NHAI : The allocation for the Roads wing of Highways Ministry increases by 50%

NEWDELHI:Aimingtoaccelerate construction of national highways before the 2024 Lok Sabha polls are announced, the Government has increased the allocation for the roads wing of Highways Ministry by 50% to Rs 73,000 crore for 2023-24 while in the case of NHAI, the increase is around 15%toRs1.62lakhcrore.

Nearly 60% share of the annual road construction achievement comes from the roads wing, which usually expands the existing

highways and strengthens the NHs through the state Public Works Department.

The National Highways Authority of India (NHAI) is primarily into building of the wider highways, economic corridors and new expressways.

Unlike in other countries where road construction is calculated on lane km basis, in India it’s calculated in kms only, which means even a 8lane long stretch is taken as one km

and not 8 land km. The data show in 2019-20, the share of two-lane and strengthening was 6,893 km out of the total achievement of 10,237 km in the NH construction. Similarly in 2020-21 when the NH construction was at the peak of 13,327 km, two-lane and strengthenedhadashareof9,315km.

“There will be huge focus and stricter monitoring of highway projects undertaken by the roads wing as these projects can be completedquickly,”saidatopofficial.

India keen on expanding Exports to Russia in FY 2023-24

NEW DELHI : India is looking to grab a larger share of the Russian export market in the next financial year 2023-24totideovertheheadwindsinthe globalmarket.

Moscow is keen to purchase at least 500 different products which include parts for cars, aircraft and trains from India.

After signing trade agreements with UAE and Australia, it is now looking to press the pedal for concluding negotiations with the Gulf Cooperation Council (GCC) and Canada amid increasing global headwinds and slowing trade. However, the proposed trade agreement with the European Union is expectedtotaketime.

India’s exports increased to $332.8

billion during the April-December period during the current financial year compared to $305 billion during the corresponding period in the previous fiscal. India and UAE concluded negotiations over the Comprehensive Economic Partnership Agreement in a recordtimeofjust88days.

“We are also confident in our negotiating ability, we have conducted negotiations in a rapid manner with UAE, and we believe that a similar agreementontradewouldbeconcluded with the GCC in this year itself,” Union Commerce and Industry MinisterPiyushGoyalearliersaid.

“It will take some time to conclude talks with the EU as the deal involves multiple countries. That makes

negotiationstougherbutwearehopeful that the other pending ones will come through soon,” Ajay Sahai, Director General and CEO, Federation of Indian Export Organisations (FIEO) told. “There are challenges but we are not overtly worried as the FTAs once signed will open up new dimensions for ourexportsector,”Sahaiadded.

Industry in Tamil Nadu is bullish about exports to the UAE

CHENNAI: Industry in Tamil Nadu is bullish about exports to the UAE, which is the gateway to Africa and the Arab world, and to Australia, a vast continent with a growing market. Indiasignedfreetradeagreementswith both countries in 2022 and they have been in effect for months now. The effectsarealreadyshowing(seetable).

Satyakam Arya, chairman, CII Tamil Nadu, said IT, textiles, leather, footwear, furniture, engineering products, agricultural equipment, pharmaceuticals and automobiles are the major sectors that would benefit through the two FTAs. “The ‘IndiaUAE Startup Bridge’ would act as a one-stop platform where information will be easily accessible to entrepreneurs and stakeholders from both countries. Tamil Nadu with its strong ecosystem for startups and

entrepreneurship will benefit immensely,”hesays.

Tamil Nadu exported $253 million worth of readymade garments to the UAE and Australia from April to November last year. Of this, UAE alone accounted for $159 million. A Sakthivel, Federation of Indian Export Organisations president who was part of the business delegation that had visited UAE and Australia after the trade agreements were signed in 2022, says the apparel trade between India, Australia and UAE will double in three years. “We are positive the two FTAs will benefit Tamil Nadu. Australian buyers are showing a keen interest in importing readymade garments from the state. There are several businesses in the UAE that source readymade garmentsfromIndiaandexportthemto Gulf Cooperation Council (GCC)

countries. Against this backdrop, dutyfree access to the UAE will boost apparelexportsfromTamilNadu.”

Export of finished leather products — Tamil Nadu accounts for 50%-60% of thetotalexportsfromIndia—tothetwo countries is set to boom. Though India exports $5 billion worth of finished leather goods annually, the share of UAEandAustraliaishardly$200million now. The exports will rise to at least $400 million in two-three years, says Yavar Dhala, executive committee memberoftheIndianFinishedLeather Manufacturers and Exporters Association. “The FTAs facilitate zero duty, paving the way for Indian leather products to become competitive when compared with leather goods sourced fromItalyandwesternEurope.Thetwo countries will increase their leather purchasefromIndia,”hesays.

National Logistics Policy will boost Indian goods’ export’: AP Governor

HYDERABAD: The National Logistics Policy announced by the Government is expected to propel the Indian business sector to a greater height, by facilitating the quick export of Indian goods, said Governor Biswa Bhusan Harichandan, congratulating Andhra Pradesh for excelling in the

Ease of Doing Business Rankings for theyear2020-21.

Governor Biswa Bhusan said that the achievement is proof of the business-friendly environment offeredbytheState.

