FM seeks States’ cooperation in development of Industrial Corridors

NEW DELHI: Finance Minister Nirmala Sitharaman recently urged states that there should be no politicisation of economic development and that they should all work collectively as Team India to iron out the issuesindevelopingindustrialcorridors.

Her comments came while chairing the ‘2nd meeting of the Apex Monitoring Authority’ of the National Industrial Corridor Development & Implementation Trust (NICDIT) through virtual mode. They had alleged that the Centre has violated the spirit of cooperative federalism through severalofitsrecentdecisions.

Meanwhile, Sitharaman sought the support of the states to resolve the issues in operationalising the industrial corridors such as expediting land acquisition and facilitating implementation of external infrastructure linkages,amongotherissues.

The meeting was also attended by Commerce Minister Piyush Goyal, Shipping Minister Sarbananda Sonowal, Vice Chairman of Niti Aayog Suman Very and officials of 16statesaswellasofficialsofvariouscentralministries.

Sitharaman reviewed the progress of projects under NICDIT.

NICDIT aims to create greenfield smart industrial citieswithsustainable,‘plugnplay’&ICT-enabledutilities.

Duringthereview,specialsecretaryintheDepartment for Promotion of Industry and Internal Trade (DPIIT) apprised that as per the directions of the finance minister in the previous meeting, round-table conferences, roadshows and meetings with international associations

are being organised at different places with support of statesandspecialpurposevehicles.

NICDIT is within the overall framework of PMGatiShaktiNationalMasterPlan.

It aims to create quality infrastructure and keep land parcels ready for allotment to attract investments in the manufacturing sector and position India strongly in global valuechains.

For the development of industrial corridor nodes, multi-modal connectivity is being provided by different central ministries under various flagship schemes like Bharatmala, Sagarmala, National Waterways, Dedicated FreightCorridorsandNationalGasGridamongothers.

Sitharaman during the meeting, emphasised on the importance of freight corridors, industrial corridors, Railways and Expressways to further ignite industrialisationandeconomicdevelopmentinIndia.

Indian sugar mills export entire quota of 6.1 million tonnes

NEW DELHI: Indian mills have shipped out the entire 6.1 million tonnes of sugar allowed for exports, industry officials told Reuters, cashing in on multi-year high prices in theworldmarketandrobustdemand.

The world’s second-biggest producer of the sweetener is, however, unlikely to allow additional exports in the current marketing year ending on Sept. 30, due to a likely drop in production.

This could lift global prices and allow top producer Brazil tosellmoresugarontheworldmarket.

“The mills have shipped the entire allocated quantity, and nothing has left since global prices became attractive,” Prakash Naiknavare, Managing Director of the National FederationofCooperativeSugarFactoriesLtd,toldReuters.

Mills were getting more than 50,000 rupees ($604.6) per tonne from the overseas sale against the local price of 36,500rupees,dealerssaid.

A rumour earlier this month that India could ban exports

promptedmillstoacceleratetheremainingshipments,hesaid.

Thecountryexportedarecord11milliontonnesofsugarin the previous 2021-2022 season, but New Delhi allowed exports of only 6.1 million tonnes in the current year due to an expecteddropinproduction.

Production is likely to fall to 32.8 million tonnes in the current year, from a record 35.8 million tonnes in the previous season. The drop in the production has closed the window of additional exports, which mills were seeking earlier, said a seniorindustryofficial,whodeclinedtobenamed.

“Wearenownotdemandingthegovernmenttoallowmore exports in the current season. We know it’s not possible,” he said.

India mainly exports sugar to Indonesia, Bangladesh, Malaysia,Sudan,SomaliaandtheUnitedArabEmirates.

Asian and African buyers have shifted to Brazil from India as the south American country has ample surplus for exports, saidaMumbai-baseddealerwithaglobaltradehouse.

The Goods Trade Barometer is a composite leading indicator for world trade, providing real-time information on the trajectory of merchandise trade relative to recent trends. Barometer values greater than 100 are associated with above-trend trade volumes while barometer values less than 100 suggest that goods trade has either fallen below trend or will do sointhenearfuture

The volume of merchandise trade in the fourth quarter of 2022 was down 2.4% compared to the previous quarter and 0.8% compared to the same periodinthepreviousyear.TheQ4slumpwasdrivenby several related factors, including the ongoing war in Ukraine, stubbornly high inflation in advanced economies,andtightermonetarypolicyglobally.

