NEW DELHI: The Union Minister of Ports, Shipping & Waterways and Ayush, Shri Sarbananda Sonowal left for Russia to represent India at the Eastern Economic Forum which is being held at the Russian port city of Vladivostok. The Minister is scheduled to meet Alexey C h e k u n k o v, M i n i s t e r f o r t h e Development of the Russian Far East and Arctic; Vitaly Saveliev, Minister for Transport of Russia among others with an objective to maintain strong ties and foster strategic, trade and logistical cooperation across various sectors.

Speaking on the occasion, the Minister said, “It is indeed a matter of great honour and responsibility that I was provided with the opportunity to lead our great country at the prestigious Eastern Economic Forum Under the dynamic leadership of Prime Minister

The Eastern Maritime Corridor is aimed at reducing cargo transit times between our nations. The journey from Indian ports to the Russian Far East takes just 24 days, compared to 30 days through the port of Novorossiysk. This corridor holds immense potential to unlock new opportunities for trade and cooperation for both India and Russia.

With VO Chidambaranar Port having the potential to become the t r a n s h i p m e n t h u b w i t h t h e implementation of the Rs 6,000 crore Outer Harbour project, the focus is now on creating a multimodal logistics park. According to the information, a feasibility study has been carried out to

develop an MMLP for VOC Port.

The port is likely to emerge as the green hydrogen hub, with port land of about 1500 acres at Hare Island, covered on three sides by the sea and with very little human activity, all conditions ideally suited for hydrogen generation and storage. The port has proposed to set up a pilot green hydrogen project producing 10 tonnes per day to gain experience in the generation, storage, transport, transmission, and bunkering of green hydrogen and its derivatives like green ammonia and methanol.

Also participated in the delegation were FFFAI Chairman Elect Mr. Dushyant Mulani, Vice Chairmen Mr. Rajesh Verma and Mr. Amit Kamat, Hon. Secretary Mr. Vinod Sharma, Hon. Treasurer Mr. Sudhir Aggarwal and Advisor Mr. S. Ramakrishna. Primary objective of this meeting was to update on trade facilitation through speedy Customs Clearances.

Mr Agarwal has a strong background in the Ministry of Finance itself. An officer of the 1988 batch of the Indian Revenue Service (Customs & Indirect Taxes), he has worked in various capacities in Customs, Central Excise, Service Tax and GST field formations. He has diverse experience of working in intelligence and investigation formations of the Department, as well as Directorate handling IT backbone of the Department He headed the Directorate General of GST Intelligence (DGGI) prior to his elevation to the Board. He has also headed the Directorate General of Systems prior to that Mr Agarwal has vast experience of heading major Custom Houses and Air Cargo complexes at Chennai, Kandla and Mundra Ports. He remained instrumental in piloting many new initiatives on Ease of Doing Business at these locations.

The FFFAI delegation was happy to welcome the new Chairman, CBIC, which was a good opportunity to interact with him. Mr Agarwal has rich experience in Customs matters and it would benefit the trade tremendously The FFFAI leaders highlighted the measures to enhance Customs clearances through

various joint initiatives on Policy reforms, Faceless assessment, IT Hardware and Software System, streamlining Participating Government Agencies (PGAs) under SWIFT towards Ease of Doing Business (EODB), Time Release Study (TRS), Training and Skill development in Export Import Trade and to present a paper in achieving Government endeavors.

FFFAI team also updated the CBIC Chairman on current status/pain areas of policy implementation and Customs IT systems. At the same time on behalf of the Federation, FFFAI Chairman Mr. Shankar Shinde reiterated full cooperation to Customs by providing regular feedback on field formation from 31 Member Associations of FFFAI across India at various Customs jurisdictions in the country to achieve top position of World Bank's Logistics Performance Index ranking.

The FFFAI Chairman highlighted the milestone achievements of FFFAI pertaining to facilitation of Export Import trade during the last 61 years, since its inception in 1962. He also emphasized on the close collaboration between Indian Customs and FFFAI to increase international trade, thereby contributing towards the country’s economy. He pointed out recent collaborative initiatives viz support to cargo clearance through Customs digital initiatives i e launch of CBLMS and ECL mechanism in the ICEGATE System. FFFAI also took pro-active initiative in providing feedback from all its Member Association locations on the National Time Release Study aiming to reduce dwell time to the optimum level.

Trade and Industry is already aware that, Organization of DGFT, including RA Ahmedabad has been taking various steps to encourage use of online /VC facility for interaction with officers of this office and to discourage physical visits by the trade and industry Trade Notice No.06/2023-24 dated May 31/ 2023 issued by Directorate General of Foreign Trade, New Delhi and Trade Notice No.2/2023 dated June 05, 2023 issued by the O/o Addl. DGFT, Ahmedabad may be referred in this regard.

Trade and industry serviced by this office is requested to avail online/VC facility for interacting, if required, with officers of the level of Astt DGFT and above for discussing their cases. Upon request, concerned officers would provide suitable time as well as link for the virtual hearing through the online/VC facility The procedure to apply for VC facility for online hearing on the DGFT website is already given in the Trade Notice No.06/2023-24. In addition, The VC facility introduced earlier for trade

facilitation from 10.30 am to 11.30 am daily is also being continued for better trade facilitations.

Physical visits by trade and industry to this office are strongly discouraged and exporters are strongly advised not to visit this office in person and instead discuss their cases through online/VC facility only.

However, in exceptional circumstances with valid reasons, trade and industry can meet the concerned officers in person under following conditions:

• Only Director/Partner/Proprietor or their authorized representatives/employees are allowed to attend such physical meeting.

