India Post and Shiprocket partner to strengthen e-commerce export ecosystem

NEW DELHI: Department of Posts, as part of its ongoing initiatives to create an export ecosystem for e-commerce in the country, entered into an agreement with Bigfoot Retail Solution Pvt Ltd (Shiprocket), one of the leading e-commerce enablement platforms. The collaboration aims to enhance e-commerce exports by leveraging India Post’s extensive presence and reliable shipping solutions.

The agreement was signed in New Delhi in the presence of Shri Alok Sharma, Director General Postal Services, Chief Postmaster General Delhi Ms Manju Kumar and Shri Saahil Goel, CEO, Shiprocket, marking a significant milestone in India’s cross border ecommerce landscape.

Speaking at the event, Shri Alok Sharma, Director General Postal Services shared, “India Post has taken a series of steps in the recent past like expansion of Foreign Post Offices, introduction of Postal Bill of Export to enable commercial exports through post offices, launch of a competitive International Tracked

Packet Service and setting up of Dak Ghar Niryat Kendras (DNKs) across the country.”

“The online order processing, export documentation, compliances and Customs clearance has been made easy through electronic Postal Bill of Export (PBE) which can be filed on DNK portal. Integration of DNK portal with different agencies and e-marketplace will benefit the artisans, craftsmen and SME sellers from the remotest areas of the country As on date more than 600 DNKs have been made operational,” Shri Sharma added.

This agreement will lead to technical integration between Dak Ghar Niryat Kendra and Shiprocket and enable India based sellers, using Shiprocket, to directly generate e-PBE and shipping labels from S h i p r o c k e t p l a t f o r m i t s e l f . The exporters can avail packaging, label printing, pickup facility and induct their shipments to the nearest DNK in any part of the country.

During the event, Ms Manju Kumar, CPMG Delhi, highlighted that “e-commerce has emerged as a

powerful driver of economic growth and innovation and this collaboration aims to achieve the same by harnessing the extensive Post Office infrastructure and enable more small businesses on Shiprocket platform to participate as well.”

MoPSW likely to hold Rs 11,000 crore PLI Scheme for manufacture of standard shipping containers

NEW DELHI: The Rs 11,000 crore production-linked incentive (PLI) Scheme to manufacture shipping grade containers in India, floated by the Ministry of Ports, Shipping and Waterways, is likely to be shelved after facing a backlash during cabinet d i s c u s s i o n s , s a i d m u l t i p l e government officials.

The launch timing, length, and quantum of the scheme is being reconsidered as the global shipping and trade industry is facing a downtrend at the moment,” a senior official from the Ministry of Ports told.

He added that the initial plan was to launch the scheme in 2023-24,

but for now, the proposal will be reworked and considered at the next cabinet briefing.

Similarly, another official from the Ministry of Ports said that the cabinet committee on economic affairs had highlighted three major issues, an overflow of containers in the shipping industry, falling global exports, and the slow recovery of global supply chains, which may hinder demand for shipping containers for the next two years.

“Discussions at the cabinet meeting highlighted the need for the PLI scheme to be of shorter tenure, with the aim of shipping grade

container capacity to be established in India by 2025-26,” the second official said.

A Government official from the Ministry of Commerce and Industry said that while the scrapping of the PLI was discussed during the cabinet meeting, official paperwork is yet to be shared.

“A decision to begin a PLI was realised during covid. When the world faced a shortfall, the gap was taken over by production from China The decision to scrap has mainly ridden on the fact that there is now a glut of containers in the world,” the official said.

SMP Kolkata seeks Customs nod for lighterage ops in dry bulk cargo for Bangladesh

KOLKATA: For the first time, Syamaprasad Mookerjee Port, Kolkata, has approached the Customs for clearance to start transshipment operations in dry b u l k c a r g o d e s t i n e d f o r Bangladesh.

The Kolkata Port Chairman, Mr Rathendra Raman, IRTS, said that the port has approached the Customs, Kolkata for conducting transshipment operation of dry bulk cargo destined for export to Bangladesh. So far, the port has been doing such operations in liquid cargo.

Customs Broker Licence can’t be revoked on mere charge of mis–declaration and undervaluation of the illegal imports : CESTAT

NEW DELHI: The Delhi Bench of the Customs, Excise, and Service Tax Appellate Tribunal (CESTAT) has held that the licence cannot be revoked on a mere charge of misdeclaration and undervaluation of illegal imports.

The bench of Binu Tamta (Judicial Member) and Hemambika R. Priya (Technical Member) has observed that the punishment has to be commensurate with the misconduct and that the charges against the appellant/customs broker are not so grave that the extreme punishment of revocation of licence is called for Thus, the order so far for revocation of the licence deserves to be set aside. However, the forfeiture of the security deposit and penalty of Rs 50,000 imposed under Regulation 18 of the C u s t o m s B r o k e r L i c e n c i n g Regulations, 2018 (CBLR) need to be maintained.

