M U M B A I : J a w a h a r l a l Nehru Port Authority (JNPA) is pleased to announce the successful expansion of its liquid cargo handling capacity with the introduction of Additional Liquid Cargo Berths (ALCB), namely Liquid Berth-3 and Liquid Berth-4 Equipping, Operation, Maintenance and Transfer of Additional Liquid Cargo Berths LB3 and LB4 at JNPA through Public Private Partnership (PPP) mode.

Terminal Investment gets security nod to buy 49% stake in APSEZ run Container Terminal at Kamarajar Port

N E W D E L H I : Te r m i n a l Investment Ltd, a unit of Genevabased Mediterranean Shipping Company S A, the world’s biggest container shipping line, has received security clearance to acquire a 49 percent stake for Rs 247 crores in the container terminal run by Adani Ports and Special Economic Zone Ltd (APSEZ) in state-owned Kamarajar Port Ltd located in Tamil Nadu

Terminal Investment Ltd, through its fully owned subsidiary Mundi Ltd, acquired a 49 percent stake in the 8 lakh twenty-foot equivalent units (TEUs) capacity Adani Ennore Container Terminal Pvt Ltd from APSEZ for Rs 247 crore, pegging the enterprise value of the terminal at Rs 1,211 crore, according to a 15 December 2023 announcement by the two companies.

Recognizing the need for additional infrastructure to cater to increased demand, JNPA invested Rs. 225 Crores to develop ALCB through the Engineering, Procurement, and Construction (EPC) mode, utilizing internal funding and also completed the process to Operationalize it through PPP route in line with the Government directives.

In the recently completed tendering process, M/s JSW Infrastructure Limited has emerged as the top bidder for operating the ALCB, offering a quoted royalty of Rs 252 per metric ton The estimated capital expenditure (CAPEX) for the operator is Rs. 69 Crores. The Letter of Intent was awarded to M/s JSW Infrastructure Limited on 19th February 2024, and the

Concession Agreement was signed on 8th April 2024.

Shri Unmesh Sharad Wagh, IRS, Chairman of JNPA, expressed his thoughts stating, “Expanding our liquid cargo handling capacity is a strategic move to meet growing demand and enhance operational efficiency at JNPA. JNPA’s liquid capacity constraint was causing queuing of ships, with the addition of the new terminal waiting time will be reduced to Nil”.

Railways arm DFCCIL in talks with e-tailers, logistics firms

NEW DELHI: The Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) is in talks with over a dozen e-commerce and logistics companies such as Amazon, Meesho, Delhivery, Blue Dart Express, Shiprocket for leasing out the newly built infrastructure for cargo transportation.

“We have given presentations to a list of companies engaged in the logistics business, and informed them about the benefits of the western dedicated freight corridor (WDFC) We have received positive response from the companies,” said Shobhit Bhatnagar, director (operations & business development) at DFCCIL.

DFCCIL is running a trial service with Amazon since August last year to ship customer packages through the 659-km freight route between Rewari and Palanpur that connects the industrial belts of Haryana and Gujarat.

“We are running a service for small cargos with Amazon. It has one coach with a capacity of 18 tonnes per day. This is attached to the trucks on train service. We will be adding 7 more coaches in a month or so, and eventually ramp up the capacity to 20 coaches per day in both directions. We want to keep the customers engaged,” said Bhatnagar. He added that the demand will gather pace as soon as the last stretch between Saphale and JNPT (on WDFC) is commissioned by June next year.

While the eastern dedicated freight corridor (EDFC) has been fully functional since last month, a 109-km stretch on WDFC is still under construction.

“This section is crucial because it will provide direct connectivity between Mumbai and Delhi Many of the companies that we have pitched to are waiting for this final piece to come online.

Air Cargo demand maintains double-digit growth in Feb : IATA

r Transport Association (IATA) released data for February 2024 global air cargo markets showing continuing strong annual growth in demand.

Total demand, measured in cargo tonne-kilometers (CTKs*), rose by 11.9% compared to February 2023 levels (12 4% for international operations) This is the third consecutive month of double-digit year-on-year demand growth.

