Mr. Piyush Goyal, Union Minister of Commerce & Industry addressing at the Diamond Jubilee celebration event of the Federation of Freight Forwarders’ Associations in India (FFFAI) which was held on June 9, 2023 in New Delhi with the theme “FFFAI Transcending Boundaries”, stated that both collective and individual initiatives can make huge changes in the state of affairs of the Export Import trade eco system to achieve India’s target of becoming developed country in the Amrit Kaal i.e by 2047. Shyam Jagannathan named as New Director General of Shipping

NEW DELHI: Mr. Shyam Jagannathan, an Indian Administrative Service (IAS) Officer of the Assam Meghalaya cadre has been named the new Director General of Shipping, the nation’s maritime administration, the Department of Personnel and Training,accordingtoarecentrelease.

Mr. Jagannathan is currently the Development Commissioner, Santa Cruz Exclusive Export Processing Zone, Special Economic Zone, Mumbai, attached to the Department of Commerce, Ministry of Commerce and Industry. Mr. Jagannathan succeeds Mr. Rajiv Jalota, Chairman, Mumbai Port Authority, who has been officiating as the D G Shipping after the previous incumbentdemittedofficeinFebruary.

Mr. Jagannathan is on Centraldeputation(typicallyfor fiveyears)from31May2021and will have a three-year tenure as D G Shipping. The new head of India’smaritimeadministration will be closely involved in navigating the government’s plan to rewrite the Merchant Shipping Act, 1958 as well as play a crucial role in taking up India’s interests at the International Maritime Organisation (IMO) on matters such as reducing shipping emissionstodealwithclimatechangegoals.

FFFAI is the National Apex Body of the Customs Brokers in India, was established in 1962 with an objective to organise united action to promote Export Import trade interests with professionalism in all its aspects of Customs Brokers and Logistics Service Providersatthenationalandinternationallevel.

Mr. Shankar Shinde, Chairman – FFFAI earlier in his opening address and welcoming the Union Minister of Commerce & Industry; Chairman CBIC, other dignitaries, guests and FFFAI members emphasised on the effective relationship with the Government and was appreciated CBIC support with regular interactions on tradefacilitationsandpolicymatterforquickandhasslefree cargo clearance across the country. He also pointed out FFFAI’s active role in the National Committee on Trade Facilitation (NCTF) formed by the government and International North South Transport Corridor (INSTC)&TIRconventionrecommendationandproject executed in partnering initiatives with the Government to promote India’s international trade. “The 60 years’ journey of FFFAI demonstrates the rich history of FFFAI. The Diamond Jubilee event of FFFAI gives an opportunity to honour the past performance and envisiontheprospectsforfraternitygrowthcontributing to the Nation’s growth. The FFFAI Chairman stated that the Federation will continue with its endeavours to empower Customs Brokers and logistics service providers providing international platforms of FIATA and IFCBA for networking. He also highlighted that with continual

training programmes through FFFAI’s Training Institute Indian Institute of Freight Forwarders (IIFF) the logistics fraternity is being benefited in terms of enhancementofoperationalskill.

On the occasion, FFFAI also signed MoUs with JAPAN Customs Brokers Association & Service Export Promotion Council (SEPC) to exchange information and impart training to the CBs and their staff.

Mr Shinde conveyed gratitude to all the members, stakeholders & Government Agencies in partnering with FFFAI to achieve this milestone of 60 years’ successful journey, celebrating Diamond Jubilee in thecapitalcity,NewDelhi.

He also acknowledged the vision of FFFAI’s Founder Members, the important role played by Founders, Advisors & past Chairmen, Office Bearers, Executive Committee Members and thirty Member Associations in achieving this height for FFFAI’ssuccessandhopedtohavetheirdreamfulfilled.

In his address, Mr. Amit Kamat welcomed all dignitaries, guests and 30 FFFAI Member Associations and expressed his gratitude to make this event a grand success. He also pointed out the growing importance of the Customs Brokers/Freight Forwarders in building thenationaleconomyandemploymentgeneration.

Mr. Dushyant Mulani concluded the Diamond Jubilee ceremony by proposing a vote of thanks. He appealed to the industry stakeholders to achieve the target set by the Government to make India a developed Country by 2047 and ‘Atmanirbhar Bharat’ through exponential growth as envisioned by the Hon’blePrimeMinisterofIndia,ShriNarendraModi.

