The Platform is receiving tremendous response from the industry. Till date, 13 organisations - MapMyIndia, CargoExchange, Freight Fox, Conmove, Intugine, Eikonatech, Yes Bank, Superprocure, CargoShakti, CloudStrats, Shyplite, APSEZL, and AITWA have signed Non-Disclosure Agreement (NDA) to access data on ULIP. NDAs with 11 more organisations like Instavans & Trucks, BoschIndia,Portlinks,Shiprocket,etc.areintheprocess.
The startups are gearing-up to showcase their innovative ideas for creating new solutions for the sector whereas large enterprises are mulling to integrate with ULIP for simplifying complex logistics processes, verifying the documents of vendors as well as to get visibility of cargo movement.
The ULIP platform will enable the industry players to getsecureaccesstothe informationrelatedtologisticsand resources available with various Ministries. At present 30 systems from seven ministries are integrated through

A dedicated support team is working round the clock to provide support to the industry players for registration on the portal. ULIP will give direct and indirect benefits to all logistics stakeholders like verification of drivers and vehicles details in a single click, tracking & tracing of consignment, Route Optimization Planning, timely update on the destination of the consignment, reduce paper works, empty carrier & container visibility, inventory management etc. By reducing regulatory, documentary and other delays, ULIP will enable structured planning by helping in decision making on optimum use of modes of logisticstherebysavingcostandtime.
MADRID – SEALAND: A Maersk Company, subsidiary of Maersk and specialised on IntraEuropean logistics, is launching a new rail product from Spain to UK especially designed for temperature sensitive cargo like fruits and vegetables. The new transport option is tailored for Spanish fresh produce, has flexible capacity and will initially have three weekly departures from Valencia terminaltoBarkingterminalinEastLondon.Thetrainswill carry also non-refrigerated cargo on their southbound journeyfromUKbacktoSpain.
After successful trials in September with positive customer feedback, the regular departures will start end of October, just in time for the Spanish peak season for fruit and vegetable exports. Over 90% of these exports are going North resulting in up to 1,400 trucks daily crossing the northern Spanish border towards the main markets in UK, France, Benelux, Germany and Scandinavia.
“Our new product solves several challenges that our reefer customers in Spain are faced with when exporting: Firstly, many large retailers want to reduce the carbon footprint of the products they sell. Secondly, we have a prevailing shortage of truck drivers, which means that currently cross-border road transport is often limited and unreliable. Thirdly, capacity and quality of the major roads are limited which leads to congestion. Our rail transport
makes Spanish exporters independent from the driver
shortage as well as road bottlenecks, and offers more than 90% lower CO2 emissions than a truck on the road,” said Diego Perdones Montero, Area Managing Director France, Iberia and Maghreb.
More destinations could follow, he adds, including integrated ocean and rail solutions: “Big customers –importers, growers and retailers alike – are operating with both, ocean and land-based cargo flows. By offering them our reliable landside distribution network via rail we will help to create faster, greener and more efficient routes regardless of the origin and destination of the sensitive cargo.”
Furthermore, Maersk is simplifying and optimizing its customers’ supply chains with a comprehensive offer of additional logistics services. These range from customs brokerage or cold storage to Captain Peter, a technology ensuring full data transparency about the condition of the cargo inside a reefer container along its whole journey.
TIRUPUR: With an India-United Kingdom Free Trade Agreement (FTA) in the offing, exports from knitwear hub Tirupur could see 10 per cent growth, India Knit Fair Association President A Shaktivel has said. About 20 per cent of knitwear and garments made in factories from Tirupur go to United
Kingdom out of a total Rs 33,000 crore annual exports with a growth rate of 20 per cent year on year, Shaktivel told reportersinTirupur.
The Government is expected to sign an FTA with UK after Deepavali which will boost the exports, as majority of the consumers and dealers
prefer Indian goods for its quality, Shaktivelsaid.
From Rs 33,000 crore worth exports this financial year, it will increase to Rs38,000crorethenextfiscalandreach Rs 50,000 crore by 2025, newly-elected Tirupur Exporters' Association President K N Subramanian said.
TEHRAN: An Iranian official recently said that an Indian delegation will visit Tehran in the next two weeks with the aim of resolving and finalizing a bilateral agreement on ChabaharPort.
The director of port affairs of Iran’s Ports and Maritime Organization (PMO) Jalil Eslami announced the visit of Indian officials to Tehran in the next two weeks with the aim of resolving and finalizing the country’s agreement on the Chabahar port and said: So far, 25% of the tripartite agreement with India has been implemented in ChabaharPort.
Speaking in a press conference, Eslami added the performance of Chabahar port has more than doubled in the last 2 years and the trade at Chabaharporthasincreased.
According to the Iranian PMO official, “In the implementation of the cooperation agreement between Iran and India, the supply of equipment,
including the supply of 6 large cranes and their arrival at Shahid Beheshti portinChabahar,hasbeencarriedout.”
He added that there is no problem with installing and operationalizing the equipment, and it was only conditioned on the operationalization of the long-termcontractwiththeIndians.”
“In recent months, the testing of these equipment has been carried out, and following negotiations with India, the use of these equipments is outside theclauseofthelong-termcontractand itispossibletousethem.
Islami emphasized, “We are negotiating with India to cooperate in the supply of equipment through the ChabaharAgreement.”
According to the PMO official, “the contract with the Indians has not been officially implemented; But it is not like that the work has not been done, at the same time, in the short-term cooperation, the presence of the Indian company in Chabahar happened,
about 25% of this contract was completed, in addition to the fact that the Indian operator was directly present in Chabahar port for two periodsof18months.”

