MUMBAI: The 23rd Anniversary event of AILBIEA was celebrated in grand style on Friday, November 29th, at the prestigious Regal Ballroom of Hotel Trident, Nariman Point, Mumbai. The atmosphere was set for a compelling and insightful formal function with an encouraging video message from Mr. Sanjay Kumar Agarwal, Chairman of the Central Board of Indirect Taxes and Customs (CBIC), New Delhi, marking the occasion of the association's 23rd Anniversary

The proceedings commenced with an in-depth presentation by Mr G. Chandrashekhar, Former Editor of The Hindu Business Line, who offered a robust analysis of the surge in liquid bulk imports, highlighting key trends and challenges.

Mr. Jayyannt Lapsiaa emphasized the urgent need to restore trade facilitation practices that had been in effect from the 1980s until 2016 He called for a comprehensive re-evaluation of the current trade facilitation framework and Trust-Based Assessment, advocating for an approach rooted in integrity, transparency, and professionalism. He further stressed the importance of ethical standards among importers, urging them to adopt best practices that would foster loyalty and maintain high operational standards, rather than resorting to unsustainable practices like continuous rate reductions from vendors, which have caused a decline in industry standards.

Mr. Nadir Godrej, Chairman of Godrej Industries Ltd., captivated the audience with a poignant poem that reflected the current climate within Customs and the Export Import trade sector His performance, delivered with his signature flair, received thunderous applause for its thoughtful insight and impactful delivery.

Mr. Unmesh S. Wagh, IRS, Chairman of Jawaharlal Nehru Port Authority (JNPA), presented an exciting vision for the upcoming Vadhavan Port in Palghar District, Maharashtra. He highlighted that this port, with a natural draft exceeding 22 meters, is poised to become India’s leading port With its proposed construction on an artificial island, Vadhavan Port will be the country’s first offshore port and the second mother port after Vizhinjam International Seaport. The estimated Rs. 76,220 crore ($9.1 billion) project will be developed through a public-private partnership, with JNPA holding a 74% stake and the Maharashtra Maritime Board retaining 26%

Mr. Sushil Kumar Singh, IRSME, Chairman of Deendayal Port Authority and the additional charge holder of Mumbai Port, reiterated his strong commitment to supporting the liquid bulk trade. He invited suggestions from the association's members on optimizing infrastructure and minimizing vessel waiting times. Mr Singh, a long-standing supporter of AILBIEA, expressed his deep respect for the association, having been associated with it for over two decades.

Mr. Pradeep Shah, Chairman of BASF, conveyed his gratitude for the recognition he received and expressed his willingness to assist AILBIEA in any capacity to further the objectives of the association.

Mr. Sudhir Malhotra, CEO of Aegis Logistics Ltd., one of the largest tank farm operators in the country, reaffirmed his company’s commitment to providing top-tier infrastructure for the liquid bulk trade. He also called for greater facilitation from Port and Customs authorities to ensure seamless cargo evacuation and reduced waiting times.

Mr. P.K. Agrawal, Principal Chief Commissioner of Central GST & Central Excise, Bengaluru, spoke with fervor, assuring the liquid bulk trade members of his continued support in driving trade facilitation measures, even post his impending retirement. He expressed his unwavering dedication to assisting the trade in ensuring the smooth implementation of facilitative measures.

Mr. S.K. Rahaman, Chief Commissioner of CESTAT (Appeal), New Delhi, complimented AILBIEA on its remarkable achievements over the past 23 years. Having been associated with the association since its inception, he lauded its persistent efforts in addressing issues affecting the liquid bulk trade and its considerable growth.

Mr. Dushyant Mulani, Chairman of FFFAI, stressed the importance of fostering genuine trade facilitation and ensuring quick, efficient resolution of industry challenges by establishing clear timelines for addressing key issues

Finally, Mr. Shankar Shinde, Chairman of the International Federation of Custom Brokers’ Associations, praised AILBIEA for its invaluable work and underscored the need for more frequent and meaningful dialogues with Customs and Port authorities toensurehassle-freeoperationswithinthesector.

