



MUMBAI: The Finance Ministry hasaskedallbankstonominatenodal officers, who would act as a single point of contact for exporters and importers who wish to settle external trade in the domestic currency, as it seekstopromotetheso-called“rupee trade”inabigway.
In a meeting last month, the Department of Financial Services (DFS) also impressed on the banks to ensure that their relevant operating units are fully aware of the intricate details of the mechanism to settle external trade in the rupee so that they can help traders, official and bankingsourcesrevealed.
Giventhetechnicalandotherissues involved in the operationalization of suchamechanism,thegovernmenthas asked the Indian Banks’ Association (IBA) to conduct special drives and workshops to sensitise trade clients of banks. Already, the Reserve Bank of
India (RBI) has issued an FAQ in this matter.
The “rupee trade” has taken off, with a few transactions involving Russian firms in December, trade sources said recently. This was the first set of transactions since the RBI notified guidelines in July to promote the settlement of international trade intherupee.
Theideawastonotjustreducethe pace of depreciation of the rupee against the dollar but also internationalise the domestic currency. Subsequently, the commerce ministry notified guidelines to enable exporters to get stipulated benefits under the foreign trade policy even if the export realisation is in the domestic currency,andnotdollar.
At least a dozen-and-a-half vostro accounts have been opened so far to facilitatetherupeetradewithnotjust
sanctions-hit Russia but also Sri Lanka and Mauritius. So, more such transactionsarelikelytotakeplacein the coming months, said the sources. This may spur exports to Moscow, which declined 16% until October this fiscal from a year before to $1.6 billion due to the delayed flow of payments, despite renewed interest shown by Moscow to source more goods from India.
About 30-35 countries, including those from Asia, Scandinavia and Africa, are learnt to have expressed interest in better understanding the proposed rupee trade mechanism for possible adoption. These countries include neighbours, such as Sri Lanka, Bangladesh, Nepal and Myanmar, which have been grappling with a shortage of dollar reserves. So, there is a huge scope to boost the rupee trade, senior government officialsbelieve.

LONDON: With world inflation widely anticipated to have reached 8.8% in the closing weeks of 2022, senior executives within global manufacturers and retailers will be eagerly awaiting ocean transport savings as reports of plummeting containerised freight rates continue to make headline news. With Drewry’s composite World Container Index down a remarkable 75% year-onyear, such an expectation is understandable, however, as is so often the case, the devil is in the detail; while rates on Asian export retail-driven routes may have fallen by up to 85%, driven by utilisation figures below 80%, back haul trade lanes have seen only modest single digit falls with Transatlantic headhaul rates remaining stubbornly above the $7,000USD / 40ftmark.
Much as it started, the unwinding of the extreme global freight rate inflation ofthepandemicperiodwillbestaggered, as easing congestion, cancelled loops and new vessel arrivals see capacity cascade across trade routes. And as the 2023 bid season approaches for many globalshippers,negotiationswillrequire a revised ocean freight procurement strategy. Below we explore five decisionmaking dilemmas many procurement and logistics operations teams will find themselves grappling with over the comingweeks:
1. Should we move away from yearlongcontracts?
Many businesses remain undecided here, understandably concerned about locking-in rates only for the market to deteriorate further. With a significant number of contracts recently being renegotiated mid-term – either at the instigation of carriers looking for additional volume or by shippers unable to support the current delta between spot and contract rates – some are questioning the value of their long-term agreements.
Some shippers with contracts expiring in line with calendar year have already opted for short term extensions, hoping to renegotiate more favourable terms. Other, typically
smaller shippers, have moved to the spot market, feeling no loyalty to carriers and forwarders who largely abandoned their contracts in 2021 and left them exposed to premium and priority rates. Notwithstanding the obvious commercial imperative, most shippers are driven by more than straightforward base ocean freight cost. For shippers with more complex supply chainsorcustomerobligationswhoseek morepredictableannualfreightbudgets, Drewry still recommends fostering long term supplier relationships underwritten by contracts with at least one-year durations. Over the long-term, such agreements typically deliver not onlyasignificantfreightcostbenefit,but also better payment terms, free time conditionsandoperationalefficiencies.
2.ShouldwereduceourMQC?
The 16% fall in September East-West headhaul volumes compared with August,duetobothhighinventorylevels and low consumer demand, was a primarytriggerfortherecentcollapsein freight rates. With the vessel order book currently standing at 2.5 million TEU for 2023, the rise in capacity for 2023 may be clear but the outlook for global demand remains much more uncertain. In such circumstances many shippers will be cautious about Minimum Quantity Commitments (MQCs), feeling unclear about their own demand predictions, while remaining confident that market capacitywillthereshouldtheyneedit.

3. How do we set bid target rates in a collapsingmarket?
The goal posts are moving fast, shippers are struggling to set target rates with initial offers from carriers often being significantly undercut by prevailing rates in the spot market. Drewry recommend that shippers set target rates based on at least 3 of the following valid data points: the
underlying break-even, ‘cost per container’ of service providers, the currentspotmarket,recentlynegotiated average contract market rates (from shipper benchmarking groups such as Drewry’s Benchmarking Club) and prepandemic rates. All can help support decisionmakingattimesofvolatility.
4. Should we reduce our service providerpool?
Thereislittledoubtthatrelationships betweenshipperandcarriers/forwarders have been strained over the past year, with many shippers having to widen their serviceproviderpoolinabidtosecurethe capacity required. In the current more buyer-friendly market, Drewry now recommend shippers review and consolidate their service provider pool, focusing on quality rather than quantity; reinforcedbyarobustQuarterlyBusiness Review process with clearly defined and measurableKPIs.Inamarketwherecost reductions seem inevitable, primacy should be given to providers that demonstrate they are both able and willing to improve performance from the dismal 30% service reliability seen over thepast2years.
5. Should we move to an index linked contract?
Indexing is always a popular topic amongstshippersinafallingmarketand thisyearthebuzzseemstobearoundthe ‘trigger clause’, with shippers seeking the right to reopen discussions if the gap betweenspotandcontractratesreaches acriticalpoint.Therealitytodayisthatif supply and demand fundamentals remain sufficiently weak for such a gulf to materialise between long term agreements and spot conditions, carriers have to be open to renegotiate without the need for such a trigger mechanism. If the desire to build mutual relationships for the long term is genuine,arobustindexlinkedpolicycan provide value to both sides, allowing focustofallonoperationalimprovement, rather than a constant discussion on price. Such a policy requires careful planning and preparation and an understanding that common ground existsbetweenparties.