NEW DELHI: A National Trade Facilitationactionplanwillbedeveloped to look at issues pertaining to export and import logistics, the National Logistics Policy(NLP)hasproposed.
The policy was launched on September 17 with a target to cut transportation cost and promote seamless movement of goods across the country.
The Department for Promotion of Industry and Internal Trade (DPIIT) notifiedthepolicyonSeptember28.
Export-Import) logistics is one of the eight key action areas under a comprehensive logistics action plan through which the NLP will be implemented.
The other key action areas include integrated digital logistics systems; standardisation of physical assets and benchmarking service quality standards; logistics human resources development and capacity
building; state engagement, and facilitation of development of logistics parks.
The main problems in the ExportImport logistics include infrastructure challenges, incomplete digitalisation andproceduralinefficiencies,andlackof effective coordination to expedite development of strategic trade corridors.
To address the Export-Import logistics issues, the policy said the Logistics Division of the Ministry of Commerce and Industry will identify critical infrastructure related issues throughstakeholders’consultations.
“National Trade Facilitation Action Plan (NTFAP), including mapping of issues to concerned Line Ministries / Departmentswillbedeveloped,”itsaid.
TheNationalLogisticsPolicytargets to reduce the cost of logistics in India to be comparable to global benchmarks by 2030; improve the Logistics
Performance Index ranking (endeavour is to be among top 25 countries by 2030); and create data driven decision support mechanism for an efficient logistics ecosystem.
ItalsosaidtheDPIITincoordination with the relevant standard setting agencies like Bureau of Indian Standards and TRAI will develop standards for physical assets like containers,trucks,andwarehouses.
“The necessary standards to be collated and compiled in 6 months,” itadded.
Further,underimplementationofthe policy, the DPIIT’s notification said financial and fiscal incentives, by way of review of GST rates, and regulatory interventions to promote multi-modal transportation, optimal modal mix, higher throughputs and energy efficiency through adoption of technologies would be developed throughtherelevantlineMinistries.
NEW DELHI: Transportation service by vessel/aircraft for export of goods will be taxable with effect from October 1 as the government has decided not to extend exemption beyond September30.
Experts advise exporters to rework their strategy in terms of seeking refundsandpricingofproducts.
Now, service charges for transportation by a vessel of the export consignment will attract IGST (Integrated Goods & Services Tax) at 5 per cent with some restrictions on the input tax credit (ITC). In the case of transportation by aircraft, the rate of IGSTwillbe18percentbutwithITC.
However,therewillnotbeIGSTonthe transportation of import consignment. GST is levied on the date of invoice. So, even if goods has been transported on or beforeSeptember30,2022,buttheinvoice has been issued on or after October 1, 2022,thenIGSTwillbelevied.Transporter will issue the invoice to the exporter, who issendingtheconsignment.
A senior official of the Central Board of Indirect Taxes and Custom (CBIC) confirmed the end of exemption. The exemption was warranted when the export refund mechanism was manual and had not stabilised resulting in delays. “Now the process is not only fully automated but also working smoothly. That is the justification for not continuingwiththeexemption,”hesaid.