Capacity, measured in available cargo tonne-kilometers (ACTKs), increased by 13 4% compared to February 2023 (16.0% for international

operations). This was largely related to the increase in international belly capacity accompanying growth in passenger markets (29.5% year-on-year i n c r e a s e ) , w h i c h f a r e x c e e d e d international capacity on freighters (3.2% year-on-year increase).

"February’s demand growth of 11.9% far outpaced the 0 9% expansion in cross-border trade. This strong start for 2024 could see demand surpass the exceptionally high levels of early 2022. It also shows air cargo’s strong resilience in the face of continuing political and economic uncertainties,” said Willie Walsh, IATA’s Director General.

Several factors in the operating environment should be noted:

• Global cross-border trade increased by 0.9% in January

• In February, the manufacturing output Purchasing Managers' Index (PMI) climbed to 51 2, indicating expansion. The new export orders PMI also rose to 49.4, remaining slightly below the 50 threshold that would indicate growth.

• February year-on-year inflation dropped to 2 8% in the EU while rising to 2.8% and 3.2% in Japan and the US respectively. After four months of deflation, China reported a 0.7% increase in inflation year-onyear—a positive development amid concerns over China's economic slowdown.

Govt eyes commodity-specic networks to replace proposed freight corridors

M U M B A I : I n a s i g n i f i c a n t development, the government is poised to abandon plans for establishing three new dedicated freight corridors (DFCs), namely the East Coast, EastWest, and North-South, with an estimated collective investment of Rs 2 trillion Instead, the authorities are c o n t e m p l a t i n g t h e c r e a t i o n o f commodityspecific rail networks, as revealed by a senior railway official.

T h e d e c i s i o n c o m e s a m i d s t challenges faced by the recently commissioned east and west freight corridors in attracting bulk customers and grappling with network planning issues. The utilization rates of these corridors remain relatively low.

Despite the Railway Board receiving detailed project reports for two of the proposed corridors (East Coast and North-South), and with the report for the third one (East-West) anticipated imminently, there is a growing inclination to reconsider pursuing these projects According to the insider, consultations have already taken place between members of the Railway Board and the Dedicated Freight Corridor Corporation (DFCCIL) regarding the projectreports.

“The detailed reports for the new DFCs have been submitted to the rail ministry for further approvals, but

indications suggest that the railways may shift focus away from these corridors in favor of developing commodity-based corridors, aligning with the finance minister’s recent announcements,” the official disclosed.

F i n a n c e M i n i s t e r N i r m a l a Sitharaman had earlier outlined major railway corridor projects in her interim budget speech, emphasizing the development of exclusive corridors catering to specific commodities like energy, minerals, and cement, along with those serving specific needs like port connectivityandhigh-trafficdensity

“The introduction of these projects under PM Gati Shakti for enabling multi-modal connectivity aligns with our objective to accelerate GDP growth a n d r e d u c e l o g i s t i c c o s t s , complementing the existing DFCs,” Sitharaman remarked in a recent statement.

This shift marks a notable departure from the government’s prior stance, as highlighted in Sitharaman’s Budget 2021–22 speech, where she initially announced more generic East Coast, East-West, and NorthSouth corridors.

Had they been executed, the proposed corridors would have spanned a combined length of 4,315 kilometers, with the East Coast corridor covering 1,078 kilometers connecting Kharagpur

to Vijaywada and the NorthSouth corridor spanning 931 kilometers from Itarasi to Vijaywada.

The East-West corridor would have been split into two sub-sections: the 2,106-km Palghar to Dankuni section and the 200-km Rajkharswan to Andal section These initiatives aimed to significantly reduce freight transit times, lower overall logistics costs, and augment the railways’ share in total cargo movement.

“The rationale behind commodityspecific corridors is their immediate appeal to existing customers The DFCCIL has faced challenges in promoting the eastern and western dedicated freight corridors due to underlying network planning issues,” explained the official.

Currently, the Eastern Dedicated Freight Corridor (EDFC) and Western Dedicated Freight Corridor (WDFC) are operating well below capacity. For example, the fully completed EDFC has a capacity to handle 120 trains per day in each direction, but due to subdued demand, only 75–80 trains are currently operational. The EDFC serves power plants in northern states like UP , Delhi, Har yana, Punjab, and parts of Rajasthan, in addition to handling traffic comprising finished steel, food grains, cement, fertilizers, and limestone.

