India-Middle East-Europe Economic Corridor initiative to add to India’s Maritime security: Piyush Goyal

NEW DELHI: India-Middle EastEurope Economic Corridor (IMEC) is an important initiative that can add to India's maritime security and faster movementofgoodsbetweenEuropeand Asia This was stated by Union Minister o f C o m m e r c e & I n d u s t r y , Shri Piyush Goyal at the Confederation of Indian Industr y (CII) IndiaMediterranean Business Conclave 2024 in New Delhi Commerce Minister said that IMEC was launched during India’s G20 presidency and aims to integrate India, the Europe, the Middle-East through UAE, Saudi Arabia, Jordan, Israel and the European Union. Shri Goyal noted that lower logistics cost, faster connectivity and secure movement of goods is dependent on bettercooperationinthisarea

The Union Minister noted that initiatives like PLI scheme, Centre’s efforts towards Ease of Doing Business (EoDB) through FTAs and economic partnerships have boosted India’s manufacturing growth story and nation’s efforts to promote agri-value chains can support the initiatives between India and Mediterranean countries.

S h r i G o y a l s u g g e s t e d t h a t Government should have a working group on tourism between the nations of the Mediterranean and India as there is a huge potential for cooperation and mutual benefit. He said that India offers a large market for the Mediterranean goods and services given the close connection both the nations have shared over the decades.

ShriGoyal added that India is one of the fastest growing economies with young demography and that it will drive global growth for decades to come India is expected to become the third largest economy in the next few years, he said. Further, the Minister noted that India has embarked on Make in India and digitisation of economy and has

initiated a holistic effort to make doing business in India easier Areas like renewable energy, manufacturing, m a r i t i m e a n d b l u e e c o n o m y, digitisation, pharma, Information Technology, agriculture and tourism have huge potential in the country and investors have opportunity to be a part of this growth story

Shri Goyal stated that India and Mediterranean countries have huge common interest in the Shipping sector, whether in ship building, ownership, maritime sector or in the cruise business. He added that the Centre sees huge opportunity in developing ports and has doubled the port capacity in the last decade. We hope to double the capacity of ports in the next 5 years, the Union Minister added.

Shri Goyal also said that he is o p t i m i s t i c a b o u t t h e I n d i aMediterranean partnership and will work towards economic prosperity and mutual growth for Mediterranean countries and India for a cleaner, sustainable, more resilient, secure, inclusive and brighter future for all.

Piyush Goyal to introduce border adjustment tax to safeguard steel industry

NEW DELHI: Union Commerce and Industry Minister Shri Piyush

G o y a l h a s m o o t e d t h e i d e a o f introducing a border adjustment tax (BAT) and suggested discussions on this with the steel industr y to safeguard the interests of domestic players

The idea assumes significance as the industry is seeking protection from imports at predatory prices. “Border adjustment tax is a World Trade Organization-compliant mechanism which, if all the industries— CII, FICCI, Assocham everybody takes up, I think we may be in a position to get traction and get Border Adjustment Tax into the country,” he said, speaking at a steel conclave.

His statement was in response to

Indian Steel Association President Navin Jindal’s concerns about the steel industry needing support and protection from imports coming into India at predatory prices from trade partner countries.

The idea behind BAT is that Indian steel producers pay taxes like electricity duty, iron ore duty, and coal cess, while imported steel is often cheaper because other countries may not have similar taxes, giving their steel a price advantage. BAT would level the playing field. Ajay Srivastava, founder, Global Trade Research Initiative, said the BAT was not the best solution.

“It may not provide enough relief, as it would only raise import prices by 2-3 per cent, which might not be sufficient. Raising basic customs duties

(15 per cent on most steel products), which are still below the allowed bound duty limits (40 per cent), or imposing anti-dumping duties after proper investigations are other options But the option of raising basic customs duties is, however, not available on imports from FTA partner countries,” he said. However, Srivastava said it’s also important to analyse steel firms’ balance sheets and understand whether some of the industry ’s problems are internal, rather than just import-related.

The Minister suggested the industry find newer and better ways to lower carbon emissions and promote high productivity and quality steel in the country “Let’s try and utilise artificial intelligence,” he said.

Australia-India port infrastructure cooperation is the next logical step

MELBOURNE: The AustraliaIndia bilateral is one of the most important and rapidly evolving partnerships in the Indo-Pacific region.