According to Aditya Singhania, Founder at Singhania’s GST Consultancy & Co, it appears that the exemptions till September 30, 2022, were provided because of reported delays in processing the refund which was causing financial hardshiptotheexporters.
However, with the maturity in the processes of smooth and faster processing of GST refunds, the further extensionhasnotbeengivenasitwillnot lead to blockage of working capital of exporters unlike at the advent of GST regime.
Accordingly, “necessary tweaks will
be required by transporters in terms of charging GST as well as while claiming ITC. Besides, exporters do need to timely apply for refunds and if such refunds get disbursed timely, then it is a successful uplifting of exemption which thegovernmentaimsatrationalisingthe taxstructurebyreducingexemptions”.
“Further, it may be straight hit to the exporters exporting goods on which exports duty is levied for whom refunds is not available, leaving them to think about the pricing of their products,” Singhaniasaid. IGSTAct
Transportation of goods by vessel/air in relation to export consignments was exempted from the levy of GST from January25,2018.
An amendment in IGST Act says where the transportation of goods is to a place outside India, the place of supply shall be a place of destination of goods. SincethePOSisoutsideIndia,asperlaw it shall be treated as interstate supply, andhence,IGSTistobelevied.
NEW DELHI : India’s harried exporters led by the Federation of Indian Export Organisations (FIEO) have approached Finance Minister Smt Nirmala Sitharaman seeking extensionofpreviouslygrantedexemption from Goods and Services Tax (GST) on export freight, citing that a non-extension “willaddtotheirliquiditychallenges”.
The exemption from GST on export freight was extended twice by the government after it was introduced in 2018 and the last extension ended on 30September2022afteratwo-yearrun.
Exporters will have to pay GST of 18 percent on export ocean freight if the exemption is not extended for a further period which would raise the logistics costs for Indian goods in the global
market,saysexporters.
FIEO President Dr A Sakthivel, apprised Finance Minister Sitharaman ina2Octoberemailontherepercussions ofendingtheexemption.
“Overseas freight has gone up by 300-350 percent from pre-covid levels and though there is little correction in the freight rate recently, freights are still 200-250 percent more than at 2019 levels. Therefore, payment of GST on such high freightrateswillaffecttheliquidityofthe exporters to a large extent particularly as the interest rates have also moved northward with the recent hike by the ReserveBankofIndia(RBI),”Sakthivel
The payment of GST on export freight and subsequent refund particularly throughITCmechanismcomeswithatime
lag of 2-3 months or so, though refund throughIGSTmechanismisfaster,hesaid.
“Such a move will affect our agriculture exports the most as in many cases of export of fruits and vegetables, the air freight,attimes,ismuchhigherthanthe freight on board (FOB) value of exports. Therefore, exporters would be required to pay a very high GST amount on such freight adversely impacting the cash flow,”hestated.
The global trade, according to the FIEO President, is “entering a very difficult phase as countries are facing high inflation and impending recession affecting the demand”.
This is evident from India’s slowing export growth rate between April and August.

