PM Modi plans business-friendly measures, eyes global manufacturing hub status

NEW DELHI: Prime Minister Narendra Modi plans a raft of business-friendly measures upon winning the General Election, i n c l u d i n g p u s h i n g t h r o u g h regulations making it easier to hire and fire workers, according to two Government officials familiar with the matter. As part of an election pledge to transfor m India into a global manufacturing hub, Modi wants to o f f e r s u b s i d i e s f o r d o m e s t i c production modelled on recent packages for semiconductor firms and electric vehicle makers, said the officials, who spoke on condition of anonymity because they were not authorised to talk to media.

The premier also plans to reduce import taxes on key inputs for locally-

made goods, which have pushed up India’s manufacturing costs, the officials said.

Modi’s reelection campaign was partly built on the promise of continued economic development He’s pitching India as an alternative for global firms diversifying their supply chains from China. India is the world’s fastest-growing major economy But that includes both a booming tech sector and a struggling older economy that doesn’t provide enough jobs for everyone else, said Josh Felman, the former Head of the International Monetary Fund’s office in India.

“What can be done now to provide employment – good jobs for these people – is manufacturing,”

Felman said. India successfully lured suppliers for major U.S. corporations like Apple Inc and Alphabet Inc’s Google. But less than 3% of global manufacturing takes place in the world’s most populous country, compared to 24% for China, World Bank data shows.

The government plans to increase India’s share of global manufacturing to 5% by 2030 and 10% by 2047.

MUMBAI: Strong growth and a narrower fiscal deficit can lead to a sovereign rating upgrade for India, a German brokerage said r e c e n t l y T h e g o v e r n m e n t ' s commitments on fiscal deficit to 5.1 per cent in FY25 and further down to 4.5 per cent in FY26 "look more credible now", analysts at Deutsche Bank said, pointing out that the number came in at 5 6 per cent in FY24 as against the budgeted 5 8 per cent

Courtesy the higher than expected dividend announcement by the Reserve Bank of India (RBI) at Rs 2.1 lakh crore, the fiscal deficit for FY25 can come down to 5 per cent as against the budgeted 5.1 per cent.

On growth, the note said it expects real GDP expansion to come at 6.9 per cent in FY25 and go down further to

6.5 per cent in FY26.

"Strong growth, lower fiscal deficit opens up room for ratings upgrade," the note said.

"A faster-than-anticipated pace of fiscal consolidation could pave the way for a sooner-rather-than-later sovereign rating upgrade for India," the analysts said.

It can be noted that global rating agency S&P had last week revised up the outlook on its sovereign rating for India to "positive" from "stable" earlier.

Recently official data suggested that the economy grew at a faster clip of 8.2 per cent in the March quarter, which takes the FY24 real GDP growth to 7.6 per cent.

The note said the Indian economy has exhibited "remarkable resilience" despite higher rates for longer, the

Russia-Ukraine war and Covid prior to that, though a strong pickup in real GDP growth during FY24 can be also attributed materially to a very low GDP deflator

It explained that nominal GDP growth slowed to 9.6 per cent in FY24, from 14.2 per cent in FY23 and 19 per cent in FY22. But in real terms, GDP growth accelerated to 8.2 per cent in FY24 from 7 per cent in FY23, thanks to a collapse in the GDP deflator to 1.4 per cent in FY24 from 7.6 per cent year-on-year in FY23 and 9.4 per cent in FY22.

Deutsche Bank also advised caution on reading the headline GDP numbers, pointing out that while the r e a l G D P g r e w 8 2 p e r c e n t , real GVA (gross value added) growth was 1 percentage point lower at 7.2 per cent.

Major Ports Traffic rises over 3% to 72.04 million tonnes in May

NEW DELHI: Cargo traffic across 12 Major Ports in the country increased by 3.75 percent year-on-year in May to 72 04 million tonnes (MT) from 69 43 MT handled in the corresponding month of 2023 with nine such ports showing positive growth

Visakhapatnam Port registered the maximum cargo growth in cargo handling at 22.05 percent during the reporting month followed by Chennai Port with 9 10 percent, Cochin Port with 7 78 percent and Mumbai Port with 5.89 percent, according to data released by the major ports’ apex body,

Indian Ports Association (IPA).

