NEW DELHI: The Special Campaign 2.0 for “Swachhta” (Cleanliness) was organised from 2nd October 2022 to 31st October 2022 in Directorate General of GST Intelligence(DGGI)andallitsZonal and Regional Units spread across thecountry.

As part of this Special Campaign 2.0 for Swachhta in Government offices, Sh. Vivek Johri, Chairman,

Central Board for Indirect Taxes and Customs (CBIC), launchedthe ई अपश नपटान (E-Waste Disposal Campaign)atDGGI.

Under the e-waste disposal drive, e-waste which included printers, computers, scanners and their parts were identified and collectedtobedisposedofasperthe prevailingguidelines.

India e-logistics industry set to touch

$9 bn with e-commerce boom

NEW DELHI: India’s e-logistics sector has become one of the largest and fastest growing logistics markets globally and is all set to reach the $9 billion industry, with a compound annual growth rate of 35 per cent, a report showed. The number of e-commerce logistics shipments is expected to grow by four times in the nextfiveyears.

“Thanks to new-age tech-enabled players who have entered India’s logistics arena, it is now easier for small- and medium-sized businesses to transport goods, and there is a drastic increase in the speed and efficiency in which parcels are delivered,” says the report by Bengaluru-based Redseer

StrategyConsultants.

Among such players, Delhivery is well positioned at the cross-section of the various logistics sector growth drivers including infrastructure, offline commerce, digital consumption, and adoption of technology and data sciences.

The e-commerce logistics sphere has contributed to the overall growth of India’s logistics sector and enabled the e-retailboominIndia.

The proliferation of smartphones and localisation of the internet in nonEnglish languages is drawing in new consumers from non-metro locations into the internet economy and creating new demand for online commerce,

thus paving the need for disruption in logistics. According to the report, the availability of multiple payment options such as UPI, no-cost EMI, BNPL (buy now, pay later), etc. are further driving the adoption of digital commerce by more consumers, thereby creating a need for ecommercelogistics.

“Multiple segments in the Indian logisticsmarketareaddressablebyfullstack-tech-enabled logistics service providers. There seems to be great headroom for growth as tech-enabled logistics players venture into adjacent segments such as hyperlocal delivery, express delivery, trucking, and more,” thereportmentioned.

Govt extends curbs on sugar shipments, to soon fix this year’s export quota

MUMBAI: India has extended curbs on sugar exports by one year until October 2023, the Government said, but the world’s biggest producer of the sweetener is still expected to fix a quota forthisyear’soverseassales.

India, also the world’s biggest sugar consumer, this year restricted exports through to the end of this month to contain a rise in domestic prices followingrecordexports.

“Thenotificationmerelyextendsthe government’s policy of keeping sugar exports in the restricted category, but this decision does not mean that the governmentwillnotallowsugarexports in 2022/23,” Prakash Naiknavare, Managing Director of the National Federation of Cooperative Sugar Factories Ltd, told referring to the government’slateFridaynotice.

The current season’s export quota

could be issued next week, Trade and Government sources said. According to a report, the government was poised to allow 5 million tonnes of sugar exports in a first tranche for the new marketing yearthatbeganonOct.1.

India is expected to allow about 3 million tonnes of sugar exports in the second tranche, taking this year’s total overseas shipments of sugar to about 8milliontonnes.

The basic aim for organizing these workshops was to resolve maximum possible number of issues on the spot and chalk out way forward with a clearly defined timeline for the remainingone.

Gateway Distriparks to acquire ICD Kashipur

MUMBAI/DELHI: Gateway Distriparks Limited (GDL) has signed a Share Purchase Agreement (SPA) with Kashipur Infrastructure andFreight TerminalPrivate Limited (KIFTPL) and its majority shareholders namely, Apollo LogiSolutions Limited, India Glycols Limited and Kashipur Holdings Limitedon31stOctober2022toacquireKIFTPL.

Theagreedpurchaseconsiderationfortheacquisitionof 99.92% shareholding of KIFTPL from its shareholders is Rs. 156 Crores, subject to certain pre-closing and postclosing adjustments in accordance with the terms of the SPA,whichisexpectedtocloseattheendofQ3ofFY2022-23. Gateway Distriparks to acquire ICD Kashipur

KIFTPL owns and operates a rail connected inland container depot (ICD) at Kashipur, Uttarakhand. The facility is spread over 41 acres, has three rail sidings, and 17,000 square feet of warehousing space. The target market in the region includes various industries such as paper products, wastepaper, chemicals, home furnishings, handicrafts, automotive parts, polyfilms, soda ash and other industrialgoods.

Currently KIFTPL provides only terminal services, while rail services are provided by other container train operators. With this planned acquisition,GDLwillprovideexclusiverailservicesto this ICD using its existing fleet of 31 trains, in addition to offering all terminal services and road transportation, thereby transitioning this ICD to a full multimodal logistics park. Further, by utilising the

strengthoftheexistingnetworkofICDsandproviding cost efficient rail services through the hub and spoke model, the Company will be able to grow the volumes at this ICD significantly. The existing volumes handled at ICD Kashipur are 3,000 TEUs per month onaverage.

