LONDON : Container Shipping Lines reaped massive windfalls during the COVID-era consumer boom. Different ocean carriers pursued different fleet strategies in 2020-22, fromaggressivelymaximizingmarketexposureononehand tokeepingcapacityflatorevenreducingitontheother.
The liner bonanza isn’t over yet — high contract rates should keep outsized profits flowing well into this year. But with the historic super-cycle winding down, it’s time to takestockofhowfleetsevolvedoverthepastthreeyears.
Alphaliner released its overview of 2022 fleet changes on Tuesday. Together with Alphaliner’s historical records, the data shows that the aggregate market share of the top 10 lines has stayed steady through the super-cycle - now at 85% of the global fleet versus 84% in early 2020 - but with bigchangesamongindividualplayers.
There are “major discrepancies between the ‘gainers’ and‘losers,’”saidAlphaliner.
Between Jan. 1, 2020, and Jan. 1, 2023, Alphaliner data shows the top 10 liners increased aggregate capacity by 2.6 million twenty-foot equivalent units or 13%. Fivecompaniesdrovethegains.
MSC: Switzerland’s Mediterranean Shipping Co (MSC) — the world’s largest carrier since surpassing Maersk last January — has been the biggest gainer in terms of absolute capacity. Its capacity is up 832,324 TEUs or 22% over thethree-yearperiod.
AccordingtoAlphaliner,MSCincreasedcapacityby7.5% in 2022, primarily through second-hand acquisitions. Itboostedcapacityby10.7%in2021throughacombinationof second-handacquisitions,chartersandnewbuilddeliveries.
CMACGM: France’sCMACGMisnowtheworld’sthirdlargestlineroperator,upfromfourthplacepre-pandemic.
CMA CGM grew the second fastest in terms of TEUs afterMSC.Ithikedcapacityby697,327TEUsor26%overthe past three years. A portion of that growth was fortuitous timing, courtesy of newbuilds delivered in 2020-21 that were orderedbeforetheboom.Capacityrose7.1%lastyear.
HMM: The third-largest gainer in 2020-22 was SouthKorea’sHMM.EvenmoresothanCMACGM,thiswas notaresultofCOVID-erafleetstrategybutjustgoodtiming.
Capacity has risen 427,839 TEUs since pre-pandemic. However, most of that growth was front-loaded in 2020, as the result of 12 newbuilding deliveries and the return of nineshipsthatcameoffcharters,Alphalinerreportedatthe time. HMM’s growth stalled in 2022, with capacity declining 0.4%yearonyear.
HMM is now the world’s eighth-largest carrier, up from 10th place in January 2020. Over the past three years, it has grown capacity in percentage terms more than any other in thetop10—110%—albeitoffacomparativelysmallbase.
Evergreen: Taiwan’s Evergreen, the world’s sixth-largest carrier (it was seventh largest in 2020), grew capacity by 30% or 385,297 TEUs during the super-cycle period.Virtuallyallofthatgrowthcamein2021-22.
Evergreenlastyeartooknofewerthan20newbuildings,” wrote Alphaliner. In 2021, Evergreen’s growth was also drivenbynewbuilds,with14newvesselsenteringservice.
Zim: While several lines grew due to newbuilds ordered pre-pandemic,othersspecificallyincreasedcapacitytotake advantage of the booming freight market. One was MSC, which grew predominantly by buying second-hand ships. Another was Israel’s Zim (NYSE: ZIM), the 10th-largest carrier,whichusedadifferentstrategy:charteringtonnage.
According to the Alphaliner data, Zim’s capacity surged by 241,520 TEUs or 83% between Jan. 1, 2020, and Jan. 1, 2023, making it the second-fastest grower in percentagetermsafterHMM.
It increased capacity by 29% last year, the highest percentagegainof2022amongthetop10.

The other five carriers in the top 10 have either grown moderatelyduringtheCOVIDeraordroppedcapacity.
