India-Middle East-Europe economic corridor to help cut transactions cost, encourage trade : Piyush Goyal

Emirates, France, Germany, Italy, and the European Union on the sidelines of theG20SummitinNewDelhi

The new economic corridor is seen as an alternative to China’s controversial Belt and Road Initiative (BRI) The corridor will help in “reducing logistics costs and encourage trade,” Goyal said here at the UAE India Business Round table meet. The minister is here for the

11th Meeting of India-UAE HighLevel Task Force on Investments. He added that India provides huge potential for investors in areas such as infrastructure, education, and healthcare.

S p e a k i n g a t t h e e v e n t , CII President R Dinesh said India is emerging as a major manufacturing destination and UAE investors should explore opportunities.

Railways, NHAI to fund rail/road links to mega Vadhavan Port

MUMBAI: The Indian Railways and the National Highways Authority of India (NHAI) will separately fund the last mile rail and road links –estimated to cost some Rs5,000 crores – to the mega port planned by the Centre at Vadhavan near Dahanu in Maharashtra’s Palghar district, easing the financial burden on the special purpose vehicle led by Jawaharlal Nehru Port Authority, which is tasked with implementing the Rs76,220 crore project.

Besides, the in-port rail yard, including equipment such as eRTGs, RMGCs, and rail operations within the port – costing some Rs3,071 crore – will be developed either by a Railway public sector undertaking or offered to a private rail operator on a publicprivate-partnership (PPP) basis, a top official has said.

The involvement of the Ministry of Railways and the NHAI has opened a third source of funding for the port project that is designed to help India break into the world’s top 10 container

ports with a capacity to handle over 24 5 million twenty-foot equivalent units (TEUs), a capacity that no other Indian ports have due to natural limitations.

Previously, the rail and road connectivity to the port and the inport rail yard were to be funded by Vadhavan Port Project Ltd (VPPL), a joint venture between state-owned Jawaharlal Nehru Port Authority (74 percent stake) and Maharashtra Maritime Board (26 percent equity).

T h e p r o j e c t i s c u r r e n t l y going through the pre-project implementation stage activities such as environment clearance, detailed engineering and fund raising.

“All the three things go in parallel,” Mr. Sanjay Sethi, IAS, Chairman, Jawaharlal Nehru Port Authority, was quoted as saying at a panel discussion on ‘Modernising Indian Ports” recently.

In September, JNPA has submitted a proposal to the Public Investment Board (PIB) wherein the project will be

scrutinised by the Finance Ministry after which it will be taken to the UnionCabinetforafinalclearance.

The Union Cabinet had accorded in-principle approval for the project in January 2020.

“The good thing that happened was for the rail and road connectivity, the mandate now by the Government is that these kind of connectivity projects should be taken up departmentally So, both the Indian Railways and NHAI are taking these up as departmental w o r k s , w h i c h i s a v e r y g o o d development,”Mr SanjaySethisaid

“The Rs76,220 crore project was to be funded to the extent of some Rs45,000 crores by the JNPA and MMB JV while the rest was to come from the private sector. Now, there is a third category of funding which m e a n s t h a t t w o G o v e r n m e n t departments will take up about Rs5,000-6,000 crore worth of project components, which will lower our contributions to that extend,” he noted.

Niti Aayog to prepare plan to rationalise share of cargo carried by rail, road and waterways

NEW DELHI: Considering the skewed share of cargo transported by road, rail and waterways, the Finance Ministry has asked the Niti Aayog to carry out a study to assess the “optimal freight modal share” and prepare a plan for rationalising this.

Currently, the share of freight moved is tilted towards the road transport — around 65% — while the cargo modal share of rail is around 20%. This is so despite the cost of transportation by road being higher t h a n r a i l w a y a n d w a t e r w a y s The railway ministry has set the target to increase its modal share to 40% by 2030.

S h i f t i n g o f m o r e f r e i g h t transportation by railways and waterways is the key to bring down

the logistics cost from the current 16% of gross domestic product (GDP) to a global average of 8% by 2030.

As per the finance ministry c i r c u l a r, t h e D e p a r t m e n t f o r Promotion of Industry and Internal Trade (DPIIT) under the commerce ministry has been urged to set up an i n s t i t u t i o n a l a r r a n g e m e n t mechanism for execution of projects under multi-modal connectivity among the road transport, railway and shipping ministry Even the National Logistics Policy (NLP) also aims to promote seamless movement of goods by promoting multi-modal transport networks.

To a c h i e v e t h e s e a m l e s s movement of freight, the finance ministry has recommended the need

for collaborative planning of all railway stations, ports, roads, waterways and airports.

