All Major Ports connected by Rail and National Highways : MoPSW

NEW DELHI: The Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal informed the Parliament that, all major ports in the country are connected by Rail and by 4 Lane Road or National Highways.

According to the information shared by the State Governments, out of the 66 Ports other than Major Ports (Non-Major Ports) handling cargo, 13 are connected by rail while 24 are connected by 4 Lane Road or National Highway.

While highlighting that the state of Gujarat and Andhra Pradesh house some of the major ports in the nation, the Union Minister added that out of the total cargo traffic of 1129.63 Million Tonnes handled at Indian Ports in the year 2022-23, ports in Gujarat and Andhra Pradesh handled 493.85 Million Tonnes and 133 32MillionTonnesrespectively

Govt has started trade with neighbouring countries in INR, says Anupriya Patel

NEW DELHI: The Government has started trade in the rupee with neighbouring countries, including Nepal and Bhutan, Parliament was informed Replying to a question in the Lok Sabha, Minister of State for Commerce and Industry Anupriya Patel said a significant part of the India-Nepal trade is being carried out in Indian Rupee (INR) and all bilateral trade with Bhutan is also transacted entirely in INR

"Rupee trade mechanism has been initiated to facilitate trade in national currency with Russia As of July 2, RBI has approved 34 applications from different Russian banks for opening SRVA in 14 Indian commercial banks," the Minister said in a written reply.

RBI has issued guidelines for opening Special Rupee Vo s t r o A c c o u n t s ( S RVA ) b y f o r e i g n b a n k s i n Indian commercial banks.

She said Sri Lanka has included INR in its list of designated foreign currencies.

Authorised dealer (AD) banks in India have been

permitted to open rupee vostro accounts.

Accordingly, these accounts "of eight corresponding banks from Sri Lanka have been opened with respective AD banks in India, with prior approval of the RBI," she added.

With Iran, she said that an arrangement to facilitate bilateral trade payments between India and Iran was adopted on November 5, 2018.

India and Bangladesh have also formally launched a new mechanism to settle trade in INR on July 11.

Two Indian and Bangladeshi banks each have been designated to settle bilateral trade in INR.

These are SBI and ICICI Bank from India; and Sonali Bank PLC and Eastern Bank Ltd from Bangladesh.

"To formally launch trade in INR, a formal Exchange of the Letters of Credit, i e, LC documents in INR between the first exporter and importer through their banks was also carried out on July 11, 2023," she said.

Cameras must in DRI interrogation rooms, Customs clearance ofces & checkposts : CBIC

NEW DELHI: Interrogation rooms of Directorate of Revenue Intelligence, customs clearance offices and checkposts will have to mandatorily install cameras, according to a directive from the Central Board of Indirect Taxes and Customs. The move comes following a recommendation from the Parliamentary Standing committee on finance.

“The Board has asked all the zonal heads to install CCTV cameras in all the DRI interrogation room, Customs offices and enquiry rooms to ensure more transparency in the enforcement of the laws,” a senior official told ET The official added that the department had already placed a procurement order for CCTV cameras for 60% of offices, the installation is expected to be completed 100% by the end of this year. “The purpose is that all formal and informal interactions between the

official and taxpayers at place of duty has to be recorded,” the official added The CBIC had received some complaints from both businesses and passengers about harassment by some customs officials at airports The board recently suspended three officials on complaint of three international passengers, alleging harassment. Earlier this year from April 15, the board made it mandatory for Customs officials clearing cargo at sea ports to sport jackets fitted with Body worn Camera with video and audio recording facility

The CBIC had said this will not only improve transparency and ease of doing business through leveraging technology, but will also help in keeping scope for upfront evidence in case of an offence or likely offence, and enhancing the protection of interest of the Customs officer against frivolous complaints.

India to see GDP growth of 6.5% in FY24, RBI’s MPC says

Monetary policy commiee (MPC) kept the repo rate unchanged at 6.50%

MUMBAI: The Indian economy is likely to grow at 6.5 per cent in the financial year 2023-24, said Reserve Bank of India (RBI) Governor Shaktikanta Das on Thursday while announcing the MPC's decision to leave lending rates unchanged.

The MPC has left its projections m a d e i n t h e J u n e m e e t i n g unchanged. At its previous meeting, the MPC had projected real GDP growth for the entire fiscal at 6 5 per cent with Q1 at 8 0 per cent, Q2 at 6 5 per cent, Q3 at 6.0 per cent, and Q4 at 5.7percent.

R e s p o n d i n g t o t h e Reserve Bank of India’s third consecutive pause on policy rates keeping unchanged at 6.5%, Dr A Sakthivel, President, FIEO said that it will further help in building up on the growth momentum and containing inflation at the same time. With both US Fed and European Central Bank increasing the interest rate by a quarter percentage point, a section of trade and industry was of the view that RBI will continue to follow the same path of maintaining the status quo on policy rates front, added Dr A Sakthivel. RBI feels that the MPC decision is focused towards the objective of achieving mediumterm target of consumer price index (CPI) inflation of 4 percent within a

band of +/-2 percent, while supporting growth, reiterated FIEO Chief.