Baltimore shipping set to resume by end of April with full capacity by end of May

BALTIMORE: The U.S. Army Corps of Engineers said that it expects to open a new channel to the Port of Baltimore by the end of April, freeing up commercial shipping blocked by a collapsed bridge, and then restore port access to full capacity by the end of May.

The main channel has been blocked by wreckage since the fully loaded container ship Dali lost power and rammed into a support column of the Francis Scott Key Bridge on March 26,

killing six road workers and causing the highway bridge to tumble into the Patapsco River

The Port of Baltimore ranks first in the United States for the volume it handles of autos and light trucks and farm and construction machinery, according to the state of Maryland. Most of that traffic has been suspended since the accident, though some terminal operations outside the affected area have resumed.

Earlier this week, two auxiliary channels suitable for emergency vessels, tugs and barges were opened on either side of the disabled ship, which is stuck bene ath bridge debris with thousands of containers and a crew of 21 sailors still aboard.

But with depths limited to 11 feet (3 35 meters) and 14 feet, those two channels are too shallow for major cargo ships, which need a depth of 35 feet.

India mulls creating ‘Integrated Transport Planning Agency’ similar to ones in UK and US

NEW DELHI: India is looking at setting up an umbrella agency to formulate integrated transportation plans and drive the overall strategy across all modes of surface transport, railways, shipping and civil aviation at national level. The agency would be responsible for development and finalisation of 5-year and 25-year plans and their regular monitoring.

I t h a s l e a r n t t h a t t h r e e empowered groups of secretaries have referred to the need of setting up Integrated Transport Planning Agency (ITPA) in their presentations on transformational change before Prime Minister Narendra Modi.

The agency will be akin to the establishments in the United States, United Kingdom, Germany, Australia and Japan to deal with all issues

relating to transportation.

The details of the proposed agency and its responsibilities are being finalised, sources said. “This will help take the best decisions for creating the right infrastructure keeping in m i n d t h e v a l u e f o r m o n e y Comprehensive assessment would be carried out by the agency for capacity augmentation for both passenger and freight movement This will help channelise govt investment,” said an official.

The agency will also coordinate with states for key infrastructure projects Officials said ITPA can come up with the best solutions to bring down logistics cost rather than have different departments or ministries pitching suggestions that often compete with each other. Though the

roll out of GatiShakti platform for integrated planning is getting traction, currently it’s mostly confined to centralgovernmentprojects.

As per the proposal, ITPA would prepare an overall plan for integrated transportation solutions and get it approved by March 2026.

Sources said the plan envisages achieving the target of moving over 42% of freight by rail or waterways, as t h e y a r e c h e a p e r m o d e s o f transportation and cause less pollution, by 2030. Govt also envisages increasing the average speed of freight trains to 40 kmph by 2030 as compared to the current speed of 24 kmph. Similarly, the target is also to increase the average speed of trucks from current 25-40 kmph to more than 40 kmph in the next six years.

PMO asks Commerce Ministry to examine model text of Bilateral Investment Treaty (BIT)

N E W D E L H I : T h e P r i m e Minister's Office (PMO) has asked the commerce ministry to examine the model text of the bilateral investment treaty (BIT) and suggest modifications to further improve the ease of doing business, according to sources The exercise assumes significance as only seven countries have accepted the existing model text treaty, and most of the developed nations have expressed their reservations on the text with regard to provisions like the resolution of disputes.

These investment treaties help in p r o t e c t i n g a n d p r o m o t i n g investments in each other's countries.

These pacts are important as India has earlier lost two international arbitration cases against British telecom giant Vodafone and Cairn Energy plc of the UK over the retrospectivelevyoftaxes.

Sources said an internal discussion will be held on the model text of the treaty on Monday in the commerce

ministrywithexpertsandlawyers

"There will be a presentation in the meeting. We are having an internal discussion on the issue. The PMO is looking into it and has asked the commerce ministry to provide a thirdparty perspective on the model text," they said.

Investment facilitation is one of the chapters in the free trade agreement being negotiated by the Commerce Ministry.

