PM hails role of Unified Logistics Interface Platform (ULIP) in transforming India’s logistics sector

NEWDELHI:ThePrimeMinister,ShriNarendraModihashailedthe role of Unified Logistics Interface Platform (ULIP) in transforming India’slogisticssector.

Sharing a tweet by Union Minister for Trade and Commerce, ShriPiyushGoyal, thePrimeMinistertweeted:

MSC builds 1 million TEU lead over Maersk : Alphaliner

LONDON: Mediterranean ShippingCompany(MSC)hasextendeditscapacitylead over Maersk Line, 1.5 years after surpassing its Danish rivalasthelargestlineroperator.

Following aggressive newbuilding orders, long-term vessel charters and acquisitions of secondhand vessels, MSC’s fleet now stands at around 5.13 million TEUs, nearly 1 million TEUs more than Maersk Line’s 4.14millionTEUs.

In its report, Alphaliner said that on average, MSC’s lead over Maersk has grown by a whopping 12,800TEUeveryweeksinceJanuary2022.

Orderbook projections suggest that MSC will further expand its lead at the top of the mainline operators’ leagueovertherestof2023.

Currently, the Swiss-Italian carrier is one of the main driversofoverallfleetgrowth.

Encouraged by the Covid-19-induced boom, the overordering of container ships in 2021 and 2022 is beginning to manifest itself in ever-increasing tonnage deliveries, with June setting a record for deliveries in a single month. Of the 277,873 TEU delivered in June, MSC alone accounted for 39% of this at 111,474 TEU,

including two 24,000 TEU ships and five 15,000-16,000 TEUships.

Alphaliner noted that MSC has steadily expanded both fleet and network since the company was established in 1970, but the carrier’s growth has accelerated notably in the late 2010s and it went into overdrive in 2020, when Covid-19-related logistical bottleneckspushedfreightratestohistoricalhighs.

Alphaliner said, “Not only does MSC have the largest vessel orderbook (1.5 million TEUs) of all carriers, but it also acquired far more secondhand vessels than any othershippingline.MSCboughtwellover300shipsinthe last three years. About two-thirds of this capacity came asanetadditiontoMSC’sfleet.”

Newbuilding deliveries are expected to remain high in 2023 and 2024, fuelled by an orderbook of 7.6 million TEUs–or28.5%oftheexistingfleet.

Alphaliner continued, “Although new environmental regulations have created some ’artificial’ tonnage demand though mandated slow-steaming, cargo volumeswillmostcertainlynotgrowenoughtoabsorball of these new ships. Alphaliner therefore believes that large chunks of today’s vessel newbuilding pipeline will beforfleetrenewal, ratherthanfleetgrowth.”

Goldman Sachs : India will overtake the U.S. to become the World’s 2-Largest economy by 2075

SINGAPORE: India is poised to become the world’s second-largest economy by 2075, leapfrogging not just JapanandGermany,buttheU.S.too,saysGoldmanSachs.

Currently, India is the world’s fifth-largest economy, behindGermany,Japan,ChinaandtheU.S.

Ontopofaburgeoningpopulation, drivingtheforecastis the country’s progress in innovation and technology, higher capital investment and rising worker productivity, the investmentbankwroteinarecentreport.

“Over the next two decades, the dependency ratio of India will be one of the lowest among regional economies,” said Goldman Sachs Research’s India Economist, SantanuSengupta.

A country’s dependency ratio is measured by the number of dependents against the total working-age population. A low dependency ratio indicates that there are proportionally more working age adults who are able to supporttheyouthandelderly.

Sengupta added that the key to drawing out the potential of India’s rapidly growing population is to boost the participation of its labor force. And Sengupta forecasts that India will have one of the lowest dependency ratios among largeeconomiesforthenext20years.

“SothatreallyisthewindowforIndiatogetitrightinterms of setting up manufacturing capacity, continuing to grow services, continuingthegrowthofinfrastructure,”hesaid.

India’s government has placed a priority on infrastructure creation, especially in the setting up of roads and railways. The country’s recent budget aims to continue the 50-year interest free loan programs to state governmentsinordertospurinvestmentsininfrastructure.

Goldman Sachs believes that this is an appropriate time for the private sector to scale up on creating capacity in manufacturing and services in order to generate more jobs andabsorbthelargelaborforce.

Techandinvestments

Spearheading India’s economic trajectory is also its progress in technology and innovation, the investment bank said.