Hapag-Lloyd and Yang Ming: Germany’sHapag-Lloyd, thefifth-largestlineroperator,increasedcapacityby1.8%last yearandby64,800TEUsor4%overthepastthreeyears.
At No. 9, Taiwan’s Yang Ming upped capacity by 60,724 TEUs or 9% since pre-pandemic. It was the eighth-largestcarrierinearly2020.
Maersk: Denmark’s Maersk, the world’s second-largest carrier, has kept capacity effectively flat over the past three years (up 0.6%). Maersk had long been the largest liner operatorintheworlduntilitwasusurpedbyMSCayearago.
“Our strategy is not to gain market share in ocean [shipping],” former Maersk CEO SorenSkou said on the company’s latest conference call. “We’re not really defining ourselves anymore in terms of ocean volumes. Our strategy istogainshareofourcustomers’walletoflogisticsspend.”
Maersk’scapacityfell61,705TEUsor1.4%lastyear.
The company had to redeliver a significant amount of chartered tonnage,” said Alphaliner. “These ships were eithersoldsecond-handorfixedtorivalcarriers,whichwere prepared to pay higher charter rates or accept longer charterperiods.”
ONE and Cosco: Japan’s Ocean Network Express (ONE),theworld’sseventh-largestcarrier-downfromsixth pre-pandemic-reducedcapacityby0.8%lastyear,according to Alphaliner. Since January 2020, ONE’s capacity has fallen by52,447TEUsor3%,thesecond-largestTEUfallamongthe top10.
The carrier with the biggest TEU drop over the past three years was China’s state-owned Cosco, shedding 66,171TEUsor2%.It’snowthefourth-largestlineroperator, pushedfromthethird-placeslotbyCMACGMin2021.
“The Cosco Group, including OOCL, is an interesting case since the Chinese carrier’s fleet has shrunk for the second year in a row,” Alphaliner said. “After having reducedcapacityby3.2%in2021,theChinesegrouplastyear sawanother2.1%declineinoperatedcapacity.”
ChangesinoperatingfleetsizeduringtheCOVIDeraare only part of the story. Another is the orderbook. Ocean carriers used profits from the consumer boom to contract a massivewaveofnewshipsfordeliveryin2023andbeyond.
MSC has by far the largest orderbook, with more than double the capacity under construction of any other carrier group.AccordingtothelatestdatafromAlphaliner,MSChas 1.73 million TEUs on order, equating to 38% of its on-the waterfleet.
Cosco has the second-most tonnage on order (884,272 TEUs),followedbyCMACGM(689,257TEUs).
In terms of the orderbook-to-fleet ratio, Zim leads the pack, with 378,034 TEUs on order, equating to 71% of its on-the-water capacity. In aggregate, the top 10 liner operators have 5.5 million TEUs on order equating to 25% of theirexistingoperatingcapacity.
Current cargo demand projections do not support the fleet growth implied by this many orders. Rather, the new deliveries, whether owned or chartered, would to a certain extent replace existing vessels in the fleet. Carriers could sell or scrap currently owned ships and/or let existing charters expire to make room for the more cost-efficient newbuilds.
Zim CFO Xavier Destriau pointed out on his company’s latest conference call that existing charters are “bridging our current operating capacity to the scheduled delivery of chartered newbuild vessels.” He noted that Zim has 62 chartered vessels up for renewal during the period when it willtakedeliveryof46charterednewbuilds.
“There are a lot of options for us to entertain as we take deliveryofthoseships,”Destriausaid.

NEW DELHI : Union Minister of Ports, Shipping & Waterways and Ayush, Shri Sarbananda Sonowal announced major initiatives planned for Assam by the Ministry of Ports, Shipping&Waterwaysthisyearforthe development of inland waterways in Guwahati. Prime Minister Shri Narendra Modi will unveil the foundation stones for two major initiatives while inaugurating Maritime Skill Centre for Northeast to ramp up capacity in Pandu port in Guwahati on January 13, 2023. The other initiatives are the Ship Repair Facility at Pandu Multi Modal terminal and an elevated road connecting with the Multi Modal Terminal at Pandu with National Highway 27 in Guwahati. The facilities are part of major initiatives planned by the Ministry of Ports, Shipping & Waterways for revampinginlandwaterwaysinAssam &theNortheast.
