VISAKHAPATNAM : Andhra Pradesh,withacoastlineof974km,is fast tracking its port (non-major port) development. The work on the upcoming four new ports in Andhra Pradesh involving an investment of aboutRs.12,000croreisinfull-swing, according to a senior official of Andhra Pradesh Maritime Board (APMB).
“We expect the four new ports of Ramayapatnam, Bhavanapadu, Kakinada Gateway port and Machilipatnam to be operational by theendof 2024. Thiswillgiveamajor boost to the social and economic development of the State,” RavindranathReddy,DeputyChief ExecutiveOffice,APMB, said.
The construction of Ramayapatnam port is going on at a brisk pace after the foundation stone was laid by Chief Minister Shri YS Jagan Mohan Reddy in September. The financial closure for Machilipatnam port has almost been completed while for Bhavanapadu port, the land acquisition and the
financial closure are in the final stages,theofficialsaid.
“To spur the speedy economic development, except Kakinada Gateway Port, the remaining three ports are being taken by the State government itself. After the bifurcation, Andhra Pradesh is left with coast line and agriculture, and hence these are our focus areas,” Reddysaid.
These ports are being developed with a huge land complex so that
industrial investment can be attracted to the State in view of the lowcostofwatertransportinrelation toothermodes,headded.
After the completion of the four upcoming ports, Andhra Pradesh will have seven ports including Gangavaram, Kakinada and Krishnapatnam. The State has plans to develop a port or fishing harbour every 50 km along its coast to generateemploymentaswellasspur economicgrowth.
NEW DELHI: The Government has asked trade bodies and banks to explore opportunities for trade in rupee with more countries after having facilitated rupee trade with Russia,MauritiusandSriLanka.
The Indian banks have already opened Special Vostro Rupee Accounts(SVRA)withbanksofthese three nations, operationalising the rupeetradearrangement.
SBI Mauritius Ltd and People’s Bank of Sri Lanka opened an SVRA with State Bank of India (SBI). In addition, Bank of Ceylon opened an account in its Indian subsidiary in Chennairecently.
Union Bank of India has opened special rupee account of Ros Bank Russia while Chennai-based Indian Bank has opened such accounts of three Sri Lankan banks, including Colombo-based NDB Bank and SeylanBank.
In all 18 such special rupee accounts have been opened by 11banks,including2ofRussiaandone
of Sri Lanka, following approval from the Reserve Bank of India (RBI). TheRBIissueddetailedguidelineson cross-bordertradetransactionsinthe domesticcurrencyinJuly.
In a recent review meeting with stakeholders, sources said, the finance ministry asked stakeholders to explore more countries and establish this mechanism as part of its plans to expand bilateral trades through SVRAs and internationalise indigenouspaymentmodes.
Following the Russia-Ukraine war and the sanctions imposed by the West, India has been trying to promote rupee trade. Since July, Sberbank and VTB Bank — the largest and second-largest banks of Russia, respectively — are the first foreign lenders to receive approval after the RBI announced the guidelines. The RBI, as per the guidelines, decided to put in place an additional arrangement for invoicing, payment, and settlement ofexports/importsintherupee.
Another Russian bank Gazprombank, which does not have its branch in India, has also opened this account with Kolkata-based UCOBank.
The move to open the special vostro account clears the decks for settlement of payments in rupee for trade between India and Russia, enabling cross-border trade in the Indian currency, which the RBI is keentopromote.
The RBI has allowed the special vostro accounts to invest the surplus balance in Indian government securities to help popularise the new arrangement.
“Indian importers undertaking imports through this mechanism shall make payment in INR (Indian Rupee), which shall be credited into the special vostro account of the correspondent bank of the partner country, against the invoices for the supply of goods or services from the overseas seller/supplier,” reported RBI.
NEW DELHI: Indian exporters areexpectingshipmentstoRussiato be settled in Rupees next week, the first time the new system will be tested since the Reserve Bank of Indialauncheditmonthsago.
This comes in the backdrop of increased inquiries from sanctionshitRussiaforproductssuchasdrugs and automobile parts as the war in Ukraineentersits10thmonth.
“A number of issues have been sorted out. Exporters and importers have begun approaching banks for opening of the accounts,” Federation of Indian Export Organisations (FIEO) Director General Ajay Sahai said. “So, trade settlement with Russia under the new payment system is expected from next week for some shipments. The difference with Iran is that India is not importing oil and fertilizers (from Iran) like we are doing with Russia; so, the vostro account is dry. SimilarkindsofsanctionsareonIran too,”Sahaiadded.