The DPIIT recently shared that so far more than 300 projects of ministries and state government departments worth Rs 11.6 lakh crore have been evaluated using the National Master Plan for integrated planning.

The finance ministry has also recommended mandatory postcompletion productivity tests of all projects by the road, rail and shipping ministry to evaluate their efficiency “The focus is on assessing the impact of projects by all infrastructure ministries to bring down the transportation cost and time,” said an official.

Hazira Port to collect additional charges from New CFSs while exempting the existing ones

MUNDRA: According to the amended advisory on additional charges to CFS Operators, released by Adani Hazira Port Limited (AHPL), the existing CFSs are exempted from the additional charges, while the new and upcoming CFSs are supposed to pay these charges to clear their containers. Industry sources feel that this is more of a discriminative pricing policy rather than providing a level playing field to all the players.

It may be noted that as per the original advisory released in August 2023, for every 20-foot and 40-foot container handled by the AHPL, all CFS operators should pay Rs 2500 and Rs 4000 respectively However, the Port faced opposition from the existing CFSs regarding these charges and had to release an amended advisory on 15th September

exempting them from these charges as mentioned above.

The CFSs that are exempted from these charges include Hind Terminal, Seabird and Kribhco – all the three of which are running their terminals in Hazira for quite some time. Two new CFSs have obtained Customs Clearance recently. According to sources, one among the two new CFSs is operated by a subsidiary of Maersk, one of the largest container shipping lines in the world, and has already commenced operations. It is learnt from reliable sources that they too are not required to pay the additional charges. The 2nd CFS has obtained its final approval from the Customs and is ready to start operations, but are being denied issuance of the Port code, unless they agree to pay the additional charges.

Subsequent to the amended

advisory, which was released on 15th September, various segments of the trade feel that the additional charges are not in the best interests of the trade Some claim that it is more of discriminative pricing – where a section of the CFS operators are not being charged at all, while another section is forced to pay these charges. “Charging different rates from different people in the same place is not fair and amounts to discriminative pricing and is not in the best interests of Export Import trade,” said an industry veteran who didnotwanttobenamed.

As the industry observers and stakeholders closely monitor its impact on the competitiveness of the CFS sector, it remains to be seen how this policy will evolve and whether it w i l l b e s u b j e c t e d t o f u r t h e r modifications in response to industry feedback and concerns.

India aiming to beat China to become world’s No 1 automobile maker by 2027 : Nitin Gadkari

NEW DELHI: Union Minister for Road Transport and Highways Shri Nitin Gadkari, speaking on the sidelines of the 27th World Road Congress in Prague, said that India is aiming to beat China to become the world’s number one automobile maker by 2027.

During his address, where Gadkari said that the country is set a target to become the world’s largest automobile market in the world in the next 3-4 years, he also revealed information about the upcoming opening of the Urban Extension Road 2, a ring road project in New Delhi. The road will be opened in the next 2-3

months and will significantly cut down the travel time to reach the airport in the capital.

Further, the MoRTH highlighted that the Indian automobile market has grown several folds and reaching a size of Rs 12.5 lakh crore from Rs 4.5 lakh crore nine years ago. In fact, last year, India had overtaken Japan to become the third-largest automobile market in the world, only behind the US and China.

India has the potential to become the world’s leading automobile manufacturer due to its strong engineering talent pool, low labour costs, and favorable government

policies. Recently, there have been talks of global electric vehicle marque Tesla to set up a manufacturing facility in India. On the other hand, Chinese EV giant BYD proposed to set up a 1 billion facility in India However, the request was rejected by the Indian government due to the border tensions between the two countries.

Curtain Raiser for 10th Vibrant Gujarat Summit held in Delhi

Exports and Imports seeing a decline in 2023-24, says RBI

MUMBAI: India’s exports and imports have so far shrunk in 2023-24, RBI Governor Shaktikanta Das said recently.

Merchandise exports and imports have remained in the contraction zone so far during 2023-24, although at a decelerated pace during July and August, the RBI governor said after the central bank’s Monetary Policy Committee meeting.

Merchandise exports and non-oil non-gold imports contracted at a moderated pace in August. However, the RBI governor underscored a growth in services exports, primarily driven by software and business services.

Merchandise exports ($ terms) fell by 11 9% y-o-y during April-August 2023, and merchandise imports by 12.1%.

