NAVI MUMBAI: The Japan International Cooperation Agency (JICA) has initiated discussions with the Jawaharlal Nehru Port Authority (JNPA) regarding financing for the ambitious mega port project proposed at Vadhavan in Maharashtra.
This marks the second major institution to express interest in backing the project, according to a senior official Previously, the state-owned lender Power Finance Corporation Ltd (PFC) hadofferedtounderwritetheentiredebtamountingtoRs27,283 crorefortheconstructionoftheport.
The Rs 76,220 crore container port project is a joint venture between Jawaharlal Nehru Port Authority and Maharashtra Maritime Board The envisioned port is designed to handle approximately 298 million tonnes (mt) of cargo annually, including 24.5 million twenty-foot equivalent units (TEUs).
In April, representatives from the JICA India office engaged in preliminary discussions with Shri Unmesh Wagh, IRS, Chairman of JNPA regarding potential funding for the project.
Wagh was quoted as saying that, "The structure devised by JNPA for project implementation and the promising prospects of the new port has attracted the interest of JICA." He highlighted meticulous planning, comprehensive clearances, and robust financial projections spanning three decades as key factors stimulating interest among potential lenders.
Moreover, Wagh emphasised the substantial potential of public-private partnerships (PPP) within the port terminals, envisioning rapid self-sufficiency for the new port, which in turn has garnered attention from financial institutions.
The project's progression hinges on cabinet clearance, anticipated following the formation of a New Government
after the upcoming elections in June.
The development of the new port falls under the purview of Vadhavan Port Project Ltd, a joint venture between JNPA (holding a 74 per cent stake) and the MMB (with a 26 per cent equity share). The project will be executed in two phases under the landlord model, adhering to government policy guidelines.
Under this model, the joint venture company will undertake the development of essential port infrastructure, while cargo handlingfacilitieswillbeoutsourcedtoprivateentities.
Key infrastructure, including breakwater, dredging, rail and road linkages, power supply, and water supply lines, will be developed. Various government bodies, including the Ministry of Railways and the Ministry of Road Transport and Highways will make external connectivity investments totalling Rs 5,002 crores.
Private operators selected by VPPL will invest in container terminals, multipurpose berths, and other facilities, with a total project cost of Rs 37,244 crore.
The project will be financed through a 70:30 debt-equity ratio, with JNPA and MMB providing corporate guarantees. The debt, estimated at Rs 27,283 crore, will be arranged progressively over the project's execution phases.
Multiple financing avenues, including bank loans, nonconvertible debentures (NCDs), and external commercial borrowings (ECBs), will be explored to optimise financial arrangements.
Officials underscored the robust financials of JNPA and the debt-free operations of Maharashtra Maritime Board, which are expected to bolster equity and debt-raising efforts JNPA's project execution capabilities and experience further instil confidence in the timely realisation of the port project.

MUMBAI: Russia’s payment woes with India may finally be coming to an end. Thanks to allowances made by the RBI, Russian entities now have a bouquet of investment options — not just government securities and bonds but equity and loans — to channelise their accumulating rupee balance.
“Russia is no longer struggling to repatriate the rupee balance which is continuously accumulating in its special vostro accounts in Indian banks due to increased exports to India. The RBI, through various amendments in FEMA regulations and procedures, has made it possible for Russian entities to invest in a whole bouquet of avenues, which the country has started to make full use of now,” a top-level source said.
Vostro accounts
India and Russia put in place a rupee payment system to circumvent the Western countries’ banking and economic sanctions against Russia following its attack on Ukraine in
February 2022. Under the mechanism, a number of Russian banks, including Gazprom and Rosbank, opened their rupee vostro accounts with authorised dealer banks in India, such as UCO, HDFC and ICICI, to enable rupee trade between the two countries.
“The rising unused rupee balance for Russian entities in these accounts was a big concern for Russia, and it was trying to repatriate some of it through various means including converting it to dirhams or yuan. But now the rupee balance is being gainfully invested in the country itself,” the source said. India is also trying to identify projects for Russian entities to invest in, such as the Vande Bharat sleeper trains project.

amended making it easier for foreign investors to trade in derivatives Russia is also being allowed to invest in equity and debt and it has shown tremendous interest in doing so, the source added.
Russia is now India’s second largest import source, after China, surpassing the UAE and the US. In 2023-24, India’s imports from Russia increased 32.95 per cent to $ 61.44 billion, while its exports were at $4.26 billion, creating a trade deficit of $ 57.18 billion.
“Most of India’s import from Russia comprises oil, but there are also imports of defence equipment, fertilisers, edible fats and oil and precious and semiprecious stones and jewellery. While payment for defence equipment was largely in rupee, payment for Russian oil was taking place in other currencies. Now that the rupee balance is finding various investment avenues, India can make a larger part of payment for its Russian imports in its domestic currency,” the source said.