Nguyen Thanh Hai highlighted the essential role of the port systems, shipping activities, and logistics in maritime connectivity, as well as in trade and investment.

According to the diplomat, despite the remarkable growth in aviation connectivity between Vietnam and India, bilateral maritime connectivity remains modest and does not match the demand and potential of the two countries Therefore, investing in the South Asian country's port system, maritime transport, and logistics will directly facilitate economic interactions, diversify shipping services, and bring benefits to both sides.

VIMC Vice President Le Quang Trung and General Director of VIMC Lines Do Thi Ngoc Trang introduced participants to the corporation’s strengths, and expressed their desire to strengthen connections and cooperation with India's partners and businesses in the coming time to develop a comprehensive service chain to enhance two-way trade between Vietnam and India, expand markets, and seek opportunities to invest in a suitable port system in India and the region.

The same day, a VIMC delegation had a meeting with Secretary of the Indian Ministry of Ports, Shipping

and Waterways T K Ramachandran, during which they showed their hope for continued support from the ministry in efforts to maintain and develop new service routes, as well as in terms of policies and mechanisms, as VIMC is exploring opportunities to expand investment cooperation in the field of port operations and logistics, in order to complete the service chain between Vietnam and India.

Welcoming the VIMC’s development strategy, Ramachandran affirmed his willingness to listen to and help the corporation to address issues arising in its operation process in his country

Also on November 27, the VIMC delegation held a customer conference with the participation of representatives from the Indian National Shipowners' Association, the National Investment Promotion and Facilitation Agency Invest India, port corporations, Shipping and Logistics companies, as well as importexport businesses.

The VIMC has been operating a maritime transport route connecting Vietnam to Kolkata, India, since 2022, while VIMC Lines is planning to open additional routes to the country’s Chennai and Kattupalli ports.

The Seminar was conducted with the active support and participation of VIMC’s General Agents in India, Seahorse Ship Agencies Pvt. Ltd.

OOCL celebrates Naming of its First 16,828 TEU Vessel, OOCL Bauhinia

HONG KONG: Orient Overseas Container Line Ltd. (“OOCL”) is pleased to announce the naming of its first brand new 16,828 TEU container vessel, the “OOCL Bauhinia”, at a ceremony held today at the Dalian COSCO KHI Ship Engineering Co , Ltd (“DACKS”) shipyard. This vessel is the first of ten new 16,000 TEU container ships ordered by OOCL and represents the company’s first "NeoPanamax" class vessel in the latest decade*.

As a first for OOCL, this series of vessels are named after flowers. The choice of bauhinia, the city flower of Hong Kong, as the name of the first in the series holds special significance for the company, which has been rooted in Hong Kong for 55 years. As OOCL celebrates this naming ceremony, it honors its deep connection to Hong Kong, a global maritime hub renowned for its strategic location and vibrant shipping industry

With a length of 366.99 meters, a width of 51.0 meters, and a depth of 30.2 meters, this vessel features a design draft of 14.5 meters and a carrying capacity of 16,828 TEU. It is one of the largest ships capable of navigating the new locks of the Panama Canal, providing notable flexibility in vessel deployment. Representing the next generation of NeoPanamax container ships, it not only complies with the latest environmental regulatory requirements, but also sets new benchmarks in areas such as environmental design, energy efficiency, digital intelligence, safety, and onboard comfort by incorporating the latest technological innovations and intelligent solutions.

Longer ship routes causing delays, impacting global trade: Piyush Goyal

NEW DELHI: The long voyage time due to ships taking longer routes through Cape of Good Hope has impacted global trade, including Indian exports, Commerce and Industry Minister Piyush Goyal said recently

This has resulted in increased time for goods to reach international markets, he said.

"No shortage of containers has been, however, reported on account of the longer voyage time or the Red Sea conflicts issues and Russia-Ukraine War," the minister said adding regular

interactions are done with shipping lines, port / terminal, and export / import associations to assess for possible interventions.