The proposed transaction is subject to customary approvals, and other conditions precedent required to befulfilledbyKIFTPLanditsshareholders.

Prem Kishan Dass Gupta, Chairman & Managing Director, GDL commented, “We are in a phase of high growth, and we see a lot of potential in the rail vertical of our business. We had already announced the commencement of construction of our new ICD in Jaipur last month. With this new acquisition that is planned, we will be owning 11 container terminals across India. MUMBAI: This Diwali Essar Foundation, in collaboration with Essar Ports, brightened the lives of elderly people. Earlier this month, the team had visited the old aged home – Sahyog Vridh Ashram, situated in the Wada-Palghar region, and found that the Ashram was desirous of ration support. Since they have a borewell, they also required a RO Water Filter. Essarchosetoaddresstheserequirementsduringthe auspicious time of Diwali and spread joy among the elderly people at the old-age home. Essar donated ration, viz. dal, rice, wheat flour, oil, spices etc. to the Ashram and are in the process of providing a RO Water Filter soon. Among Major Ports Paradip Port Authority organized PPP Grievance Redressal Forum with its various stakeholders, in which representatives of concessionaire / captive berth operators participated. The Port management keenly listened to various issues of participants and resolvedmostofthem.

Similarly, the Deendayal Port Authority, Kandla also organized a Workshop on PPP Grievance Redressal Forumwithitsvariousstakeholderslike Indian Farmers Fertilizer Cooperative Limited, Kandla International Container Limited & Adani Ports and SpecialEconomicZoneLimited.

A 'PPP grievance meeting' was organized by Jawaharlal Nehru Port Authority as per the guidelines of Ministry for all the terminal operators. The meeting was headed by the Chairman,JNPA whobriefedaboutthe PPP model. Mormugao Port Authority

also organized the same where Terminal operators SWPL (JSW) and Adani Mormugao Port Terminal Limitedparticipated.

New Mangalore Port Authority (NMPA) conducted a hybrid Workshop on ‘PPP Grievance Redressal Forum’ with the stakeholders of existing PPP & Captive terminal/ berth as a part of Special campaign 2.0. All HOD's, senior officersofNMPAalsowerepresentinthe meeting. All stake holders / concessionaireswerepresentinthePPP grievances workshop redressal forum wherevariousissueswerediscussed.

Syama Prasad Mookerjee Port, Kolkata conducted a PPP Grievances workshop with its stakeholders. Longstanding issue with TMILL were discussed with its representatives and common solution were drawn. Among the participants the representative of Century Ports Ltd. stated that they are yet to start operation and they are confident of abiding by the time

schedule of the contract. All these redressal forum meetings are likely to iron out differences between various stakeholders and quicken the pace of PPP project execution thus enhancing betterandmoreefficientportservices.

It is noteworthy that in line with the overall spirit of the Special Campaign for Disposal of Pending Matters 2.0 (SCDPM), during its implementation phasefrom2ndOctoberto31stOctober, 2022 the Ministry of Ports, Shipping and Waterways Main Secretariat, all major ports and other attached/subordinate offices undertook special drive for swachatha and disposed-off pending matters. As a part of Special Campaign 2.0, ports also implemented several ‘Best Practices’ which includes not only cleaning activities in and around the office premises, awareness workshops, digitization of files and records, sapling plantation, implementation of E-Cars etc. but also simplifying various rules andregulations.

Warehousing and e-NWR are going to play a critical role in Transformation of India

NEW DELHI: Warehousing and Electronic Negotiable Warehouse Receipt (e-NWR) are going to play a critical role in the transformation of India and rural India in particular, said Shri Sudhanshu Pandey, Secretary Department of Food and Public Distribution(DFPD).

The Secretary was addressing a seminar on “e-NWR – An Effective Tool for Promoting Pledge Financing” organized by the Warehousing Development and Regulatory Authority (WDRA)underDFPD.

Delivering his address, Shri Pandey spoke about a paradigm shift and how in the next 25 years, real growth is going to come from rural

India with mechanisation of agriculture, regulation of warehousing, organisation of the informal sectors of the economy, increase in financing and credit flow access in the rural economy and mobilisation of the potential of cooperative societies leading to better governance and accountability. He said that warehouses will continue to be required for safe storage, food security, financing and export. He further said that the Government has taken a number of steps for increasing registration of warehouses and promoting the benefits of registration of warehouses with WDRA and pledge finance against e-NWRs. These

include encouraging all Government stocks to be kept in the WDRA registered warehouses and reduction in cost of insurance. He further said that the electronic negotiable warehouse receipts envisaged by WDRA have become a reality and inspired all the stakeholders and partners to continue their collective approach to benefit the people of the country.

WDRA celebrated its Foundation Day as it was constituted in 2010 under the Warehousing (Development and Regulation) Act, 2007. As a part of its Foundation day celebrations, a series of events was organized from 17th to 31st October2022.