India’s technology industry revenue is expected to increase by $245 billion by the end of 2023, according to

Nasscom, India’s non-governmental trade association. That growth will come from across the IT, business process management and software product streams, Nasscom’s reportindicated.

Additionally, Goldman predicted capital investment will beanothersignificantdriverofIndia’sgrowth.

“India’s savings rate is likely to increase with falling dependency ratios, rising incomes, and deeper financial sector development, which is likely to make the pool of capital available to drive further investment,” Goldman’sreportstated.

Downsiderisks?

The Achilles heel to the bank’s projection is the labor force participation rate — and whether it increases at the ratewhichGoldmanprojects.

“The labor force participation rate in India has declined over the last 15 years,” the report noted, underlining that women’sparticipationrateinthelaborforceis“significantly lower”thanmen’s.

“A mere 20% of all working-age women in India are in employment,” the investment bank wrote in a separate report in June, citing that the low figure could be due to women being primarily engaged in piecework, which is not accounted for by the economic measures of formal employment.

Net exports have also been a drag on India’s growth, because India runs a current account deficit, Goldman said. The bank highlighted, however, that services exports have beencushioningcurrentaccountbalances.

India’s economy is driven by domestic demand, unlike many more export-dependent economies in the region, with up to 60% of its growth mainly attributed to domestic consumption and investments, according to Goldman’s report.

S&PGlobalandMorganStanleyhavealsopredictedthat India is on course to become the third-largest economy by 2030.

India’s first-quarter GDP expanded 6.1% year-on-year, handily beating Reuters’ expectations of 5% growth. The country’s full-year growth is estimated to come in at 7.2%,comparedwith9.1%growthinthe2021-2022fiscalyear.

Advance Cargo Info System in works by Customs

NEW DELHI: India is working on anadvancecargoinformationsystem on the lines of the advance passenger informationsystemputinplacebythe US after 9/11 that will allow immediate customs clearance of importswithscrutinylimitedtoariskbasedassessmentofshipments.

Such a system would allow customs authorities to know beforehand the contents and arrival time of cargo. The information can then be used to pre-clear the consignments or keep them for further checks based on the contents and the information thrown up by the risk-assessmentsystem.

Variousagenciesthatareinvolved in vetting import cargo such as plant quarantine can also carry out their checksonthebasisofdata.

A pilot to test pre-arrival cargo data exchange is already on with the Maldives and discussions are now on with countries including South Korea to expand this system. New Delhi has already inked an agreement for the pre-arrival exchange of country-oforigincertificateswithSouthKorea.

'Pre-arrival data exchange is being examined,' a Senior Governmentofficialsaidrecently.

Such an exchange could become partoffuturetradeagreementtalks.

The Central Board of Indirect Taxes and Customs is working on the initiative as part of customs facilitation to further improve the ease of doing business in the country. Pre-arrival data exchange could form part of a future revamp of the country's customs framework to boost trade facilitation.

Such a system is expected to not just aid expeditious identification and tracking of suspicious goods but also come in handy in verification of country-of-origin certificates with countrieswithwhomIndiahasatrade agreement.

Export, import cost may rise from Jan 2027 as Global Shipping faces costly decarbonisation measures : GTRI

NEW DELHI: Decarbonisation measures for the global shipping industry to reduce carbon emissions in the coming years may increase the cost of doing exports and imports from January 2027, a report by think tank GTRIsaid.

The 175-member International Maritime Organization (IMO) notified its strategy on July 7 to decarbonise the global shipping sector and achieve netzeroemissionsby2050,theGlobalTrade ResearchInstitute(GTRI)said.

ItaddedthatIMOhasalsosetinterim targets for reducing emissions by 20-30 per cent by 2030 and 70-80 per cent by 2040, compared to 2008. It added that IMO has also suggested the shipping industryshouldswitchtocleanerfuel.

"By 2030 cleaner fuel must account for a minimum 5 per cent of total fuel use. IMO will notify detailed measures next year. While IMO recommendations are not legally binding, countries are expectedtoachievethetargetsset. This year, few countries pushed for a flat tax ofUSD100pertonneofcarbonemission by ships, yet IMO ignored the recommendation and set broad targets due to opposition from China and many developing countries," GTRI cofounder Ajay Srivastava said. India should watch out against the IMO recommendingpunitivelevies, hesaid.