The merchandise trade deficit moderated to $98.9 billion in AprilAugust 2023 from $112.9 billion a year ago as the decline in imports outpaced that in exports.

x p o r t s e x p e r i e n c e d a b r o a d - b a s e d downturn across commodities. During April-August 2023, 18 out of 30 major commodities (with a share of 73 9% in the export basket) registered a decline on a y-o-y basis, led by petroleum products, gems and jewellery and engineering goods. On the other hand, electronic goods, i r o n o r e a n d d r u g s a n d pharmaceuticals, accounting for 13 5% of merchandise exports, contributed positively to exports Overall, non-oil exports fell by 7 5% during this period

In the case of imports, the RBI

noted that 17 major commodities, accounting for 55.4% of the imports basket, registered a contraction during April-August 2023, driven by petroleum and crude products, coal and chemicals.

Electronic goods, machinery, electrical and non-electrical products and gold imports, on the other hand, expanded.

Non-oil non-gold imports fell by 9.0% .

Fourth Consecutive pause in policy rates by RBI to balance growth & contain inflation: FIEO

NEW DELHI: Reacting to the Reser ve Bank of India’s fourth consecutive pause on policy rates keeping it unchanged at 6 5%, Dr A Sakthivel, President, FIEO said that it will further help in building up on the growth momentum and containing inflation at the same time With both US Fed and UK Central Bank pausing the interest rates, the decision of the Central Bank is on expected lines of continuing to maintain status quo on policy rates front, added Dr A Sakthivel. RBI feels that the MPC decision is focused towards the objective of achieving inflation target of 4 percent, while supporting growth, reiterated FIEO Chief.

The decision to keep policy rate unchanged will continue to give boost to g r o w t h t h r o u g h i n c r e a s i n g

investments. The less kharif sowing, on the back of monsoon woes, impacting the inflation projection still remains the key concern for the Central Bank However, positive growth momentum in services and consumer confidence, are e x p e c t e d t o b o l s t e r h o u s e h o l d consumption.

While most Central banks have given more weightage to inflation as compared to growth, RBI has struck a nice balance between the two, giving primacy to growth, thereby maintaining the GDP growthforecastforFY24at6 5percent

President, FIEO said that the increasing investment will lead to further enhanced manufacturing and production thus easing supply and reducing inflation in coming months.

Dr A Sakthivel also added that the

status quo in rates will help exporting community, whose cost of credit has gone up substantially due to upward revision in rates during last one and half year leading to the demand to increase the interest subvention.

FIEO Chief reiterated that in order to provide momentum to the external sector, the need is of the hour is to further provide extension to the Emergency Credit Line Guarantee Scheme by one more year till March 31, 2024. Besides, restoration of Interest E q u a l i z a t i o n b e n e f i t o f 5 % f o r manufacturer MSMEs and if possible, to 3% to 410 tariff lines to help the foreign trade especially exports. The resilient external sector growth backed by financial sector push will help in giving more thrust to the economy

This vessel is first of a series of six 5,500 TEU state-ofthe-art, highly efficient vessels built in HJSC shipyards in Korea.

Each vessel is 255 meters long and 37.3 meters wide, boasting a wide beam that makes them exceptionally stable and capable of handling heavier loads. Additionally, they are equipped with 850 reefer plugs to cater to our customers' needs.

Vessel ZIM Danube is now enroute to join ZIM’s Asia–Oceania trade lane, said a company statement.

HAMBURG: SAL Heavy Lift is

a n o t h e r pioneering addition to its fleet: The German heavy lift and engineering expert is chartering the two top modern semi-submersible deck carriers “Zhong Ren 121” and “Zhong Ren 122” on a long-term basis together with its partner Shanghai Salvage (China). Both ships will be delivered in Shanghai between December 2023 and February 2024 and marketed through the Jumbo-SAL-Alliance.

“We don’t use the term ‘milestone’ lightly – but, in this case, it’s more than appropriate. This project is extremely important to us as a group, both commercially and strategically,” says Dr Martin Harren, CEO of SAL Heavy Lift and the Harren Group. “Our combined MPP and heavy lift fleet, which currently comprises 54 units, is one of the world’s leading fleets. We offer our customers the most powerful heavy lift vessels in the world. However, the truth remains that the demands and requirements of our clients –especially in the offshore wind sector – are becoming increasingly extensive and complex. These two new additions give us the opportunity to meet and possibly even exceed these requirements. Customers will benefit from more choices and better solutions.”

SAL has been working intensively on the topic of semisubmersible deck carriers for years. In 2021, a special department was founded for this purpose. SAL has been acting as commercial agent for two Pan Ocean deck carriers since 2017, gaining valuable experience in the project-based chartering of external tonnage.

Following delivery, SAL will have the opportunity to utilise the two vessels for cargo transports from Asia to Europe. Afterwards, they will be deployed for an offshore wind farm project in the USA