He added that there is limited demand for containers manufactured in India and accordingly the limited

containers in India.

The container manufacturing industry is dominated by economies of s

manufacturers from other countries, who benefit from lower production costs, advanced technologies, and

opportunities.

"The long voyage time due to ships taking longer routes through Cape of Good Hope has impacted global trade, including Indian exports," he said in a written reply to the Lok Sabha.

The minister informed that Container Corporation of India Limited (CONCOR) have placed order with Amba Coach Builders Pvt ltd located in Andhra Pradesh of total 2500 containers since 2021 out of which 28 containers have been delivered till November

Major overhaul of Customs duty on over 100 items likely in FY26 Budget

NEW DELHI: The Government is likely to go for a major overhaul of the basic customs duty on more than 100 items in the Budget for FY26, in order to align the rates with global trade dynamics and correct the inverted duty structure, according to a senior official.

The official told that inverted duty correction is likely to be done for information technology hardware items, automobile parts and textiles, among others “Inputs have been received from the industry regarding this aspect, and we’ve kept those in mind (while reviewing rates)” the official said.

Inverted duty structure is a situation wherein inputs and raw materials attract higher tax than finished products.

The proposed modification of customs rates was announced by finance minister Nirmala Sitharaman in her FY25 Budget speech in July She h a d p r o p o s e d t o u n d e r t a k e a “comprehensive review” of the duty structure over the next six months to “rationalise and simplify it for ease of trade, removal of duty inversion and reduction of disputes.”

In a meeting with the finance m i n i s t r y l a s t m o n t h , t h e Confederation of Indian Industry (CII) had suggested undertaking “duty changes for imported goods basis

a d e agreements (FTAs) and exemption notifications to correct cases resulting in inverted duty structure.”

In a report, released in July, Niti Aayog had said that India needed to “significantly overhaul” import tariffs, and use fiscal incentives for being a major player in global value chains for electronics, and set a target of $500 billion for the sector by 2030 from a little over $100 billion at present.

Besides electronics, industry e x p e r t s h a v e r e c o m m e n d e d c o r r e c t i o n o f i n v e r t e d d u t y str ucture in textiles, apparel, l e a t h e r s , a u t o m o t i v e p a r t s , telecommunications, toys, etc The Confederation of Indian Industry (CII) has recommended duty on raw materials to be in the range of nil-2.5%; on intermediaries to be 2.5-5%; and on finished goods to be 7.5-10%.

At present, manufacturers pay import duties on many raw materials and intermediate goods that are higher than the levies on finished goods. Typically, this scenario exists because the government encourages firms to source input items locally r a t h e r t h a n e x t e r n a l l y, b u t manufacturers are heavily reliant on imported inputs and thus have to pay a high price.

Vimal Pruthi, Tax Partner, EY India, said, “This issue is faced across the industries and removing these anomalies will boost domestic production, reduce imports, and enhance India’s manufacturers competitiveness.”

Across industries, many finished goods are exempted from levies or a concessional rate is applied under various FTAs, while on inputs higher d u t y i s l e v i e d o n i m p o r t s

“Government should analyse such situations and provide concessional rate/exemption to inputs in those situations also,” said Pruthi.

Harsh Bhuta, partner, Bhuta Shah & Co said that critical sectors such as steel, aluminium, solar batteries, lithium batteries, and polymers require rate rationalisation to boost domestic production.

Earlier, CBIC Chairman Sanjay Kumar Agarwal had told that correction of inverted duty is not always possible. “Many times what we consider as inversion is not so. We have to check what’s the value of a particular item in a finished product,” he had said.

In the Budget for FY25, the Finance Ministry had tweaked the BCD on many products, including mobile phones and electronics, gold, silver and critical minerals, to support domestic manufacturing.

