US, Saudi Arabia, India discuss possible Rail, Port deal - Sources
WASHINGTON: The U.S., Saudi Arabia, India and other nations are discussing a possible infrastructure deal that could reconfigure trade between the Gulf and South Asia, linking Middle Eastern countries by railways and connecting to India by port, according to U.S. officials aware of the conversations.
The conversations have been underway for months but are fluid, one of the people said.

India needs to grow at 8-9% for 20 years to become developed Country by 2047: Deloitte
MUMBAI: India needs to grow at 8-9 per cent for the next 20 years to become a developed nation by 2047 as envisioned by Prime Minister Narendra Modi, Deloitte South Asia CEO Romal Shetty said.
He said India can benefit from the ‘China plus one’ strategy as no other country can offer the scale and size of operations as is available here.
Referring to the space sector, Shetty said India already has 200 startups and can attract investments of USD 100 billion by 2040.
“We need to grow at 8-9 per cent till at least 2047 to become a developed economy, moving away from middle income level. To grow at that pace is not easy Very few countries in the world have been able to grow at a pace of 8-9 per cent year-on -year,” Shetty told PTI.
Modi in an interview was qouted PTI recently said India will be in the top 3 economies in the near future.
“By 2047, I am sure that our country will be among the
developed countries Our economy will be even more inclusive and innovative,” he had said.

“Multinational companies are looking at ‘China plus one’. There is no doubt about that. While there are other countries that will benefit when companies decide to move their manufacturing to somewhere else apart from China, no other country has the scale and size as India has,” Shetty added.
Morgan Stanley says China is ‘overinvested,’ but India’s the opposite

“China is overinvested It’s overleveraged and it’s oversupplied. And then it has this geopolitical cloud over it,” said Jitania Kandhari, Morgan Stanley’s deputy CIO for solutions & multi-asset and managing director
This is in contrast to India, which Kandhari says is underinvested.
“It’s underinvested because investment to GDP was down, and now investment and manufacturing are hopefully picking up with the China-plus-one diversion of trade that is happening there,” Kandhari was quoted by CNBC’s “Squawk Box Asia.”
Recently companies have pursued a “China-plus-one” strategy as they diversify their supply chains in a bid for resilience.
Kandhari added that India is undersupplied in terms of homes and property, whereas “China has so many excesses.” China’s real estate sector has been mired in debt and plagued by weak sales. New home sales for the top 100 developers sunk by about a third in June and July from a year ago, after double-digit growth earlier in the year, according to S&P Global Ratings.
“India’s beginning a new cycle on the real estate side — made in India, work from India — with the global centers setting up there,” she elaborated. “So India story definitely feels like it has legs.”