Union Minister also announced an investment of Rs.1016 crore for the development of inland waterways in Assam for the forthcoming years. A comprehensive package to develop Brahmaputra (NW2) has now been enhanced to Rs.474 crore as well as an enhanced package of ?148 crore has been earmarked for the development of Barak river (NW 16) recently. The ministry has also approved development of Dhansiri river (NW 31) and Kopili river (NW 57). Highlighting the success of the rejuvenated
waterways as an alternative conduit of logistics under the Modi government, the cargo movement in Indo Bangladesh Protocol Route (IBPR) has increasedfrom2.00MTin2014-15to5.43 MTin2021-22,remarked ShriSonowal.
Speaking on the occasion, Shri Sonowal said, “Under the visionary leadership of Prime Minister Shri Narendra Modi ji, our Ministry has taken up major initiatives to power the waterways of the region in order to convert them as the avenues of economic progress, development & growth of the region. Be it the cargo or passenger movement via waterways, we are planning and executing policies to build capacity in the region. In this regard, the PM Modi ji will virtually unveil the foundations stones for major capacity building at Pandu port in Guwahati. We believe that this will serveasamajorshot-in-the-armforthe development of the region. We believe that our commitment to harness the magnificent prowess of country’s rich river system will unpack immense opportunity. Sharing his views on the scheduled launch of Ganga Vilas world’s largest river cruise from Varanasi to Dibrugarh, Union Minister added, “Ganga Vilas will open up a new vista for the tourism in
the country. As the cruise will spend more than ten days in Assam, the foreign tourists will be able to explore and experience a new horizon of socio-cultural hue along the river coast. From Dhubri to Dibrugarh and from Mayong to Majuli, this cruise has curated an interesting journey where the natural beauty of Assam will be relished. It’s success has also opened a new avenue of investment in river cruise tourism in Assam. We hope that it’s multiplier impact on the economy of the state will be manifold.” The Ganga Vilas will stop at Dhubri, Goalpara (Jogighopa), Guwahati (Pandu), Pobitora, Tezpur, Silghat, Nemati Ghat before anchoring at Dibrugarh (Bogibeel) in the state.
The Ship Repair facility at the Pandu Terminal will save time and money. New Delhi - Union Minister of Ports, Shipping & Waterways Sarbananda Sonowal said that the Sittwe port project isdevelopedandreadyforoperation.The project involves upgrading the Sittwe Port connecting Paletwa in Myanmar’s ChinStatetoMizoram.

Sonowal while talking to a media person on Monday said, “Sittwe port is developed and ready for operation. Already being experimented and coastal
shipping from Thailand to Myanmar and Kolkata to Sittwe is made possible. This project is monitored by the Union ministry of External Affairs (MEA). We were entrusted with building infrastructure and also dredging, which wedidsplendidly.”Hesaid,“Mizoramand other states will be hugely benefited by this project. There is a little bit of a road connectivity issue in Myanmar, once that iscompleteeverythingwillbethere.”
A two-lane highway of 117 kms near Lawngtlai (Mizoram) to the Myanmar border to provide road linkage to Sittwe portinMyanmarisbeingdeveloped.
The completion ofthe port and inland water component was expected to be
completed by July 2013. This project is expected to give access to Northeast India to ASEAN and drastically cut the time of transportation and movement of goods from Northeast India and Haldiaport.
The project envisaged from Sittwe Port to Kaletwa, transportation will be by waterway and from Kaletwa to India-Myanmar border transportation will be by road. The river Kaladan has a tidal difference of 2.9 meters, problems start during winter when the reservoirs of the river have less water. The project has made the river navigable throughout the year.
AHMEDABAD - - Mundra Port has surpassed its record by handling 367 vessels in December 2022. This is the highest monthly number achieved for MundraPort.