India, smaller nations talk trade via Rupee accounts

MUMBAI: India is in talks with about a dozen smaller countries as the Government seeks to expand bilateral tradesthroughbespokerupeeaccounts and internationalise indigenous payment modes. The object is to bypass the dollar-denominated trades through baby steps and creating an alternative payment ecosystem other than the globalSWIFTplatform.

They include African countries such as Djibouti, Zimbabwe, Malawi, Ethiopia and Sudan, said people familiarwiththematter.

The Reserve Bank of India (RBI), Finance Ministry and National Payment Corp. of India (NPCI) did not comment on the matter. The Indian

Economic Trade Organization (IETO) andNPCIareprimarilyengagedinsuch cross-border dialogue before it reaches the regulators. For example, IETO held a meeting of all Common Market for Eastern and Southern Africa (Comesa) ambassadors in Hyderabad last week. Senior Ministry of External Affairs and Telangana Government officials were present.Madagascaralsoparticipated.

"We are engaging with a group of smaller countries which may be interested in bilateral trades via dedicated rupee account," said Asif Iqbal, president, IETO. "We are helping to kickstart bilateral talks after which we will make a pitch for the UPI payment system involving NPCI.

Suchbabystepswillhelptherupeegain international clout gradually through non-dollarbilateraltrades."

The Unified Payments Interface (UPI) developed by NPCI is the country's flagship payment system and hasearnedaccoladesacrosstheworld.

Cereals, sugar and plastic products are part of the country's trade with Djibouti. Such transactions, if routed throughanydedicatedrupeeaccount,can be settled in local currencies. Djibouti's francisequaltoabouthalfarupee.

Similarly, trade with Ethiopia, Namibia, Cuba and Kenya could be directlysettledinIndianrupeesagainst birrs, Namibian dollars, pesos and shillings,respectively.

India-Bangladesh Inland Waterway connectivity route to be extended till Gomati district

NEW DELHI: The India-Bangladesh international inland waterway connectivity route till Sonamura in Tripura’s Sepahijaladistrictwouldbeextendedby40kminsidetheIndian territory to the adjoining Gomati district, an official said in AgartalaonMonday,31stOctober.

Addressing reporters at the state secretariat, transport special secretary Sandeep R Rathore said the IndiaBangladeshinternationaltransportprotocolroute,whichwas launched in May last year, is being upgraded and extended to encourage water transport through River Gomati. He added that a package of Rs 24.52 crore was sanctioned for the construction of nine floating jetties and dredging of the river. The responsibility to dredge the route was given to the Public Works Department (Water Resource) and the Tourism Department, and a tender was floated inviting bids for the constructionofthejetties.

“In order to extend the Sonamura-Daudkandi protocol routeuptoMaharaniinUdaipurofGomatidistrict,40kmfrom Sonamura, a proposal has been sent to the Ministry of Ports, Shipping and Waterways. The Ministry of Home Affairs and the Central Board of Indirect Tax & Customs have already

giventheirconsentintheirrespect,”theofficialsaid.

Apart from the dredging and upgradation of navigability on River Gomati, the state government has sent a proposal to set up a trans-border trade connectivity network with Chittagong Port of Bangladesh through River Feni that flows between the two countries. The proposal sent to the Ministry of Ports, Shipping and Waterways has sought to conduct an automated hydrographic survey on River Feni by the Inland Waterways Authority of India (IWAI). The IWAI has already completedtheworkforthehydrographicsurvey.

Meanwhile, a floating jetty was constructed at Srimantapur near Sonamura and handed over to the Land Ports Authority of India (LPAI) for operation, maintenance, andmanagement.Theworkforsettingupapermanentjettyis in progress and an agency selected for the work has started workonsite,theofficialsaid.

The state is also developing a multi-modal logistic hub in SabroomundertheSouthTripuradistrict.Aspecialeconomic zone,oneintegratedcheckpost,andarailyardarepartofthe hub, which is expected to offer Tripura better connectivity withSoutheastAsia.

On 31.10.2022, the first day of his visit, Dr. Sanjeev Ranjan, IAS, Secretary to GoI (MoPSW) was welcomed at Chennai Port by Shri. After a tree-plantation ceremony, Secretary (MoPSW) reviewed the performance of the Port and its comprehensive Master Plan up to 2047. Secretary (MoPSW) praised the efforts of the Chennai Port and highlighted huge growth potential for the Port. During the review meeting, Dr. Sanjeev Ranjan, underlined the major digitalinitiativesof the Government, suchas, PMGati Shakti, National Logistics Portal – Marine (NLP-marine), etc. and sought enthusiastic participation for overall improvement in thelogisticssector.

A multi-disciplinary workshop on PM Gati Shakti, new National Logistics Policy, Ease of Doing Business (EoDB), Port e- Governance and Multi-modal Logistics Park was conducted to exchange ideas, promote integrated planning and coordinated execution of connectivity projects to reduce costandtimeinExport-Importtrade.

In the workshop, Shri. T.K.Ramachandran, IAS, Chairperson,VOCPortAuthority, emphasizedonthePort’s e-governance, explained the benefits of digital initiatives of the Government – National Logistics Portal – Marine, encouraged trade participation on the beta version and clarifiedportusersdoubts.
