Important to build infrastructure that is futuristic: PM Modi

NEW DELHI - Prime Minister Narendra Modi recently said that well-planned cities will determine the fate of the country, asserting that India’s position in the world would have been completely different if 75 planned cities had been developed since Independence. Addressing a post-Budget webinar on ‘Urban Planning, Development and Sanitation’, he noted that only one or two planned cities have been developed in the country in 75 yearsofIndia’sIndependence.

TheprimeministersaidwithIndiaurbanisingrapidly,it isimportanttobuildinfrastructurethatisfuturistic.

“Urban planning will determine the fate of our cities in ‘Amrit Kaal’ and it is only well-planned cities that will determine the fate of India. When planning is better, our cities will become climate resilient and water secure,” the primeministersaid.

He urged the participants of the webinar to focus on three main questions about how to strengthen the urban planning ecosystem in the states, how to properly use the expertise available in the private sector in urban planning and lastly how to develop a centre of excellence that will takeurbanplanningtoanewlevel.

The government has organised a series of post-budget webinars to seek ideas and suggestions for the effective implementation of the initiatives announced in the Union Budget2023.

He informed that an incentive of Rs 15,000 crore has been declared in this year’s budget for the standards of urban development and expressed confidence that it will provideimpetustoplannedurbanisation.

Well-planned cities, he said, are going to be the need of the hour in the fast-paced environment of India in the 21st century.

Underlining that the development of new cities and the modernisation of services in the existing cities are the two main aspects of urban development, Modi highlighted the significance of urban development in every budget of the country.

He pointed out that poor planning of cities or lack of proper implementation after planning can create huge challenges in the development journey of India and stressed the need to work in a very focused way in areas of spatial planning, transport planning, and urban infrastructure.

Goods barometer declines further, hinting at fourth quarter trade slump

GENEVA - World merchandise trade growth appears to have lostmomentuminthefourthquarterof2022andislikelytoremain weak in the first quarter of 2023, according to the latest WTO Goods Trade Barometer issued on 1 March. The overall barometer index continues to point to weakening trade growth in volume terms after falling to 92.2, down from 96.2 in the previous releaseandwellbelowthebaselinevalueof100.

The Goods Trade Barometer is a composite leading indicator for world trade, providing real-time information on the trajectory of merchandise trade relative to recent trends. Barometer values greater than 100 signal above-trend trade volume while values less than 100 suggest that goods trade has either fallen below trend or will do so in the near future. The barometer index (represented by the blue line above) also finished below the merchandise trade volume index (represented by the black line), whichstoodat106.6inthethirdquarterthankstoresilientexports in Europe and the Americas. Preliminary data suggest that the merchandise trade index will follow the barometer index down once quarterly trade volume statistics for the fourth quarter are released.

The volume of world merchandise trade was up 5.6% in the third quarter of 2022 compared to the same quarter in the previous year. Meanwhile, cumulative year-on-year growth for the first three quarters of 2022 stood at 4.4%, above the WTO's forecast released last October of 3.5% for the whole year. A downturn in the fourth quarter would bring actual trade growth

more in line with the WTO's forecast for 2022. Any slowdown may prove to be short lived since container throughput of Chinese

ports and new export orders from Purchasing Managers' Indices (PMIs)havealreadystartedtopickup.

All of the barometer's component indices have fallen below trend except for the automotive products index (105.8), which was buoyedbyabove-trendsalesandproductionfiguresfortheUnited States, Europe and Japan, outweighing declines in China. The export orders index (97.4) remains below trend but is rising, hinting at a possible upturn in the near future. On the other hand, indices for container shipping (89.3), air freight (87.8), electronic components (84.9) and raw materials (92.0) are all below trend and declining, suggesting that weakness in trade is broad-based, impactingmanysectors.

US will continue partnering with India to promote transparent, rules-based trading system: Biden administration

WASHINGTON : The United States will continue to partner with India to tackle shared challenges, build resilient supply chains, and promote a transparent and rules-based trading system for market economies and democracies, the Biden Administration said Wednesday. The United States and India share a dynamic and important trade and investment relationship, the US Trade Representative said in its President’s 2023 Trade PolicyAgenda.

In 2021, the two countries relaunched the Trade Policy Forum (TPF), which had not met since 2017, it said, adding that India and the US convened the 13th meeting of the TPF in Washington in January last year. “Our governments discussed the tremendous potential for growth between our economies and how we can work together to bring a positive impact to working people in bothcountries,”itsaid.