TheeasingofpandemiccontrolsinChinastartingin December 2022 appears to have boosted port traffic in the country, but this was outweighed by reduced vessel traffic in Europe. Preliminary data suggest that trade remaineddepressedinQ1of2023,buttherecentpickup in export orders points to an increase in demand for traded goods in the second quarter. These results are

broadly consistent with the WTO's most recent trade forecast issued on 5 April, which projects 1.7% growth in worldmerchandisetradein2023.

The barometer's component indices are currently mixed. The automotive products index (110.8) has risen firmlyabovetrendonthebackofstrongsalesintheUnited States and Europe. The highly predictive export orders index (102.7) has also returned above trend after a dip following the outbreak of war in Ukraine. In contrast, the indices representing container shipping (89.4), air freight (93.5) and electronic components trade (85.2) all continue to signal weakness. The index of raw materials trade (99.0), meanwhile, finished just below trend. The combination of strong positive and negative indicators makes the shorttermoutlooklesscertainthanusual.

Proposed supply chain agreement under IPEF to help India mitigate risks of economic disruptions

NEW DELHI: The proposed supply chainagreementamongthe14-member IPEF grouping would provide various benefits to India, including a potential shift of production centres in critical sectors and mitigating risks of economicdisruptionsfromsupplychain shocks, an official said recently. Members of the bloc concluded the negotiations on the proposed agreement, one of the four pillars of the Indo-Pacific Economic Framework for Prosperity(IPEF),onMay27inDetroit.

The other benefits include supply

chain diversification, mobilisation of investments, deeper integration of India in global value chains, support to MSMEs and creation of a seamless regional trade ecosystem, which would facilitate the flow of Indianproducts,theofficialsaid.

The agreement would help India to reduce its dependence on China. The pact also assumes significance as the COVID outbreak had severely disrupted the global supply chain as most of the countries were dependent on China for various products, like

pharmarawmaterials.

IPEF was launched jointly by the US and other partner countries of the IndoPacificregiononMay23lastyearinTokyo. The framework is structured around four pillars relating to trade, supply chains, clean economy and fair economy (issues like tax and anti-corruption). India has joined all the pillars except the trade one. Australia,BruneiDarussalam, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, the US andVietnamaremembersofthebloc.

AISATS and YIAPL sign Concession Agreement to build Multi-Modal Cargo Hub at Noida International Airport

NOIDA: Air India SATS Airport Services Private Limited (AISATS), a leading airport services company in India, and Yamuna International Airport Private Limited (YIAPL), a special purpose vehicle formed by Noida Airport concessionaire Zurich AG, have signed a concession agreement to build a state-of-the-art Multi-Modal Cargo Hub (MMCH) at NoidaInternationalAirport.

Sanjay Gupta, CEO of AISATS, and Christoph Schnellmann, CEO of YIAPL, signed the agreement at a ceremony held on May 30, 2023, atNoida.

The MMCH, spanning across 87 acres, will be a pioneering facility in

India that comprises an Integrated Cargo Terminal (ICT) and an Integrated Warehousing & Logistics Zone (IWLZ). Standard Chartered : India’s goods exports to touch $773 billion by 2030

MUMBAI: India’s goods exports to grow at an annual rate of 7.5 percent, outpacing the global average growth of 5 percent, to reach $773 billion by 2030, Standard Chartered said in a report. India’s newly unveiled Foreign Trade Policy 2023 targets to increase goods and services exports to $2 trillion by2030.

The country’s exports jumped to an all-time high of over $770 billion in 2022-23. This included $447 billion of goodsexports.

“Astheglobaleconomyfullyreopens and cross-border trade accelerates, South Asia region is at the heart of global trade growth and is perfectly positioned to be an export powerhouse drivenbyIndiaanditsdominanceinkey sectors like textiles, metals & minerals, Chemicals & Pharmaceuticals,” GauravBhatnagar,HeadofTradeand Working Capital, India & South Asia forStandardChartered hasnoted.

This growth, as per the report, will ride on the back of exports of goods to Turkey, Vietnam and Indonesia, which are among some of the highest-growing trade areas for the country, while exports of goods to the US, Mainland ChinaandtheUAEwillbethehighestby volume.

India’s FTAs with the UAE and Australia, which have recently come into force, are further increasing its competitiveness as a manufacturing and export powerhouse, the report has noted.

India is expected to grow its exporting sectors by supporting innovation and capacity expansions, as well as building sector ecosystems, the reportsays.

