ANTWERP: As part of the princely economic mission to Japan, the ports of Antwerp-Zeebrugge and Nagoya have signed a renewed cooperation agreement to further expand their traderelationsanddeepentheircollaboration.
This agreement is a perpetuation of a long, fruitful relationship between the ports that dates back to 1988 andhasalreadybeenrenewedin2013.
Port of Antwerp-Bruges is participating in the princelyeconomicmissiontoJapanthisweek.Japanisa leading country in the automotive sector, with the port of Nagoya as a major car port hub, while Zeebrugge is consideredthegatewayforvehiclesinEurope.
In this context, a Sisterport/Partnership Agreement was signed on December 7 by Jacques Vandermeiren, CEO Port of Antwerp-Bruges, and Yuji Kamata, Executive Vice President of Port of Nagoya.
Annick De Ridder,ViceMayor of the City of Antwerp and President of Port of Antwerp-Bruges : Japan plays a leading role in the automotive sector and thePortofNagoyaisJapan's largest export port for cars. In turn, our Port of AntwerpBruges is the world's largest Ro-Ro port and the most important European import port for cars. An intensive cooperation between these two ports is therefore economically very interesting. Moreover, both ports sharethesamegreatambitionswhenitcomestoenergy transition.Sotheofficialratificationofthe'sisterport'isa powerful signal for both the unified port and the Port of Nagoyaandtheeconomiestheybothserve.
Her Royal Highness Princess Astrid, Princess of Belgium, was also present when the ports consolidated the sister port bond. Port of Antwerp-Bruges and Port of Nagoya are not only a match in business, but also share other important values, such as commitment to quality, loyalty,trustandlong-termrelationships.
GENEVA: WTO Director-General Ngozi Okonjo-Iweala called on WTO members to refrain from adopting new trade-restrictive measures, particularly export restrictions, that can further contribute to a worsening of the global economic outlook and urged them to cooperate to keep markets open and predictable in order to allow goods to move around theworldtowheretheyareneeded.
"Members have increasingly implemented new trade restrictions, inparticularontheexportside, firstin thecontextofthepandemicandmore recently in the context of the war in Ukraine and the food security crisis. Although some of these export restrictions have been lifted, many otherspersist,"shesaid."Outofthe78 export restrictive measures on food, feed, and fertilizers introduced since thestartofthewarinlateFebruary,57 are still in place, covering roughly USD 56.6 billion of trade. These numbers have increased since midOctober, which should be a cause for concern."
"As I told G20 Leaders at their summitinIndonesiaafewweeksago, lifting those export restrictions is fundamental to reduce price spikes and volatility and to allow goods to flow to where they are urgently needed,"sheadded.
During the review period for the report,frommid-October2021tomid-
October 2022, WTO members introduced more trade-facilitating (376) than trade-restrictive (214) measures on goods (unrelated to the pandemic), with the average number of trade-facilitating measures per month at its highest since 2012. Most of the facilitation happened on the import side while most of the restrictions were on the export side. For the first time since the beginning ofthemonitoringexercisein2009,the number of export restrictions outpacedthatofimportrestrictions.
The trade coverage of the tradefacilitating measures was estimated at USD 1,160.5 billion, and that of the trade-restrictive measures at USD 278.0 billion. The stockpile of import restrictions in force also continued to grow.Bymid-October2022,over9%of globalimportscontinuetobeaffected by import restrictions implemented since2009andwhicharestillinforce.
Initiations of trade remedy investigations declined sharply during the review period (10.9 initiationspermonth, thelowestsince 2012) after reaching its highest peak in 2020 (36.1 initiations per month). These actions remain an important trade policy tool for many members, accounting for 37.4% of all nonCOVID-19-related trade measures on goods recorded. Anti-dumping continues to be the most frequent trade remedy action in terms of
initiationsandterminations.
The implementation of new COVID-19-related trade measures decelerated over the past 12 months, with 45 such measures recorded on goodsandfouronservices.Additional information communicated by WTO members mainly consisted of termination of existing measures or amendments of others. The number of new COVID-19-related support measures by WTO members and observers to mitigate the social and economic impacts of the pandemic fellsharplyoverthereviewperiod.
Since the outbreak of the pandemic, 443 COVID-19-related trade and trade-related measures in the area of goods have been introduced. Most were tradefacilitating(246or56%),whiletherest were trade-restrictive (197 or 44%). During the review period, members continuedtophaseoutthepandemicrelated measurers, and in particular therestrictiveones.
Accordingtoinformationreceived by the WTO Secretariat, as of midOctober 2022, 79.2% of the COVID-19related trade restrictions have been repealed, leaving 27 export restrictionsand14importrestrictions in place. Although the number of the pandemic-related trade restrictions still in place has decreased, their trade coverage remains important at USD134.6billion.