"Compliance with the two directives will result in about 3-4 per cent increase in the price of export and import products, amounting to $ 600-800 billion annuallyatgloballevel,"thereportsaid.

It added that over 80 per cent of the world's merchandise trade valued at more than USD 20 trillion takes place through6,400cargoships.

The shipping industry contributes about 3 per cent of greenhouse gas emissions annually using fossil fuels likebunkeroil.

Further, it said that the EU parliament has included shipping in the EU's Emissions Trading System (ETS) on April 18. As a result, it will start charging tax from EUs outbound and inbound shipping companies from Jan1,2027.

TheEUETSwillinitiallycoverlarge ships of 5,000 gross tonnes and above but will be expanded after 2026 to cover smaller ships. On the emission side, initially, only carbon emissions will be tracked, but from 2026, all greenhouse emissions, including methane and nitrousoxidegases, willbecovered.

"The EU is working out the implementing regulations. The measures are expected to be broadly similar to the Carbon Border tax notified for steel, aluminium and other products,"itsaid.

It also said that the share of Indian ships carrying India's merchandise trade has declined from 40 per cent in the late 1980s to less than 8 per cent at present.

Since over 90 per cent of India's merchandise trade is carried by foreign ships, the new regulations will result in Indian traders paying higher charges to foreignshippingcompanies.

"Heavy and low-unit value goods would be more affected than light or high-cost goods. Shipping distance will also add to the cost," it said, adding both the directives force the global shipping sector to make heavy investments in reducing emissions.

It said that decarbonisation will require ships switching from using bunker fuel to low-carbon fuels like liquefied natural gas (LNG), methanol, andammonia.

"The sector also needs to invest in improving ship efficiency by optimising hull design, using efficient engines. TheInternationalEnergyAgency(IEA) estimates that it will cost USD 1.5 trillion to achieve net-zero emissions frominternationalshippingby2050,"the reportsaid.

It suggested that India's shipping sector must set aside over USD 100 billiontosurviveinalowcarbonfuture.

India's ethanol program will cap future sugar exports, says research rm BMI

NEW DELHI: India, the world's second-largest sugar producer and a major exporter in recent years, will likely have a smaller role in the sugar export market going forward as its government-led ethanol program continues to expand, as per a report namedAsiaBiofuelOutlookbyresearch firm BMI, a unit of Fitch Solutions, onMonday.

The report said that India's pursuit of increased ethanol blending in

gasoline, asawaytocuttheoilproducts' import bill and reduce carbon emissions, will continue to support globalsugarprices.

BMI says that there is currently a fastdevelopmentofadditionalcapacity to produce ethanol in India, where biofuel is made mainly from sugarcane.

As more ethanol plants start production, more of the country's sugarcane crop will be used to make the

fuel, limiting the amount of sugar that willbeproduced.

According to the U.S. Department of Agriculture (USDA), India's ethanol blending has reached 11.5 per cent, while the country's government target istoreach20percentby2025.

The report said that although it is "doubtful" that India will be able to achieve that by 2025, the program will cap exports of feedstocks used in ethanolproduction.

A multi-pronged strategy to uplift Paradip Port

PARADIP: Paradip Port Trust is adopting a multi-pronged strategy to take the Paradip port in Odisha on top amongst the major ports. It is hopeful of augmenting total capacity to around 300 million tonnes (mt), up from the current 289 mt by developing the port’s western dock on PPP (public-private partnership)model.

The Authority’s Chairperson PL Haranadh said the port is currently the second among the major ports in the country, and handled 135.36 mt of cargo in 2022-23, a 17 per cent increase over 2021-22. “Our current capacityiscloseto289mtandwehave already awarded the Rs. 3,000 crore project for development of western dock to Jindal Steel and Power. This will help add another 25 mt and increase the total capacity to over 300

mt in the next four-to-five years. We are looking to further augment our capacity to 400 mt by 2030 and 500 mt by 2047 and have identified various projects for expansion and modernisation,”Haranadhsaid.

The optimisation of inner harbour facilities and the development of western dock would help the port handlelarge-cape-sizedvessels.“The project will help increase the draft to around 18 metre and will help bring down the logistics cost for operators significantly,” he said. The port is looking to add four new berths and mechanisethefourexistingberthsas a part of its plan to ramp up the capacityto400mtby2030.

Paradip Port has earmarked a capex of around Rs. 180 crore during 2023-24 on general development and modernisation of facilities.

IthadincurredacapexofRs.150crore in2022-23.