The momentum is undeniable, with the 10th round of negotiations for a Comprehensive Economic Cooperation Agreement recently wrapped up in Sydney

Just last month, the defence ministers from both countries agreed to deepen cooperation in defence. To strengthen this partnership, both countries must extend their growing economic and defence ties to the strategically important northeast Indian Ocean region — encompassing the Bay of Bengal and Andaman Sea. Combining Australian and Indian efforts could shape the future of regional stability and global trade.

An unexplored but critical area of cooperation lies in port development in t h e n o r t h e a s t I n d i a n O c e a n This maritime zone connects key sea lanes of communication and is home to several important port facilities, including in Sri Lanka, Bangladesh, and Thailand. For India, this region is central to Narendra Modi’s strategic plans the region for bolstering m a r i t i m e s e c u r i t y a n d p o r t infrastructure, consolidated in the 2015 policy called Security and Growth for All in the Region.

For Australia, deeper engagement in this region aligns with its broader I n d o - Pa c i f i c s t r a t e g y a n d t h e importance of the region has been highlighted in the 2023 Defence

Strategic Review and this year’s National Defence Strategy AustraliaIndia cooperation on port development presents an opportunity for the implementation of both these policies.

The Indian Ocean has seen an uptick in geostrategic competition, largely due to China’s expanding footprint in critical infrastructure investments as part of its Belt and Road Initiative. Beijing’s port projects such as Hambantota port in Sri Lanka, the Kyaukpyu port in Myanmar, and the proposed Kra Canal in Thailand, have sparked debates over their economic viability and strategic intent, with some critics labelling them white elephants large, costly, and underutilised infrastructures that serve more strategic than economic purposes.

In comparison, port development initiatives by other regional players, including India and Australia, have been more modest. It’s only recently that the US Development Finance Corporation committed $553 million to the development of a container terminal at Colombo port. Japan has been building Bangladesh’s first deep sea port at Matarbari Australia, despite its growing expertise in ports, has missed opportunities in port d e v e l o p m e n t

t h e r e g i o n . The Department of Foreign Affairs and Trade’s (DFAT) South Asia Regional Infrastructure Connectivity (SARIC) program, which contributes $35 million towards infrastructure connectivity in the region, is a step in the right direction but still falls short of the scale

required to counterbalance China’s influence and meet Australia’s strategic and economic objectives. Leveraging Australia and India’s e x p e r t i s e f o r r e g i o

development It is not widely known domestically but Australia possesses significant expertise in port development, particularly in automation and e

This expertise will be instrumental in modernising ports across the northeast Indian Ocean Ports like Brisbane, Sydney, and Victoria are at the forefront of automation technology, leading to enhanced capacity and operational cost savings during a time

y. These advancements could be of immense value to ports in the Indian Ocean, many of which still rely on outdated technologies and processes Moreover, Australia’s progress in green ports, including the development of green hydrogen hubs, offers a unique opportunity for collaboration in the environmental sustainability of port operations. Introduced in 2023 by the Department of Infrastr ucture, Australia’s Maritime Emissions Reduction National Action Plan serves as a model for reducing carbon footprints in maritime activities. By supporting countries in the Indian Ocean develop and implement their own maritime emissions reduction strategies, Australia can contribute to the global effort to combat climate change.

Switzerland pushes FTA with India for parliamentary approval

N E W D E L H I : T h e S w i s s Government has submitted its proposed free trade agreement with India to parliament, it said, moving closer to a deal that could open up the world’s most populous country to Swissexports

The agreement between India and the European Free Trade Association (EFTA) – which has also h a s I c e l a n d , N o r w a y a n d Liechtenstein as members – is a “significant milestone” in Swiss trade policy, the Government said.

Under the agreement, India will

lift import tariffs on industrial products from the four countries in return for investment of $100 billion over 15 years.

The deal, which was signed in March, requires parliamentary approval before becoming effective. The Swiss parliament is expected to debate the treaty in the upcoming s p r i n g a n d w i n t e r s e s s i o n s , the Government said.

The treaty, which has followed 16 years of negotiation, will reduce tariffs on nearly 95 per cent of Swiss products that are exported to India.

“India is now the world’s most populous country. In particular, the growing middle class means that there is significant potential for growth,” the Government said.

“When the agreement comes into force This will strengthen the competitiveness of Swiss exports in India,” it added Although the Indian market is potentially huge, Swiss exports to the country are currently tiny – making up only 0.7 per cent of Swiss sales abroad in 2023, according to information from the Federal Customs Office.
