Gateway Distriparks Limited (GDL), a leading integrated inter-modal logistics facilitator in India, announced its unaudited financial results for the September quarter of the currentfinancialyear.
Mr. Prem Kishan Dass Gupta, Chairman & Managing Director, commented, “The rail vertical has shown a growth of 11.6% in volume and 8.4% in revenue for H1 FY23 against H1 FY22 and continues to be the driver for the company. On a consolidated basis, the revenue has increased but volumes are lower on account of the company’s O&M term expiring at Punjab Conware CFS in January2022.
He also updated on the expansion plans of the company, “In September 2022, the company had
acquired 30 acres of land for a greenfield ICD at Jaipur, for which the construction has already started. The company has also signed a Share Purchase Agreement for acquisition of an ICD in Kashipur, which is expected to close by December 2022. With these two new terminals, our presence will grow to 11 locations across India and will lead to an increase in our volumes and profitability. We will also continue togrowatourexistinglocations.”
COLOMBO: The Adani Group will become the first Indian port operator in Sri Lanka as construction of the Colombo Port's Western Container Terminal (WCT) is settostartonWednesday,9thNovember.
The group will have the majority stake in the West Container International Terminal Joint Venture (JV) whichisvaluedat$700million.
The build-operate-transfer (BOT) agreement which is to remain valid for 35 years, is said to be the "largest" foreigninvestmenteverinSriLanka'sporthistory.
The state-run Sri Lanka Ports Authority will own 15 per cent, while local company John Keells will own34percentinterestsinthejointproject.
A memorandum of understanding signed with India andJapanonthedevelopmentoftheEasternContainer Terminal (ECT) in 2019, was withdrawn following the
protest by Sri Lankan trade unions and some political parties.
However in March 2021, the Sri Lankan Cabinet granted approval for the development of the WCT through a public-private partnership (PPP) in collaboration with the SLPA and investors nominated bytheIndianandJapanesegovernments.
According to reports, following the commencement of operations, the terminal is expected to increase the ColomboPort'scapacitytothreemillionTEUayear.
The reports further said that nearly 45 per cent of Colombo's trans-shipment volumes start from or are destined to an Adani Ports and Special Economic Zone (APSEZ)terminalinIndia.
Completion of construction of the WCT is scheduled by2024.

NEW DELHI: The Directorate General of Foreign Trade (DGFT) has asked the Customs authorities to clear for shipments the consignments of broken rice that entered the container freight station (CFS) before the ban was imposed on the export of the cereal. Though the government has not specified the quantity held up at CFS, tradesourcessaiditcouldbearound15,000tonnesandthese are over and above 3.97 lakh tonnes (lt) of quota issued lastmonth.
In a notification issued on November 7, the DGFT said, “where broken rice consignment has been handed over to the Customs before this notification (banning export) and is registered in their system…with verifiable evidence of date and time stamping of these commodities having entered the Customs Station prior to September 8,” shallbeallowed.
It has also asked the Customs to ensure that these are shipped by November 30.
On October 12, the DGFT announced that 3.97 lt of fully broken rice would be allowed for exports till the end of the current fiscal. Two days later, it issued procedures and had stipulated that online applications between October 16 and October 20 will only be considered for issuing the permits. It had asked exporters to file a separate application for each of the valid letter of Credit (LC) opened before September 8, whenthegovernmentbannedtheshipmentofbrokenrice.
The Country exported 89.57 lt of non-Basmati rice worth $3.21 billion (Rs.25,191 crore) in the first half (April-September) of the current fiscal, up by 9 per cent from 82.26 lt worth $2.97 billion in the year-ago period. However, there is a drop in price realisation by exporters to $358/tonne from $361/tonne.