Changing portfolio

It is also looking to diversify the cargo basket. Traditionally the port has been handling coal and iron more butnowitisfocusingonothercargoes including gypsum, petcoke and ammonium nitrate, among others. It isalsolookingtodevelopanexclusive berth for clean cargo. Plans are afoot tosetupanLNG/CNGrefillingcentre on PPP model. According to Haranadh, itisalsolookingtodevelop Paradip as a hub for handling green hydrogenandgreenammonia.

“WewanttoconvertParadipintoa smart port by undertaking several digital initiatives. A number of initiatives have already been taken to ensure ease of doing business,” hesaid.

Overall, exports from 25 cities crossed$10billioninsalesin2022.

“Amazon Global Selling has a seller footprint in 200 plus cities and the cities that are doing $ 10 million

are the ones people don’t primarily think of for exports and especially ecommerce exports. Sriganganagar in Rajasthan, Kolhapur in Maharashtra and Erode in Tamil Nadu are some of the places. This is giving us confidence that it is a pan India trend,” said Bhupen Wakankar –Director of Global Trade Amazon India.

Amazon started the Amazon Globalsellingprogrammein2015and has 1,25,000 exporters on the platform. The company expects $20 billion in cumulative exports by 2025 and $8 billion in exports by the end of 2023.

World Shipping Council : MEPC 80 climate targets must be followed by robust regulation

LOONDON: At MEPC 80, IMO member nations met the shipping industry’s call for action on climate, setting a target of net-zero GHG emissionsby2050andinterimtargets for 2030 and 2040. Most importantly, the updated GHG strategy now sets a clear timeline for the development of the lifecycle-based global fuel standard and economic instrument, to be agreed by 2025 and ready for implementationin2027.

“This marks a new beginning for shipping’s energy transition, with clear goals and milestones. There is much to do, and carriers are eager to continue the work together with regulators, fuel providers and

technology providers to reach our shared climate targets,” says John Butler, President & CEO of the WSC.

“Liner shipping is already investing in renewable fuel-ready ships, and today’s decision broadcasts a strong global signal for investment to the entire maritime sector. We are counting on the IMO member nations to press on with the important work of developing and adopting a robust regulatory framework that will make these fuels available and competitive. The next two years will be critical – for 2050 targetstobeachievableIMOmember nations must develop and agree on a

lifecycle-based global fuel standard and economic measure by 2025, so they can be implemented by 2027,” JohnButlercontinues.

The Liner fleets readiness to achieve GHG reductions creates a demand signal for renewable energy production and supply, but for renewable fuel suppliers to bring production to scale globally this must bematchedbyregulatoryclarity.

Charting the path to decarbonisation

As outlined by WSC in the Six Critical Pathways, reaching netzero by 2050 will require a range of global regulatory initiatives, each addressing different aspects of the transition.

Port of Antwerp-Bruges and Commissioner Kadri Simson deliberates on collaboration for making sustainable energy transition a reality in Europe

ANTWERP:

Kadri Simson, European Commissioner for Energy, and Jacques Vandermeiren, CEO of Port of Antwerp-Bruges, met recently at the Antwerp Port House. The meeting focused on Port of Antwerp-Bruges' hydrogen ambitions, with hydrogen being an essential link in a sustainable and robust energy system. After the consultations, the Commissioner headed into the port by ship, and stopped at INEOS Inovyn in Lillo, where she saw an electrolysis process in operation, one of the most widely used technologies for producing hydrogen. Earlier today, as part of the same theme, she visited one of Fluxys' work site, whichisbuildingahydrogen-readypipeline.

Further development of infrastructure to receive, capture, if necessary transform and transport renewable energy is high on the agenda for Port of Antwerp-Bruges. After all, ports play an important role in the import, transit, use and export of green energy flows. This is both the case for the growing volumes of North Sea wind energy - and the grids needed to bring it ashore - and the green hydrogen flows connecting Port of Antwerp-Bruges to the other continents. The port platform has long been preparing to receive the first major import flows of hydrogen carriers such as ammonia and methanol by 2026 – to be consumed directlyorconvertedbacktohydrogen.Ontheonehand, this is taking place through concrete projects at the port platform itself, such as the development of a crucial pipeline network and the further extension of suitable receiving terminals. On the other hand, Port of Antwerp-Bruges is committed to international collaborations with major exportingcountries, suchasOmanandNamibia.

