Finance Minister highlights partnership and investment opportunities in India

Mr Subhrakant Panda welcomed Finance Minister Smt Nirmala Sitharaman at a business round table with US investors and businesses in Washington DC, co-hosted by USISPF. Finance Minister highlighted the partnership and investment opportunities in India, especially in digitization, infrastructure, environment & climate change, Artificial Intelligence,electricmobilityandGIFTcity.

In his opening remarks, Mr Panda emphasised the role of Indian government in creating an enabling environment for the growth of businesses. "India offers a unique opportunity for global investors today, not merely due to higher growth but also owing to the size of the economy, demographics and a stable&supportivepolicyenvironment,"hesaid.

FICCI President also highlighted the transformational policy reforms seen by the country across the industrial landscape, governance structures, delivery of social services, and all other economic and developmental areas. On prospects for

Marine products export sector in Kerala will be strengthened: CM

KOCHI-ThemarineproductsexportsectorinKeralawill bestrengthened,ChiefMinisterPinarayiVijayanhassaid.

He was inaugurating a mega food park set up by the Kerala State Industrial Development Corporation (KSIDC) at the Industrial Growth Centre at Pallippuram, nearCherthala,onTuesday,11thApril.

Mr. Vijayan said that Kerala had accounted for 14% of India’s seafood exports. “The Fisheries department is

making efforts to improve fishing techniques using scientific methods like in countries such as Norway. The Government will set up laboratories in four airports to check the quality of food items exported from the State,” the Chief Minister said, adding that the Government would initiate steps to promote the making of value-added products to ensure the growth of the food-processing sector.

DGFT issues Notice w.r.t. EOD Certificate for Advance Authorization and EPCG Process from DGFT Portal

NEW DELHI - In order to facilitate the issuance of an Export Obligation Discharge Certificate (EODC) for Advance Authorization (AA) and Export Promotion Capital Goods (EPCG) processes from the DGFT portal, the Directorate General of Foreign Trade (DGFT) has issued Trade Notice dated April 6, 2023. The RA is responsible for creating all MIS reportsusingthemostrecentonlinedata.

Regarding the online functionality for AA and EPCG authorisation holders to change closure or redemption status on the DGFT Website (https://dgft.gov.in) of manually issued EODC in case mistakenly reported on the DGFT portal, refer to an earlier Trade Notification No. 24/2022-23 dated 12thJanuary2023.

The Indian Government issues the Export Obligation Discharge Certificate (EODC) to exporters who have completed their export obligations under several export promotion programmes, including Advance Authorization, Duty-Free Import Authorization (DFIA), and Export PromotionCapitalItems(EPCG).

For exporters who have utilised the Advance Authorization scheme and other similar programmes, it is a crucial document since it enables them to fulfil their export dutiesandqualifyforanumberofbenefits.

Asperthenotification,itisinformedthat:

• Online application for redemption/closure of licence may be submitted by navigating to DGFT website –> Services –> AA / EPCG –> Closure of Advance Authorisation / Closure of EPCG.

• AA closure applications may be submitted with or without datavalidations

• With Validation Route- Given that the complete dataset such as shipping bills / Bills of Entry / eBRC / GST invoices / Bills of Exports / Tax Receipts etc. is available in an

onlinesystem.

• Without Validation Route- Application may be submitted even with data (such as shipping bills / Bills of Entry / eBRC etc.)exceptions.

• EPCG closure applications may also be submitted online withoutvalidation.

The Authorization holders may submit EODC status update requests to the RA for processing in circumstances where physical files are delivered to the RA for redemption. Itwasinstructedthat:

1. RA may suo-moto update the licence status by navigating to License Room, select relevant License number –> Click on “EODC Status Update” button and generate the EODCletteronline.

2. By accessing the DGFT website, authorization holders can submit EODC status update applications –> Services –> AA/EPCG–>EODCStatusupdate.

Theholderoftheauthorizationwouldneverthelesssubmit an application for redemption through the DGFT site even if some documents needed physical submission (without validation). Regional Authorities will review the case in accordance, and communication with the applicant must be doneonlineviatheDGFTportal.

