JNPA to invest around Rs. 100 Cr to set up shore-power project for ships first time in India

MUMBAI: The Jawaharlal Nehru Port Authority (JNPA) will be investing close to Rs 100 crore for setting up India’s first pilot project for shore-electric-power-supply, to eliminate the use of diesel for powering ships that berth at its port

“On a pilot basis, we plan to provide shore electric power supply to ships that berth at one of our terminals at Jawaharlal Nehru Port. This will be the first such project in India,” Shri Unmesh Wagh, IRS, Chairperson, JNPA was quoted as saying in Mumbai recently

This pilot project is scheduled to be executed at the third container terminal of Jawaharlal Nehru Port in Maharashtra. This terminal belongs to Gateway Terminals India which is a joint venture between APM Terminals and the Container Corporation of India Ltd (CONCOR).

In this regard, a Memorandum of Understanding (MoU) will be signed with all stakeholders on July 11. While at berth, ships usually use some base load electricity for operating essential services like hoteling, unloading and loading activities.

While at port, the ships use their own diesel engines to produce electricity. For instance a mid-sized tanker needs 400 Kw (excluding power needed for cargo operations and ballast operations). Such a tanker would need 12 MwH of electricity all of which is being generated through the diesel engines of the ship at berth.

“This facility will help power two ships simultaneously It will help us eliminate the use of diesel at our ports” he said, adding that the JNPA already uses shore electric power for its tugs when they remain berthed.

‘We will award the tenders for this pilot project in the next three months,” Wagh said. JNPA plans to expand this facility to all the terminals if the pilot project is successful. “If we extend this facility across all our terminals then we will need a total of 74 MW (Megawatt). We will need approximately Rs 600 crore to cover the entire port,” he added The shore power will be provided from the national grid to visiting ships at the port.

Between April-November 2023, over 15200 ships visited the 12 major ports in India including Jawaharlal Nehru Port. These ships had an average turn around time of 48.46 hours or little over 2 days and a shift to shore power is expected to help cut down on usage of diesel and the pollution caused by it

JNPA is already working towards eliminating diesel vehicles from plying inside the port premises. “By August 15, we will have two battery operated trucks in operation. Within the next one year, all 400 diesel trucks operating between the shore and the yard will be converted to electric. This will ensure that all vehicles operating inside the port are electric,” the JNPA Chairman added

YOUR QUERIES - OUR SOLUTION

Question: We wish to establish MIS for Exports including General Information to Management /Business, Export Compliance, Exports Incentive, Logistics and Timelines etc Can you give us a plan for same

SOLUTION: In last Daily Shipping Times issue dated 3 7.2024, I gave details of MIS in two main areas of Exports namely 1) General Information on Exports

2) Export Logistics -MIS However, one of the charts could not have been included last time is given now Chart below gives graphical representation of table givinggeneralInformationonExports

There are some basic steps s u c h a s a p p l y i n g n e w authorizations centrally or restrictingnumberofpeoplein organization who will be applying AA/EPCG to DGFT, keeping track of all open l i c e n s e s c e n t ra l l y a n d monitoring the same. Similarly any other type of licenses can be monitored. After licenses are redeemed, it is important to keep track of Bonds/BG given to customs and ensure that

This week I will cover 3) FTP – Export compliance & Obligations (Advance Authorizations/EPCG) and 4) ExportIncentivesMIS

3) FTP – Export compliance & Obligations (Advance Authorizations/EPCG)

Most of the time, exporters avail themselves of FTP schemes like Advance Authorizations or EPCG but neglect the formalities to close export obligations. This oversight results in the repayment of the duty difference with interest Additionally, there is a risk of

the company being added to the defaulter list, which can halt the issuance of new licenses

same are cancelled after following up to Customs. Important aspect also kept in mind to retain all documentsinphysicalandscannedform.

4)ExportIncentives/Benefits MIS.

Exports should be with nil duties and hence important to have MIS of schemes like Drawback, RoDTEP Information compilation on Export Incentives / Benefits ensure that money due to organization are received on time. This MIS triggers actions to follow up with authorities like Customs /DGFT BasedonthisdataMarketing/salescandecide strategy to Exports. These details are important from accountingcompliances.

Pre-budget EEPC India urges revival of interest subvention scheme for exporters

KOLKATA: The Engineering Export Promotion Council (EEPC India) has urged the government to revive the interest subvention scheme for e x p o r t e r s i n i t s p r e - b u d g e t recommendations EEPC India Chairman Arun Kumar Garodia emphasised the scheme’s importance, especially with rising interest rates. He called for restoring the three per cent subvention rate for specific tariff lines and a 5 per cent rate for MSME exporters across all product categories. The recent exclusion of merchant e x p o r t e r s f r o m t h e I n t e r e s t

Equalisation Scheme (IES) raised concerns EEPC India argued that merchant exporters, with low profit margins, are significantly impacted by credit costs. They proposed extending the IES benefits to them with a three per cent subvention rate.

A government notice extended the IES for two months, but only for MSMEs. This left merchants and large exporters ineligible after June 30 T h e

n g i n

x p o r t s promotion body warned this exclusion could hurt these businesses, especially those in competitive sectors.

included reinstating a 150 per cent weighted deduction for R&D expenses, offering 100 per cent depreciation for MSME investments in solar power generation and implementing a 25 per cent income tax slab for MSME m a n u f a c t u r i n g u n i t s w i t h reinvestment conditions

EEPC India said it represents nearly 9,500 member companies (over 60 per cent MSMEs), and the industry is a major contributor, accounting for 25 per cent of total exports and the highest foreign exchange earner.