The statement, which listed Chinese imports in a total of 31 commodity groups, comes amid New Delhi's concerted efforts to reduce its trade deficit with China since border tensions flared in 2020.

Last week, India mandated a licence for the import of laptops, tablets and personal computers to boost domestic manufacturing and

curb supplies from China.

The mandate, which comes into effect from November 2023, is part of a string of measures over the past few years targeting Chinese products and investment India's trade gap with China widened 13.5% in fiscal 2023 yearon-year, as India's strong domestic demand continued to support Chinese imports while COVID lockdowns in China crimped imports from India.

Brazil, South Africa may be next in line for India’s bilateral currency settlement plan

NEW DELHI: After the United Arab Emirates (UAE) and Indonesia, India may turn to key partners in Latin America and Africa to forge bilateral agreements to facilitate trade in local currencies to give the much-needed fillip to the eventual plan to internationalise the rupee, a government official has said

Key nations in these regions, such as Brazil, Argentina, South Africa, Senegal and Tanzania, are likely to be the next set of candidates for India’s bilateral local currency settlement push as it plans to convince smaller countries first to accept payment in rupees for transactions, according to the official.

“If we have to push rupee trade, we have to start with smaller nations where it would be easier to give a push rupee internationalization,” the official said on the condition of anonymity, adding that the plans are initial and would require discussions. W

Rapid fleet growth to kill Container freight rate gains, feel experts

L O N D O N : T h e c o n t a i n e r shipping market has hit rock bottom and is starting to bounce in some regions according to the latest reports from the Baltic Exchange, but the upward trend will be short lived says Drewry

The Baltic FBX monthly report notes that the FBX index has risen for the first time since April and is mainly driven by rate increases achieved in the transpacific trade between Asia and the US West Coast.

According to the FBX the index increased 4% in July taking global average rates to $1,323 per FEU, “This rate is just below 2019 levels and 78% lower than a year ago”.

In the second half of last month transpacific rates climbed steeply, by 28% compared with June levels, reaching $1,527 per FEU, comparable to 2019 rate levels. While rates to the US East Coast increased 18% to $2,598 per FEU, still 13% below 2019.

Low water in the Panama Canal in July has affected services to the East Coast and that is expected to be exacerbated during this month.

“ Vo l u m e s l i k e l y i n c r e a s e d moderately compared to June at the start of peak season However, the bigger drivers for rate behaviour were stricter capacity management by carriers contending with demand well below that of the last two years,” noted the FBX report.

M e a n w h i l e , m o r e g e n e r a l l y Consultant at Vespucci Maritime, Lars Jensen, said that the traditional peak season on the major trades should now be gearing up, as shippers in Europe and the US book freight for the thanksgiving and the Christmas

seasons, “although the data does not (yet) support that notion,” noted Jensen.

Instead, Jensen said, “The latest data relate to May where global demand in terms of TEU*Miles was basically languishing at a minor decline of -2.5% year-on-year and a decline of -1.1% compared to May 2019 before the pandemic.”

That was an improvement on the period between September last year and February this year where the fall in rates was “much more severe,” argued Jensen.

Newbuilding deliveries, for vessels ordered in the boom years of 2021-22, have seen the container fleet capacity boosted by 4.3%, or 6.2% if the fleet is compared to early August 2022.

“Such capacity growth, when seen in the light of the weak demand growth, would either lead to a continuing downturn in freight rates or a much more active approach by the carriers to limit the capacity on offer,” explained J e n s e n , w h o a d d e d t h a t b o t h approaches had been seen last month with different trades experiencing different impacts.

H o w e v e r, D r e w r y S h i p p i n g consultants has pointed out that the majority of ships that will be delivered this year will come in the next few months, so that will have a dampening effect on rate levels.

According to Drewry MD Philip Damas, Drewry has seen an increase of 40% in rates on the Asia to US West Coast, in the four weeks up to the end of last week.

The trend had been expected by Drewry following a survey conducted earlier in the summer

However, Drewry believes that the upturn in rate levels will not last with the lifting of Panama Canal r e s t r i c t i o n s , m o s t l i k e l y i n September and the settling of the Canadian port strike will expand capacity again

Damas also pointed to the fact that t h e d e l i v e r y s c h e d u l e f o r n e w containerships is skewed to the last few months of this year. The consultant expects fleet growth of 5.1% this year, after slippage and scrapping of vessels, with similar net increases in capacity in 2024 and 2025 of 6 4% and 5 4% respectively

It is the speed of the growth in the fleet which will have the greatest impact on the container shipping market, explained Damas.

“It took the industry roughly half a century to reach the first 5m TEU waypoint in 2001, but then only another six years to add the next 5m TEU The respective leaps to 15m TEU, 20m TEU and 25m TEU were achieved in shorter intervals of between four and five years. If our prediction is correct, the step up from 25m to 30m will have taken about three-and-a-half years by the time it happens.”
