NEW DELHI: The Government is drafting standard operating procedures (SOP) to facilitate shore leave for seafarers employed on ships calling at ports, a senior official has said, as the shipping industry cry foul over recent incidents of denial of shore leave to crew at some of India’s smaller ports outside state control.
“We are trying to get an SOP brought into play,” Capt Anish Joseph, Deputy Nautical Adviser at the Directorate General of Shipping, India’s maritime administration, said at a discussion held by the Baltic and International Maritime Council (BIMCO) in Mumbai on 2 December.
“So, wherever there is Foreigners Regional Registration Office/immigration officers, we are able to reach out to them but in places where there is no immigration officers, we are going to try and achieve an established procedure. That’s something we are working on,” Capt Joseph disclosed.
Shore leave is a period of paid time off for seafarers to go ashore and get a break from their official duties when their ships dock at ports. It’s important for seafarers’ health and well-being and can help reduce stress and fatigue from long voyages.
“What we are proposing is that basis the Seafarers I d e n t i t y D o c u m e n t ( S I D ) a n d p a s s p o r t , you (the authorities) should allow (shore leave). That’s
what we are trying to drive, at least Indians should be allowed, but even Indians are not allowed (now),” he said.
Foreign seafarers have a vetting process to go through before shore leave is allowed.
Shore leave, according to Capt Joseph, was not a problem at state-owned major ports due to the presence of immigration officers/FRRO’s.
“The problem comes in the non-major ports, where shore leave is a challenge due to the absence of immigration authorities. There are two elements to it; one is the security aspect. The other is that the owners and the agents should show interest. Sometimes the agents add a cost to it, then the ship owners also don’t take interest. The smaller non-major ports are the ones where there is a problem,” he stated.
The D G Shipping is working with the Ministry of Home Affairs to try and ensure that at least Indian seafarers are being given an opportunity to go out.
The SOP will be across the board for all the ports, though the main challenge is in the smaller ones because it will mostly be the DSP/SP officers who are given charge of immigration in such ports, he observed.
“It is also not a routine practice; so, when an SOP is developed, people know it is acceptable. To create a precedent becomes a challenge,” he added

NEW DELHI: Union Minister of Ports, Shipping, and Waterways Shri Sarbananda Sonowal introduced The Merchant Shipping Bill, 2024, a bill that provides for expanding the eligibility criteria for ownership of the vessels and increasing tonnage under the Indian flag was introduced in the Lok Sabha on Tuesday, 10th Dec.
It provides for the constitution of a body to be notified by the Central Government which would be responsible for conducting regulatory and oversight functions relating to security of vessels and port facilities.
The statement of objects and reasons of the bill says that it has become imperative to repeal the Merchant Shipping Act, 1958, and to provide for “contemporaneous, futuristic and dynamic legislation” to meet the requirements of India as an emerging economy
The bill provides for registration of a foreign vessel chartered on a bareboat charter-cum-demise contract by an Indian charterer in order to expand opportunities for international trade and increasing Indian tonnage and temporary registration of vessels seeking to be recycled in India and granting provisional certificate of registration to an Indian vessel.
It provides for supervising and monitoring the maritime education and training leading to grant of
certificate of competency or certificate of proficiency to facilitate Indian seafarers to work onboard vessels and adopting the Maritime Labour Convention regulations.
The bill provides for enforcement of pollution prevention standards, including measures for containment of pollution and reporting of incidents threatening to cause pollution of air, marine environment, any part of coasts or coastal waters.
It empowers the Central Government to take charge and detain vessels within India or in coastal waters, as a vessel without nationality, if such vessel is not legally entitled to fly the flag of a State or has lost such right.
It also empowers the Central Government to pass directions to port authorities or State Maritime Board or any other authority or agency, to render assistance in respect of abandoned vessels, which are abandoned on or near the coast of India or within the coastal waters.
The bill empowers the principal officer to take action against vessels that are unsafe, which pose a risk to safety of life or environment and empowers the Central Government to take charge and detain vessels within India or in coastal waters, as a vessel without nationality, if such vessel is not legally entitled to fly the flag of a State or has lost such right.
NEW DELHI: The Union Minister of Ports, Shipping & Waterways, Shri Sarbananda Sonowal updated the Parliament with regards to Port-wise details of the Operating Surplus and Net Surplus for the FY 2023-24.
Overall, most of the Major Ports have sound financial health. Some of the Major Ports are facing challenges in terms of financial sustainability including substantial shortfalls in pension obligations, high cost of dredging, restrictions on handling of certain commodities, competition from other Non-Major Ports, ongoing legal and arbitration cases, etc.
In an ongoing effort to improve profitability, Major Ports are undertaking modernization and mechanization of berths and terminals, channel deepening, streamlining of processes through digitalization, strategic marketing initiatives, etc. to meet the trade challenges.
AHMEDABAD : Adani Group of companies appears “most attractive” among other Indian corporates, according to Nomura, as the latter remain comparatively expensive. The ports-to-power conglomerate will also be able to withstand recent turmoil brought on by allegations in an indictment by the US Department of Justice, the brokerage said.
Adani Group’s liquidity management awareness has improved meaningfully compared to one year back, when the Hindenburg surfaced, Nomura said. The research firm isn’t worried about the promoter share pledge loan amid the steep price changes in the companies’ stocks, when the risk has been managed in the past.
As far as global banks halting their financial support to Adani companies is concerned, Nomura expects that it will not be a problem when the matter regarding DoJ allegations settles down. “Separately, big three Japanese banks plan to continue their relationship with Adani Group.”
The DoJ indictment is only an allegation, Nomura said citing Adani Management The allegation does not constitute any breach in anti–corruption covenants. It could indicate a breach if found guilty
If only lenders decide not to continue their relationship with the Adani Group in the future, they are unlikely to trigger the End of Default, the research firm said However, they can request consent fees for covenant wavier or ask Adani Green Energy Ltd. to paydown the affected loan portion instead