The appellant/assessee has been issued a Customs Broker Licence in the year 2010 by the Commissioner of Customs (Airport & General), New Delhi, which is valid up to November 22, 2029. The letter was issued by the Additional Director, Directorate of Revenue Intelligence (DRI), Delhi Z o n a l U n i t ( D Z U ) r e g a r d i n g violations committed by various Customs Brokers in relation to gross misdeclaration and undervaluation in the import of electronic goods by

various importers, where the value of the imported goods declared before Customs was roughly 5% of the actual value of the goods.

The show cause notice was issued, calling upon the appellant to show cause as to why they should n o t b e h e l d r e s p o n s i b l e f o r contravening the provisions of CBLR 2018 The show cause notice further asked why the Customs Broker Licence should not be revoked, the security deposit should not be forfeited under Regulation 14 read with Regulation 17 of CBLR, and a penalty should not be imposed on them under the provisions of Regulation 18 read with Regulation 17 of CBLR, 2018.

The Adjudicating Authority specifically obser ved that the Customs Broker, with malafide intention, knowingly abetted the illegal import of the consignments involving gross mis-declaration and undervaluation The adjudicating authority revoked the customs broker licence of the appellant along with an order of forfeiture of the security amount and also imposed a penalty of Rs. 50,000/- on the appeal before this tribunal.

The appellant contended that no reliance can be placed on the statement recorded under Section 108 for the simple reason that it was not voluntary and has been retracted

subsequently Due to prolonged illness, his health had deteriorated, and he was not fit to make the s t a t e m e n t a s h e w a s u n d e r medication for anti-anxiety

The applicant contended that there is a violation of the principles of natural justice in as much as he has not been allowed to cross-examine the witnesses who have been alleged to have made the statements under Section 108 and which have been relied upon by the department.

The tribunal held that the statement of the appellant himself is sufficient to establish the substantive allegation of subletting the licence, and therefore nothing much would have changed by allowing him to cross-examine Sanjeev Kumar and Atul Kapoor. There are a number of decisions on the point that failure to provide an opportunity to crossexamine the witnesses when there is already a confessional statement by a party is not a violation of the principles of natural justice.

The tribunal noted that the case had been initiated by the department w i t h o u t c o m p l y i n g w i t h t h e mandatory requirement of furnishing the offence report as defined under the regulations This is one more reason that restrained the tribunal from upholding the punishment of revocation of the licence of the customs broker

“ W e h a v e r e c e i v e d requests from the industry to start transshipment operations in dry bulk cargo. We approached Customs, Kolkata for the clearance. However, Customs have some apprehension about this since liquid cargo can be easily transferred from one ship to another, or to a barge, and there is no chance of theft. In case of dry bulk cargo there can be theft while the

c o n s i g n m e n t i s e n r o u t e t o Bangladesh.”

He informed that Customs is presently not in a position that it can get information from Bangladesh Customs on whether the cargo has reached there safely and in the same quantity. “A system needs to be set up where information can reach India from Bangladesh about after the arrival of cargo there” he said.

M r. H i t e s h G o d a r a , I R S , Commissioner, Customs, Kolkata, told that it is not possible to pilferage liquid cargo such as LPG or Propane but such is not the case with dry bulk

cargo which can be stolen while the ship is bound for Bangladesh. He said that the Indian side of Customs is in t a l k s w i t h t h e i r B a n g l a d e s h counterpart to set up a mechanism for the exchange of information relating to the arrival of cargo.

M e a n w h i l e , K o l k a t a P o r t Chairman Mr. Rathendra Raman, IRTS, highlighted that last year the port handled about 30 vessels in transshipment operations which increased to 4.6 MMT from 2.36 MMT in the previous year “Most of the cargo was Propane and Butane (liquid cargo),” he pointed out.

India remains net steel importer in August

NEW DELHI: India remained a net importer of finished steel for a second straight month in August as imports continued to flow in the country, while exports touched an eight-month low

Finished steel imports last month rose by 20pc from a year earlier to 530,000t, while April-August imports were up by 22pc to 2.52mn t, provisional data from the steel ministry’s joint plant committee show Finished steel comprises alloyed and non-alloyed steel.

Imports have been elevated in the past two months as weaker demand in

southeast Asian countries weighed on steel prices and prompted import bookings from South Korea, China, Japan and Vietnam.

Exports of finished steel rose by 5.7pc on the year in August to 480,000t — the lowest since December while April-August exports were up by 1pc from the previous year at 3.04mn t.