Global Maritime India Summit may see a shift in venue
NEW DELHI: The venue for the much publicized ‘Global Maritime India Summit 2023’ being organized by the Ministry of Ports, Shipping, and Waterways in October is likely to be shifted to Mumbai from the originally planned ‘Pragati Maidan’ in New Delhi after Prime Minister Narendra Modi suggested that the mega maritime event should be held in a coastal state, according to sources.
In the run-up to the Summit, the Ministry has held about a dozen road shows so far in different parts of the country to set the context for the event. The road shows were aimed at
convening Government officials, corporate executives, maritime stakeholders, and enthusiasts on a unified platform for discussions and deliberations concerning the future of the maritime sector The event seeks to enhance the Indian marine industry by fostering both national and international collaborations and facilitating investments.
The Summit is projected as a premier maritime sector focused event to bring together pivotal figures from the industry to explore opportunities, understand challenges, and stimulate investment within India’s maritime sector.
Special Secretary (Logistics) deliberates on PM Gatishakti National Masterplan at ADB
GEORGIA: India showcased PM Gatishakti National Master Plan at the ‘2023 Regional Cooperation and Integration Conference: Strengthening Regional Cooperation and Integration through Economic Corridor Development (ECD)’, organized by Asian Development Bank (ADB) at Tbilisi, Georgia. The conference, held from 5th to 7th September, 2023, observed participation from more than 30 member countries comprising senior officials of ADB’s Developing Member Countries responsible for ECD, representatives of Development partner agencies and Regional cooperation organizations. Indian delegation was led by Special Secretary (Logistics), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Ms. Sumita Dawra.
The objective of the conference was to (i) explore ways to integrate spatial transformation/area-centric approach with the ECD and strengthen regional cooperation through a broader approach; and (ii) Knowledge sharing on application of the Economic Corridor Development (ECD) framework and operational guidelines, onto investable projects.
Ms Dawra informed the conference that PM GatiShakti – National Master Plan for Multi-modal Connectivity, a Made in India initiative, is a transformative ‘whole-ofgovernment’ approach for integrated planning of multimodal infrastructure connectivity to economic nodes and social infrastructure, thereby improving logistics efficiency PM Gati Shakti principles bring socio-economic area-based development as part of regional connectivity She mentioned the Government of India’s (GoI) targeted interventions and huge capex push to infrastructure investments and adoption of geospatial and other cuttingedge technologies towards transforming the entire logistics and infrastructure ecosystem.
She showcased PM GatiShakti, the GIS data-based, ‘whole of Government’ approach to integrated infrastructure master planning While global pioneers were brought together by ADB to brainstorm over broadening the scope of its ECD framework for regional cooperation. Special Secretary highlighted that India has already operationalised and is successfully implementing the PM GatiShakti, transformative approach to areabased infrastructure development. So it is not just building infrastructure connectivity, but also bringing with it both economic and social development leading to both Ease of
Doing Business and Ease of Living.
She said that under PM GatiShakti a spatial / area based holistic development approach is being adopted to saturate influence areas around critical project locations / industrial clusters / tourist sites / social sector assets. Assessment of connectivity infrastructure requirements to integrate manufacturing value chain; logistics facilities, social sector institutions such as schools and hospitals; skilling centres is done at the planning stage and spatial plans are developed accordingly
During further discussions among the stakeholders Special Secretary (Logistics) also presented GoI’s other digital initiatives in the logistics sector namely, the Unified Logistics Interface Platform (ULIP) and Logistics Data Bank (LDB), as effective measures for trade facilitation and ease of logistics through its various functionalities such as track and trace of cargo; authentication of service providers; digital document generation and exchange. Thereby enabling ease of doing business and attracting Private sector investments. GoI’s ongoing efforts towards development of industrial corridors, and activation zones and individual nodes / clusters along them; adequate trunk and utility network and streamlining clearances through inter-Ministerial coordination, is de-risking investments for the private sector
T h e P M G a t i S h a k t i a p p r o a c h f o r s p a t i a l transformation / area-based comprehensive planning of logistics and infrastructure development is building Next Generation Infrastructure and promoting Ease of Living and Ease of Doing Business in the country India’s indigenously developed GIS-based technology was offered through knowledge sharing to ADB and SASEC countries, for enhancing socio-economic planning, and regional cooperation.

IAPH World Ports Tracker Q2 2023: more port calls with less cargo, truck driver shortages appear; overall liner trade connectivity improves
O : I A P H h a s released its fifth edition of the World Ports Tracker for quarter 2 of 2023, which contains the most comprehensive situation report on economic activity by ports themselves, as well as by using S&P Global container market intelligence data and now UNCTAD-MDST’s liner shipping connectivity index, both on container trade trends.
IAPH Managing Director Patrick Verhoeven commented : “Professors Theo Notteboom and Thanos Pallis have delivered once more their highly useful insight tool, which has been designed for IAPH port members to read between the data lines on what has happened, what can be expected and which measures they should look at taking to ensure they adapt to market changes. We will now switch the reporting to a half-yearly basis to maximise the number of members involved in reporting survey data, as well as adding annual survey questions for the year-end report on investment p l a n s i n i n f r a s t r u c t u r e a n d sustainability, terminal expansions and land use.”

On a year-on-year basis, port productivity in Q2 2023 increased in five of the nine world regions. The most substantial growth in average port moves per hour was recorded in North America (+29% compared to Q2 of 2022), followed by North East Asia (+20%), Africa (+10%) and North Europe (+9%).

The LSCI improved to a lesser extent in North East Asia and North America. Some internal shifts are present in North Europe, the region where changes occur at a slower pace In Oceania and the Pacific, LSCI improvements were marginal.
The second quarter of 2023 brought a sharp increase in the number of cargo vessel calls in all port regions compared to Q2 2022. However, on a year-on-year basis, the average call sizes show strong declines in all port regions.
Co -author Professor Theo N o t t e b o o m c o m m e n t e d : “Ports around the world are, on average, less optimistic than half a year ago about the expected cargo traffic evolution in the next twelve months. This is particularly the case in North America and North Europe, where about two thirds of the respondents see TEU volumes stagnating or even slightly declining over the next twelve months.”