These spice exports from the country, which has dropped by close to 5 per cent in the first five months of FY23, has been on an uptick as the pandemic waned in theglobalmarketsandshippingproblem haseased.Buoyedbytheriseindemand, the trade has kept a target of $4.5 billion exportsinFY23from$4.13billioninFY22 –9percentjumpfromlastyear.
“The export market had slowed down in the first five months of FY23. Butnowithasstartedpickingupandwe are bullish that this trend will continue
over the remaining period of the fiscal year,” said Ramkumar Menon, Chairman of the Kochi-based World SpiceOrganisation(WSO).

China has been the largest importer ofspicesfromIndiaspecificallyforchilli and cumin. However, it has not impacted very much on domestic consumption so far because of the large chillicropbeingproduced.
Menon said the major challenge for the spice sector in our country is to increase productivity and production in order to meet growing demand of the importandexportsector.

NEW DELHI: Commerce Ministry’s Department of Promotion of Industry and Internal Trade (DPIIT) will seek Cabinet approval for The Ease of Doing Business(EoDB) and Ease of Living (Amendment of Provisions) Bill, 2022– a bill decriminalising minor offences by rationalising related provisions under different ministries to ensure ease of doing business, according to officials.
Theyaddedthebillhasbeenfinalisedin consultationwithindustrystakeholders and the DPIIT is targeting to introduce it in the Parliament’s upcoming winter session.
This bill proposes to rationalise around 110 provisions across 35 Acts administered by 16 Ministries or Departments, while adding this is to helpreducetheburdenonthejudiciary.
An official said, “The bill seeks to
decriminalise imprisonment provisions related minor offences to trivial procedural violations from 35 Acts. About 110 such provisions are proposed tobeamendedthroughthisonebill.The department has observed that these provisions have not been invoked many times, but there is fear in the minds of industry about those provisions. The idea is to replace imprisonment with penaltiesorgradedpunishment.”
NEW DELHI: Indian railways has recorded best ever September Monthly freight loading of 115.80 MT in Sep’22. The incremental loading in the month of September has been 9.7 MT i.e. a growth of 9.15% over the previous best September figures achieved in 2021. With this, Indian Railways has had 25straight months of best ever monthly freightloading.
The Railways has achieved an incremental loading of 6.8 MT in Coal, followedby1.2inIronOreand1.22MTin Balance other goods, 0.4 MT in Cement & Clinker and 0.3 MT in Fertilizers. Increase in automobile loading has been another highlight of Freight
Business in FY 2022-23 and 2712 rakes have been loaded in FY 2022-23 till September as compared to 1575 rakes during the same period of last year i.e.agrowthof72.2%.
The cumulative freight loading from 1st April’2022 to 30th September’2022 has been 736.68 MT as against 668.86 MT achieved in 2021-22 i.e. an incremental loading of 67.83 MT, with a growth of 10.14 % over same period last year.The freight NTKMs (Net tonne kilometers) have increased from 63.43 Billion in September ’21 to 69.97 Billion in September’22 registering a growth of 10.3%.ThecumulativeNTKMsinthefirst Halfoftheyear havealsogrownby17.1%.
The sustained efforts of Indian Railways to increase supply of Coal to Power houses, in close coordination with Ministries of Power and Coal, has againbeenoneofthekeyfeaturesofthe freight performance in the month of September. The loading of Coal (both domestic and imported) to Power Houses has increased by 6.2 MT in September,with 42.00 MT Coal being moved to Power houses as against 35.8 MT last year, i.e. a growth of 17.3%. Cumulatively, in the first Half of the year, IR has loaded more than 64.53 MT extra coal to Power Houses as compared to same period of last year, withagrowthofmorethan29.3%.
NEW DELHI: Along with passenger service trains, the National Capital Regional Transport Corporation (NCRTC), which is constructing the rapid rail in Delhi-NCR, is planning to facilitate freight movement between Delhi and Meerut. “During the day, the trains will run for passengers… but the tracks will be empty at night… So, the NCRTC is planning to use night hours forlogisticsandcargoservices.Forthis, separate coaches will be procured and run,”saidofficials.

Officials said at first, three warehouses will be constructed at Jangpura in Delhi, Modipuram and Duhai in Uttar Pradesh. “We are planning to construct warehouses in every depot where companies and courier servicescanoperate… Thiswill be cheap and will help expand small businesses. For instance, if there is factory in Haridwar and it has to deliver productstoDelhi,itcanoptforrapidrail instead of road transport… it is cheap and will cut pollution and save time,” saidofficials.
According to officials at NCRTC, from 2023, the Regional Rapid Transit System may act as a preferred mode for the industry by meeting their logistics and transportation needs. Officials said theNCRTChasheldaconsultationwith the logistics industry to deliberate on the ‘Provision of Logistics Services through RRTS corridors in NCR’. Representatives from various firms participated in the meeting. Officials said this will also help reduce traffic congestion and pollution caused by heavy goods vehicles such as trucks in Delhi-NCR.