The theory was supported in a recent Reserve Bank of India article, released on May 22, which had said that India has become a key supplier to the world with its increasing

specialisation and competitiveness, helping the country ride the current trend of diversification of supply chains.

The report also adds that India is expected to be the fastest-growing export destination, overtaking South Korea,GermanyandVietnamby2030.

To channel greater capital into its manufacturing sector, the government has recently allowed up to 100 percent foreign holding under the ‘Make in India’ initiative, in sectors from metals and mining to telecommunications and agriculture.

This liberalisation in India’s key sectors, the report says, is expected to increase the market’s attractiveness as a FDI destination, and draw in the capital required to rapidly transform the key sectors. Capital inflows from Japan, Singapore, the UK and the UAE are expected to increase over the next fiveyears.

‘PIC2’ service’s maiden vessel, M.V. SSL Delhi, was inaugurated at DP World’s terminal in Cochin on 17th May 2023. The inaugural call ceremony was attended by Capt. Joseph J. Alapat Deputy Conservator, Malla Srinivasa Rao, Financial Advisor and Chief Accounts Officer of Cochin Port Authority, Praveen Joseph, CEO, DP World Cochin, and members from Unifeeder Group. The port terminal has improved its ability to handle post-panamax ships as of February 2023. Since opening in 2011, the 605-meter-long terminal has successfully handled6millionTEUs,asignificantaccomplishment.

“We expect the first vessel to berth in October this year, that’s when we expect the first equipment to come. We expect the Phase 1 of the port (400 metre quay) to be commissioned by March 2024 and the balance by May 2024. So, we expect the full commissioning of Vizhinjam Port by May 2024,” Karan Adani said recently after the company announced the fourth quarterandannualfinancialresults.

The new port is designed to cut India’s dependence on nearby Colombo to send and receive container cargo.

According to the concession agreement signed on August 17, 2015, Vizhinjam port was slated to start operationsonDecember3,2019.

Adani Vizhinjam Port Pvt Ltd (AVPPL), the APSEZ unit developing the port, has blamed force majeure events arising from acts of God such as the Cyclone Ockhi,highwaves,aNationalGreenTribunalorder,the pandemic,CycloneTauktaeandreasonsattributableto Kerala Government authorities for the delay in achieving the scheduled commercial operation date (COD)setbytheconcessionagreementfortheproject.

The delay and the reasons behind it are currently

beingheardbyanarbitrationpanel.

The Vizhinjam project is entitled to receive a viability grant funding/equity support grant of Rs1,635 crore to be shared by the Centre (Rs 818 crore) and the Kerala government (Rs 817 crore) to boost its viability, making it the first and only port project to be offered such a grant. Of this, Rs1,227 crore will be given during the construction phase and the balance during the operation period spanning40yearsextendablebyanother20years.

Viability Grant Funding (VGF) is a one-time grant given by the Central government for supporting publicprivate-partnership (PPP) projects in infrastructure that are economically justified but fall short of financial viability.

The VGF was the basis on which the bid was awarded to Adani Ports and Special Economic Zone Ltd (APSEZ), which quoted the least grant of Rs1,635 crore in an auction in2015.

The “in-principle” approval for granting VGF to the Vizhinjam port project was accorded by the Centre in February2015.

Adani Vizhinjam Port has secured “final approval” from the Union Finance Ministry’s Department of Economic Affairs in October 2022 for the construction phaseVGFofRs1,227crore.

COPENHAGEN:Justbeforethestartofthepandemic,the non-alliance carriers were offering 16,000 TEU per week on average on the Asia-North America West Coast trade lane, droppingto10,000TEUperweekattheonsetofthepandemic, followed by a sharp upward swing to 40-50,000 TEU per week, as the non-alliance carriers poured capacity into the trade lane.

In terms of market share of total weekly deployed capacity on the trade lane, the non-alliance carriers increased from a pre-pandemic figure of 10% to around 15% during the peak. As freight rates began to normalise and capacity gradually became available again in the market during 2022, the nonalliance market share also began to decline. In essence, for most of 2023, their share has reverted back to the 10% levels. Thisisshowninfigure1.Thedatashowninfigure1isbasedon a3-weekrollingaverage,toeliminatetheworstofthevolatility and to better ascertain the underlying trends. If this was not done, the non-alliance would have, in some weeks, offered morethan20%ofthecapacityinthemarket.

Basedonthetotalityoftheperiodi.e.,fromJanuary2020to July 2023, there is a clear difference in scale between the carriers, with Wan Hai, Matson, and SM Line substantially

larger than the other non-alliance carriers operating on the trade. If we however look at the development over time, the pattern becomes a bit more complex.