Thisassumessignificanceamida widening trade gap between Russia and India. While Russia has swiftly become India’s top oil supplier, Indian exports to the sanctions-hit country are declining as exporters are wary of western sanctions and the lack of a smooth payment mechanism.
“As of now, five to six banks have been allowed to open vostro accounts to facilitate international trade settlement in rupees. Besides, about 10-11 vostro accounts have been opened. For instance, there are six vostro accounts opened in IndusInd Bank which means six different Russian banks have opened accounts in the bank,” a Government official saidontheconditionofanonymity.
ItwasreportedearlierthatIndian exporters are having to bear an increaseinthecostofshippinggoods to Russia with state-run Sberbank charging a 4% premium on settling these trades, at a time India’s trade deficitwithRussiahasballooned.
“When rupees accumulate in a bank, converting it to a desirable foreign exchange and taking it back tothehostcountry—Russia—istheir responsibility. Sometimes, this conversion—rupeetodollarordollar to ruble —might prove to be costly due to currency fluctuation. But as and when the exports grow, they won’tfacetheconversionrisk.Atthat time, the premium should come down,”theofficialadded.
Sahai of FIEO said there have been a lot of inquiries. “Russia requires almost everything under the sun. But these are just inquiries atthestage.Howmanywilltranslate into an order will depend on a
number of factors. Because right now, they are exploring if we can supply the product or not. There are other countries looking into the business. So cost, competitiveness and several factors will play a role. Indian exporters have a diversified market;so,whenevertheytakeacall, they will factor in all the issues. They have exposure in Europe and the US. Russian importers have only shared the product list and not the quantity,”Sahaiadded.
“With Russia, our imports are 10 times the exports. But there is a very good chance of increasing our exports to Russia. That’s because when they are holding much of the Indian rupees, either they will want toinvestincapitalinIndiaortheywill increase our exports,” the official citedabovesaid.
Between April and September, India’s exports to Russia stood at $1.29 billion, compared with $3.25 billion during the last financial year. Imports from Russia, however, have grown five-fold in the first five months of the fiscal to $17.23 billion.Exporters have also sought development of an Indian shipping line, as Indian exporters are dependent on foreign shipping lines repatriated over $80 billion as transport services in the calendar year2021.

PIPAVAV: APM Terminals Pipavav welcomed the first call of “Shaheen Express” at the port in early December. The weekly service, operated by Maersk will rotate among the ports of Jebel Ali – Dammam – Jebel Ali – Mundra –Pipavav – Jebel Ali. The service will provide the transit time of 2 days to Jebel Ali and 4 days to Dammam there by offeringoneofthefastesttransittimestotheGulfmarkets.
The trade between two regions have gone up after the India-UAE Comprehensive Economic Partnership Agreement (CEPA) entered in May 2022. Electronic items, perishable foodstuff, textile, apparel and chemicals are commodities which will primarily benefit from the new service connecting western countries through Global Feeders.

Representatives from DPIIT, the Ministry of Commerce & Industry, the Government of India, Maharashtra Maritime Board, & the Government of Maharashtra, were the speakers at the zonal conference. They were welcomed by Shri Sanjay Sethi, IAS, Chairman, JNPA, and Shri Unmesh Sharad Wagh, IRS, in the presence of all the JNPA officials, Terminal Operators,andindustryprofessionals.
Addressing the zonal conference on implementing a Comprehensive Logistic Action Plan (CLAP) with context to adopting the National Logistic Policy (NLP), Shri Sanjay Sethi, IAS, Chairman, JNPA, said, “The National Logistics Policyisthepath-breakinginitiativewiththepotentialtobring the much-required transformation in the logistic ecosystem.
TheNLPaimstobreakthesilosandintegrateallthesectors& agenciestoreducelogisticscosts&time.”
He added, “The smart technology and the unified platform for all the data will enable the end user to get directly connected,getdetailedinformation,andhelpthemindecision making.”
The representative from DPIIT, Ministry of Commerce & Industry, GoI, gave a presentation on the National Logistics Policy and the Comprehensive Logistics Action Plan (CLAP), and the representative from the Government of Maharashtra, apprised about the Maharashtra State Logistic Policy (implementation roadmap & monitoring framework) through a presentation. An interactive session followed the presentations.
During the interactive session, stakeholders, terminal operators, and industry professionals raised and discussed their concerns regarding the policy with representatives from the state central government, which will help to enable the efficient execution of the policy with the expected result of reducingthelogisticscost.