Weaker international demand and competitive offers from other Asian origins have kept exports slow

Finished steel consumption in August rose by 17pc on the year to 11 2mn t, while production rose by

9.9pc to 10.9mn t over the same period. April-August consumption rose by 13pc on the year to 52 4mn t, while productionwashigherby12pcto54 5mnt India’s crude steel production rose by 13pc on the year to 11.4mn t in August. Hot metal production rose by 8.1pc from a year earlier to 7.03mn t, while pig iron production rose by 21.4pc to 563,000 t.

April-August crude steel output was higher by 12pc against the previous year to 57.3mn t, hot metal production rose by 8.1pc to 34.9mn t and pig iron production was up by 17pc on the year to 2.83mn t.

DP World to invest Rs. 215 Crore in Telangana

HYDERABAD: One of the world’s largest port operators, DP World, has decided to invest Rs.215 crore in Telangana and expand its operations. This announcement was made after Industries Minister KT Rama Rao met with Group EVP (Corporate Finance and Business Development) Anil Mohta at Dubai.

The company will set up its inland container depot in Hyderabad with an investment of Rs.165 crore, besides expanding its operations.

During the meeting with company representatives, the Industries Minister briefed about the Telangana government’s business friendly policies and the measures

taken in the last nine years for the development of the industrial sector He also explained about the rapid growth recorded in the agriculture sector.

The DP World shared its plans about investing in the cold storage and warehousing sector in the State A 5000 pallet capacity equipped cold storage would be established with international standards at Medchal Towards this, the company informed the Industries Minister that Rs.50 crore would be invested.

The Industries Minister said the world renowned DP World’s investment in Telangana would aid in further strengthening the logistics sector in the State. The State Government would extend all support to the company in expanding its operations in the State, the Minister said

Cars in containers the norm as Ro-Ro sector capacity crunch continues

SINGAPORE: Lack of capacity and congestion in the car carrier sector has driven some freight forwarders and manufacturers to move cars in containers rather than delay exports until space becomes available.

However, differences between insurers of the questions of safety and the movement of cars in containers, particularly electric vehicles (EVs) have emerged following the publication of the International Union of Marine Insurance (IUMI) which published the findings of a recent study.

Soaring freight rates, congestion and a lack of roro capacity has seen delays of up to three months or more in the shipment of cars as sky-high demand adds to the sector’s problems.

One freight forwarder who specialises in the handling of cars said, “The cost of moving cars in containers is on a par with roro because although the freight is cheaper the cost of loading and unloading containers is greater.”

Although the costs are similar from one sector to the other the forwarder pointed out that most roro companies only operate monthly services to key markets, whereas container services are weekly

As the automotive sector transitions to electric vehicles (EV) there have been growing concerns about the carriage of these vehicles with some high-profile accidents having been blamed on EVs, the connection of the outbreak of fires on board roro vessels, such as the Freemantle Highway

Eva Mckiernan, a Technical Director and Senior Investigator at Jensen Hughes, told the Lithium-ion Batteries in the Logistics Supply Chain conference in London in March that lithium-ion batteries burn at around 1,200degs centigrade, while combustion happens within seconds.

Heat generated can cause thermal runaway, which occurs when the heat and chemical reactions reach a

certain level, the fire becomes self-sustaining and very difficult to extinguish, she said.

This view is at odds with the IUMI study, which was published on 1 September, referencing the EU Lashfire project IUMI said: “Several misconceptions regarding battery electric vehicle fires circulate publicly and lead to uncertainty Fires in battery electric vehicles are not more dangerous than fires in conventional vehicles and are currently not more frequent.”

According to the IUMI report it said research proves there are only minor differences between the energy released by an EV fire and a fire in an internal combustion engine vehicle (ICEV).

TT Club Risk Management Director Peregrine StorrsFox said, “It is uncomfortable to have a difference in views between international insurers.”

Storrs-Fox said that IUMI’s research had reached different conclusions to those reached by a broad church of industry opinion, but that “These are conversations need to be had.”

He added, “It is worth listening to all views and engaging with those that hold those views.”

Essentially there are a number of issues that need to be clarified and the industry needs to embrace a new regime, industry needs to “understand and manage the risks,” said Storrs-Fox.

That there is no evidence that the number of fires in EVs is greater than in ICEVs is agreed, but that IUMI’s research findings that the heat generated from lithium-ion battery fires is not excessive, burns longer and can easily reignite, these views “could look complacent,” said Storrs-Fox.

In addition, Storrs-Fox believes that there is a disconnect in the classification of machines that contain lithium-ion batteries Currently these items, including EVs, are classified as Class 9, miscellaneous dangerous goods.