India, UAE Central banks discussions on rupee-dirham trade progressing very fast: Piyush Goyal

NEW DELHI: Discussions between the central banks of India andUAEonpromotingbilateraltrade in the rupee and dirham to reduce transaction cost is progressing at a “very” fast pace, Commerce and IndustryMinisterPiyushGoyalsaid.

India and the UAE already implemented a free trade agreement (FTA) in May last year to give a boost to bilateral trade and economic ties. The central banks of both countries arediscussingthestandardoperating proceduresandmodalities.

ThesetalkswerestartedinMarch 2022, and now “it is about a year since then, but both the countries have made significant progress,” Goyal toldreportershere.

The RBI and the Central Bank of the UAE have been in a “very active” dialogue, and the finance ministry here is also “very” supportive and

handling the entire issue, hesaid.

“I am sure that given the high level of engagement on both sides, not only on Rupee-Dirham trade but also on other digital technologies becoming part oftheIndiaUAEframework. I think we have very good things, which will be offered to both the nations in the coming months,”headded.

When asked about the timeline for this, he said the talks are “progressing at a very fast pace”. Goyal also said that as far as dirhamrupee bilateral trade is concerned, currently, both sides are looking at trading between the two countries only. “Once that gets operationalised, we will see whether there is a potential to expand that further,” headded.

TheAEOprogrammeisakeypartof a framework meant to ensure supply chain security standards which recognises the significance of a closer partnershipbetweencustomsandother stakeholdersfromthetrade,Johrisaid.

The AEO programme offers certain privileges to accredited merchants and businesses, which include quicker clearance of shipments at ports, lower inspection rates, quicker tax refunds, facility for deferred duty payment and acceptance of self-declaration of origin ofgoods.

The idea is to let businesses carry

outcross-bordertradewitheasebyfirst establishing their credentials by processing documents online and by physical verification. A number of measures have also been taken to enable ease of compliance, such as doing away with the need to furnish physical copies of documents for AEO applications,theupdatesaid.

“As a result of these measures, the average processing time of AEO applications has come down from 160 days in November 2022 to 104 days in March 2023. In the last financial year, a total of 1089 entries were added to the AEO base,” Johri said in the update,

adding that there are 5370 accredited businesses as of April and represented imports valued in excess of Rs. 1.72 trillion. “This corresponds to about a quarter of all Bills of Entry filed in2022-23,”theupdatesaid.

India is currently in talks with other countries for mutual recognition of the AEO scheme. According to a report, India is actively seeking to strike deals with the UAE, Australia, Russia, Japan and the East African Community, under whichthehighlyvaluedtradeprivileges given to trusted exporters, importers and logistics players in one country will behonouredbytheotherCountry.

PM Gati Shakti : A new MMLP to be set up at Pithampur, Indore for Rs 900 Cr

Anurag Jain said in a meeting, that the government is planning to develop a multi modal logistics park (MMLP) near Pithampur, Indore in the Sagor village of the Dhar district. He revealed that the park will be spread over 255 acres, to be developed at a cost of overINR900crore.

Indore is known as the Commercial capital of Madhya Pradesh due to rich ecosystem, fertile soil and highquality workforce.

ThePMGatiShaktiNationalMaster Plan is working towards creating an efficient, multi modal and sustainable supply chain ecosystem in India, which is at par with the global standards. TheupcomingMMLPwilltakecuefrom theprinciplesoftheNMP.

Jain said that the MMLP is to be built through a Special Purpose Vehicle (SPV) which will operate on a partnership between the National Highways Logistics Management Limited (NHMNL), the Madhya Pradesh Industrial Development Corporation (MPIDC) and the Rail Vikas Nigam Ltd. (RVNL). NHMNL has alreadydepositedINR177toMPIDCfor

acquiring the land for the project, and RVNL will commission a 6 km long railway line to provide rail connectivity totheMMLP.

TheMMLPwillbedeveloped by GR Infraprojects Ltd., and construction is likely to start in September. The site is strategically located near Pithampur industrial area, the city’s apparel and pharma cluster and abuttingtheIndoreTihi-Dahodrailline, as well as proposed Mhow ring road, at 30 kms from Indore Airport and Indore city. The estimated total project cost is Rs1110.58Crore.