For Adani Green Energy, the prices may go up to 7 points, for others it sees 2–4 points. The downside could be ranging from 5–16 points, it said

Adani Ports and SEZ Ltd has said it will not seek US funding for the Colombo Port’s West International Terminal project in Sri Lanka and will use its own resources to fund the project. This comes against the b a c k d r o p o f U S p r o s e c u t o r s indicting Adani Group Chairman Mr Gautam Adani in an alleged bribery case.
In an exchange filing late on Tuesday, the Adani-led conglomerate said the Colombo project was on track for commissioning by early next year and said the company will fund the same through “internal accruals”, aligning with its capital management strategy Adani Ports also said it withdrew its 2023 request for financing from the US International Development Finance Corporation (DFC).
In November last year, the DFC agreed to provide a USD 553 million loan to support the development, construction and operation of the C o l o m b o We s t I n t e r n a t i o n a l Terminal, a deep-water container terminal, at the Port of Colombo.
The terminal is being developed by a consortium of Adani Ports, Sri Lankan conglomerate John Keells Holdings Plc and the Sri Lanka Ports Authority (SLPA).
The DFC financing was part of the US government’s move to counter China’s growing influence in the Indian Ocean region and was seen as an endorsement by Adani Ports to develop world-class infrastructure.
However, the loan process stalled af ter the DFC asked that the agreement between Adani and the SLPA be amended to align with their conditions, which then went under review by Sri Lanka’s Attorney General As the project is nearing completion, Adani Ports, which holds 51 per cent of the venture, chose to proceed with the project without funding from the DFC, officials privy to the process said.
In September 2021, the Colombo West International Terminal project was initiated when Adani Ports signed a deal with the Sri Lanka Ports Authority and Sri Lankan conglomerate John Keells Holdings, pledging over USD 700 million to expand the capabilities of ColomboPort
The new terminal is expected to cater to the growing economies in the Bay of Bengal, taking advantage of Sri Lanka’s prime position on major shipping routes and its proximity to these expanding markets. Phase 1 of
the project is scheduled to become commercially operational by Q1 2025.
The terminal will be Sri Lanka’s largest and deepest container terminal, with a quay length of 1,400 metres and an alongside depth of 20 metres When complete, the terminal will be able to handle Ultra Large Container Vessels (ULCVs) with capacities of 24,000 TEUs and is expected to have an annual handling capacity of over 3.2 million TEUs.
The Port of Colombo is the largest and busiest transhipment port in the Indian Ocean. It has been operating at more than 90 per cent utilisation since 2021, signalling its need for additional capacity

Commerce Department data reveals a fluctuation in apple import values, with figures showing a decline from 36,237 lakh ($491,373,000) in 2019-20 to 4,117 lakh ($55,829,000) in 2022-23, before a slight increase to 17,716 lakh ($240,067,000) in 2023-24. For the halfyear period ending in September 2024, the import value recorded was 17,902 lakh ($242,727,000).

NEW DELHI: India will have to ensure that more cargo is transported by waterways than by road and rail if the nation has to combat carbon emissions and meet climate change goals, Shri Sarbananda Sonowal, Union Minister for Ports, Shipping and Waterways has said.
“Our aim is to find ways to stop the dangers of pollution and how to cut the carbon emissions to net zero. For that we are taking green initiatives and to give importance to green initiatives we now have to ensure that more and more cargo is transported by waterways than by rail and road. That is the target,” Sonowal said in an interview in his office on Tuesday
Sonowal’s comments gains added significance as he hails from Assam, a state that is home to National Waterway 2, an 891 km stretch on the Brahmaputra River linking the Bangladesh border near Dhubri and Sadiya in Assam.
Sonowal said it was a “responsibility” to ensure that more cargo moves by waterways.
“But at the same time, now with the new initiative that is climate action to combat climate change we will have to undertake green initiatives such as green port, green shipping and green transport which will ultimately minimise the carbon emissions and which will save the lives of those living on the planet That is a bigger role to play in the near future that is why we are building all this ecosystem,” the Union Minister explained
Coastal and inland waterway transportation are considered energy efficient, eco-friendly and helps reduce logistics costs for domestic freight.
India’s long and contiguous coastline spanning 7,500 km and extensive navigable inland waterways of some 20,000 kms offers an opportunity to tap an environmentally friendly water based modal transport, which can complement rail and road-based cargo movement.
Currently, coastal, and inland waterways contribute only about 6 percent of the country’s freight modal mix, while adjacent developing economies, such as Bangladesh (16 percent) and Thailand (12 percent) have a higher share of water-based transport, highlighting the scope for improvement in India.
“Despite significantly lower costs, water transport accounts for about 6 percent of total freight movement in India in ton km terms,” according to the Maritime India Vision 2030, a ten-year blueprint for India’s maritime sector “Industrial development has not fully utilized the structural advantages of efficient supply chains leveraging proximity to coast,” it said.
The modal shift of cargo using coastal shipping is one of the four focus areas identified by the government to improve logistics efficiency and cost competitiveness for maritime logistics.
Improvement of water-based transport share would lead to lowering of logistics costs for end-user industries as water-based transport is inherently cheaper than rail and road modes.
It offers other indirect economic benefits such as reduced air and noise pollution and reduced rate of accidents.
