New Shipping Service connects Gulf with India

DOHA: A circular service connecting Hamad Port with India, Gulf–India Express 2 (GIX2), has started operations, a move that ought to further enhance and strengthenDoha’straderelations.

The new service at Hamad Port is operated by Aladin Express, said QTerminals, a joint venture between MwaniQatarandMilaha,inatweet.

The port rotation of the new service is Mundra Port (India) – King Abdulaziz Port (Saudi Arabia) – Khalifa Bin Salman Port (Bahrain) – Hamad Port (Qatar) –

JebelAliPort(theUAE)–MundraPort(India).

The service, which started on September 23 with the 1,740TEU (twenty foot equivalent unit) GREEN ACE, will provide increased opportunities for trade between the countries through direct service and shorter transit time.

It will complement the Gulf India Express (GIX) that was launched on April this year with 510TEU URANUS, callingatMundra,Sohar,Mundra,Sohar,JebelAli,Ajman, RasAlKhaimah,andMundra.

Duty refunds likely for Steel, Pharma and Chemical exports

NEW DELHI: India could be looking at extending a key export scheme to pharmaceuticals, chemicals and steel products, eyeing measures to support exports hit hard by falling demand in advanced economies. Discussions have started between the Ministries of Commerce & Industry and Finance on including these sectors under the Refund of DutiesandTaxesonExportedProductsorRoDTEPscheme.

The input duty remission scheme for exporters was implemented from January 1, 2021 but had excluded these sectors. “A proposal to include these sectors under RoDTEP is under discussions,” a Government official, privy to the deliberationssaid.

A cabinet note could be moved after discussions with the Finance Ministry,

according to the official. The scheme offers 0.3-4.3% incentive to 8,555 products in many employmentgenerating sectors such as marine, agriculture, leatherandgems&jewellery.

The Government has provided around Rs 13,000 crore under RoDTEP for the refund of duties and taxes such as value added tax on fuel used in transportation, mandi tax and duty on electricity used during manufacturing. As per the official, the Commerce Department will need Rs2,000croremoretoexpandthescheme’scoverage.

DPIIT deliberates on ‘Ease of Doing Business’

NEW DELHI: Department for Promotion of Industry and Internal Trade (DPIIT) conducted a National Workshop on ‘Ease of Doing Business’ inNewDelhi.

The Keynote address at the Workshop was delivered by Shri Parameswaran Iyer, CEO Niti Aaayog. Hehighlightedtheimportance of India’s performance on global indices. He underscored how Ease of DoingBusinesstookthecenterstageas one of the most important pillars along with other programs, towards developing India as a preferred investment destination. Shri Iyer also spoke of the vision of Prime Minister Shri Narendra Modi for ease of living and Ease of Doing Business. He suggested that focus should be on achieving the whole-of-government approachbylearningfromeachother.

Shri Amitabh Kant, G 20 Sherpa emphasized the role of Ease of doing business in transforming India. He reiterated that complacency with improvement of India’s rank is not desirable. De-novo thinking on the very need of certain processes, permissions, renewals is necessary to attain Ease of Doing business in its true spirit. Enabling a changeinmindsetwithinthecountryto accept the new ways is also essential, hesaid.

Shri Ramesh Abhishek, former Secretary, DPIIT highlighted the vision for Ease of Doing Business 2.0, wherein a framework to be drafted for all public authorities including State

and regulators. Study of global Best Practices should be undertaken by Government Departments. Very need forlicense/approvals/renewalsshould be examined and any requirement of the same should be justified. It should also be examined if licenses/approvals can be replaced with mere registration/intimation to Government authorities.

Exporters keeping fingers crossed as recession clouds loom over EU

NEW DELHI: Exporters are keeping their fingers crossed due to "visible" recessionary trends in the European Union (EU) as it could affect demand for domestic goods in that market in the coming months.

The EU is one of major export destinations for Indian exporters, accounting for about 15 per cent of India'stotaloutboundshipments.

"There are visible symptoms of recession in the EU. Energy crisis is looming there. Buyers are delaying orders from India. They are concerned but hopeful," Federation of Indian Export Organisations (FIEO) DirectorGeneralAjaySahaisaid.

He, however, added that the situation in the EU provides an opportunity for Indian exporters to enhance efforts to boost exports to countrieslikeRussia.

"Sanction of Russia gives us an opportunitytotapthatmarket,"Sahai said, expressing confidence that India's total merchandise exports wouldreachUSD470billionin2022-23 asagainstUSD420billionin2021-22.

Biswajit Dhar, a professor of

economics at Jawaharlal Nehru University, said the government should rework its strategy on the export front as the EU situation is not good.

"Itisnotjustanenergycrisis,itisa larger problem of slowing down of the economies in EU countries. That should be a source of concern for us. If major markets like the EU face such recessionary tendencies, our exportscouldactuallysuffer,"Dharsaid.