To expedite the discharge of the Customs bond and other relevant activities at the Customs port, it should be noted that any such EODC issued online is electronically transferred to theCustomsICEGATESysteminalmostreal-time.

Both online applications that call for physical submission and those that don’t are available through the aforementioned online options. As a corollary, it is necessary that no Export Obligation Discharge Certificates (EODC) be given manually or via any outdated IT system ((LEMIS System) as of right away.

Piyush Goyal meets Olivier Becht, Minister Delegate for Foreign Trade, Economic Attractiveness and French Nationals Abroad, France

PARIS - Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal met the Minister Delegate for Foreign Trade, Economic Attractiveness and French Nationals Abroad, Government of France, Mr.OlivierBecht aspartofhisvisittoFrance.

The Ministers discussed their respective state of the economy where Mr. Becht highlighted that France has had the lowest inflation rate of 5.2% in the Euro Zone, which is half oftheaverageofotherEUcountries;theunemploymentstood at 7% and GDP growth in 2022 finished at 2.6%; expected growthis0.6-1%forthisyear.

Shri Goyal mentioned that the Indian economy is stable. India is used to double-digit inflation and now we are 6 - 6.5%. fromdouble-digit,hesaid.Hesharedthatthisyeargrowthhas beenat6.8%ofGDPandagrowthof13%atnominalrates.

He shared that Trade has been growing and much more can be done. With the purchase of Rafale and the recent Airbus order, more value has been added to this partnership.

Mr. Becht mentioned that bilateral trade was USD 15.1 Bn in 2021-22, doubled in the last decade; FDI has been USD 10 Bn from France which has been a top foreign investor in India.

The Ministers discussed priority areas related to IndiaEU FTA negotiations where issues related to Market Access were deliberated. Shri Goyal further highlighted that India is looking to buy 2000 Commercial Aircrafts in the next 10 years and there is a huge opportunity to make commercial aircraft inIndiatomeetdomesticandInternationaldemand.

The Ministers also discussed mutual topics of interest at theWorldTradeOrganisation.

Mr. Becht further dwelt on direct investments of French companies in India and shared that there is mutual opportunity in infrastructure, renewable energy and mobility. He highlighted that France has supported Public ProjectsinKochi,NagpurandAhmedabad.

Shri Goyal invited Mr. Becht to India along with the French community at the sidelines of the G20 Trade Ministers meet in August, 2023.

Steel exports rise in March quarter, but lag year-ago levels

NEW DELHI : India’s steel exports climbed sequentially in the March quarter at more remunerative prices, but volumes remained below the levels seen in the comparable period a year ago. Exports of finished steel products rose to 1.98 million tonnes in the March quarter, up nearly 73% from 1.14 million tonnes in the December quarter, data from the JointPlantCommittee(JPC)showed. Exports were, however, at two-thirds of the level of the previous year. For the full year FY23, India’s finished steel exports halved to 6.72 million tonnescomparedtothepreviousyear due to the impact of an export duty on steel. The duty was levied in May and thenrepealedinNovember.

The government of India had imposed the export duty on most

categories of steel to bring down the prices of the alloy in the domestic market in its effort to arrest inflation. This, however, made Indian steel manufacturers uncompetitive for the export markets. Exports have risen month-on-month from November after the duty removal. Exports in March were, in fact, the highest for any month in FY23 at 812,100 tonnes, asperJPCdata.

“Removal of export duties has helped the industry to compete in international markets – yes, but the global economy is not doing well. Therefore, India’s exports, even after the removal of the duty, are not picking up the way they should have,” said Seshagiri Rao, Group Chief financialofficer,JSWSteel.Evenafter the removal of duties, the export

numbers for the March quarter fall short on a year-on-year basis, because the March quarter last year had witnessed strong international prices which incentivised exports, said Pallav Agarwal, Vice-President atAntiqueStockBroking.

Prices for exports in the March quarter this year were about 25-30% lower than the previous year, but about 20% higher as compared to a quarterago,hesaid.

While Indian steelmakers used to generally prefer selling in the domestic market because of higher prices here, export realisations have shown a different trend this time around. After briefly rising above prices in the domestic markets, realisations from exports are on a par withthoseathome.