This fifth edition of the World Ports Tracker, for the first time, incorporates UNCTAD data on the Liner Shipping Connectivity Index (LSCI). The LSCI aims to capture the level of integration into the existing liner shipping network b y m e a s u r i n g l i n e r s h i p p i n g connectivity It can be calculated at the country and the port level. LSCI can be considered a proxy for accessibility to global trade through the container shipping network The higher the index, the easier it is to access a high capacity and frequency global maritime containerised freight transport system and effectively participate in international trade, especially for manufactured goods.
The country or port that received the highest score in the reference year of 2006 is assigned a value of 100, which serves as a benchmark to assign value to other ports and countries.
The comparison of LSCI in Q2 2023 with the same period of 2022 illustrates the significant changes that took place during the last year in sub-Saharan Africa, where new countries are emerging among the best-connected o n e s i n t h e r e g i o n , a n d t h e considerable (i.e., double-digit percentage) LSCI improvements that

The situation further improved for intermodal container transport by rail and barge, while the share of ports facing delays in trucking in Q2 2023 remains at single-digit figures However, the situation in terms of the availability of truck drivers shows a major deterioration when compared to Q4 2022.
Co-author Professor Thanos Pallis commented : “About 45% of all responding ports now report truck driver availability issues compared to 29% in Q4 2022. The figure now even surpasses the 37% figure recorded in Q3 2022 and the 40% figure of Q2 2022. Sub-Saharan Africa is the only region where truck driver availability concerns are minor. In Southeast Asia & O c e a n i a t h r e e q u a r t e r s o f responding ports point to some level of trucker shortage.”
In terms of inland storage capacity, there is a general improvement overall i n s t o r a g e a v a i l a b i l i t y f o r containerised cargo The survey results show 25% of ports reporting an increase or major increase in the utilisation of warehousing and distribution facilities for containerised goods, and a further 5% reported minor increases.

FFFAI also reiterated its full support to the CBIC, Ministry of Finance, Government of India in all its endeavours.

Adani Ports justifies move to levy extra costs from CFS operators at Hazira
SURAT: Adani Hazira Port Pvt Ltd (HPPL), a unit of Adani Ports and Special Economic Zone Ltd (APSEZ), has justified its move to levy extra charges from container freight station (CFS) operators at the port located in Gujarat, saying it was aimed at recovering the rising costs associated with multiple shifting of containers triggered by higher volumes and more CFSs starting operations.
In the current fiscal, the monthly container volumes at Hazira Port, according to APSEZ, have increased from 52,000 twenty-foot equivalent units (TEUs) to 70,000 plus TEUs.

started in right earnest The enhanced cost of delivering cargo to CFS’s has been levied through this advisory,” Adani Hazira Port said in a 6 September communication to the Container Freight Stations Association of India (CFSAI), which has demanded a roll backoftheextralevy.
In a 25 August Customer Advisory, Adani Hazira Port said it will collect extra charges of Rs2,500 for a 20 ft container and Rs4,000 for 40 ft and 45 ft boxes from CFS operators when import loaded containers are taken to a CFS as nominated by the shipping lines.
The World Bank and the Central Board of Indirect Taxes and Customs (CBIC) have identified the present model of CFS’s as the main reason for the higher cost.
“This model is not only adding significant cost but also increasing the detention time of cargo in the CFS’s and both these factors lead to higher transaction costs in India,” the p o r t o p e r a t o r w r o t e i n t h e communication.
To align with the Gol and CBIC initiatives, Hazira Port has adopted Direct Port Delivery and Direct Port Entry initiatives.
Currently, 18 percent of the import
cargo at Hazira Port is cleared under the DPD model compared to some 65 percent at Jawaharlal Nehru Port near Mumbai.
“The unproductive shifting of container cargo from one custom bonded area to another custom bonded area adds no value to the trade but solely increases the transaction costs. To overcome this, initiatives like DPD and DPE need to be promoted through world class port infrastructure, state of art scanners and on-dock facilities,” Adani Hazira Port said.
Wi t h H a z i r a Po r t c l o c k i n g significant growth in container cargo volumes along with DPD volumes during the current fiscal, “the port intends to aggressively pitch to significantly increase DPD and DPE share to provide economic benefits to the trade”.
“Now, as the ports are geared up to meet all the requirements of regulatory agencies and trade within the port area, it’s high time that greater focus is given to DPD and DPE,” Adani Hazira Port said, adding that these initiatives along with the requisite infrastructure will help in reducing cost for the export-import trade.