For example, WanHaireactsvery sharply to the initial pandemic shock, followed by an equally sharp reaction once the market tightensandfreightratesgoup.SMLineshowelementsofthe same behaviour although not to the same degree as Wan Hai. Coming into 2023, SM Line is consistently offering more capacityinthetradethanWanHai.

All that said, the plethora of new carriers, who entered the market at the peak of the freight rate bonanza, are mostly equally quick to exit the market, as conditions have been normalisingin2023.

BIMCO: Container Shipping Market to grow by up to 1.5% in 2023

OSLO: In our base case scenario, BIMCO predicts that global container volumes will grow by between 0.5% and 1.5% in 2023, and by between 5.5% and 6.5% in 2024. They will thus reachapproximately185millionTEUin2024.

Volumes in the first half of 2023 will show negative growth as head-haul and regional trade lanes have not yet recovered from the slowdown that began in the second half of 2022. We predict that the recovery in volumes and growth rates will beginduringthesecondhalfof2023.

We expect that combined volumes for the all-important head-haul and regional trade lanes will end 2024 approximately 7% higher than in 2022. Back-haul trade lanes have experienced negative growth for three consecutive years, but we believe that growth will return in 2023 and 2024 and that volumes in 2024 will end approximately 5.5% higher than in 2022. However, much uncertainty about the timing of the market recovery still exists, so we have also developed a lowcasescenario.Inthisscenario,weassumethatthemarket downturn will last throughout 2023 and that recovery will only beginin2024.

In this low case scenario, global container volumes will end 2024 about 3.5% lower than in the base case scenario. Volumes in head-haul and regional trade lanes will end 2024 nearly5%lowerthaninthebasecasescenario.

Economic growth remains a key driver of demand in the container market. The International Monetary Fund (IMF) predicts global economic growth of only 2.8% in 2023 and 3.0% in2024.

However, risks remain firmly tilted towards the downside, with the IMF also presenting a low case scenario where tighter financial conditions could reduce growth to 2.5% and 2.8% in 2023 and 2024 respectively. The advanced economies are likely to suffer a greater negative impact and specifically the US, the European Union and Japan are predicted to see growth 0.4 percentage points lower in 2023 than in the base case.EconomieswithclosetiestotheUSsuchastheMexican and the Canadian are at greater risk of suffering a slowdown thaneconomieswithloosertiestotheUS.

The weaker than normal conditions are also apparent within the manufacturing sector. The global manufacturing PMI (purchasing managers’ index) has only hit 50.0 once since September 2022 but has otherwise been lower, indicating falling activity. The situation has been similar in China and although a manufacturing PMI reading of 51.6 in February2023offeredsomehopesofrecovery,itslippedbelow 50againinApril.

Consumers on the other hand appear to be faring better. Unemployment rates in both the US and the European Union arelowincomparisontopre-COVID-19levels.

Retail sales volumes in both the EU and the US have stayed mostly stable, and the most recent sales figures are only 5% and 3% lower than the peak sales levels seen in 2021

respectively. However, the trend has been a slow but steady decline and consumer sentiment in both areas also remains verylow.

Despite North America import volumes falling 21% y/y in Q1 2023, the inventory/sales ratio for all business sectors has been climbing back towards pre-COVID-19 levels, indicating that inventories have grown faster than sales. In many countries, high inflation, rising interest rates and tightening financial conditions remain a challenge for both consumers and businesses. In the US in particular, there is a concern that the Federal Reserve will increase interest rates so much that the economy will suffer a “hard landing”. Should that occur, it willalsonegativelyimpactothercountriesandregions.

It is therefore too soon to conclude that import volumes into North America will recover in the second half of the year, though that remains our base case assumption. The same applies to European imports. So far, Q1 2023 volumes fell so much year-on-year that total volumes were lower than in Q1 2019 and head-haul and regional volumes were only marginallyhigher.

Still, volumes into South & West Asia, Latin America and Africa are cause for some optimism as combined, they were 6.9% higher in Q1 2023 than in Q1 2019 and grew 4.3% compared to Q1 2022. Unfortunately, the three regions’ volumesonlymakeup23%ofoverallvolumes.

Renewed growth in the three main regions –East & Southeast Asia, Europe & Mediterranean and North America –thereforeremainscriticalforvolumesreturningtogrowthin thesecondhalfoftheyear.