The largest private port in India, Mundra Port is situated close to Mundra in the Kutch region of Gujarat on the north beaches of the Gulf of
Kutch.
Initially run by the Adani Groupowned Mundra Port and Special Economic Zone Limited (MPSEZ), Mundra Port was later expanded into Adani Ports & SEZ Limited (APSEZ), which manages a number of ports acrossIndia.
This milestone came a month after
Adani Ports began construction works to develop the Western Container Terminal (WCT) at Colombo Port in November2022.
In September 2021 Adani agreed to invest $700 million in the construction and operation of the WCT under a build-operate-transfer (BOT)arrangement.

LONDON-Against abackdrop ofan increasingly pessimistic cargo demand outlook, ocean carriers are said to be in talks with shipyards to defer delivery dates for some of the 2.3mn TEUs of newbuildtonnageduethisyear.
Shipbuilding contracts usually incorporate a clause to facilitate the pushback of completion by six months or more, depending on the stage of construction and pressure from other orders.
But with the container liner industry facing several challenging quarters, the yards may be quite relaxed about rescheduling delivery dates and the postponements will focus on smaller sizes. These are now competing for employment with tonnage usurped by the arrival of newbuild 24,000 TEU ULCVs on the Asia-NorthEuropetrade.
And shipping line procurement officers have been instructed to halt
ordersfornewcontainers andreturnas much leased equipment as possible to ease the huge storage costs from the empty-container mountains overwhelmingdepotsaroundtheworld.
Indeed, container depots will remain overstocked in the first quarter, according to online shipping container platform, Container xChange. CEO Christian Roeloffs added: “There isjust not enough depot space to accommodateallthecontainers.
“With the further release of container inventory into the market, there will be added pressure on depots inthecoming months. Thiswillbeakey challenge for some and a competitive advantage for others in the business, especially in China because of the emptycontainerpositioningthere.”
A double-whammy of a demand collapse and consequential easing of port and landside congestion at container hubs has caused a massive
reversal in supply-demand fundamentals. According to the latest Drewry Container Forecaster supplydemand index, the market will see a hugeshiftinbalancetoapositionof19% belowequilibrium.
Nevertheless, the maritime analyst said, it anticipated capacity reductions – expected to become more aggressive after the Chinese New Year – would keep top line fleet growth to “a relativelyshallow”1.9%.
“Now that the container bubble has burst, the record order frenzy of 2021 and 2022 – which to date has seen some 6.7 mn TEUs contracted – now appears evenmoreexcessive,”saidDrewry.
Carriersmaybenefitfromatailwind of higher contracted revenue in Q1, but with the expiry of the old agreements and new deals being set at much lower rates, the P&L accounts for the industry seem set to be much less healthy.
MUMBAI-Asdoneeveryyearsince 2019, India conducts another round of annual assessment to measure release time for exports and imports, moving through15majorportsinthecountry,in thefirstweekofcalendaryear.
As the world stares at plausible recession, India is striving to ensure exportbuoyancytosustainitseconomic growth above the trend rate. Notwithstanding India’s small share in the world trade, in today’s globalised world,thefearofcontagionspreadingto India merits effective policy response. Towards this objective, Indian Government is pursuing a multipronged approach – focusing on free trade agreements and expeditious completion of trade-related infrastructure, including the dedicated freight corridor, “Sagarmala” projects and multimodal parks, besides providing enhanced trade facilitative environment.
High trade costs for the exports and imports business have been identified as a major bottleneck to international trade, perhaps more so for India and otherdevelopingcountries.Pursuantto the coming in force of the Trade Facilitation Agreement (TFA) under the aegis of the World Trade Organization, India has fulfilled all its commitments to ensure trade facilitation. In fact, it has gone beyond the TFA in drawing up a more comprehensive time-bound ‘National Trade Facilitation Action Plan’ that also includes augmentation of physical and ITinfrastructure.