NETHERLAND : According to DynamarAnalysis, containercarriers and conventional reefer operators “hit the jackpot” in 2022, after struggling for many years and after a relativelyprosperous2021.
Withthecontainershippingsector in full swing and much capacity absorbed by congestion, boxships could not provide enough space to carry all the cargoes they were offered.
Dynamar reports that containers were regularly rolled over onto the nextsailing, gotstuckinterminals,or spent lots of time floating in front of their destination port where all the quayswereoccupiedandwaitinguntil theycouldfinallybeunloaded.
From a cargo perspective overall perishables trade volumes across the major commodity groups, namely Dairy, Fishery Products, Fruit, Meat and Vegetables, rose to a new high of 173.9 million tons in 2021, showing strong growth of 3.6% year-
on-year from 167.9 million tons in 2020.
Volumes grew across all the commodity groups, with meat and vegetables both performing well, rising from 32.2 million tons and 39.3 million tons to 34.2 million tons and 42.18 million tons respectively. In regional terms, there was a significant variety with perishables exports falling in the Far East and Central America, while growing stronglyinEuropeandAfrica.
“Despite the strong performance of the perishables market in 2021, challenges remain aplenty,” pointed out Frans Waals and Jonathan Mummery, consultants of Dynamar and the authors of the latest reefer analysis.
They explain, “Supply chain disruption, while easing, is still causing problems worldwide and the role played by record inflation figures is beginning to manifest itself in dayto-day life and international trade. As
a result, in the first three quarters of 2022, container trade reduced by almost 2.5%, with recent months showinghigherdeclinesthanthoseat thestartoftheyear.”
On the supply side, we see the globalportcongestioncometoanend. Additionally, the demand seems to be at lower levels. As a result, we note a shortage of ships to dwindle. “Where at the peak some 12% of vessel capacity was caught in congestion, in November 2022, the laid-up fleet was approaching 500,000 TEU, which is four times as high as in the first two months of that year,” said the Dynamaranalysis.
Dynamar forecasts that perishable export volumes will fall slightly in 2022 before rebounding againinthenextyear.Ontheshipping side, for 2023, shipyards are expected to deliver 330 ships with a massive 2.3 million TEU capacity and for 2024, 390shipswithspacefor3millionTEU areinthepipeline.

NEW DELHI: The Government is planning to set up a “National Cooperative Export Society” to help boost India’s exports, with a proposal on it having been circulated by the Ministry of Cooperation among Central Ministries and Departments for Consultation, said two people with knowledgeofthedevelopment.
This Society will be geared toward promoting exports and is proposed to be set up under the Multi State Cooperative Societies Act 2002. This comes in the backdrop of India’s exports contracting 16.65% to $29.78 billion in October 2022 fromayearago.
India is home to about 800,000 industrial units that are run by producers in rural sectors, catering mostly to the domestic sector. In spite of the export potential, much of the industry is unorganized. The newly formed ministry of cooperation says thereisnocomprehensivedatabaseoncooperativesavailable with it but the process of creating a national database on cooperativeshasstarted.
In June Union Minister for cooperation Shri Amit Shah informed the Lok Sabha that the Government is working on a national policy for cooperatives, based on consultations on reformingthesector.
In a push to cooperatives, the Government had also approved expanding the mandate of the Government e Marketplace-Special Purpose Vehicle (GeM-SPV) to allow
procurement by cooperatives. Prior to this, the platform was open for procurement by Government buyers, Central and StateMinistries,Departmentsandpublicsectorenterprises.
The Government recently introduced the Multi-State Cooperative Societies (Amendment) Bill, 2022 to strengthen governance, transparency and accountability in cooperative societies and reform their electoral process. It also seeks to improvemonitoringandeaseofdoingbusinessfortheseentities.
Indian exporters welcomed the move. “There are thousands of cooperatives in the country and if we are able to bring them under a single umbrella body, it will definitely help in attracting their focus towards exports. Most of the cooperative bodies are looking at the domestic market. Beyond a point the domestic market gets saturated. So as a long-term strategy we should be open to the global market. This will help in the internationalisation of Indian cooperatives,” said Federation of Indian Export OrganizationsDirectorGeneralMr.AjaySahai.
A recent CareEdge report said that cotton yarn exports declined by 59% in H1FY23 to 289,000 tonnes and are expected to record a de-growth of 28-30% in FY23 due to high cotton prices and weakening export demand. India produces around 3.5 million tonnes of cotton yarn per annum, 60-65% of which is consumed domestically, and the rest exported.

“This will give a fillip to bilateral trade as well and when expanded to a large number of countries, will help in internationalisation of the Indian Rupee,”Sahaisaid.
