fell a combined 4.9% year-on-year but remained 3.1% higher than during the first half of 2019.
Fortunately, the head-haul and regional trade lanes improved in the second quarter as volumes fell 2.0% year-on-year and were 5.3% higher than in 2019.
Highlighting the current time charter and freight rate market weakness, head-haul and regional
trade volumes have grown 5 3% compared to Q2 2019 while fleet capacity has grown 17% Future supply growth may be tempered by reduced sailing speeds but further fleet capacity growth of about 15% in the coming year and a half underlines how supply side growth will remain a challenge for ship owners and operators.

Non-tariff barriers emerging as potent tool to disrupt legitimate textiles trade: AEPC
CHENNAI: Non-tariff barriers (NTBs) are gradually emerging as a potent tool to damage and even disrupt legitimate textiles trade, apparel export promotion council (AEPC) said on Thursday. As many as 131 NTB notifications are issued related to the textile sector since 2019 with Uganda at the top position with 71 notifications, it said.
It was followed by Ecuador (10), China (8), Taiwan (7), Israel (5), USA (4), and Peru (3).
T h e s e b a r r i e r s i n c l u d e c e r t i f i c a t i o n s , i n s p e c t i o n s , regulations, standards, SPS (sanitary and phytosanitary – related with plants and animals) measures, and
technical barriers to trade (TBT). These measures are by and large in conformity with the rules of the World Trade Organisation (WTO).
But when these measures are used unfairly, in violation of WTO agreements to discriminate against imports and restrict market access, then they become non-tariff barriers hampering legitimate trade.
The council has organized a webinar on emerging non-tariff barriers in the apparel export sector with an aim to sensitize the industry about the issue.
Mithileshwar Thakur, Secretary General, AEPC, said: “NTBs have slowly but surely emerged as a potent
tool to damage and even disrupt legitimate trade.”
Of late, innovative ways were b e i n g e x p l o r e d b y d e v e l o p e d economies like the European Union to restrict imports from developing countries, he said.
Legislations like CBAM (Carbon Border Adjustment Mechanism) and E U D R ( E U D e f o r e s t a t i o n Legislation) are violative of WTO agreements and bound to make Indian exports to the EU less competitive, he added.
“Ways and means need to be explored to handle the challenges arising out of these legislations,” Thakur said.
Growth in services exports slowing amid weak external demand: RBI Governor
MUMBAI: Merchandise trade deficit has narrowed in Q1 of 2023-24 with contraction in imports exceeding contraction in exports, Reserve Bank of India (RBI) Governor Shaktikanta Das said recently
“Services exports and remittances are, however, expected to provide cushion to the current account deficit. We, therefore, expect CAD to remain eminently manageable during the current financial year also,” he said. “Merchandise exports and non-oil, non gold imports contracted further in June and the growth in services exports decelerated amid slowing external demand ” India’s merchandise trade deficit narrowed to $20 13 billion in June, compared with $22 1 billion in May The trade deficit contracted slightly as the decline in imports was more than the fall in exports.
Merchandise exports stood at $32.97 billion, while imports were $53.10 billion
in June. Merchandise exports were $42 28 billion in June 2022 In the previous month, merchandise exports were $34.98 billion, while imports stood at $57.10 billion.
On the other hand, the estimated value of services export for June 2023 was $27.12 billion, as compared to $26.92 billion in June 2022 India’s overall exports (merchandise and services combined) in June 2023 is estimated to be $60.09 billion, which is -13.16% over June 2022, according to PIB release in July
Overall imports in June 2023 is estimated to be $68.98 billion, which is13.91 % over June 2022. India’s overall exports (merchandise and services combined) in April- June 2023 is estimated to fall 7 29 per cent over April-June 2022 Overall imports in April-June 2023 is estimated to decline 10.18 per cent over April-June 2022, according to the report.
“The slowdown in the world economy and tepid demand in major advanced markets have significantly impacted the engineering exports sector, which has reflected in a sharp decline in shipments Engineering exports from India conceded year-onyear decline for the seventh month in a row in June this year starting from December 2022. While the exporters are exploring new markets, the fiscal and monetary support remain crucial for the sector, which is key to generating jobs and earning forex,” said EEPC India Chairman Arun Kumar Garodia. Meanwhile, the RBI in its monetary policy committee meeting unanimously d e c i d e d t o k e e p t h e r
unchanged at 6.5%.
RBI generally conducts six bimonthly meetings in a financial year, where it decides interest rates, money supply, inflation outlook, and various macroeconomic indicators.

Cont’d. from Pg. 2
The trucks will b e p o w e r e d b y PSA Mumbai’s 6.25MW Open Access Solar Plant, which is expected to be commissioned later in 2023.
This new zero-emission transportation solution is unique to the Indian market and will create an integrated and eco-friendly combination of services from PSA BDP , that delivers greater optionality and connectivity for Dow India and other PSA BDP customers who are seeking more sustainable solutions With the shipping and transportation industry focused on reducing greenhouse gas emissions, corporations worldwide are engaging in more sustainable actions and initiatives to reduce their carbon footprint along the supply chain.
Gearing up for the launch of this new transport solution, PSA BDP has invested in a fleet of electric trucks from a leading EV truck producer in the region to be used for this initiative and other customer collaborations The trucks can carry a fully loaded container up to 200 kilometers, resulting in annual carbon emissions reduction of over 300 tonnes compared to their diesel counterparts. Mr. Pavithran Mkallada, Managing DirectorIndia, PSA BDP noted, “We are extremely grateful to Dow India for their support in this pioneering solution to achieve emissions reduction targets. By leveraging the collective strengths and assets of the PSA Group, we have created a unique zero-emission solution that complements our current eco-friendly rail and intermodal solutions in India for sustainable connectivity We look forward to working closely with Dow and other valued customers to optimize this offering while simultaneously developing additional opportunities to enhance logistics flows.”
Mr Sanjay Sethi, IAS, Chairman of Jawaharlal Nehru Port Authority (“JNPA”) said, “JNPA is pleased to see this renewable power initiative by PSA BDP and PSA Mumbai that provides enhanced sustainable transport solutions for our port users. We are energized to see major shippers lending their early support of this critical project, the first of its kind for ports here in India. JNPA is committed to partnering with forward-thinking organizations like PSA BDP and PSA, as we seek to foster leadership in sustainability and create value for trade. We also aim to contribute to the principles of Blue Economy and Maritime India Vision 2030, and of course, through our Green Port initiative.