NEW DELHI : Even as the Government looks to fix age limits for ships operating in Indian waters, to ensure overall safety and protect the marine environment from pollution caused by mishaps, it is mulling a proposal to give more time to existing vessels to conform to the newnorms.
Government officials aware of the development said that a plan is being developedtoevolveastringentfitness regime that would allow even older ships to operate with proper health certification, thereby giving more time to the fleet operators to conform toanynewagelimitnorms.
Industry chambers PHDCCI in a representation to Union Minister of Ports, Shipping and Waterways and Minister of Ayush Shri Sarbananda Sonowal, suggested calibrated introduction of age limits for vessels and rather a stricter health check regime may be formulated first in consultation with the industry and
class authorities for vessels that are aboveacertaincut-offage.
“These vessels should be allowed to operate as long as they meet the stringent health check regime. This will result in incentivizing companies to spend money on their older vessel to ensure these vessels can be operated safely as possible,” the industry body has said in its representation.
Currently, the age limit for registration of vessels operating in Indianwatersis25years.But,thereis no age restriction after registration. Government is looking to fix this loophole. The discussion is to bring down the age of registration and fix some age restriction for both Indian andforeignvesselsthatoperatehere.
PHDCCI in its representation has also suggested to bring a sunset clause for phasing out of old vessels like – three years from the date of the age circular coming into force. This will give enough time to ship owners
to make their contingency plans and renew their fleets, the industry body hassaid.
SincetheShippingindustryisvery heavy capital intensive, it won’t be possible for any company to renew their fleet without giving suitable time. Giving a very short period for renewing the fleet will send the market for second-hand vessels soaring high which will be harmful to Indian Shipping Industry, PHDCCI hassaid.
New shipbuilding takes 18-30monthsdependingonthekindof ship being built. So a sunset clause before operationalising age restriction will give necessary breathertotheindustry.
“IrrespectiveoftheSunsetclause, ongoing contracts with PSUs / Government Authorities, etc, as on the date of coming into force of the circular, should be allowed to be completed irrespective of the age of thevessel,”theindustrybodysaid.

APSEZ becomes India’s largest third-party liquid tank storage player

HYDERABAD: Adani Ports and Special Economic Zone Ltd (APSEZ), the largest transport utility in India, has entered into a definitive agreement for the acquisition of Oiltanking India GmbH’s 49.38% equity stake in Indian Oiltanking Ltd (IOTL), which is one of India’s largest developer and operator of liquid storage facilities. This agreement also includes acquisition of an additional 10% equity stake in IOT Utkal Energy Services Ltd, a 71.57% subsidiaryofIOTL.
Over the last 26 years, IOTL has built a network of six terminals across five states with a total capacity of 2.4 Mn KL (owned capacity of 0.5 Mn KL and BOOT capacity of 1.9 Mn KL) for storage of crude and finished petroleum products. The owned facilities include Navghar terminal in Maharashtra, Raipur terminal in Chhattisgarh and Goa terminal. The BOOT terminal with Indian Oil Corporation Ltd (IOCL) is at Paradip (Odisha) and O&M contracts with IOCL are at JNPT (Maharashtra) and Dumad (Gujarat). The company also has a biogas plant of 15 TPD capacity in Namakkal(TamilNadu).
“With this acquisition, APSEZ’s oil storage capacity jumps 200% to 3.6 Mn KL, making it India’s largest thirdparty liquid storage company. This ties well with our
ambition to become the largest transport utility globally,” said Mr Karan Adani, CEO and Whole Time Director of APSEZ. “This stake purchase is also well aligned with our strategyofdiversifyingthecargomixwithfocusonproducts and services having higher realisation and margins. The deal will further strengthen our strategic partnership with IOCL, a key stakeholder and India’s largest refiner and customerofoilstoragetanks.”
IOTL is on a growth spree given the increasing demand for oil products in the country. The company recently signed a 25-year BOOT contract with Numaligarh Refinery Ltd for the construction, operation, and maintenance of 0.6 Mn KL crude storage tanks at the Paradip Port. Besides, the company is also negotiating/bidding on various other large projects,bothatexistingfacilitiesandnewlocations.
The majority of IOTL’s tank capacity is contracted by reputed PSUs and oil majors. With around 80% of IOTL’s capacity under ‘Take-or-Pay’ contract, there is a good visibility on the future cash flows of the company. In FY22, IOTL’s revenue and EBITDA were Rs 526 Cr and Rs 357 Cr respectively. The acquisition price of Rs 1,050 Cr implies an EV/EBITDA multiple of ~8x on FY22 numbers.
NEW DELHI: Exporters has highlighted fresh payment issues with Russia and the need for an alternative payment mechanism for despatches to Myanmar at a review meeting chaired by Commerce and Industry Minister Piyush Goyal held recently. It was convened to brainstorm ways to boost outboundshipmentsamidaslowdowninadvancedmarkets.
Export promotion bodies also urged the Government to hold talks with the EU, which is set to withdraw from January 2023 benefits of its duty-free access to select Indian goods undertheGeneralisedSystemofPreferences(GSP).
Arun Kumar Garodia, Chairman of Engineering exporters’ body EEPC India, flagged the issue of large Russian bank “Sberbank charging higher exchange rate than the market, leading to a rise in transaction costs”. While sanctions-hit Russian offers to buy a wide range of products
from India, persisting payment challenges have dragged downdespatchesfromthisCountry.
Given that the Government is unlikely to allow the recently-announced rupee-trade mechanism for goods despatches to Myanmar, which is in the “black list” of the Financial Action Task Force (FATF), Garodia also requested the Government to firm up alternative payment systems to enabletradewiththeneighbour.