MUMBAI: Container carriers serving Indian trades continue to face steep freight rate declines amid a weakening demand outlook that industry observers believe will only worseninthedaysahead,accordingto a new market analysis by Container News.
On the westbound India-Europe trade, average contract rates from West India [Jawaharlal Nehru Port (JNPT)/Nhava Sheva or Mundra Port] to Felixstowe/London Gateway (UK)orRotterdam(theNetherlands) crashed to US$1,300 per 20-foot container and US$1,600/40-foot container at the end of last month, from US$2,300 and U$2,500, respectively,inNovember.
For West India-Genoa (the West Mediterranean) cargo, average rates stood at US$1,500/20-foot box and US$1,600/40-foot box, compared with the November levels of US$2,200/20-foot box and US$2,500/40-footbox.
December eastbound cargo (imports into India) prices for these port pairings, however, saw no noticeable changes month-on-month, with continuing to hover at US$1,400/TEU and US$1,500/FEU for bookings from Felixstowe/Rotterdam and at US$1,150/TEU and US$1,400/FEU to West India (Nhava Sheva/Mundra).
Average short-term contract prices offered by major carriers for Indian cargo moving to the US East Coast (New York) also saw steep declines from the November levels – down to US$3,700 per 20-foot box, versus US$4,700, and US$5,000 per 40-foot box, from US$6,300, and at US$2,100/20-foot container, from
US$3,600, and US$3,000/40-foot box, down from US$4,800, for shipments to the US West Coast (Los Angeles).
For the West India-US Gulf Coast trade, rates on average fell to US$3,900 per 20-foot container and US$5,200 per 40-foot container, compared with US$4,750 and US$6,850, respectively, during November.
On the return direction, average contract rates saw no changes from the levels maintained by major operators in November, with the exception of USEC-West India bookings. According to the CN analysis, December rates stood at US$900/TEU, down from US$1,075, and US$1,125/FEU, down from US$1,450, from USEC; at US$2,484/TEU and US$ 3,193/FEU from USWC; and at US$1,770/TEU and US$1,843/FEU from the Gulf Coast, into West India (Nhava Sheva/Mundra).
Rates on intra-Asia trades out of India also dropped measurably in December from the month-ago averages, with West India-South China cargo seeing the steepest hit –down by nearly 50% to US$257/20foot box and US$382/40-foot box, versus US$500 and US$750, respectively, in November, the analysisshowed.
Average contract rates offered by major carriers to regular clients for bookings from West India (Nhava Sheva/JNPT or Mundra) to Shanghai (Central China) fell to US$125 per 20-foot container and at US$130 per 40-foot box, versus US$150 and US$250, respectively, in November. For Indian cargo to Tianjin (North
China), rates were down to US$150/20-foot box and US$300/40foot container, from US$200 and US$350inNovember.
For Indian shipments to Hong Kong, average rates hovered at US$125/TEU and US$130/FEU, down from US$150 and US$200, according totheCNanalysis.
December rates on West IndiaSingapore cargo remained unchanged at US$50/TEU and US$100/FEU,month-on-month.
Contract rate levels on the return leg continued to drop, with the slide averaging between 15 and 25% for bookings from Shanghai/Tianjin to West India from the November levels, accordingtotheCNanalysis.
Amid the market challenges, carriers have begun to rework their vessel deployment strategies to stay profitable.
“Vessel deployment and port call adjustmentsdependonvariousfactors andhence,keepchangingallthetime,” Mr. Sunil Vaswani, Executive Director of the Container Shipping Lines Association (CSLA) in India wasquotedassayinginareport.
Vaswani further noted, “Optimisation of vessel space is obviously one of the key considerations while allocating space (to demand areas), thereby helping the lines to service the trade at large better.”
He went on to add, “Operational costs also play a role while deciding port rotation and, in that respect, ports globally compete with each other to attract more traffic. Indian ports are no exception. This is even more so when volumes and revenues decline.”

COPENHAGEN: Global schedule reliability improved by 4.7 percentage points M/M in November 2022 and reached 56.6%. The average delay for LATE vessel arrivals has also been improving consistently since the start of the year. In November 2022, average delay improved once again, dropping by another -0.58 days M/M to 5.04 days. Both schedule reliability and average delay are now better thanthe2020levelaswell.
With schedule reliability of 63.4%, MSC was the most reliable carrier in November 2022, followed by Maersk with 61.7%. They were the only carriers above 60%. The next 8 carriers recorded schedule reliabilityof50%-60%,while4carriersrecordedschedulereliabilityof 40%-50%.YangMingrecordedthelowestschedulereliabilityof42.5%. Apart from Yang Ming, all of the top-14 carriers recorded a M/M improvement in schedule reliability, whereas all carriers recorded a double-digitY/Yimprovementinschedulereliability,with12carriers recordingimprovementsofover20percentagepoints.