“The United States will continue to partner with India to tackle shared challenges, build resilient supply

chains, and promote a transparent, rules-based trading system for market economies and democracies,” the USTR said in its India section of the report. According to the USTR, throughout 2022, the US engaged with India on an ongoing basis in response to specific concerns affectingthefullrangeofthebilateraltraderelationship.

Following the November 2021 re-launch of the TPF, the principal bilateral forum for discussing trade and investment issues affecting the two countries, 2022 was characterizedbyregularengagementthroughtheTPF’s four technical-level workings groups — on agricultural goods, non-agricultural goods, services and investment, andIP,itsaid.

These TPF working groups, which include participation by senior-level officials from key U.S. Agencies, provide an opportunity to achieve meaningful results and to address the general trend of increasingly trade-restrictive policies in India that continue to inhibit thepotentialofthetraderelationship,thereportsaid.

APSEZ subsidiary establishes unit to set up spoke silo complexes

AHMEDABAD : Adani Ports and Special Economic Zone(APSEZ) hassetupasubsidiarythatwilldevelopand operatesilocomplexesatspecificlocationsinthecountry.

Established by Adani Ports’ step-down subsidiary, Adani Agri Logistics, the new company called HM Agri Logistics hasbeensetupwithaninitialcapitalofRs,5lakhs.

According to an exchange filing, HM Agri has been set up with the purpose of developing, designing, constructing, financing, procurement, engineering, operating, and maintaining silo complexes without container depots on design, operation, building, finance, own and operate basis underpublic,privatepartnershipmode.

Last year, Adani Agri Logistics got a contract from the state-owned Food Corporation of India (FCI) to build four silo complexes in Uttar Pradesh and Bihar, following competitivebidding.

It will develop and operate state-of-the-art silo complexes at four locations — Kanpur, Gonda, and SandilainUttarPradeshandKatiharinBihar creating atotalsilostoragecapacityof3.5lakhtonne.

Silo complexes, which are mechanised and automated units equipped with temperature and humidity controls, are built to handle, store and preserve food grains. The handling process, from procurement to transportation, is inbulkformcateredthroughcontainerisedmovement. Thesilocomplexeswillbenefitfarmersacrossthestatesof Uttar Pradesh and Bihar. The silo complexes will be

executed under the Design, Build, Finance, Operate and Transfer(DBFOT)mode.

The Minister referred to the jacket that was gifted to the Prime Minister during the Energy Week, that was made out of recycled plastic and said that the PM had worn it to the Parliament and it was a sign and an inspiration that we all needed to contribute to the Green Movement. The rationalization of Composition Fee calculations aids in automation and accelerated delivery of services by attempting to make the procedure simpler and more understandable.TherevisedCompositionFeemodel,which isbasedonaspecificratefordifferentlevelsofthe'CIFvalue of Authorisation,' is less complicated and simpler to calculate. This will assist in streamlining the compliance processwithminimalhumanintervention,reducingtherisk ofdiscrepanciesandconfusions.

Automating the process will result in faster service delivery by reducing the need for manual calculations and paperwork. This initiative aims to integrate a uniform and

transparent system for implementing all PRC decisions, including past decisions related to levying Composition Fee in the case of extending Export Obligation Period (EOP) and/or regularization of exports made under the Advance Authorization Scheme. The goal is to make doing business easierandreducetransactioncosts.

Calculation simplification also contributes to the "Ease of Doing Business" mission by reducing complexity andmakingtheproceduresrelativelyeasyforexporters.

DGFT is working towards this goal by making the Composition Fee calculation procedure smoother and easier to understand for exporters. This initiate started with Public Notice No. 52 dated 18.01.2023 and continues with this PN issued. These initiatives will eventually result in stronger trade facilitation and ease of doing business.

HAMBURG : Hapag-Lloyd published its annual report for 2022, the year of its 175th anniversary.

According to the report, Hapag-Lloyd’s EBITDA increased to USD 20.5 billion (EUR 19.4 billion). EBIT grew to USD 18.5 billion (EUR 17.5 billion), and the Group profit improved to USD18billion(EUR17billion).