The 12 major ports are Deendayal (Kandla), Mumbai, Mormugao, New Mangalore, Cochin, Chennai, Ennore (Kamarajar), Tuticorin (V O Chidambaranar), Visakhapatnam, Paradip and Kolkata (including Haldia) and Jawaharlal Nehru Port.

According to the IPA, VO Chidambaranar Port saw a 5.59 percent increase in its cargo handling during the previous month while Paradip Port 4 27 percent, Deendayal Port with 3.49 percent, New Mangalore Port with 1.87 percent and JNPA with 1.78 percent.

Maersk upgrades full-year guidance

COPENHAGEN: On the back of continued strong container market demand and the disruption caused by the ongoing crisis in the Red Sea, A.P Moller - Maersk A/S (Maersk) now also sees signs of further port congestions, especially in Asia and the Middle East, and additional increase in container freight rates. This development is gradually building up and is expected to contribute to a stronger financial performance in the second half of 2024.

Based on this development, Maersk upgrades its 2024 full-year guidance and now expects an underlying EBITDA of USD 7 to 9bn and EBIT of USD 1 to 3bn (previously USD 4 to 6bn and USD -2 to 0bn, respectively), and free cash flow of at least USD 1bn (previously at least USD -2bn).

In the past month, the container transport market has entered a new phase driven by the disruptions from the ongoing crisis in the Red Sea and the ripple effects on global

supply chains. While demand for container transport remains strong, supply has been negatively impacted by missed sailings, longer routes, equipment shortages, and delays leading to increased congestion across several key ports in Asia and the Middle East. This demand and supply imbalance has had an immediate and profound impact on freight rates.

“After a stable first quarter, price increases gained momentum during April and May across many regions. The ongoing threats to commercial vessels in the Red Sea and growing supply chain bottlenecks indicate that this situation won't improve soon. More capacity than expected will be needed to resolve these issues and stabilize the global supply chain. This has led us to reassess the outlook for the remainder of the year and upgrade our financial guidance,” said, Vincent Clerc, CEO of Maersk.

PSA Singapore Completes First Successful Simultaneous Methanol Bunkering and Cargo Operation at Tuas Port

SINGAPORE: PSA Singapore, together with X-Press Feeders and Global Energy Trading (GET), have successfully completed the first simultaneous methanol bunkering and cargo operation (SIMOPS), at Tuas Port in Singapore on 27 May

The SIMOPS, which was completed within an hour, was conducted with the support of the Maritime and Port Authority of Singapore (MPA), together with various government agencies and local research institutions. The use of the mass flow metering (MFM) system for methanol, together with the use of digital bunkering, was also trialled during the SIMOPS. This follows the inaugural ship-tocontainership methanol bunkering for the Laura Maersk in July 2023, and the successful ship-to-ship methanol bunkering of close to 1,340 metric tonnes of blended methanol for the Stena Prosperous on 24 May this year

A X-Press Feeder container vessel travelling from Asia to Europe was successfully refuelled with approximately 300 metric tonnes (MT) of bio-methanol by GET, a MPA-licensed bunker supplier, using MT KARA, a dedicated IMO type II chemical bunker tanker The methanol fuel was supplied simultaneously while completing container moves, which is the preferred mode of operation for container vessels to enhance operational efficiency The cargo operation was carried out with the use of PSA’s double trolley quay cranes and automated guided

vehicles at Tuas Port With these operations, the Port of Singapore is ready for commercial scale operations for shoreto-ship, ship-to-ship, and simultaneous operations for methanol, and the same methodology is being followed for othernewmaritimefuelssuchasammoniaandhydrogen.

Govt may raise incentives, provide VFG to make India Global Ship-Building Hub

NEW DELHI: As part of the plan to develop India’s blue economy and make the country a manufacturing hub for various kinds of ships, the government may propose further incentives to manufacturers, including a new financial support under the viability gap funding route.