The development of the MMLP has beenplannedinthreephasesandtarget completion of Phase-I is 2 years i.e., by 2025 leading to commercial operations. It will cater to about 12.79 million MT cargo in the horizon period of 45 years andwillgivehugeboosttotheindustrial zones in the catchment region such as Indore,Ujjain,Dewas,Dhar,Pithampur, Khandwa and Barwani. It will create lot of employment opportunities and bring in economic development in theregion.

Jain also shed light on the progress of the Delhi-Mumbai expressway during the review meeting. He said that it is expected to be completed by December 2024, making it India’s longest expressway and one of the fastesttobebuiltanywhereintheworld. It will be connecting together Delhi, Haryana, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra, and will reduce the travel time from Delhi to Mumbaifrom24hoursto12hours.

The eight-lane access-controlled greenfield expressway, whichhasscope for expansion to 12 lanes, will also connect 93 PM Gati Shakti economic nodes, 13 ports, 8 major airports and 8 multi-modal logistics parks along with spurs to new upcoming greenfield airports such as Jewar Airport, NaviMumbaiAirportandJNPTport.

India to cap sugar exports until H1 2024 as El Nino looms- Govt sources

NEW DELHI: Concerns over the dent in production due to El Nino weatherpattern,theIndianGovernment is likely to not consider allowing sugar exports until at least the first half of the nextseason.Thisisexpectedtoliftglobal sugar prices which are trading near multi-year highs. A Senior Government official who did not want to be identified in line with official rules told Reuters that “the weather is a big negative factor. Last year, despite good monsoon rains, sugar production fell. This year, with El Nino, we can’t take the risk of allowingexportsearly.”

Meanwhile, another Government official explained that in any sugar season, it takes at least a few months to get a clear idea about production, and that’s why the mills will wait until there’sanabsolutelyclearpictureabout production. As far as exports are concerned, the official added, “We will notbeinanyhurryatall.”

Generally, the country decides the amount of sweetener mills could export on October 1st, before the onset of the newmarketingyear.

As per the report, the latest delay in shipments from India due to El Nino

could support global sugar prices tradingnearmulti-yearhighs.

The sugar industry witnessed an outputof36milliontonnesatthestartof the current sugar season to Sept. 30, 2023. However, this has squeezed down to32.8milliontonnes.

Further, the reports added that owing to lower output, India allowed exports of 6.1 million tonnes for this season.

In the season from 2021/2022, more than 11 million tonnes were exported from the country which is an all-timehigh.

Consignee expecting import cargoes on the captioned vessel are requested to present the ORIGINAL BILLS OF LADING duly discharged and obtain delivery orders. In the event of Mumbai Port Trust directing the shifting of the cargo from quay to a storage area within the docks, the same will be undertaken by the vessel agents at the consignees risks and costs.

"Stamp duty" is payable as per the directive of the Superintendent of stamps.

PM chairs high level meeting to review preparedness on Cyclone ‘Biparjoy’

NEW DELHI: Prime Minister, Shri Narendra Modi chaired a high-level meeting to review the preparedness of Ministries/Agencies of Centre as well as Gujarat to deal with the situation arising outoftheimpendingCyclone‘Biparjoy’.

Prime Minister directed senior officerstotakeeverypossiblemeasureto ensure that people living in vulnerable locations are safely evacuated by the State Government and to ensure maintenance of all essential services such as Power, Telecommunications, health, drinking water etc. and are restored immediately in the event of damages caused to them. He also directedthatthesafetyofanimalsshould also be ensured. He further directed for 24*7functioningofcontrolrooms.

During the meeting, India Meteorological Department (IMD) informed that Cyclone ‘Biparjoy’ is expected to cross Saurashtra & Kutch between Mandvi (Gujarat) and Karachi (Pakistan) near Jakhau Port (Gujarat) by noon of 15th June as a very severe cyclonic storm with maximum sustained wind speed of 125-135 kmph gusting to 145 kmph. It is likely to cause

heavy rainfall in the coastal districts of Gujarat, including extremely heavy falls in Kutch, DevbhumiDwarka&Jamnagar and heavy to very heavy rainfall at a few places over Porbandar, Rajkot, Morbi & Junagarh districts of Gujarat on 14-15 June. IMD informed that it has been issuingregularbulletinssincetheonset of the cyclonic system on 6th June with the latest forecast to all the States and agenciesconcerned.