Sharing similar views, Technocraft Industries Founder and Chairman Sharad Kumar Saraf said EU buyers are cancelling orders and itwouldaffectthecountry'sexportsin thecomingmonths.

"Situation is not good at the export front, particularly for sectors such as textilesandchemicals,"headded.

Ludhiana Hand Tools Association President S C Ralhan said EU buyers are delaying accepting consignments, so exporters are a bit worriedaboutthesituationthere.

India's exports to the EU stood at USD 30.8 billion during April-August 2022.ItwasUSD65billionin2021-22.

Commerce and Industry Minister Piyush Goyal held meetings with exporters on October 7 to discuss waystopromotegrowthofexports.

HehasstatedthatIndiamustkeep prospecting for new opportunities in the world market and utilise all such possiblechancestoexpandtrade.

In the meeting, industry has flagged certain issues related to the rising cost of raw materials and subdued demand in certain key export markets due to high inventory levels.

The industry requested inclusion of left out sectors under RoDTEP (Remissions of Duties and Taxes on Exported Products) and rationalisation of existing RoDTEP rates, exploring possibility for increased support under Interest Equalisation Scheme and Market AccessInitiative(MAI).

A decline in exports of sectors such as engineering, ready-made garmentsandriceledtoacontraction in the country's overall outbound shipments by 3.52 per cent to USD 32.62billioninSeptember.

Large Indian Banks not excited about rupee mechanism in Russia trade - Sources

NEW DELHI: Large Indian lenders are reluctant to process direct rupee trade transactions with Russia months after the mechanism was put in place for fear of becoming the target of sanctions by the United States and Europe over the invasion ofUkraine,sourcessaid.

Two smaller lenders have moved to adopt the system after the Reserve BankofIndia(RBI)saidinJulythatit had set up an arrangement for international trade settlements in Indianrupeeswithimmediateeffect.

But bigger lenders with more exposure to the international financialsystem,andinparticularthe dollar, are worried their businesses could be disrupted if targeted by sanctions.

Western sanctions to punish Russia for its invasion of Ukraine are trying to limit Moscow's access to foreign exchange, particularly the dollar. India has deep trade ties with Russia, and the rupee mechanism can help bypass the U.S. dollar and theeuroforsettlements.

An Indian diplomat in Russia said Russian banks had reached out to eight large Indian counterparts to set up rupee trade settlements, but the Indianbankshadnotresponded.

Some of these banks include India's largest lender State Bank of India, Punjab National Bank, Bank of India, Bank of Baroda and Central BankofIndia,thesourcesaid.

But several sources at the banks privately confirmed they had decided not to use the structure, at least for now.

One of them, a senior executive at a large state-owned bank, said using such a settlement mechanism could beaviolationofsomesanctionsrules. "They(Westernnations)canimposea sanction on us, it will be a major business and reputational loss," said thebanker.

Indian banks continue to settle trade with non-sanctioned Russian entities in dollars or euro, but the sources said they believe that settlements in rupees could come undergreaterscrutiny.

Another banker said the new settlements system could raise questions in the West, and could lead to sanctions. "The process of getting them lifted may take months and it is a risk banks are not willing to take," thesourcesaid.

The United States imposed sanctions on major Russian banks, otherinstitutions,PresidentVladimir

Putin and oligarchs following the invasion of Ukraine, and anyone dealing with a sanctioned entity can alsoattractsanctions.

A third source at a large Indian bank said the lack of liquidity in trade in the rouble compared with the more liquid rupee made it difficult to determine an accurate rouble-rupee exchangerate,anotherfactorholding backIndianbanks.

Even if they managed to get over that hurdle, what could Russian banks do with a pool of rupees sitting in an account in India, the source asked. Indian banks do not have large rouble reserves, so could not offer a directcurrencyexchange.

The two smaller Indian banks that have started the process of opening accountstosettletradewithRussiain rupees are private lender Yes Bank andstate-ownedlenderUCOBank.

According to government data, Indian imports from Russia hit $17.24 billion in April-August this fiscal year from about $3.2 billion a year earlier due to a sharp increase in oil purchases.

Indian exports to Russia in AprilAugust declined to $992.73 million compared to $1.31 billion in the same periodlastyear.

Asia-US Container rates continue to fall, nearing pre-pandemic levels as imports slow

SINGAPORE: Rates for shipping containers from east Asia and China to the US continued to fall last week and are nearing the levels seen at the start of the pandemic, pushed lower by falling demand, China’s ongoing zero-COVID policies and Chinese factory closures for the Golden Week holiday.

According to the Baltic Index from online freight shipping marketplace and platform provider Freightos, rates to the West Coast are 85% lower compared with the same time a year ago, while rates to the East Coast are 66% lower than thistimelastyear.

Judah Levine, head of research at Freightos, said rates were last at currentlevelsinJune2020,whichwas whenpricesfirststartedrisingduring thepandemic.

