



NEW DELHI: The Government of India has made suitable amendments in the Foreign Trade PolicyandHandbookofProcedures to allow for International Trade Settlement in Indian Rupees (INR) i.e., invoicing, payment, and settlement of exports / imports in Indian Rupees. Accordingly, the Directorate General of Foreign Trade (DGFT) had earlier introduced Para 2.52(d) vide Notification No. 33/2015-20 dated 16.09.2022 to permit invoicing, payment and settlements exports and imports in INR in sync with RBI’s A.P. (DIR Series) Circular No.10dated11thJuly2022.
In continuation to the above notification, changes have been introduced under Para 2.53 of the Foreign Trade Policy, for grant of exports benefits / fulfilment of Export Obligation under the Foreign Trade Policy, for export realisationsinIndianRupeesasper the RBI guidelines dated 11th July 2022.
The updated provisions for ExportRealisationinIndianrupees been notified for, imports for exports (Para 2.46 of FTP), export performance for recognition as Status Holders (Para 3.20 of FTP), Realisation of export proceeds under Advance Authorisation (AA)
and Duty Free Import Authorisation (DFIA) schemes (Para 4.21 of FTP) and Realisation of Export Proceeds under Export Promotion Capital Goods (EPCG) Scheme(Para5.11ofHBP).
Accordingly, benefits / fulfilment of Export Obligation under the Foreign Trade Policy has been extended for realisations in Indian Rupees as per the RBI guidelines dated 11th July 2022. Given the rise in interest in internationalisation of Indian Rupee, the given Policy amendments have been undertakentofacilitateandtobring ease in international trade transactionsinIndianRupees.
NEW DELHI: A new web-based system for expedited export consignment clearance is likely to be rolled out in the following fiscal year. As per a reliable source, this system will eliminate the need for separate applications required by various regulatory bodies. It will also allow exporters to submit their export declaration documents online at a single point of approval from authorities and will follow the current process for import clearance where export consignments must undergo a physicalregistrationprocess.
As per the report, six major regulatory agencies are in discussionswiththeCentralBoardof Indirect Taxes and Customs (CBIC).
The CBIC is reportedly building this new single-window clearance system for exports of goods, in order to incorporate their approvals with the new system. By the end of 2023, the department is expected to meet its target of having an average release time of 24 hours and 12 hours for exports through seaports and airports,respectively.
“We have initiated talks with relevant regulatory agencies. Their intervention is required to have a single window for export approval,” Business Standard quoted a senior revenue official as saying. He further stated that some export commodities have to undergo risk-based analysis, which frequently requires more
time period for approval.
According to the report, the new system was created so that the Customs information technology system will automatically identify import items based on risk factors. Moreover, the system will automatically direct sample collection, inspection, delegation to Customs, etc, which in a way obviates the need for manual instructions.
According to the report, there is another proposal to merge the Indian Customs Electronic Gateway (ICEGATE) portal with various regulatory organisations and special economic zones. This is expected to be done to fasten the exportprocedureevenmore.

Allcargo Logistics reported consolidated revenue of ₹ 5,300 Crores for the quarter and EBITDA stood at ₹ 450 Crores.Profitbeforetaxexcludingexceptionalincome stood at ₹ 352 Crores, including share of profit from associates and JVs. This robust performance and growth comes against a backdrop of economic slowdown across the world limiting opportunities for growth.
In the largest business segment of International SupplyChain(ISC),OceanFreightratescontinuedthe downward trend which started earlier in the year, with sharp correction in spot freight rates during the quarter. As a result, the revenue witnessed QoQ decline; however, a large part of ocean freight being a pass-through cost, profits remained strong. On the back of digital initiatives and increased focus on doorto-doorshipments,thecompanyreportedhighestever EBITDAmargin.
ExpresslogisticsbusinessunderGaticontinuedits strong performance leading to 3x growth in EBITDA for first half of FY23 as compared to FY22. Contract Logistics business remains strong with renewed focus on creating capacity and bandwidth for growth. Businesses being demerged including CFS proposed to go under Allcargo Terminals also performed well. CFS business continued its market dominance across key ports of JNPT, Mundra and Chennai. The equipment business of the company has been rationalized by reducing capital employed and utilizationiscurrentlynear90%levels.
The board of Allcargo today approved the plan to
acquire 30% stake in GKEPL from KWE group. Allcargo Logistics had acquired shareholding in Gati LimitedinFY20andhadagreedinprinciplewithKWE to discuss purchase of their shares in the main operating entity, GKEPL, at a future date on mutually agreeable terms. Over last two years, Allcargo has brought in transformational changes in Gati since its acquisition and in line with the company’s wellplanned strategy, it now proposes to further increase itsinvestmentinthebusiness.Allcargohasreachedan agreement with KWE to buy their shares in the operating entity in mutually agreed terms. Share Purchase Agreement shall be executed in due courseoftime.
In context of transaction for logistics parks, Board of Directors took note that, the major condition precedent, which was long pending has now been fulfilled and the transaction would be consummated with signing of SPA, which is expected in next 3-4 weeks. Subsequent to this, Optionally Convertible Debentures of ₹ 112 Cr and Lease Rental Discounting of approx ₹ 183 Cr sitting in these concerned SPVs shall get alienated from the Company’s Books. Further, there would be an actual additional cash inflow of approx. ₹ 105 Cr on closure of thesaidtransaction,therebyreducingtheoveralldebt at Allcargo level by approximately ₹ 400 Cr. This reduction in debt does not factor in the additional impactofoptionalassetsatHaryanaLogisticsPark.
NEW DELHI: The Government has decided to do away with incentives to services exporters under the flagship Services Exports from India Scheme (SEIS). The next foreign trade policy (FTP) won’t include a scheme replacing the SEIS, official and trade sources told FE. The FTP is expected to be unveiled in March 2023andimplementedfromthenextfiscal.
Given the limited resources, the Government may also refrain from providing exporters the SEIS benefits forFY22andthisfiscal,oneofthesourcessaid.
“The withdrawal of incentives for services exports is beingdoneonthebasisofacost-benefitanalysis.Services exports are doing well even without the incentives. So, supportshouldbeextendedtothoseplayersorsectorsthat requiremorehelp,”saidthesources.
However, the government may offer greater assistance to services exporters for marketing of select services overseas in the next FTP to help them graborders,saidthesources.
Under SEIS, the Government offered domestic exporters duty credit scrips at 3-5% of the net foreign
exchange earned in FY20, depending on the nature of services.InFY19,theincentiveswerehigherat5-7%.
Lastyear,theGovernmentannouncedanassistance of Rs 10,002 crore to clear all the dues under SEIS until FY21. Trade analysts say the actual outgo under SEIS could be around Rs 4,000 crore a year, although latest officialdataarenotavailable.
Importantly, while the Merchandise Exports from India Scheme (MEIS) has been replaced by a new tax remission scheme RoDTEP from January 2021, no such replacement is being planned for services exporters.
Theplantonotextendtheincentivescomesatatime when exports of services are performing better than those of goods, despite a slowdown in advanced markets.
India’s services exports rose 23% year-on-year last fiscal to $254 billion. Over 60% of the services exports were accounted for by software services, and companies in this space barely need any government supportforexports,saidanofficialsource.