Perhaps believing in the philosophy, “whatgetsmeasured,getsdone”,oneof the TFA provisions requires regular measurement of trade time, broadly approximated by the average time
taken in clearance of export and import consignments. Indian Customs has been at the forefront of using this performance measurement tool, commonly known as the Time Release Study (TRS) for self-assessment and evidence-based policy making, relying on unimpeachable digital timestamps from the customs automated system and supporting IT systems of other stakeholders.
The annual TRS was pioneered at the Jawaharlal Nehru Customs House, the largest Custom House in 2017, focussing initially on imports. It has shown a consistent improvement in import release time from 181 hours in 2017 to 88 hours in 2022, which becomes even more impressive when compared withabout14daysthatittooktoclearan import consignment in 2010, as per a report by Comptroller and Auditor GeneralofIndia.
Over the years, India has progressed to conducting a National TRS since 2019 that covers 15 major customs ports in the country, including all the four modes of trade, namely seaport, dry port (inland container depot), airport and land ports. These ports accounts for about 75 percent of the exports and imports trade of the country.TheongoingNationalTRS2023 study is 4th annual national-level study since 2019 (excluding 2020 because of the pandemic) and covers the export and import documents filed during the firstweekofthecalendaryear.
Recognising that the cargo release time depends on a variety of factors, including the mode of cargo movement, National Trade Facilitation Action Plan 2020-23 aims to bring down the import release time to 48 hours for Sea Cargo, Inland Container Depots and Land
Customs Stations and 24 hours for Air Cargo and export release time to 24 hours for Sea Cargo, Inland Container DepotsandLandCustomsStations and 12hoursforAirCargo.
TheNationalTRS2022hadaffirmed the direction of the trade facilitative initiatives, including the focus on “Path to Promptness” comprising pre-arrival processing, risk based facilitation, trust-based authorised economic operator programme and coordinated border management through Single Window scheme. The ongoing National TRS 2023 is seeking to explore more nuanced issues and gain deeper insights pertaining to challenges faced by trade that go beyond documentary clearance, particularly thoserelating to exports.
For instance, National TRS 2022 indicated that considerable time is taken after the grant of Customs clearance (called Let Export order) to the final departure of goods (vessel sail off or aircraft take-off), which is attributable to larger logistics issues. Thisisakeyfocusareaofthe2023study, to be studied through direct stakeholderengagements.
WithNationalTRS2023underway,it is expected that continuous efforts towards trade facilitation, both at the policy level and administratively at the port level, can help India offer its trade community anenvironment thatentails minimal time and cost and provides greatercertaintyregardingboth.
Studies such as TRS are acknowledged to be effective tool for performance measurement and more importantly bring together various stakeholderstoachievecommongoalof higher and more efficient exports and importstrade.

NEWDELHI:TheMinistryofPorts, Shipping and Waterways (MoPSW) has directed Major Ports to extend the exemption of port and vessel-related charges for the RoPax (roll-on/offpassenger)ferryservicesforaperiodof one year with effect from January 22 this year, according to an office memorandum. Earlier, the Ministry on July 22, 2022, directed the Major Ports for granting exemption to the port and vessel-related charges for RoPax ferry operationsforaperiodofsixmonths.
The office memorandum noted that
the Ministry is constantly working towards promoting the urban water transportation and newly emerging inland passenger and vehicle movement eco-system of the country, especially RoPax (roll-on/offpassenger).
“In continuation to above efforts, it has been decided that the exemption of port and vessel-related charges for the RoPax shall be further extended for a period of one-year w.e.f. January 22, 2023, by all Major Ports in continuationofthisMinistry,”itsaid.
The office memorandum requested all the state maritime boards to consider giving relief for a similar kind for promoting the urban transportation ecosystem.
“Furthermore, all the Major Ports and state maritime boards are requested to provide berthing to the RoPaxferryvessels,”itsaid.
In 2020, Prime Minister NarendraModi inaugurated a Ro-Pax ferry service between Hazira near Surat and Ghogha in Bhavnagar district.