“This price is just 5% higher than inOctober2018,whenimporterswere rushing to beat the roll-out of tariffs

on Chinese goods in January 2019,” Levinesaid.

Levine noted that some industry analysts are predicting that rates could soon fall below the break-even point, meaning carriers could be movingshippingcontainersataloss.

“Smaller carriers who operate smaller vessels – many of whom are paying expensive charter rates and werenewentrantsonthetranspacific as spot rates spiked – and currently operate about a third of transpacific capacity may be the most exposed to falling prices making operations unprofitable,”Levinesaid.

He said larger carriers are likely hoping that the shift in market dynamics will push the smaller carriers and their capacity out of the market, which, along with increased blank sailings could help stabilise rates.

FALLINGCONSUMERDEMAND

But falling consumer demand is

likely to keep downward pressure on rates.

According to data from the National Retail Foundation, Imports at the nation’s major container ports are expected to fall to their lowest level in nearly two years by the end of 2022eventhoughretailsalescontinue togrow.

With massive congestion at the West Coast ports of Los Angeles (LA) and Long Beach (LB) earlier this year, many importers ordered early fortheholidayseason.

“Many retailers brought in merchandise early this year to beat rising inflation and ongoing supply chain disruption issues,” Jonathan Gold, NRF vice president for supply chainandcustomspolicy,said.

Despite the lower volumes, retailers are still experiencing challenges along the supply chain, including US ports and intermodal railyards,Goldsaid.

SMP Kolkata to start city-Sagar night navigation operations soon

KOLKATA : Kolkata Port, now knownastheSyamaPrasadMookerjee Port (SMP), is set to start night navigation between Kolkata and Sagar island in the next three months, KoPT Chairman Vineet Kumar said recently. Cargo movement and efficiency of the port will improve considerably after vessels can sail overnight,Kumaradded.

“Thefirstphaseofthenavigation— tillBudgeBudge—willstartinthenext three months. In six months, the entire route — Sagar, Diamond Harbour, Budge Budge and Kolkata — will have the night navigation system in place,” saidtheSMPchairman.

An SMP team is just back from Belgium’s Port of Antwerp to understand how the night navigation system works in the Belgium port, whichisalsoariverineportlikeKolkata.

The Rs 17.3crore project involves a satellite-based system with virtual buoys installed on the Hooghly river to help ships sail 24×7 in and out of Kolkata port, thus enhancing operations. Without the night navigation, ships can’t leave the port at night. Nor can vessels sail between SagarandKolkataatnight.

Currently, the night navigation system is available till Haldia. It will be extended up to Kolkata, which isfurther upstream. For this, KoPT is buying software from Antwerp Port for installing shore signals, transits and lighting the buoys so that night navigation will start between Budge Budge and Kolkata in three months and along the entire Kolkata-Sagar route in the next six months, Kumar said. The Qster software will be customised for this system.

“Meanwhile, another team of five pilots will be sent to Antwerp,” hesaid.

The virtual buoys will be placed at various locations on the river to help ships pass through treacherous bards and bends along the 130km distance between Sagar Island and the Kidderporedocksystem(KDS).Instead of actually lit-up buoys, their virtual avatars will exist only on the computer screen, thus sparing KoPT from deployingpersonnelforthejob.

Like Antwerp Port, a digital 3D version of its docks simulated in real time, with the help of artificial intelligence (AI), will be used for night navigation.Itcanfindtheexactlocation, arrivalanddeparturetimeofashipand will help save at least $10,000 for a ship and thus raise import and export activitiesattheport.

Adani Port seeks Rs 78.7 crore damage compensation for Vizhinjam Port

COCHIN: With the Church-led action council hardening its stand, Adani Port, which is implementing the deep-sea Vizhinjam Port project, has served a notice on the Government seeking a compensation of Rs 78.7 crore for the loss incurred due to the protest which has stalled constructionworks.

Sources said the Adani port has incurred a loss of Rs 78.8 crore till September 30 and the total loss has crossed Rs 100 crore as on October 8, the53rddaysincetheworkwasstopped

due to protest. Meanwhile, Minister for Ports Ahammed Devarkovil expressed confidence that the efforts to find an amicable solution to the protest will bearfruitsoon.

“We are holding talks with the protesters on October 13 and I hope we can settle the issues through discussion. The court has also directed the protesters not to obstruct construction works. We want to resolve the issue and restart construction works immediately as the protest is denting the state’s image.

Many investors have come forward to invest in the state and the protest may discouragethem,”theMinistersaid.

The Government had conducted an online meeting of investors last month in which representatives of 160 firms participated. Two weeks ago, the ministerheldameetinginDubaiwhere 100 investors attended and many of them were keen to invest in Kerala.

“We have to complete the Vizhinjam projectassoonaspossiblewhichwillhave a positive impact on the development of theState,”theMinistersaid.