The Minister said the proposed elevated stretch of 20.5 km will be developed in 4 sections and will start inside the Chennai Port and end after theMaduravoyalinterchange.
Shri Gadkari said the project will be completed by December 2024 & it will serve as a dedicated freight corridor for Chennai bound port traffic & increase the handling capacity of Chennai Port by 48% and subsequently reduce the waitingtimeattheportby6hours.
MANGALORE: The New Mangalore Port Authority has initiated projects to establish storage facilities for edible oil. The proposed storage tankswillensureasmoothsupplychain foredibleoilinKarnataka.
Port storage infrastructure plays an important role in securing edible oil security today, as the Country is dependent on imports. Infrastructure at the ports helped India to import 110.70 lakh tonnes (lt) of edible oil during the first 10 months of the oil year 2021-22 (NovembertoOctober).Ofthis,theshare ofNewMangalorePortwasat6.20lt.
Considering the need to strengthen the port infrastructure in Karnataka, the New Mangalore Port Authority (NMPA) has initiated projects to establishstoragefacilitiesforedibleoil.
K Prakash Rao, Convenor of Agri and Food Processing panel of CII-Karnataka, recently said that these infrastructure provided by the NMPA foralltheimportersare‘great’.
The proposed infrastructure projects at the NMPA are the construction of edible oil storage tanks and an edible refinery by the
Hyderabad-based Santoshimathaa Edible Oil Refineries Pvt Ltd; and the construction of bitumen, edible oil storage tanks and allied facilities by the Mangaluru-based Anagha Refineries Pvt Ltd. Both operators have to achieve a minimum guaranteed throughput of 8,000tonnesperacreperannum.
Stating that these facilities have the potential to create a hub for edible oil imports, Prakash Rao said the charges are low in New Mangalore, and it is less congested compared to any other ports. Itiseasierandfastertoclearcargofrom thisport.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. OSLO: Höegh Autoliners has joined the First Movers Coalition (FMC) to send a strong market demand signal for the emerging technologies essential for a net-zero transition. Höegh Autoliners has committed to running at least 5 % of our deep sea operations on either green ammonia or green methanolby2030.
Led by the World Economic Forum and the US Government, the First Movers Coalition targets hard-toabate sectors including aluminium, aviation, chemicals, concrete, shipping, steel, and trucking, which are responsiblefor30%ofglobalemissions.
Morethan50companiesincludingFordMotorCompany, Volvo Group, Aker ASA, Yara International, Amazon and A.P.Møller–Mærskwithacombinedcollectivemarketvalue of about USD 8.5 trillion across five continents now make up the coalition to help commercialize zero-carbon technologies.
By joining the coalition as one of the first shipping companies, Höegh Autoliners commits to running at least 5% of our deep sea shipping on zero-emission fuels by 2030, enabledbyshipscapableofusingzero-emissionfuels.
In general, FMC member companies commit to purchasing a percentage of near-zero or zero-carbon solutionsfromsuppliers,despitethepremiumcost.
Ifenoughglobalcompaniescommitacertainpercentage of their future purchasing to clean technologies in this decade, this will create a market tipping point that will accelerate their affordability and drive long-term, net-zero transformation across industrial value chains. All FMC membersmustdeliverontheircommitmentsby2030.

The First Movers Coalition was launched during COP-26 in Glasgow in November 2021 and was initiated by the US State Department, through Special Presidential Envoy for ClimateJohnKerry,andtheWorldEconomicForum.

Our Aurora class vessels, the largest and most environmentally friendly car carriers ever built, is another majorsteptowardsbecomingnetzeroin2040.Theywillhave DNVs “ammonia ready” and “methanol ready” notations, making the vessels the first in the segment to be ready to operateonzerocarbonammonia.

• The composite index decreased by 10% last week, the 31st consecutive weekly decrease, and has dropped by 61%whencomparedwiththesameweeklastyear.
• The latest Drewry WCI composite index of $4,014 per 40-foot container is now 61% below the peak of $10,377reachedinSeptember2021,butitremains8%higher thanthe5-yearaverageof$3,714.
• The average composite index for the year-to-date is $7,597 per 40ft container, which is $3,884 higher than the five-yearaverage($3,714mentionedabove).
• The composite index decreased by 10% to $4,014.10 per 40ft container, and is 61% lower than the same week in 2021. Freight rates on Shanghai – Genoa dropped 19% or $1,203to$5,216perfeu.SpotratesonShanghai–LosAngeles fell 13% or $496 to $3,283 per 40ft box. Likewise, Rates on Shanghai–RotterdamandShanghai–NewYorkdipped10% and 5% to $ 5,441 and $7,278 per 40ft container respectively. However, rates from Rotterdam – New York gained 4% or $301 to $7,038 per 40ft box. Rates on Rotterdam – Shanghai, LosAngeles–ShanghaiandNewYork–Rotterdamhovered around the previous week’s level. Drewry expects the index todecreaseinthenextfewweeks.