Drewry: World Container Index down 3.4% last week
LONDON: Drewry’s composite World Container Index decreased by 3.4% to $1,680.73 per 40ft container last week.
Drewry’s detailed assessment for Thursday, 07 September 2023
• The composite index has decreased by 3.4% to $1,680.73 last week, and has dropped by 68.8% when compared with the same week last year.
• The latest Drewry WCI composite index of $1,680.73 per 40-foot container is now 84% below the peak of $10,377 reached in September 2021. It is 37% lower than the 10-year average of $2,681, indicating a return to more normal prices, but remains 18% higher than average 2019 (pre-pandemic) rates of $1,420.
• The average composite index for the year-todate is $1,769 per 40ft container, which is $912 lower
than the 10-year average ($2,681 mentioned above).
• The composite index decreased by 3.4% to $1,680.73 per 40ft container and is 68.8% lower than the same week in 2022. Freight Rates on Shanghai –Rotterdam dropped 10% or $166 to $1,449 per 40ft container Similarly, spot rates from Shanghai – Genoa also declined 7% or $150 to reach $1,888 per feu. Rates on Rotterdam – Shanghai diminished 3% or $16 and stood at $500 per 40ft box. Likewise, rates from New York – Rotterdam and Shanghai – New York inched down by 2% to $739 and 1% to $3,398 per 40ft container respectively. Conversely rates on Shanghai – Los Angeles increased by 2% or $37 to $2,254 per feu. Moreover, spot rates from Los Angeles – Shanghai and Rotterdam – New York remained static at the previous week’s level. Drewry expects East-West spot rates to remain stable in the next few weeks.
FIT Alliance launches eBL declaration to secure commitment to digitalisation
AMSTERDAM: BIMCO, DCSA, FIATA, ICC, and Swift (The FIT A l l i a n c e ) h a v e l a u n c h e d t h e “Declaration of the electronic Bill of Lading” as the adoption of eBLs can help make international trade more efficient, reliable, sustainable, and secure. The aim of the declaration is to secure commitment from all stakeholders in international trade to collaborate on driving digitalisation, starting with eBLs, within their industries.
Every year, ocean carriers issue around 45 million bills of lading, one of the most important trade documents i n s h i p p i n g . C u r r e n t l y, m a n y international shipping documents are not standardised, and the majority are still paper based, requiring p h y s i c a l h a n d - o f f b e t w e e n participants. The adoption of eBLs will enable the trade industry to benefit from faster transactions, cost savings (e.g. reduced administrative cost of cargo holding and document processing), and lowered fraud risks ( t h r o u g h t h e u s e o f d i g i t a l authentication systems).
In 2022, only 2.1% of bills of lading and waybills in the container trade were electronic. This is despite the fact that end-to-end digitalisation of
trade documentation, starting with e B L , w i l l c u t c o s t s , m a k e international trade more efficient, reliable, secure, sustainable and less susceptible to illegal activity or fraud. In the dry bulk sector there are some encouraging signs of growth. Four of the world’s largest mining companies are already carrying around 20% of their iron ore shipments on eBLs
A McKinsey study estimates that if eBL achieved 100% adoption in the container sector alone, it could unlock $30-40 bn in global trade growth by reducing trade friction in the container trade alone. It could also help save 28,000 trees per year, equivalent to around 39 football fields of forest, and significantly reduce carbon emissions by eliminating paper.
“A universal eBL will benefit all stakeholders involved in the global supply chain whether in bulk shipping or container shipping. Achieving widespread adoption of a standardsbased eBL will benefit not only the shipping industry, but also the global movement of goods, at a time when s u p p l y c h a i n r e s i l i e n c e i s challenged,” the FIT Alliance says in a common statement, adding:
“This declaration is a significant
symbol of our joint dedication to shape the future of shipping. Transforming document exchange through a globally applicable eBL will accelerate trade digitalisation to the benefit customers, banks, customs, government authorities, providers of ocean shipping services and all other stakeholders.”
As many of the technical and legal obstacles to universal eBL are already being addressed, a clear commitment to digitalisation from everyone involved in international trade is a crucial next step. By signing the FIT Alliance eBL Declaration, all stakeholders can publicly signal their readiness for change and their commitment to collaborate to drive digitalisation within their industries.

During the event, Shri Sarbananda Sonowal, Hon'ble Minister of Ports, Shipping & Waterways (MoPSW), and AYUSH, delivered a special video message, emphasizing the government’s vision and commitment to realizing India's maritime potential. He further stated, “GMIS 2023 exemplifies the government's cultural affinity and our collective ambition to transform our national vision into a thriving reality.”

He further added that, “as India continues to evolve as a global player its maritime capabilities become even more crucial for projecting influence, participating in international negotiations, and responding to regional challenges effectively. Shri Rajiv Jalota, IAS, Chairman, Mumbai Port Authority speaking during the event stated that “India is growing very fast and have crossed 3.75 trillion Dollar mark. He encouraged the stakeholders for G to B and B to B MoUs during the summit. The signing of MoU will bring more innovations and give more traction to the business in maritime sector”.

Shri Ash Mohomad, Deputy Director General of Shipping recited a self-composed poem highlighting various opportunities which the Global Maritime India Summit 2023 will provide to Indian Maritime Sector The poem became an attraction for the people attending the Road Show Through his poetic message Shri Ash Mohomad encouraged the stakeholders for active participation in the GMIS 23 in the form of attendance in various sessions, putting the stall and exhibitions in the summit.
The FICCI team led by Shri Deepak Mukhi, Director also made a presentation on Registration, Exhibition and sponsorship for GMIS 23. He urged the stakeholders to book space for exhibition at earliest as the prominent spaces is in exhibition hall were fast running out.