PPP model effective for Kerala’s advancement in maritime sector: Minister V N Vasavan

The public private partnership (PPP) model has proven effective in advancing the maritime sector in Kerala, particularly based on the experience with Vizhinjam Port, hence it will be considered for the development of Kollam, Beypore and Azheekal ports in the future, Ports Minister V N Vasavan said on Monday, 3rd Dec.

He was speaking after inaugurating the Kerala Maritime Education Conference (KMEC 2024), organised by the Kerala Maritime Board (KMB) at Bolgatty Palace and Island Resort here. He emphasised the crucial role of

PPPs in cultivating skilled professionals within the maritime sector, adding that discussions are underway about enhancing the operations of maritime institutes in Kerala through the PPP model He noted that the commissioning of Vizhinjam Port is scheduled for this month and reported that approximately 67 ships had anchored at the port during itstrialphase

“Kerala has been selected as the Best Marine State in the country by the Union government There are 17 nonmajor ports under KMB and if we develop them by leveraging the 590-km coastal area of the state, it will c o n t r i b u t e s i g n i f i c a n t l y t o t h e economy,” he observed.

The minister said the KMEC 2024 will focus on how to optimise the activities of KMB to support the state’s efforts to become a knowledge economy Shyam Jagannathan, Director General of Shipping, Government of India, said India is among the top five contributors to the global pool of seafarers. “The Maritime India Vision 2030 document intends to increase our share of global seafarers from the current 12 5 per cent to 20 per cent This means that of every five seafarers on board merchant vessels, onewillbeanIndianseafarer,”headded.

India’s Logistics sector to reach Rs. 47.12 lakh crore by 2030, driven by technology and policy reforms: Study

MUMBAI: India’s Logistics sector, already one of the largest in the world, is undergoing a profound transformation. A study — named “a report on future talent requirements in logistics” — by a group of academics and experts in the logistics sector reveals that the sector is set to reach a market value of Rs. 47.12 lakh crore by 2030, driven by an array of technological advancements, policy reforms, and an increasing demand for more efficient supply chain solutions.

The report prepared by Ashish Chouhan (CEO and MD of National Stock Exchange), Manoj K Tiwari (Director, Indian Institute of Management Mumbai) S G Deshmukh (Professor Indian Institute of Technology Delhi), and Ketan Kulkarni (Chief Growth Ofcer, Allcargo Logistics), among others, also highlights the issues faced by the sector and how to address those challenges.

The study highlights that India’s logistics performance has significantly improved in recent years. According to the World Bank’s Logistics Performance Index (LPI), India climbed from 42nd place to 38th in 2023 out of 139 countries. This achievement is largely attributed to the central government’s sustained efforts through strategic initiatives.

Among the most prominent of these are the National Logistics Policy, the PM Gati Shakti National Master Plan, and the Sagarmala and Bharatmala projects, which aim to enhance the nation’s infrastructure and ease of logistics operations, according to the study

Alongside these projects, the government has introduced the Dedicated Freight Corridors, e-Way Bill System, and Logistics Data Bank (LDB), all of which aim to streamline operations , reduce costs, and facilitate the smooth movement of goods, the report adds. Challenge of talent shortages

However, despite these positive developments, the logistics sector is facing considerable challenges in workforce development. According to the study, 77% of employers in the transportation, logistics, and automotive industries across India reported significant talent shortages in 2023.

The percentage of employable talent in the country has increased to just over 51% in 2024, up from 50% the previous year Yet, even with this modest rise, the report underscores that less than half of the available workforce is considered suitable for employment, highlighting a continued mismatch between market demands and available skills. As the sector prepares to create an estimated 10 million new jobs by 2027, bridging this talent gap remains a critical challenge.

A key area of transformation identified in the study is the integration of technology into logistics operations The report notes that while the industry is currently operating at a digitisation level of 43%, the potential for growth is substantial.

The adoption of big data analytics, blockchain technology, and the Internet of Things (IoT) is revolutionising logistics operations, enabling more efficient supply chain management, real-time monitoring, and agile decision-making.