SHENSHEN: On 8 May 2024, the 6th WCO Global AEO Conference was launched in Shenzhen, China, by the Secretary General of the World Customs Organization (WCO), Mr. Ian Saunders This event, themed “Harnessing the Power of AEO P rogrammes for Inclusive and Sustainable Global Trade,” attracted over 1,200 attendees from 108 countries. The opening ceremony was graced by the Vice Minister of the General Administration of China Customs (GACC), Mr Wang Lingjun, and the Mayor of Shenzhen City, Mr Qin Weizhong, along with other distinguished guests and delegates.
In his opening speech, Secretary General Saunders thanked the GACC for their collaboration in organizing the conference and for their relentless efforts to ensure its success. He stated that, “AEOs epitomize the synergy between Customs authorities and the
business community, fostering a collaborative environment where trade efficiency and security are paramount. The significance of AEOs transcends mere operational benefits; the AEO programme embodies our shared commitment to a transparent, secure, and resilient trade ecosystem.” He stressed the importance of amplifying the benefits of AEO programmes across the full spectrum of global trade participants and underscored that the strength of the programmes is magnified when there is engagement with a diverse range of stakeholders He added that, by integrating more MSMEs into the AEO family, Customs will enrich the tapestry of global trade.

COLOMBO: India has committed to provide a grant of $61.5 million for the comprehensive development of Sri Lanka’s Port of Kankesanthurai (KKS).
The decision was ratified during a c a b i n e t m e e t i n g , s a n c t i o n i n g acceptance of India’s financial assistance to revamp the KKS Port in Jaffna.
This is as per media reports, which added initially intended to be funded through an Indian credit facility, the project encountered obstacles due to higher-than-anticipated costs assessed by consulting services.
Consequently, discussions ensued with the Indian government to explore alternative funding avenues.
Minister Bandula Gunawardena, serving as cabinet co-spokesman,
disclosed that India, recognising the project’s importance, generously consented to cover the entire estimated renovation expenses for the KKS port.
C o n s i d e r i n g t h e p r o j e c t ’ s challenges, further talks were held with India to explore the potential of executing it through a public-private partnership (PPP) model.
T h e d e c i s i o n f o l l o w s a communication from Sri Lanka’s Ports, Shipping, and Aviation Ministry in M a r c h , a n n o u n c i n g I n d i a ’ s commitment to provide a $61.5 million grant for the full-scale development of the KKS port.

He, however, cautioned that if the incentives were made available to “all sectors and everybody,” with focus on import-substitution industries, it w o u l d a m o u n t t o “ p u n i s h i n g competitive export industries”.
“If we use PLIs selectively to promote two or three sectors, that’s one thing. But, if (these are used as tool for) overall industrialisation, I think that’s a hard thing to do. The capital is limited… the whole industry or sectors you can’t expand by subsidising everybody You have to ultimately rely on expansion of the industry into the global market place,” the noted trade economist said in an interview.
The PLI policy was launched in 2021-22 There are as many as 14 schemes now, with the government
seeking to offer Rs 2 trillion in incentives by FY30 However, the schemes’ progress so far is barely par for the c o u r s e . Business Ready report is replacing the World Bank’s earlier Doing Business Index
NEW DELHI: With the World Bank planning to come out with its first Business Ready report in September this year, the Commerce Ministry has started working on the international trade topic in detail to further push India's ranking, an official said.
Business Ready (B-READY) is the World Bank's new flagship report b e n c h m a r k i n g t h e b u s i n e s s environment and investment climate in most economies worldwide.
T h e r e p o r t a s s e s s e s t h e regulatory framework and public services directed at firms, and the efficiency with which regulatory framework and public services are combined in practice.
The first B-READY report will be launched on September 25, 2024.
The Business Ready report is
replacing the World Bank Group's earlier Doing Business index. In 2020, the World Bank decided to pause the publication of its Doing Business r
irregularities regarding changes to data in previous reports.
The new focuses on 10 topics covering the lifecycle of a firm in the course of starting, operating, or closing or reorganizing its activities.
The topics are Business Entry, Business Location, Utility Services, L a b o r, F
, International Trade, Taxation,
Over the next three years, the project will grow to cover about 180 economies worldwide annually, starting with 54 economies in 2023-24,
120 economies in 2024-25, and reaching 180 economies in 2025-26.

e working on their respective topics, the commerce ministry is working on the international trade part. We are preparing the replies to all the questionnaires under this subject. The aim is to push India's rankings," the official said.

TEHRAN: India's January and February 2024 shipments to Iran increased by 20 per cent year over year to US$269 million according to a report by the Tehran Times.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. Consignees are also requested to note that the carriers and their agents are not bound to send individual notification regarding the arrival of the vessel or the cargo.