Pathik Patwari, president of the Gujarat Chamber of Commerce and Industry (GCCI), said, “India’s total exports for FY 2022-23 is expected to touch $760 billion (Rs 62. 2 lakh crore approximately). New age economy, especially the services sector, figures significantly in exports. IT, ITeS, artificial intelligence, machine learning, etcareemergingassignificantexportcontributors. However, exports from conventional sectors like textiles and chemicals have decreased sharply due to global factors. The government needs to incentivize production tomakeitmorecompetitiveintheglobalmarkets.”

TEXTILES HIGH COTTON PRICES IMPACT DEMAND

In the first quarter of FY 2022-23, prices of Indian cotton reached an all-time high of Rs 1. 1 lakh per candy, affecting the entire value chain. According to the Confederation of IndianTextileIndustry(CITI),India’stextileexportshave registered a degrowth of 23. 57% between April 2022 and February2023.

ENGINEERING EXPORTS SEE SINGLE-DIGIT GROWTH

India’s engineering exports have registered single-digit growth in FY 2022-23. According to data from the Engineering Export Promotion Council (EEPC), engineeringexportsregistered5.88%growthtillFebruary

2023at$84,834million(aboutRs6.9lakhcrore),whichwas $80,142 million (about Rs 6. 6 lakh crore) in the similar periodforthepreviousyear.

CERAMIC CERAMIC EXPORTS STEADY AMID CHALLENGES

Gujarat’s chemicals industry, especially dyes and intermediates units, faced one of its most challenging phases last fiscal. The weak demand from the textiles sector globally affected dyes and intermediates demand. “The dyes and intermediate exports were down by around 20% in FY 2022-23. India’s dyes and intermediates exports between April 2021 and February 2022 were $2,927 million (about Rs 23,954 crore) which decreased by 18. 88% to $2,374 million (about Rs 1 9,428 crore) for the similar period in FY 23.

PHARMAGLOBAL DEMAND FOR MEDICINES HIGH

Drugs and pharmaceuticals exports from India boomed in FY 2022-23. The Indian Drug Manufacturers’ Association (IDMA) said India’s pharma exports were around 11% higher, crossing Rs 1. 95 lakh crore mark, compared to the previous year. IDMA president Viranchi Shah said, “Between April 2022 and February 2023, India’s pharma exportsstoodatRs1.83lakhcrore.

Iran to build New Port on coast of Persian Gulf

TEHRAN : Iran plans to build a new port in the County of Bandar-e Lengeh on the Persian Gulf coast in Hormozgan Province, the Director of the province’s Ports and Maritime Organization, Mojtaba Salari, said recently.

The official said that the new port is planned to be constructed 35 kilometers (21 miles) west of the existing port in Bandar-e Lengeh and will occupy 700 hectares

(2.7 square miles), according to the IRNA news agency.

The Bandar-e Lengeh is located very close to the ports of the Arab states of the Gulf, including the United Arab Emirates, which makes establishing a new port here strategically wise, IRNA said.

The news outlet specified that the existing port in Bandar-e Lengeh is one of the most active hubs for cargo and passengers in Iran.

Centre wants to develop Economic Corridor with neighbouring countries: GK Reddy

The latest Drewry WCI composite index of $1,710 per 40-foot container is now 84% below the peak of $10,377 reached in September 2021. It is 36% lower than the 10-year average of $2,689, indicating a return to more normal prices, but remains 20% higherthanaverage2019(pre-pandemic)ratesof$1,420.

Rates on Rotterdam – New York and Los Angeles – Shanghai had a meagre drop of 1% each to $4,936 and $1,058 per 40ft container, respectively. However, rates on Shanghai – Rotterdam inched up by 4% to $1,532 per feu. Rates on

JNPA - India’s largest Container port, recently created the history recently when it registered its highest ever throughput of 6.05 MTEUs in 2022-23. The Port had crossed 6 MTEUs on March 30, 2023. During the corresponding period last year, JNPA handled 5.68 Million TEUs, which was also a record then. It accounts for an increase of 6.4% in the total throughput.

Currently JNPA operates 5 Container Terminals -NSFT, NSICT, NSIGT, BMCT and APMT.