The study points out that the integration of autonomous vehicles and drones, alongside advancements in augmented and virtual reality, are expected to further transform operations in warehouses and supply chains. In line with these technological advancements, McKinsey estimates that increased digitisation could lead to a 3.2%increase in annual EBIT growth and 2.3% revenue growth for companies embracing these innovations.

Role of sustainability

The role of sustainability in the future of logistics is

another important aspect of the report. As global industries face increasing pressure to reduce their carbon footprints, the logistics sector is incorporating decarbonisation strategies and investing in energy-efficient technologies.

The report highlights the industry’s growing focus on sustainable practices, including the use of electric vehicles and drones, as well as efforts to improve fuel efficiency and reduce emissions This shift towards greener logistics aligns with broader global objectives to foster a more sustainable and eco-friendly supply chain ecosystem.

Alongside these technological and environmental transformations, the study calls for urgent action in workforce development to meet the sector’s future demands. One of the key recommendations is a curriculum redesign to ensure that educational programmes align with the evolving needs of the logistics industry

The study suggests incorporating courses on emerging technologies such as AI, big data, and blockchain, as well as on supply chain management and sustainability Additionally, vocational training is urged as a critical strategy to enhance the employability of individuals , particularly by leveraging digital platforms to reach a broader pool of students and professionals across the country

Addressing talent shortages

“The report pinpointed the talent shortages and skillset requirements in the transportation, logistics & automotive industries Considering digitisation, automation, and technological advancement, we recommended curriculum redesign/upgradation, training and development of current and future workers, vocational training, training on soft skills, etc,” Professor Manoj K Tiwari, IIM Director and an author of the report was quoted as saying recently

In addition to academic and vocational training, the study also emphasises the importance of faculty training. “This includes keeping educators abreast of the latest industry trends and technological developments to ensure that they are prepared to impart relevant knowledge to the next generation of logistics professionals,” said Professor Tiwari Encouraging more women to join the sector

Promoting diversity in the logistics workforce is another key recommendation of the study Encouraging more women to enter the sector is seen as an important way to tap into untapped potential and bring fresh perspectives to an industry that has traditionally been male-dominated.

“As logistics becomes increasingly digitised and technology-driven, the study argues that women, who often excel in areas such as communication, collaboration, and critical thinking, can bring valuable skills to the table,” Professor Tiwari added.

Bridging the gap

The report also stresses the need for increased industry-academia collaboration It calls for more partnerships between educational institutes and logistics companies to bridge the gap between theory and practice. Initiatives such as internships, guest lectures, and industry-sponsored research projects are all cited as crucial for ensuring that students are adequately prepared for the challenges they will face in the workforce.

India’s logistics sector is on the brink of a major transformation, and with the right policies and strategies in place, it is well-positioned to become a global leader.

“As the sector embraces sustainability, technological innovation, and workforce development, it will create millions of jobs, drive economic growth, and pave the way for a more efficient and sustainable logistics ecosystem,” said the IIM director

Allcargo Group releases 2023-24 ESG Report,

Themed Charting Sustainable Pathways with Ingenuity

MUMBAI: Allcargo Group, Indian-born global logistics conglomerate, has released its Environmental, Social, and Governance (ESG) 2023-2024 report with the theme 'Charting Sustainable Pathways with Ingenuity ' The report highlights the Group’s commitment to achieve carbon neutrality by 2040 through its sustainable ways. It has also spelt out in detail the Group’s ESG goals which include energy and emissions, occupational health and safety, diversity, equity, and inclusion (DEI), community development, labour practices and human rights, cybersecurity, and corporate governance.