BRUSSELS: The WCO Technical Experts Group on Non-Intrusive Inspection (TEG-NII) held its 9th Meeting on 3 and 4 November 2022 in a hybrid format. The Meeting gathered, both online and at the WCO headquarters in Brussels, more than 230 participants from 66 Member Customs administrations and 6 NII vendors, thus setting a newrecordfortheGroupintermsofnumberofparticipants.
In his opening remarks, the WCO Director for Compliance and Facilitation, Mr. Pranab Kumar Das, highlighted the pertinence of the TEG-NII in supporting Members in the Technology and Innovation area of work, which is also one of the three focus areas of the WCO for financial year 2022-2023. The work of the TEG-NII is of relevance also in the context of the efforts undertaken by the WCO and its Members under the theme of the year:
“Scaling up Customs digital transformation by embracing a data culture and building a data ecosystem”. While noting certain delays, the Director expressed his hope that the TEG-NII can regain momentum in the implementation of Phase 3 of the UFF Development Programme and implement in full the mandate of the Group in view of enhancing the effectiveness and efficiency of Customs administrationsintheNIIdomain.
In line with the WCO Data Strategy timetable, the TEGNII discussed various practical aspects of the sharing of Xray/CT images, shared relevant information on national circumstances and experiences, and provided guidance on the way forward. An oral report on these discussions will be delivered to the 1st Meeting of the WCO Working Group on DataandStatisticson10November2022.
BEIJING: China‘s exports and imports unexpectedly contractedinOctober,thefirstsimultaneousslumpsince May 2020, as surging inflation and rising interest rates hammered global demand while new COVID-19 curbs at home disrupted output and consumption. The bleak October trade figures highlight the challenge for policymakers in China as exports had been one of the few brightspotsforthestrugglingeconomy.
Outbound shipments in October shrank 0.3% from a year earlier, a sharp turnaround from a 5.7% gain in September, official data showed on Monday, and well below analysts’ expectations for a 4.3% increase. It was the worst performance since May 2020.The data suggests demand remains frail overall, heaping more
pressure on the country’s manufacturing sector and threatening any meaningful economic revival in the face of persistent COVID-19 curbs, protracted property weaknessandglobalrecessionrisks.
Chinese exporters weren’t even able to capitalise on a further weakening in the yuan currency and the key year-end shopping season, underlining the broadening strains for consumers and businesses worldwide. “The weak export growth likely reflects both poor external demand as well as the supply disruptions due to COVID outbreaks,” said Zhiwei Zhang, chief economist at Pinpoint Asset Management, citing COVID disruptions at the Foxconn factory, a major Apple supplier, in Zhengzhouisoneexample.
