


NEW DELHI: The Government is tapping some of the cash rich state-run ports to build Greenfield facilities such as the ones planned at Vadhavan in Maharashtra and Galathea Bay in Andaman and Nicobar Islands as well as part-fund a proposed Maritime Development Fund as budgetary support shrinks, officials said.
The Union Budget for 2024-25 has earmarked Rs700 crores, comprising Rs660 crores for revenue and Rs40 crores on capital, for Sagarmala schemes and projects. No funds have been provided for the Sagarmala Development Company Ltd in the budget.
The 12 Major Ports owned by the Union Government have a combined cash reserves of some Rs18,000 crores and this will increase with annual accruals. The government is of the view that the state-run ports, also knownasmajorports,shouldusesome of their cash surplus to help build
new ports, particularly because they don’tpaydividendstotheexchequerby virtue of operating as ‘authorities’
Besides, the major ports are
handling terminals for modernisation and expansion purposes and building new facilities with private funds that do not involve any investment from their account.
Deendayal Port Authority, Paradip Port Authority, Visakhapatnam Port Authority and V O C Port Authority have been asked to pitch in with funds for developing an international container transhipment port at Galathea Bay in the Great Nicobar Island with an investment of some Rs42,000 crore.
According to plans, these four major ports will form a special purpose vehicle (SPV) with equity participation to develop the basic infrastructure for the Galathea Bay container transhipment port after which cargo handling operations will
be outsourced to private specialists in the field, a Government official said.
This model was adopted to implement the Rs76,220 crore Vadhavan Port project wherein Jawaharlal Nehru Port Authority is the majority equity partner in the SPV
The major ports are also being sounded out to part-fund a Maritime Development Fund (MDF) that seeks to extend low-cost, long-term capital to the sector
However, some of the financially sound major ports are said to be “reluctant” to part with their cash reserves for incubating new ports and to create the MDF as they need the money for various development a c t i v i t i e s r e l a t i n g t o b a s i c infrastr ucture outlined in the Maritime India Vision 2030 and the Maritime Amrit Kaal Vision 2047 plan in their respective ports. The ports also need money to meet the terminal benefits such as employees’ pension as well as other statutory liabilities.
NEW DELHI: The government is considering financial support for local manufacture of shipping containers amid growing shortage and rising costs post Covid.
A viability gap funding (VGF) scheme is being considered as part of the plan that would be implemented in mission mode, people familiar with the development said.

Non-availability of containers emerged as a key challenge for the trade sector post-Covid when China was seen importing empty containers by offering a premium.
“Chinese container owners tend to c o r n e r t h e m d u r i n g g l o b a l disturbances. This leads to shortages and India wants to break free from the situation,” the government official said.
These suggestions had been mooted by the inter-ministerial group in 2022 but have concretised now following a repeat of container shortage and spike in premia following geopolitical conflicts.
“The goal is to facilitate an ecosystem for container production u n d e r t h e ‘ M a k e i n I n d i a ’ programme,” the official added.
Containers manufactured in India can be priced more competitively compared with foreign-owned ones with government support, the official said, adding that sops are expected to be announced in the current financial year itself.
It is estimated that Container Corporation of India (Concor) alone has near term demand for buying approximately 50,000 containers.
“Routing the funds needs to be finalised. Concor may also be offered a subsidy to buy Indian containers,” the official added.
MUMBAI: The Reserve Bank of India's rate-setting panel continues to expect Indian economy to grow at 7.2 per cent in FY25, even as it moderated outlook for the first quarter, GovernorShaktikantaDasannounced.

While forecast for FY25, Q2FY25, Q3FY25 and Q4FY25 was lef t unchanged, Governor Das said forecast for Q1FY25 has been reduced to 7.1 per cent.
The MPC during its June 2024 meeting had forecast India's GDP to grow at 7.2 per cent in FY25. Further, the economy's growth rate was pegged at 7.3 per cent, 7.2 per cent, 7.3 per cent and 7.2 per cent in each of
the four quarters of the entire financial year.
The Indian economy grew at 8.2 per cent in FY24.
However, the Economic Survey, released in July 2024 ahead of the full U n i o n B u d g e t a n n o u n c e m e n t forecast a lot more conservative growth rate of 6.5-7 per cent for the ongoing financial year on the back of global uncertainties and various domestic challenges. Prominent global rating agencies like the IMF and ADB have projected the growth at 7 per cent.
MUMBAI: The Maharashtra state cabinet has approved the Maharashtra Logistics Policy, aiming to establish the state as a world-class logistics hub. This move follows recommendationsfromtheStateEconomicAdvisoryCouncil

power rates, interest subsidies, s t a m p d u t y e x e m p t i o n s , a n d technology upgradation assistance.
The policy provides specific support for MSMEs in the logistics sector, including no prior approval for MSME units in green and white category logistics activities, and streamlined permissions and NOCs within the first year of operations. Furthermore, it facilitates the establishment of new warehouses a n d c o l d s t o r a g e s f o r a g r oentrepreneurs and allows farmer producer organizations to develop localized warehousing facilities on a cooperative basis.

The DPIIT secretary further said that now there is a global recognition that one factory for the whole world is not enough.
“We need multiple factories for the world, we need diversified supply chains and a combination of nearshoring and friend-shoring,” he said.
DHAKA: Trade between India and Bangladesh through Petrapole land port in West Bengal, resumed Thursday morning of 8th August amid tight security, officials said. However despite these setbacks internationally, DPA once again came up with a sterling performance in cargo handling & crossed the 50 MMT mark on 7.8.2024.
Cargoes that significantly contributed in the Port reaching this landmark are Coal, liquid chemicals, edible oils, phosphoric acid, POL cargoes, Iron scrap, Iron ore, Timber, Crude oil (at Vadinar), maize, bentonite, Salt & Silica, sand and Food Grains The port had surpassed this figure last fiscal on 18.8.2023.