Commenting on the launch of the ESG report, Shashi Kiran Shetty, Founder & Chairman, Allcargo Group said, “ I am delighted to unveil our Environmental, Social, and Governance (ESG) 20232024 report, which reflects our steadfast commitment to building a sustainable and inclusive future for all. At Allcargo Group, we believe sustainability goes beyond compliance, it’s about creating lasting value for people, the planet, and our stakeholders. This report highlights our progress across three core pillars Environment (with a focus on renewable energy transitions), Social (ensuring employee safety, diversity, equity, and inclusivity, while driving community impact), and Governance (strengthening ethical practices, sustainable supply chain management, and data security). With a global footprint spanning 180 countries and robust multimodal operations within India, we recognize our responsibility to lead by example. Guided by the theme, ‘Charting Sustainable Pathways with Ingenuity,’ we aim to drive innovation, adopt sustainable practices across our global facilities, and foster ESG-driven collaborations. Together with our partners, we will continue to advance our ESG goals, shaping a future where business growth and sustainability go hand in hand.

India is working on to achieve its net zero emission targets by 2070 and working towards attaining 45% reduction in emissions intensity of GDP by 2030 from the 2005 level. The ESG efforts are aligned with those broader goals.

Key actions:

• Allcargo Gati, an Allcargo Group Company is adopting sustainable transportation through adoption of alternate fuel vehicles (AFVs). It has expanded the scale of its eco-conscious operations to enable more businesses to go green. Allcargo Gati has set a clear target of 2026 to convert its entire first and last mile deliveries to alternative fuels in India.

• Through its community development initiatives, Allcargo Group is majorly contributing to the United Nations Sustainable Development Goals of Good Health and Well-being (3), Quality Education (4), Sustainable Cities and Communities (11) and Life below Water (14).

• ECU Worldwide’s cutting-edge digital platform ECU360 will play an important role in optimizing end-to-end shipping transactions and making it

more feasible to implement sustainability measures Example, 90 percent online booking to reduce paper work.

• Increase in S&P CSA score by 4x – Having taken a strategic approach to ESG just last year, A l l c a r g o G r o u p h a s demonstrated remarkable progress in the S&P Corporate Sustainability Assessment (CSA) for FY 2023 by achieving an almost four-fold increase over the previous year’s score which highlights Allcargo’s unwavering commitment to sustainable growth and responsible business practices.

• Driving Carbon Reduction Through Renewable Energy and Electric MHEs

• Doubling Solar Consumption – As a significant step towards transitioning to 100% renewable electricity at all owned sites by 2040, we have more than doubled our energy consumption using renewables.

• 100% Electric Material Handling Equipment (MHEs) – Contract logistics business has reduced scope 1 and scope 3 emissions by converting their entire MHE fleet to Electric MHEs in their warehousing operations.

• Sustainable Ocean Freight Practice – At ECU Worldwide, we have taken a pioneering step in sustainable logistics by becoming the first independent cargo consolidator to offer instant access to renewable fuel options for maritime transport. Our book-and-claim tool allows customers to increase the share of liquefied biomethane (LBM) in the shipping industry, cutting CO2 emissions by 25% to 100% for less than Container Load (LCL) shipments.

• C o m m i t t e d t o C o r p o r a t e G o v e r n a n c e :

The Allcargo Group targets to ‘maintain zero instances of non-compliance with regulatory requirements year-on-year.’

• O u r c r i t i c a l i n f o r m a t i o n a s s e t s a n d IT infrastructure are certified to ISO 27001:2022, ensuring that our data handling practices meet the highest standards of security, regulatory compliance, and industry best practice.

• A key area of the Group’s strategic ESG approach, involves computing emissions based on the Greenhouse Gas (GHG) Protocol: A Corporate Accounting and Reporting Standard (Revised Edition) (2015) with Global Logistics Emissions Council (GLEC) Framework, and identifying ways to mitigate them.

This year, we are continuing to advance towards our goals and targets established based on our Material areas - Environment (Energy & Emissions), Social (Occupational Health and Safety, Community Development, Labour Practice and Human Rights, Diversity, Equity, and Inclusion), and Governance (Sustainable Supply Chain, Customer Satisfaction Corporate Governance, and Cybersecurity). The most notable of our ESG goals is to achieve carbon Neutrality (scope 1, 2, & 3) by 2040 by investing in cleaner alternate fuels and renewable technologies.