Mr. Baruah’s visit to FFFAI was to explore the partnership with FFFAI /IIFF ( A Training wing of FFFAI) utilising the expert domain knowledge on Customs Clearance & Logistics industry multimodal connectivity to proliferate and impart knowledge into North East region which is unexplored and Geo Strategic position for boosting IndianeconomyinExportImporttrade.
InthismeetingMrShindeelaboratedonthegenesisand aims & objectives of FFFAI and its 60 years’ contribution to theIndianeconomy.Healsosharedsomechallengingissues predominantly pertaining to Faceless B/E Assessment, monitoring systems and Gateway EGM errors affecting the post shipment exports benefits, DGFT Licenses online updates due to the error in the ICEGATE System seeking postamendmentonlinetransmission.
According to Mr Mulani, supported by the DG Systems thetrust-basedenvironmentshouldbecreatedanddisputes can be mitigated in a time-bound manner. In his opinion, the 1st phase of the Faceless Assessment supported by ICEGATE System is over and now the second phase should focus on accountability and time limit for B/E assessment andclearance.
Mr Baruah gave a patient hearing to all recommendations from FFFAI and assured an early redressal. He also emphasised on enhancement of knowledge and skill development of the CB & exim trade community.CommendingtheeffortsofFFFAIinthisregard through its training arm IIFF he suggested reaching out to new and potential areas to skill the logistics professionals.

KOLKATA: The Federation of Indian Export Organisations recently said it will work closely with West Bengal Governmentforthree-foldgrowthinthe state’sexportstoUSD50billion.
The apex body of Indian export promotion organisations will also engage itself in preparing productspecific market metrics to help boost exportsfromthestate,atopofficialsaid.
In the short term there are some challenges in exports from Bengal due to economic issues in the key neighbouring countries like Bangladesh and Nepal which are restricting the growth of exports from the state, FIEO Director General & CEO Ajai Sahai said. FIEO has already signed an MoU with Madhya Pradesh and Uttar Pradesh for facilitating and enhancingtheirexportmarkets.
“Exports from West Bengal were USD13.9billionin2021-22.Exportsfrom
the state will have to grow at a CAGR of 17 per cent to achieve USD 50 billion by 2030. Though challenging, it can be achievedwithproperstrategy,”hesaid.
FIEO’s product market metrics report, which will be a product-wise and market-wiseanalysis,willhelpthestate to take the necessary measures to attain the high growth trajectory, he said.
It will also help policymakers and exporters to work on and take corrective measures to overcome any shortcomingsandrampupshipments.
“West Bengal’s share in the country’s exports is currently about 3 per cent. With its potential the state should endeavour to increase its exportsto5percentby2030,”hesaid.
Bangladesh and Nepal, which neighbourBengal,traditionallyaccount for around 27 per cent of Bengal’s total exports. But their forex shortages and inflationary pressures restrict these countriestoimport,hesaid.
“In April-August 2022 of the current fiscal, total exports from the state were USD 5.83 billion. Of this USD 992 million was to Bangladesh and USD 540 million toNepal,”Sahaisaid.
The body is organising exportoriented knowledge-based skill development training programmes and workshops in the country under Market AccessInitiativeSchemesfor2022-23.
Its office here has proposed to arrange such training programs physicallyin18districtsofBengal.Such programmes have already been conducted in Purba Burdwan and Murshidabad, FIEO regional chairman (East)YogeshGuptasaid.
Identification of niche products in the tea and jute sectors, the two which traditionallyhavegoodexportpotential, can help existing exporters or new entrepreneurs. Others like leather, handicraft and marine products and chemicals can also help boost exports fromWestBengal,theofficialssaid.