CHENNAI: The political upheaval could not have come at a worse time for Bangladesh’s showpiece readymade garments (RMG) industry. The South Asian country, which is the world’s second largest supplier of apparel products, was to grapple with loss of tariff-free access to Europe’s fashion industry in 2025, and the r e s u l t a n t p o s s i b l e s h i f t i n manufacturing base to India and Vietnam, among other countries.
India’s garment industry, which has underperformed in the last decade, may gain incrementally in export markets in the short term But it may face tough competition from Vietnam and China and other countries, if prolonged problems in Bangladesh result in a major rejig of the RMG supply chains over the long term For the upstream spinning sectoroftheIndia’stextileandclothing industry, the crisis in Bangladesh could mean loss of orders.
In the immediate future, Indian investors in Bangladesh’s RMG industry, which include a clutch of leading textile companies, like Shahi Exports, Pearl Fashions and
Gokaldas, are likely to face challenges in maintaining their production flows. Roughly a fifth of RMG investments in the neighbouring country is of Indian origin.
“ Tr a d e i s t h e l i f e l i n e o f Bangladesh with garment exports accounting for 85% of its goods exports. Bangladesh garment export at over $50 billion (see chart) is more than 3 times India’s exports at $15 billion at present,” think tank GTRI said in a note.

( A E P C ) described the current situation in Bangladesh as a “matter of great concern.” “India has no intention or inclination to exploit this unfortunate situation in a friendly neighbouring country However, the garment industry is making serious efforts to grow RMG exports on its own, based on its merit.”
He said that in in short-term, some garment orders may shift to India and the Indian industry may be asked to fill the gap caused by the disruption. “We, however, have long-term goal
ahead of us we are focussed on enhancing quality and ensuring compliance to attract the best of the global (garment) brands. We are adhering to best ethical practices and following environmental and social norms as per the global standards” Thakur added.
The Confederation of Indian Textile Industry, which largely represents the capital-0intensive spinning industry, believes that the situation could have an immediate i m p a c t o n t h e s u p p l y c h a i n , potentially affecting production schedules and delivery timelines of Indian firms.
“Amid the uncertainties in Bangladesh, there is already a noticeable shift towards alternative manufacturing hubs … as a strategic move by companies to diversify their production bases and r
dependency on a single market,” CITI was quoted by PTI as saying. “(CITI) observed that Indian textile hub Tirupur, known for its robust textile a n d a p p a r e l m a n u f a c
g capabilities, may emerge as a key beneficiary of this shift.”
LONDON: “During the past three months, India has relied on Russia for 40% of its seaborne crude oil import. Year-to-date, volumes have reached an average of 1.6 million barrels per day (mbpd), an increase of 1000% compared to 2021, before Russia invaded Ukraine,” says Niels Rasmussen, Chief Shipping Analyst at BIMCO.
The increased import of Russian oil has contributed to a higher average sailing distance for crude oil tankers discharging in India Year-to-date, the average sailing distance has risen by 10%, resulting in an 8% increase in total tonne miles despite a 2% fall in volumes Compared to 2021,
the average sailing distance is up 25%.
Indian buyers started increasing s o u r c i n g f r o m Ru s s i a i n 2 0 2 2 Combined, the EU and the US used to buy about 65% of Russia’s seaborne crude oil exports. This was before the implementation of sanctions on Russian oil exports following its invasion of Ukraine, and Russia has since found new buyers.
“With the exception of a spike and subsequent dip in mid-2023, Russian crude oil’s share of Indian seaborne imports has climbed steadily since mid2022. China has also increased its share, but India has been the biggest buyer since mid-2023, regularly taking 35-40% of Russian seaborne crude oil exports,”
says Rasmussen.
India used to buy nearly 70% of its seaborne crude oil from countries in the Persian Gulf. However, the increase from Russia has reduced those volumes and India now imports only 45% from the region Instead, the region has increased exports to for example North Europe and the Mediterranean
The shift in buying patterns has also had a significant impact on the ships carrying the crude oil.
Aframax and suezmax cr ude tankers carry nearly all of the crude oil from Russia to India. Combined, the two ship types now carry 55% of Indian crude oil imports compared to 45% in 2021, whereas VCCs carry less.

• Net profit for the quarter ended June 30th 2024 is INR 1,096.75 up 62% compared to INR 678.26 million
PIPAVAV: APM Terminals Pipavav (Gujarat Pipavav Port Ltd), one of the leading gateway ports in Western India reported 62% rise in consolidated net profit at INR 1,096.75 million for the first quarter ended on 30th June 2024, compared to INR 678.26 million in the corresponding period of last year
Revenue from operations for the first quarter under consideration stood at INR 2,459.76 million as against INR 2,149.18 million in the corresponding period of last year. EBITDA for the quarter is at INR 1,495.39 million as against INR 1,058.42 million in Q1 FY23-24. EBIDTA margin stood at 61% in Q1 FY24-25 as against 49% in Q1 FY23-24.
Liquid volume grew 31 80% to 345,000 MT and volume under Ro-Ro grew to 39,000 units against 14,000 units in the corresponding period of last year The Container volume was 165,000 TEUs; dry bulk volume was 552,000 MT.