It was also informed that the Ministry of Home Affairs (MHA) is reviewing the situation 24*7 and is in touch with the State Government and theCentralAgenciesconcerned.NDRF has pre-positioned 12 teams, which are equipped with boats, tree-cutters, telecom equipment etc. and has kept 15teamsonstandby.

Indian Coast Guard and the Navy have deployed ships and helicopters for relief, search and rescue operations. Air Force and Engineer task force units of the Army, with boats and rescue equipment, are on standby for deployment. Surveillance aircraft and

helicopters are carrying out serial surveillance along the coast. Disaster Relief teams (DRTs) and Medical Teams (MTs) of Army, Navy and Coast Guardareonstandby.

PMwasalsobriefedaboutmeasures taken by Government of Gujarat to deal with the cyclone. Review meetings with the district administration have been held at the level of Chief Minister and the entire state administration machinery is geared up to meet any exigency situation. Also, Cabinet Secretary and Home Secretary are in continuous touch with the Chief Secretary of Gujarat and Central Ministries/Agenciesconcerned.

The meeting was attended by the Home Minister, Principal Secretary to PM, Cabinet Secretary and other senior officers.

WASHINGTON: Karl Mehta, Chairman of Quad Investment Network (QUIN) along with Alex Trueman, the Network’s Special Advisor is reportedly inWashingtonDCformeetingtheBiden administration officials following the recent Quad Summit in Japan, ahead of the official State visit of the Indian Prime Minister Narendra Modi to the UnitedStates.

Karl Mehta, Chairman of the Network has opined that India has an opportunity to emerge as the second big manufacturing base next to China. He said,India,duetoitstalentbasecanplay a leading role in the technological areas identifiedascriticalbytheQuadnations.

The Quin, officially launched on May 20, 2023 is a network of investors and executives across Quad countries, that seeks to foster co-investment in critical technologies.

According to Mehta, Quad Investment Network has identified nine technological areas which are very critical, both from a supply chain perspective, as well as from establishing or maintaining the Quad leadership in those technologies. These areas include semiconductors, clean energy and critical minerals, quantum technologies, mobility like 5G or 6G, cyber security, health tech, biotech, defence tech, and space tech. Accordingtohim,inthesetechnologies, India is a technology powerhouse. The United States, Japan and Australia are very advanced in their technology & India is a collaborator in these technologies. According to him, India has a huge opportunity to play a role in

every one of these nine technology areasidentifiedbytheNetwork.

Steps to reach the potential by the ManufacturingSector

Raisingproductivity

To become globally competitive, India’smanufacturingvaluechainsmust raise productivity of their workers closer to global standards. The report points out, while other developing economies such as China have managed to catch up with the advanced economies in capital productivity, India’s capital is only about two-thirds as productive as China’s. Increase in productivity through policy reforms creating better infrastructure and logistics would help Indian manufacturing become more productive, helping them to offer more value-added goods with higher product quality, better packaging, and stronger brands.

According to the report, Policy reforms could also help other opportunities for Indian manufacturers to boost their productivity by offering more value-added goods with higher product quality, better packaging, and stronger brands, ensuring them to command higher prices with better returns, in turn helping them to attract more capital, enabling them to reinvest theircapitalsurpluses,ratherthanseek outsideinvestment.

According to the report, while India’s established manufacturing value chains possess the technology and know-how they need to compete with overseas competitors, the lessdeveloped value chains do not.

The report suggests that the manufacturers themselves must source technology through acquisitions and alliances. The government can also help create a stable framework of timebound and conditional localisation incentives to attract global companies to set up operations in India, either independentlyorwithalocalpartner.

AccessingCapital

The availability of capital, according to the report will be the single-biggest booster to increasing India’s manufacturing GDP. However, while financial reforms would help stable, cash-generating manufacturers attract low-cost domestic capital from longterm savings pools, such as pension funds and insurance, these savings pools alone cannot meet the requirement of the Indian manufacturing companies. They therefore will also have to tap other sources,accordingtothereport.

Epilogue

India, according to Karl Mehta of QUIN as also the McKinsey Global Institute report, has an opportunity to raise its manufacturing competitivenessandbecomeasupplier, notonlytoitslargeconsumingclass,but also to the global markets, emerging as a second big manufacturing base, next to China. Focussing on eliminating roadblocks in the chosen value chains therefore holds great promise for bringing together the manufacturers, raising productivity, securing superior know-how, and generating higher returns on capital, with the government support.