"Now, it is renegotiating with 37 countries using the restrictive 2016 Model BIT, which may lead to protracted negotiations due to its narrow 'investment' definition, vague terms, omission of principles like 'fair and equitable treatment', and Most-Favoured Nation status," GTRI Co-Founder Ajay Srivastava has said.

According to Srivastava, the model BIT demands investors seek local solutions for at least five years before arbitration, making new BITs challenging for other countries.

NMPA registers 10.36% growth in cargo handling, nets Rs. 551 crore surplus in 2023-24

M A N G A L U R U : T h e N e w Mangalore Port Authority (NMPA) has registered 10.36% growth by handling 45.7 million tonnes (MT) of cargo in 2023-24 as against 41.41 MT cargo in 2022-23.

NMPA has achieved a net surplus of Rs. 551 crore in 2023-24 as against Rs. 374 crore in the previous financial year The port handled 1,476 vessels as against 1,293 vessels in 2022-23.

Increased handling of both inbound and outbound dry cargo, i n c l u d i n g i r o n o r e , c o a l a n d petrochemical products, as well as container traffic appears to have contributed to the growth in traffic at the port.

The total dry bulk handled rose from 9.28 MT in 2022-23 to 13.25 MT in 2023-24, which is a growth of 42.74%.

Liquid bulk, mainly the crude oil, remained almost static, at 29.2 MT in

2023-24 as against 29.29 MT in 2022-23 with a 0.32% decline in growth.

The major portion of inbound cargo comprised coal (7.73 MT in 2023-24 as against 4.99 MT in 2022-23), iron ore (2.08 MT as against 1.46 MT) and containers (1.71 MT as against 1.44 MT). The major portion of outbound cargo comprised iron ore (2 41 MT as against 1 3 MT), Petroleum, Oils and Lubricants (POL) products (5.23 MT as against 5.92 MT), petrochemicals (0.9 MT as against 0.7 MT), and containers (1.08 MT as against 0.9 MT).

The year saw an increase in the container traffic with the port handling 1 96 lakh TEUs (20 feet equivalent unit) weighing 2.8 million tonnes in 2023-24 as against 1.65 lakh TEUs weighing 2.36 MT in 2022-23. Tiles (5 8 lakh tonnes) and raw

cashew (4.98 lakh tonnes) formed the bulk of inbound container traffic in 2023-24 as against 4.3 lakh tonnes and 4.8 lakh tonnes, respectively, in the previous year

Coffee (2 23 lakh tonnes in both the years) and fish meal (1 74 lakh t o n n e s i n 2 0 2 3 - 2 4 a s a g a i n s t 1 11 lakh tonnes in 2022-23) formed the bulk of the outbound traffic

Textiles Ministry formulating Vision 2047; mulls to achieve $600 billion of textile exports by 2047

NEW DELHI: India is working on an ambitious target to achieve $600 billion of textile exports by 2047 from $44 billion in FY22 and the domestic market to grow to $1.8 trillion from $110 billion in 2022, led by a surge in f a s t f a s h i o n a n d g r o w t h i n ecommerce.

"One workshop has taken place with the stakeholders. Discussions are on to have ambitious but realistic targets," said a person aware of the deliberations.

As per initial discussions, the

exports of apparel and made ups could cross $350 billion by 2047 and those of technical textiles could be around $85 billion. For the domestic market, apparels could grow to $1.2 trillion and technical textiles to around $460 billion.

Industry has raised challenges of raw material for achieving the $350 billion export aim for apparels besides the need for an investment policy for textiles and a mission m o d e p l a n f o r s u p p l y augmentation

Promotion of domestic brands and suppliers as global champions and a mission on quality entailing the enhancement of productivity of natural fibres are being deliberated as part of the plan. Focus could also be given to indigenous machinery

manufacturing, self-reliance in hightech and high value exports and a self sustaining indigenous supply chain.

Moreover, milestones for 2030 are also under consideration wherein domestic market is seen growing to $250 billion by 2030 and exports to $100 billion.