• In case of Authorisation holders/Employees of the firms, authorizations must be approved by the Board in case of Limited and LLP companies, by the Managing Partner or by at least two partners in case of Partnership firms and by the proprietor in case of proprietorship concerns.

• Authorization must not have been issued more than 6 months earlier (on the date of its production at reception of the office).

• Apart from above, no other person would be allowed entry in the office to meet the officers in the office.

This provision of requirement of proper authorization would be strictly enforced from September 15, 2023 onwards.

Commissioning of new cranes will e n a b l e t h e t e r m i n a l t o accommodate and turn around larger vessels safely and quickly Currently the civil work is ongoing for extending terminal’s south bridge and installing dolphin moors which will be completed e a r l y n e x t y e a r, t h e r e b y increasing the container handling capacity of GTI by 10% to 2.18 million TEUs.

Partnership for Global Infrastructure and Investment (PGII) & India-Middle East-Europe Economic Corridor (IMEC)

NEW DELHI: Prime Minister S h r i N a r e n d r a M o d i a n d t h e President of USA, H E Mr Joe Biden co -chaired a special event on P a r t n e r s h i p f o r G l o b a l Infrastructure and Investment (PGII) and India-Middle EastEurope Economic Corridor (IMEC), on the sidelines of the G20 Summit in New Delhi.

The event aimed at unlocking greater investment for infrastructure development and strengthening connectivity in its various dimensions between India, Middle East and Europe.

Leaders of the European Union, France, Germany, Italy, Mauritius, UAE and Saudi Arabia, as also the World Bank, participated in the event.

PGII is a developmental initiative a i m e d a t n a r r o w i n g t h e

infrastructure gap in developing countries as well as help towards accelerating progress on SDGs globally.

The IMEC comprises of an Eastern Corridor connecting India to the Gulf region and a Northern Corridor connecting the Gulf region to Europe. It will include a railway and ship-rail transit network and road transport routes.

In his remarks, Prime Minister highlighted the importance of physical, digital and financial connectivity. He said that IMEC would help promote economic integration between India and Europe.

NEW DELHI: Welcoming the announcement of the ambitious India-Middle East-Europe Economic Corridor (IMEC), Israeli Prime Minister Benjamin Netanyahu has d e s c r i b e d i t a s t h e “ l a r g e s t cooperation project in our history” that will “change the face of the Middle East, Israel, and will affect the entire world”.

The new economic corridor, which many see as an alternative to China’s Belt and Road Initiative, was jointly announced on September 9 by the

leaders of the U.S., India, Saudi Arabia, the United Arab Emirates, France, Germany, Italy and the European Union on the sidelines of the G20 Summit in New Delhi.

In his video message, Netanyahu said that Israel is at the focus of an unprecedented international project that will link infrastructure from Asia to Europe.

“I welcome the statement that was released today by the United States, India, Saudi Arabia, the UAE and the European Union, as well as France,

Italy and Germany,” Netanyahu said.

“Israel is at the focus of an unprecedented international project that will link infrastructure from Asia to Europe. This link will also realise a multi-year vision that will change the face of the Middle East, and Israel, and will affect the entire world,” he said.

“This vision starts in India, passes through the United Arab Emirates (UAE), Saudi Arabia, Jordan and Israel before reaching Europe,” Netanyahu said.

N E W D E L H I : Wo r l d B a n k President Ajay Banga on Sunday said that India in its G20 presidency has set a path for the world and lauded that the G20 declaration was anonymously adopted by all G20 nations.

“I consider the fact that there was a declaration, a tribute to the fact that the G20 leadership found a way to give and take and negotiate and find a right

way to agree and set a path for the world. The world is watching, the G20 has got the developed world and the developing countries,” Banga said.

W h i l e s p e a k i n g t o A N I , Banga emphasised that challenges will always exist but India had shown the way by working out a consensus.

He added, “80% of the world’s GDP was sitting in the room. If they would

not agree that would not give a good message. I actually compliment India, its leadership and the G 20 leaders for being able to make sure that a terrific declaration comes out. There will always be challenges.”

“No 20 countries will agree on everything. People will have to look after their national interests. But I am optimistic by the mood I saw in that room” he added.

Attention of all Importers, Exporters and Custom Brokers is invited to the Public Notices No 02/2023 dated 01.04.2023 and 07/2023 dated 18.04.2023 issued by DGFT, New Delhi and PN No. 47 dated 25.05.2023 of this Customs House.

2. It is brought to the notice of trade that the deadline for registration for availing the "AMNESTY SCHEME FOR ONE TIME SETTLEMENT OF DEFAULT IN EXPORT OBLIGATION BY ADVANCE AND EPCG AUTHORISATION HOLDERS" has been extended to 31.12.2023 and the date of payment of duty and interest has been extended to 31.03.2024.

3. In order to facilitate the importers availing the "Amnesty Scheme", the following procedure is being prescribedi The applicants availing the scheme shall submit the following documents in the Export Promotion Schemes Monitoring and Management Cell (EPSMMC) :

a. A proof of registration under "Amnesty Scheme" or a Deficiency letter from DGFT indicating the payment to be made

b. Installation certificate, wherever required

c. A declaration in Annexure of this Public Notice

All those applicants who have not submitted the declaration, in past, are requested to submit the same to Export Promotion Schemes Monitoring and Management Cell, immediately

d. A copy of SCN or 0 in 0 of Adjudicating Authority or Order of Appellate Authority, wherever applicable.

ii. On receiving the above documents the concerned officer from EPSMMC shall process the application in the original file available with EPSMMC to avoid duplication of files for same authorisations and for payment of duty and interest.

4. All such importers who were unable to meet their Export Obligations under Advance Authorisations and EPCG Authorisations are advised to avail the "Amnesty Scheme" and regularise the default in Export Obligations. Sd/-