Alongside the development of critical infrastructure and engaging in international collaborations, a sound European policy framework is indispensable for making the hydrogen market a reality. Energy transition and energy

independence are an absolute priority for the European Commission. The REPowerEU plan is among the things that demonstrate this. This plan emphasises the need to provide import opportunities in addition to localrenewableenergyproduction. One of the instruments that Europe is additionally developing is the 'European Hydrogen Bank': a mechanism that provides financial support to encourage investment in sustainable hydrogenproductionandpurchasetoEuropeanoff-takers.

These initiatives were discussed at length during the talks between CEO Jacques Vandermeiren and European CommissionerKadriSimson.Bothagreedthatthelaunchof theinternationalhydrogenmarketneedsaclearsignalfrom the European Commission. The international pillar of the EuropeanHydrogenBankwillbecrucialinthis.

Kadri Simson, European Commissioner for Energy: “Today’s visit to Port of Antwerp-Bruges has shown me that the transformation to become a major decarbonisation hub is already happening, with multiple projects on renewable hydrogen and carbon-capture, use and storage. The availability of renewable hydrogen is essential in a decarbonised economy and the EU policy for renewable hydrogen has been developing rapidly in the last years. A quick deployment of projects to import, produce, use and transit hydrogen, as witnessed here, will be fundamental for thesuccessoftheEuropeanGreenDeal.”

Jacques Vandermeiren, CEO Port of Antwerp-Bruges: "The Port of Antwerp-Bruges is a major hub for energy supplies today and tomorrow, for our country and the rest of Europe. The necessary energy transition will not come about with isolated initiatives, but is a matter of collaboration. By engaging with European policy-makers like Commissioner Kadri Simson, we are making supply chains more efficient, sustainable, safe and reliable, across borderstoo."

Smart Container fleet expected to grow 6-fold over the next 5 years : Drewry

LONDON: The global telematics enabled container equipment fleet is forecast to grow 6-fold over the next 5 years and account for 30% of global box inventories by 2027, driven by wider adoption across the dry container fleet. This is one of the main conclusions from Drewry’s recently published Container Census & Leasing AnnualReview&Forecast2023/24report.

Smart containers have increased in prominence in recent years, a trend that accelerated following the onset of the Covid-19 pandemic and resultant supply chain disruption, which highlighted the need for better cargo visibility to cope with longer and more volatile transit times. And the pace of adoption of smart containers is expected to accelerate over the next five years as device costs fall and firstmovercarrierschallengeotherstofollow.

A container becomes “smart” when fitted with a telematics device that provides real-time tracking and monitoring, enablingoperatorstoincreaseturntimeoftheir containers and so improve equipment availability. It also allows beneficial cargo owners (BCOs) to understand the location and status of their cargo so that they can better controltheirsupplychains.

There are a number of factors driving this market growth. Supply chain disruption and port congestion that plagued the pandemic era, provided a wake-up call for improved visibility of cargo flows and container fleet management. And despite weak market conditions, carriers have funds to invest following the recent boom in industry profitability, and see opportunities to improve the efficiency of their operations through the deployment

of smart containers.

Drewry estimates that by the end of 2022 around 5.6% of the global container equipment fleet was fitted with smart technology devices following growth of 57% through the year; an acceleration from the 32% gain recorded the previous year. However, take-up varies considerably by equipment type, with penetration already strong in reefer and intermodal containers but much lower in the dry box sector.Alreadyoverhalfofboththemaritimereeferandland based intermodal container fleets are smart-enabled, the former up from a third last year, according to Drewry estimates.

Drewryforecaststhatthenumberofsmartcontainersin the global fleet will accelerate over the next five years, to reach over 10 million units, representing as much as 30% of worldwide box inventories. As technological innovation lowers the cost of devices and enhances their value to both transportoperatorsandBCOs,uptakeisexpectedtohasten.

Smart fleet acceleration will now be driven by strong uptake in the dry container fleet where penetration is currently as little as 0.7%, according to Drewry estimates. Several carriers including Hapag-Lloyd and Japan’s ONE have publicly committed to equipping their entire dry box fleet with smart devices, the former as soon as next year. Drewry believes that these moves will force other leading carriers to follow suit. Shipping line return on investment will come from the potential to optimise their box fleet and cargo operations. Past initiatives to develop the dry smart fleet failed because they relied on BCO demand which was deterred by additional fees and lack of integration into carrierIoTserviceofferings.