Maersk to test new Indian port of Vizhinjam with pilot call

T H I R U VA N A N T H A P U R A M : The heightened terminal capacity pressure at Sri Lanka’s Colombo Port, amid volume spikes from the Red Sea crisis-linked diversions, is prompting container lines to explore other viable hub options in the subcontinent region.

According to industry sources, Maersk has devised a network revamp plan to shift some of its transhipment calls for Indian cargo usually moving via Colombo, to Vizhinjam Port, a new southern India harbour set to begin operations soon.

Vizhinjam is an Adani Group-led greenfield terminal development, stamping India’s hub ambitions as the economy expands.

The Danish carrier is “testing the Vizhinjam waters”, in preparation for a wider switchover, with a trial call by the 8,700 TEU San Fernando on Thursday, 11th July at the new deepwater terminal, according to AIS data.

Until last month, the vessel was deployed on Maersk’s Asia-Southern Africa Safari service, according to the eeSea liner data platform.

“For now, it’s a one-off call, but there is a high likelihood that it will become a regular port call,” one source involved in the Vizhinjam project said.

According to Maersk’s declared itinerary for the vessel, the call at Vizhinjam will be followed by calls at Colombo, Dubai, Abu Dhabi, Salalah, Dubai, Damman, Jubail and Dubai.

“The ship is said to be carrying between 1,000 to 1,500 containers, underscoring the seaport’s capacity to handle large-scale shipments and its potential as a major transhipment hub in the region,” the Vizhinjam Port Authority said.

Sources expect the incoming containers – mostly destined for Kolkata – to be transported on feeders for intracountry distribution.

According to local Maersk sources, Colombo has become saturated with boxes, and the carrier is striving to provide

customers flowing.

Given that aim, it is generally believed that Vizhinjam has the potential to feature as an alternative port call to Colombo on many routings taking shape under the Gemini framework Maersk is developing with Hapag-Lloyd. A call at Colombo under the proposed FM1 service potentially being replaced by Vizhinjam, with an announcement expected in September

The much-hyped “allures” for Vizhinjam essentially stem from two factors: 20-metre draught availability to berth ultra-large container vessels with capacity of up to 24,000 teu; and its proximity to the busy east-west international shipping axis, about 175 nautical miles from Colombo.

Phase 1 has been designed with 1m teu capacity, aided by 800 metres of quay and some 52 ha of container yard. Most of the harbour cranes, on the designed plan, are also in place. “Vizhinjam has a good value proposition, as large mainline carriers consider end-to-end shipping a core part of their network strategies,” a Mumbai-based container industry observer said.

“But Maersk could continue to use Colombo for non-Indian transhipment loads, particularly Bangladesh,” the source added.

MSC and Hapag-Lloyd are the other major liner players known to have had provisional talks with Vizhinjam stakeholders to explore ser vice opportunities.

MSC’s terminal partnerships with Adani ports at Mundra and Ennore (South India) have already sparked speculation about another joint-venture deal at Vizhinjam.

Gujarat Maritime Board reports

a stellar 15% growth in cargo traffic at non-major ports for Q1 FY25

Cont’d. from Pg. 3

This significant growth underscores the dynamic and robust performance of Gujarat’s maritime sector.

Private ports and captive jetties emerged as the primary contributors, handling over 90% of the total cargo at Gujarat’s non-major ports. In the period of April - June 2023, the private facilities including the private ports and captive jetties handled 97 MMT of cargo out of the total 105.7 MMT This figure rose to 114.4 MMT out of 122 MMT during the same period in 2024.

Private ports demonstrated exceptional growth, with their share increasing from about 53% in FY24 to approximately 58% in FY25. They handled around 56.4 MMT in the first quarter of FY24, which surged to 70.7 MMT in the first quarter of FY25, marking an impressive increase of about 14.3 MMT, registering a growth of roughly 20%.

However, GMB-operated ports experienced a decline of about 9% in cargo handling, with the volume dropping from 6 04 MMT in the first quarter

of FY24 to 5 53 MMT in the same period of FY25 Similarly, private jetties saw a reduction in traffic handling, with cargo volumes falling from 2 6 MMT in the first quarter of FY24 to 2.1 MMT in FY25, a decrease of approximately 23%

In contrast, captive jetties recorded a 7% increase in cargo traffic, handling 43.7 MMT in the first quarter of FY25 compared to 40.6 MMT in the same period of FY24.

This robust performance of Gujarat’s non-major ports highlights the region's critical role in India’s maritime sector and reflects the port sector's ongoing efforts to enhance port infrastructure and operational efficiencies.

“We are proud of this achievement,” said Shri Rajkumar Beniwal, VC & CEO of GMB. “The growth we have witnessed is not just a number; it represents the commitment and collaborative efforts of all the stakeholders We remain dedicated to driving further improvements and sustaining this growth trajectory ”

IRS and IIT Bombay sign MOU to develop ship trajectory prediction tool

MUMBAI: Indian Register of Shipping (IRS) and Indian Institute of Technology Bombay (IIT Bombay) have signed a Memorandum of Understanding (MOU) aimed at advancing maritime safety through the development of a ship trajectory prediction tool.

The trajectory prediction of disabled ships is a critical aspect of maritime safety, facilitating early warnings and rescue operation planning. Understanding and predicting the movement of disabled ships and floating objects drifting in the open sea, under the influence of locationspecific environmental conditions, is essential for timely and effective response and rescue efforts.

As part of the collaborative effort, the proposed work will focus on developing a trajectory prediction tool for disabled ships and floating objects. This tool will enable quick response for locating the drifting vessels, as well as rerouting nearby vessels to improve maritime safety.

Furthermore, the project aims to create a computer program with automated report generation capabilities, intended for integration into existing IRS Emergency Response System (ERS) software programs.