Maersk secures green methanol for maiden voyage of World’s 1st methanol-enabled Container vessel

COPENHAGEN:

A.P. Moller - Maersk (Maersk) hassuccessfullysecuredgreen methanol for the maiden voyage of the world’s first methanol-enabled container vessel. Achieving this greenfuelmilestoneisasignificantstepforthecompany and the industry’s efforts to reduce greenhouse gas emissions.

Maersk has signed a deal with Dutch producer OCI Global on the delivery of green1 bio-methanol for the maiden journey. The 21,500 km trip from Ulsan, South Korea to Copenhagen, Denmark -- more than halfway around the globe – will provide real operational experience for Maersk seafarers handling the new engines and using methanol as fuel, as the company prepares to receive a fleet of new, large ocean-going methanol-enabledshipsfrom2024.

OCI produces its green methanol at a US-based facility by using captured biogas from decomposing organic waste in landfills. The biogas is upgraded to biomethane and injected into the gas grid and the methanolisproducedfromthebiomethaneinthegridon a mass-balance basis. This way, green methanol can be produced in existing facilities using existing infrastructureandplantsenablinga quick production. The method can contribute to a greener gas grid while capturing harmful methane emissions that would arise from the waste feedstock if left untouched. OCI’sgreenmethanoliscertifiedby International Sustainability & Carbon Certification (ISCC) in accordance withthe EU Renewable EnergyDirective.

The green methanol market is still in its infancy and franklywehadnotexpectedtobeabletosecureamaiden voyageongreenmethanolforthisvessel.So,wearevery proud to have achieved this significant milestone. We expect a diverse green fuel mix for the future, with green bio-methanol from biomass waste being available now,” said, Morten Bo Christiansen, HeadofEnergyTransition,A.P.Moller–Maersk.

To meet the ambitious 2040 target of net zero greenhouse gas emissionsintime,A.P.Moller-Maerskaimstotransport a minimum of 25% of Ocean cargo using green fuels by 2030, compared to a 2020 baseline. The 2,100 TEU (twenty-foot-equivalent) landmark methanol-enabled feeder vessel is an important step toward the long-term objective of gradually renewing the entire fleet to operatesolelyongreenfuels.

Maersk expands Operations at Jeddah Port

RIYADH: The Saudi Ports Authority (Mawani) has announced the addition of AE12 and AE7 shipping servicestoJeddahIslamicPortbylogisticsgiantMaersk as part of efforts aimed at connecting the Kingdom to global markets and unlocking new investment opportunities.

With a capacity of 18,000 TEUs and 12 vessels, the AE7 route includes 15 port calls at Ningbo-Zhoushan, Shanghai, Nansha, Yantian, Tanjung Pelepas, Colombo, Tangier, Hamburg, Antwerp, Le Havre, Felixstowe, London Gateway, Salalah,Khalifa,andJebelAli.

On the other hand, the AE12 service links Jeddah to 13 global hubs across Southern Europe, Africa, and East Asia throughafleetof12shipsofferinga15,000TEUcapacity.

Sarbananda Sonowal deliberates with Stakeholders to unlock export-import potential of Dhubri Port

NEW Delhi: Union Minister of Ports, Shipping & Waterways and Ayush, Shri Sarbananda Sonowal participated in the Stakeholders Meeting aimed at unlocking the Export Import trade potential of Dhubri port atDhubri,Assamtoday.OrganisedbytheInlandWaterways Authority of India (IWAI), the meet was attended by senior officials of IWAI, including Sanjay Bandopadhyay, Chairman, IWAI as well as Inland Waterways Transport, Government of Assam along with stakeholders & business groups from Bangladesh and Bhutan. The meeting discussed various issues plaguing the smooth operation of the port as well as other limitations faced by the business interestgroupstooptimallyusetheDhubriport.

Speaking on the occasion, the Shri Sarbananda Sonowal said, “Under the dynamic leadership of Prime Minister Shri Narendra Modi ji, we have been working constantly to improve the transportation sector of the country. A new warehouse as well as a new road are also being consideredtobebuiltatDhubriportwhichwillnotonlymakeit an attractive proposition but also allows our stakeholders an opportunitytounlockmutualgrowthintheregion.”