“Overall, we look back on a very successful 2022 with exceptionally strong results. This has enabled us to strengthen our financial resilience and asset structure once again. In addition, we have improved the quality of service for our customers and invested in terminals and infrastructure as well as in the efficiency of our fleet. However, costs – such as for fuel, charter vessels and container handling – have risen significantly,” said Rolf HabbenJansen,CEOofHapag-LloydAG.

RevenuesincreasedtoUSD36.4billion(EUR34.5billion). This can mainly be attributed to an increase in the average freight rate, to 2,863 USD/TEU (2021: 2,003 USD/TEU). However, already by the end of the year, the freight rate had significantly decreased due to easing congestion in ports and lower demand. Transport volumes remained on a par with the prior-year level, at 11.8 million TEU (2021: 11.9 million TEU), due to the strained supply chains. At the same time, high inflation was clearly noticeable in

the per-unit costs. Transport expenses rose by 18.5 percent, toUSD14.5billion(EUR13.7billion).

Due to the exceptionally strong Group profit, equity has growntoEUR28billionandtheequityratiohasrisentoover 70 percent. For these reasons, the Executive Board and Supervisory Board of Hapag-Lloyd AG have decided to propose to the Annual General Meeting that a dividend of EUR 63 per share be paid out for the 2022 financial year –whichcorrespondstoatotalpayoutofEUR11.1billion.

Looking ahead, Hapag-Lloyd expects earnings to gradually normalise in the current 2023 financial year. EBITDA is expected to be in the range of USD 4.3 to 6.5 billion (EUR 4 to 6 billion) and EBIT to be in the range of USD 2.1 to 4.3 billion (EUR 2 to 4 billion). However, this forecast remains subject to considerable uncertainty given the ongoing war in Ukraine and other geopolitical conflicts aswellastheimpactsofhighinflation.

“We have got the current financial year off to a decent start,buttheeconomyhascooledandasignificantdecrease in earnings remains inevitable. So we will continue to act flexibly in the market and keep a close eye on our costs. In addition, we will be working very intensively on formulating the strategic course that we will pursue until 2030. Citroen ties up with Chennai’s Kamarajar Port for export of vehicles

CHENNAI - Citroën India, part of the Stellantis group, has announced that it has signed a memorandum of understanding with Kamarajar Port Ltd (KPL) to commenceitsexportprogramfromIndia.

PAIPL, the Indian affiliate of Citroën India, will be exporting the Made-in-India ‘New C3’ B-hatch vehicles to countries in ASEAN and Africa. The shipping of the vehicleswillcommencethismonthasCBUs.

FIEO seeks clarification for relief to exporters

NEWDELHI-Recentimportcargonorms for plastic packaging are causing port congestion, with industry body FIEO and customs authorities attempting to clear the resulting logjam,whichhasalsoincreasedportdwelltimes.

Following amendments to the Plastic Waste Management Rules, 2016, last year, anyone who imports plastic packaging products, carry bags, multi-layered packaging, or plastic sheets must register on the Central PollutionControlBoard’s(CPCB)portal.

The initiative aims to reduce the use of single-use plastic. However, these guidelines apply not only to those who import plastic packaging products as end products, but also to those who import primary products such as machinery,textiles,oranyarticlepackagedinplastic.

Industry body Federation of Indian Export Organizations(FIEO)haswrittentotheCPCBontheissue noting that as per a February 8, 2023 order of Jawaharlal Nehru Customs House (JNCH), exporters importing raw materials or machines packed or wrapped in plastic bags and sheets have to apply under Extended Producer Responsibilities(EPR),eventhoughthesearenon-plastic.

“On a perusal of FAQs issued by CPCB, it is found that export-oriented units are exempt from fulfilling EPR obligations. However, the Standing Order of Customs is silent on this,” FIEO said. It has requested a clarification seeking that all non-plastic exporters, who are importing raw materials, machines packed or wrapped in plastic bags and sheets of more than 50 microns, are exempted fromformalitiesrelatedtoEPR.

Ajay Sahai, Director General and CEO, FIEO, noted that the current norms will increase transaction time and costs of exporters. “We have requested that the norms should not be applied to those who just have plastic packaging around their goods or are importing plastic packaging to EOUs and SEZ for export purpose or evenotherswhoareimportingforexportpurposes,” Sahai said.

According to official sources, the registration is taking up to three to four months noting that this is a new requirement. “Clearance of imported consignments cannot be held up for that long as it would disrupt supply chains and also lead to inflated dwell times in customs clearance,” a source said.