According to two persons aware of the development, ministry of ports, shipping and waterways is working out different schemes to incentivize ship manufacturing in the country, including raising the extent of financial support offered under an already operational Ship Building Financial Assistance (SBFA) scheme. Further, a Rs. 5,000crore package is being worked out through a new VGF scheme to incentivise construction of inland vessels, with plans to later extend the support for entities manufacturing seabound vessels including cruise ships. ‘Incentives in form of 20% capital support may be reinstated’

One of the two persons said that under SBFA, the incentives in the form of 20% capital support may be reinstated for all kinds of shipbuilding, with the period of incentives being extended by four years from present sunset period of 2026 to align it with Maritime India Vision 2030. Major Ports Traffic rises over 3% to 72.04 million tonnes in May

The ports, which saw a decline in cargo handling during May this year include SMP, Kolkata Port with 15.70 drop followed by Kamarajar Port and Mormugao Port, which witnessed 3.58 percent and 10.55 decline, as per the IPA

At Kolkata’s Syama Prasad Mookerjee Port, the overall traffic decreased by 15.70 percent during the previous month, it said, adding

Kolkata Dock System (KDS) traffic declined by 7.71 percent and at Haldia Dock Complex (HDC) by 18.32 percent.

IPA attributed the fall in cargo handling traffic at KDS to reduction in coking and other coal by -71 75 percent and finished fertilizers by 43.53 percent, among others.

The Major Ports’ operators body also said that during May 2024, Deendayal Port handled the highest

traffic volume at 12.71 MT and commanded a 17.64 percent share of the total cargo handled across 12 ports. This was followed by Paradip Port with 12 64 MT and 17 55 percent share, Visakhapatnam Port at 8 57 MT with 11 90 percent share, JNPA at 7 45 MT with 10 34 percent share and Mumbai Port at 5.79 MT with 8 04 percent share, according to the IPA.

Adani Ports record 35.8 MMT of cargo volumes in May’24

D e s p i t e t h e c l o s u r e o f Gangavaram port, during the initial two months of FY25, APSEZ handled 72 MMT of cargo, implying 5 per cent YoY growth. This increase is primarily driven by containers (+11 per cent YoY) and liquids & gas (+13 per cent).

Petroleum products exports up 3.3%

NEW DELHI: After registering a drop of over 11% in April, India’s export of refined oil products regained momentum and rose marginally last month as the demand increased The country exported 1.24 million barrels per day of p e t r o l e u m p r o d u c t s i n M a y, registering a marginal increase of 3.3% against 1.20 million barrels per day in April, data from ship tracking intelligence firm Vortexa showed.

Exports, however, remained l a r g e l y u n c h a n g e d f r o m t h e corresponding period of last year at 1.25 million barrels per day. India primarily supplies petroleum products to countries in Europe and Asia. The country has emerged as a major fuel supplier to Europe in the past few months after European countries started boycotting Russian

supplies post its invasion of Ukraine. However, going forward, supplies to Europe may see a decline due to ample supplies in the West “Asia, Europe and Africa are the top destinations for India’s refined product exports. However, more clean product exports are heading to Asia this month, instead of Europe, as arbitrage to the West has narrowed due to ample supplies,” said Serena Huang, Vortexa’sHeadofAPACAnalysis

The country exports a variety of goods via the Red Sea including petroleum products The country’s export of petroleum products fell by 14% in FY24 to $84.14 billion compared to $97.47 billion in FY23, according to government data. The slight uptick in the country’s exports also comes amidst rising domestic consumption of these petroleum products, majorly

in May

driven by growth in demand for diesel, aviation turbine fuel, and liquified petroleum gas. The consumption of petroleum products grew by 6% to 19.9 million tonnes in April, as per data from the Petroleum Planning and Analysis Cell.

The country’s production of petroleum products has also seen a rise in the beginning of the current financial year, marking a rise of 4% to 23.4 million tonnes in April compared with the same period of previous year Even though India’s petroleum products exports may be marginally outpacing the overall outward shipments, imports of these items are rising. As a result, the country’s selfsufficiency in oil products has been witnessing a decline from 14.5% in 2011-12 to 12.6% in 2022-23, and further to 12.2% in FY24, PPAC data showed.