The vision includes making India a g l o b a l l e a d e r i n s u s t a i n a b l e manufacturing with 30% share of global recycled fibres and setting up a new segment of the value chaint e x t i l e s r e c y c l i n g a n d w a s t e management Developing textiles knowledge hub and centres of excellence for national tech creation and sharing of intellectual property rights are also being discussed. 2047 would be the 100th year of India's Independence.

Indian Railways on track to full electrication with Rs 6500 Crore Budget in 2024-25

NEW DELHI : Indian Railways on Thursday (April 4) highlighted that a dedicated budget of Rs 6,500 crore as allocated in 2024-25 can help achieve complete electrification of the rail network. According to senior railway officials, the railways has achieved as much as 95 per cent electrification of Broad Gauge.

“With a dedicated budget of Rs 6,500 Crores during FY 2024-25 for further electrification projects, India remains committed to achieving complete electrification. This will not only revolutionise the railway system but also contribute significantly to the country’s sustainability goals,” a senior railway official said.

APM Terminals Buenos Aires appoints Manuel Delgado as Managing Director

: Manuel Delgado has been appointed as Managing D i r e c t o r o f A P M Terminals Buenos Aires T4 in Argentina effective 1st April 2024, having been in the role of Deputy Managing Director since July 2023. He will also join the Leadership Team for the Americas region.

Manuel Delgado brings over 25 years leadership experience in banking, capital markets, corporate finance, and mergers & acquisitions in Peru and New York For nine years prior to his move to APM Terminals Buenos Aires, Manuel was the Chief Financial Officer at APM Terminals Callao.

In this role he was instrumental in securing an addendum to the concession agreement. This included a total investment of approximately USD 1 2 billion to redesign the terminal layout to better accommodate a

growing container and general cargo demand in Peru.

Iranian Ports handle over 236 Mn Tonnes of Cargo in last fiscal

TEHRAN: In the previous Iranian year, approximately 236,512,240 tons of goods were loaded and unloaded at ports under the Iranian Ports and Maritime Organization (PMO). This marked a notable 10 percent increase compared to the preceding year During this period, more than 29 million tonnes of oil products and over 51 million tonnes of non-oil goods were unloaded at these ports, totaling more than 80 million tonnes of goods.

Conversely, over 81 million tonnes of oil products and more than 74 million tons of non-oil goods were loaded at Iranian ports during the same timeframe, amounting to a total of over 155 million tons of goods loaded. Notably, the containerized operation sector experienced a five percent growth in loading and unloading activities compared to the previous year.

Iran’s ports serve as vital gateways for both exports and imports, particularly amidst the challenges posed by unilateral sanctions imposed by the United States. Indian Register of Shipping commences celebrations as it enters 50th year

MUMBAI: Indian Register of S h i p p i n g ( I R S ) , a l e a d i n g classification society, enters its 50th year, marking half a century of commitment to maritime safety, quality, and innovation

The organisation commenced year-long celebrations on its foundation day 4th April by unveiling a series of initiatives.

Starting off the celebrations is the debut of IRS’ 50th year commemorative logo The logo symbolises progress, honouring the organisation's illustrious history while embracing the f u t u r e A c o m p a s s a n d collaborative motifs are embedded in the logo, evoking movement and progress, reflecting the IRS's evolutionoverpastfivedecades

IRS also launched its new strapline, "Powered by Passion. Driven by Values.", a statement that reflects the organisation's relentless pursuit of excellence, fuelled by its unwavering dedication and enthusiasm. While passion drives every endeavour, integrity, honesty and respect serve as the foundational pillars of IRS.

Adding to the celebrations is the introduction of IRS’ new flag, symbolising the organisation’s commitment to global maritime interests Furthermore, IRS also released a teaser video that offers a glimpse of its upcoming corporate video.

“In celebrating 50 years of excellence, Indian Register of Shipping reflects on its rich heritage and

looks ahead with enthusiasm and determination,” says Mr Arun Sharma, Executive Chairman. “With the introduction of our 50th Anniversary logo, a new strapline and other initiatives, we are reaffirming our commitment to advancing maritime progress. We are grateful to our stakeholders, partners, and employees for their unwavering support throughout the decades.”

As part of its golden jubilee celebrations, IRS will host several events, initiatives, and collaborations to reinforce IRS' position as a leader in maritime classification and certification.