The Governor said that the state is known as the ‘Rice Bowl of India’ and

growth of the State is mainly driven by agriculture, industry, and service sectors. The Global India Business Forum can promote industrial investment in the State by showcasing business opportunities available to prospective investors from across borders, saidtheGovernor.

In Break Up of 2M Alliance, Maersk succeeding with its integrator model are better : Drewry

LONDON: Maersk tells Drewry that itsintegratorstrategywasincompatible withbeingpartofanalliance.

Compromise is an essential ingredient to any healthy relationship. But things change and individuals’ priorities shift over time. At the point when one, or both, parties feel like the other is preventing them from being themselves, it is probably time to call it quitsandmoveonseparately.

Container shipping’s high-profile divorce between Maersk and MSC in the 2M alliance can be viewed as a classic case of two partners drifting apart since they first hooked up in 2015. There will be no marriage counselling, no reconciliation. Instead, both companieswillbefreeasbirdstopursue their own ambitions and strategies, unencumberedbyadisgruntledpartner.

As we said in our original analysis (Your move, Maersk), MSC had virtually signposted its intentions by hugely increasing its fleet size and developing more non-alliance services, but we were less sure of how Maersk felt about the break-up, or indeed its plans for post-2M life.Woulditlookforanewalliancetojoin, ortryandgoitaloneinsomefashion?

In conversations with the company, it would appear that this was more of a mutual decision than we had initially speculated. Rather than being the jilted partner, Maersk has for some time been keen to get out of 2M, viewing it as incompatible with the new integrator strategy (see Figure 1), broadcast in late 2018. The lack of autonomy on its network decisions was holding back progressofthemasterplan.

2M worked for Maersk in 2015 as the companyhadmanynewbigshipsthatit needed help filling, but as the focus has shifted from scale economies towards end-to-end solutions, the company wants to accelerate the strategic vision. To do that, it needs to control its own network and have full ownership of service performance and reliability. Itisdonewithcompromises.

Subsequently, we think Maersk will not seek membership of an existing alliance, or try to form a new one. Maersk believes that its integrator model will be more attractive to customers and deliver higher returns for shareholders and that developing a

core independent liner backbone will be anessentialelementofthis.

By making no attempt to replicate the 2M network, it will lose some frequency of sailings, if not actual port coverage, but expects that increased control will give higher reliability and visibility that will create value for customers.

Theendof2Misultimatelyastoryof clashing company strategies, which rather begs the question: which is the rightmodel?

Tim Power, Drewry’s Managing Director, said that Maersk’s integrator strategy “won’t work” at the recent Marine Money conference. In his opinion it will not deliver superior logistics value to customers than the offer provided by a conventional mix of liner and forwarder/logistics providers, and will not generate higher margins and returns than those achieved by conventionallines.

This personal opinion was based on his past experience of working in both the core liner and logistics arms of P&O Containers and his view that the disciplines of liner and supply chain management are too different to be integrated.

Drewry’s company view is that the strategycanwork, butthatitiscertainly high-risk and full of pitfalls that Maersk willhavetoovercome.

The main challenge as we see it is that container shipping and logistics have very different operational and commercial imperatives; the latter demanding a level of customerorientated service hitherto unseen in thelinerarena.

The results of the integrator strategy also depends on Maersk successfully integrating multiple, recently-acquiredlogisticsbusinesses–ahardtaskforanylargecorporation.

Notwithstanding the large capital investment, it will be a huge management challenge to align the entire organisation to ensure that Maersk’s customer-facing team is fully versed on all aspects of the service with very clear communication channels. They will need to keep all eyes on the prize without losing focus on any link in the chain. Past attempts to expand the scope of liner operators failed to meet

expectations, but new technology offers hope that things might work out better thistimearound.

It will also need buy-in from customers who might be wary of entrusting their entire supply chain to a singlepartner, especiallyonenewtothe role. Teething problems and short-term disruption should be expected and as such customers will need to feel comfortable entering into closer, longer-termpartnershipswithMaersk.

If anyone can make it work, it is probably Maersk. Feedback from Drewry’s shipper clients suggest that thebrandishighlytrustedandseenasa driver of change and product improvement.

We can see it appealing to shippers that have neither the resource or knowledge to build their own supply chain network and would like it handled by a one-stop-shop. Other shippers might see it as an opportunity to gain some leverage with Maersk on the ocean freight, whilst outsourcing some laboriouslogisticstasks.

It’snotgoingtobeforeveryone, butif Maersk can demonstrate that it is the market leader for reliability and customer service it will surely woo more customers.Togetthereitclearlyfeltthat ithastobemasterofitsowndestiny.

If Maersk is right – that being an integrator within an alliance is unworkable – then companies with similar aspirations and in a similar situation, most obviously CMA CGM in theOceanAlliance, willhavetoconsider abreakupoftheirown.

This marks a significant change to the consensus view that the future of container shipping will involve dominating alliances. Instead, it seems increasingly likely that the big-hitters will pursue single life, with the medium size operators remaining together out ofnecessity.

Drewry’sview

The chances of Maersk succeeding withitsintegratormodelarebetterthan they were in the past, but it’s a high risk move that will ultimately be judged on whether it delivers value for customers and returns for shareholders at the same time. Messaging to both sets on how they will succeed needs to be crystalclear.