India receives highest FDI from Singapore in 2023-24

NEW DELHI: India received the highest foreign direct investment (FDI) from Singapore in 2023-24 even as overseas capital inflows into the country contracted by about 3.5 per c e n t d u e t o g l o b a l e c o n o m i c uncertainties, according to the latest government data.

Though FDI from Singapore has dipped by 31.55 per cent to USD 11.77 billion in 2023-24, India has attracted the maximum inflows from that country, the data showed. During the last fiscal, FDI equity inflows decreased from major countries, including Mauritius, Singapore, the US, the UK, UAE, Cayman Islands, Germany, and Cyprus.

However, investments increased

from the Netherlands and Japan

Since 2018-19, Singapore has been the largest source of such investments for India. In 2017-18, India attracted the maximum FDI from Mauritius.

According to experts, after the I n d i a - M a u r i t i u s t a x t r e a t y amendment, Singapore has emerged as the preferred jurisdiction for investment in India.

Rumki Majumdar, Economist, Deloitte India, said that as one of the world’s prominent financial hubs, Singapore attracts global investors who want to invest in Asia.

“Recently, India’s initiatives such as amendments by the SEBI to the REIT Regulations 2014 have created new opportunities for Singapore-

based investors, which is why India is l i k e l y s e e i n g h i g h F D I f r o m Singapore,” Majumdar said. She also hoped that FDI into India would pick up in the latter half of 2024-25.

Ships diverted from Red Sea send ripple effects across the globe

LONDON: Never has it been so cheap to inflict a world of economic pain.

That stark point was underscored last week by Maximilian Hess, a principal at London-based Enmetena Advisory, a political risk consultancy

Speaking to a webinar of supplychain managers, he showed a slide of a canoe-size naval drone and said such jury-rigged weapons have the ability to redirect world trade.

“Nowhere is this more clear than in the conflict in the Red Sea,” Hess said, referring to attacks launched from Yemen toward commercial ships trying to use the Suez Canal.

Nearly six months into the Houthis’ relentless campaign to protest Israel’s war in Gaza, the economic fallout is widening. As ships sail around Africa’s Cape of Good Hope, their unpredictable schedules are clogging major Asian ports, c r e a t i n g s h o r t a g e s o f e m p t y containers in some places and pileups in others. Delivery times to the US and Europe are getting longer, and freight rates are surging.

The blame rests on several factors as the charts show below — including solid demand for goods in the US. But the latest bout of trade turmoil largely stems from the Red Sea diversions. Sea-Intelligence, a Copenhagenbased maritime data and advisory firm, recently calculated that rerouting increased the average minimum transit time by almost 40% to the Mediterranean from Asia, and by 15% to northern Europe.

The ricochet effect of ships circling back to Asia — now knocked off their timetables — is contributing to bottlenecks in ports like China’s ShanghaiNingbo and Singapore Jebel Ali in the United Arab Emirates is having congestion issues, too, because of its proximity to the Red Sea and because it’s a major

trans-shipment hub for freight moving through Dubai on both ocean and air carriers.

Singapore, home to the world’s second-biggest container port, issued a statement last week explaining how it’s experienced a significant increase in arrivals since the start of 2024, leading to an 8.8% rise in container volumes in January through April from a year earlier Waits for some vessels are two to three days, the port authority said “The situation is expected to worsen due to the increase in off-schedule vessel a r r i v a l s a n d v e r y h i g h y a r d utilization,” Tan Hua Joo, a container market analyst at Linerlytica, was quoted as saying.

As ships spend more time at anchor and face extended journeys, supply chain managers paying for those services feel compelled to place orders further in advance, worrying some into buying more than they might need. The share of container ships arriving on time has slumped to about 52%, retracing much of last year’s improvement from pandemicera lows of about 30% from early 2022, according to Sea-Intelligence.

Delivery times are particularly slow for goods traveling to Europe and the US East Coast from China — because most of the ships on these routes are avoiding the shortcut through the Suez Canal.