Global Maritime India Summit 2023: Roadshow in Bhubaneswar sets Stage fostering the Nation’s collective maritime aspirations

BHUBANESWAR: In the run-up to the third edition of the Global Maritime India Summit (GMIS) 2023, the Minister of Ports, Shipping & Waterways (MoPSW), & AYUSH, Shri Sarbananda Sonowal, gave a special address at the roadshow held at Mayfair Convention, Bhubaneswar The Minister noted that India is on the cusp of a new era in its maritime sector and that the country is beginning a journey of progress through technological advancements and infrastructure enhancement for a welcoming business environment The event gathered eminent minds and industry leaders, igniting discussions around key opportunities, innovation, and the roadmap towards a sustainable future for Indian Maritime industry

Shri Sonowal emphasised in his s p e c i a l m e s s a g e t h a t “ T h e s e roadshows exemplify our commitment to fostering linkages and collaboration in order to advance the Indian Maritime Industry The Aatmanirbhar Bharat vision and establishing GMIS 2023 as a hub driving growth while supporting our Government’s broad g o a l s a r e e s s e n t i a l t o o u r transformational journey towards maritimeexcellence ”

Additionally, he stated that “India is strengthening its position as a global centre for the blue economy, taking the lead in crafting the next phase of South Asia’s maritime history. This roadshow highlights both our shared cultural ties and our commitment as a group to make a substantial regional impact.

The world takes note as India’s Maritime prowess continues to surge, contributing 12% to global seafarers and fostering portled industrialization. This is just the beginning of our maritime journey!”

Shri PL Haranadh, IRTS, Chairperson, PPA in his welcome address said that “The GMIS 2023 is a great opportunity not only for Paradip Port but also for other ports of Odisha l i k e G o p a l p u r , D h a m r a , Subarnarekha, and Astaranga ports. All these ports should not compete, but collaborate and cooperate with each other to provide a logistically convenient ecosystem to all the stakeholders in Odisha”

MR. V Janardhana Rao, Chief Executive Ofcer, Gopalpur Ports ltd and Mr. Sanjeev Kumar Gupta, COO, Dhamra Port, also spoke on the occasion and gave a brief about their respective ports’ vision and contribution to the state economy

Shri Nilabhra Dasgupta, IRS, Deputy Chairman, PPA gave vote of thanks for the event and thanked the Odisha government for hosting a successful pre-event curtain raiser to the GMIS 2023 which will help in boosting the infrastructure and the economy of the state.

The 7th roadshow, led by the Port of Paradip, paves the way for the Global Maritime India Summit 2023, happening from October 17-19, 2023, at Bharat Mandapam, ITPO, Delhi Previous roadshows unfolded in Chennai, Kolkata, Mangalore, V i s h a k h a p a t n a m , G o a , a n d Guwahati GMIS aims to ignite connections, foster collaboration, and inspire innovation under the theme ‘Connect, Collaborate & Create,’ with FICCI as the exclusive industry partner.

India to join Trilateral Summit of Israel-Greece-Cyprus next year

NICOSIA : India can be invited to the next Trilateral– Israel, Greece and Cyprus summit expected to be held next year, The Times of Israel reported.

In the 9th Trilateral Summit between Israel, Greece and Cyprus, Greek Prime Minister Kyriakos Mitsotakis said that the country is especially interested in natural gas exports partnership with countries such as India, which may even be invited to the next trilateral summit, expected next year, as per The Times of Israel.

In the joint press conference, C y p r u s P r e s i d e n t N i k o s Christodoulides, with Greek Prime Minister Kyriakos Mitsotakis and Israeli Premier Benjamin Netanyahu in Nicosia said, “We reaffirmed our strong commitment to the 3+1 format with the United States and agreed on

the value of intensif ying 3+1 c o o p e r a t i o n , w i t h c o n c r e t e deliverables also with other countries and we talked specifically about India,” according to an official s t a t e m e n t i s s u e d b y C y p r u s government.

At the Summit, the leaders said t h a t t h e y r e a f f i r m e d t h e i r c o m m i t m e n t t o c o n t i n u e s t r e n g t h e n i n g t h e d y n a m i c c o o p e r a t i o n o f t h e t r i l a t e r a l p a r t n e r s h i p p l a t f o r m T h e engagement reflects shared values a n d e v e r- i n c r e a s i n g c o m m o n interests, aiming to contribute to peace, stability, security and p r o s p e r i t y i n t h e E a s t e r n Mediterranean and the wider region.

“As underlined on previous occasions, our three countries remain committed to welcoming other likeminded parties in our resolute effort

to create and advance synergies, to the benefit of our countries and peoples, as well as of our region,” the statement read.

“We agreed that the energy sector, and in particular, natural gas, electricity and renewable energy, is a solid foundation for cooperation in the region, based on international law including the law of the sea and the respect of all states to exercise their rights in their respective EEZ / Continental Shelf,” it added

In light of the growing need for e n e r g y d i v e r s i f i c a t i o n a n d i n t e r c o n n e c t i v i t y, d u e t o t h e geopolitical developments, the leaders reaffirmed the common interest to advance prospects for a reliable energy corridor from the Eastern Mediterranean basin to Europe.
