GENEVA : The United Nations has warned that carbon emissions from shipping were growing, calling on the vast industry to scrap old, polluting vessels and upgradeinfrastructuretospeedupitsgreentransition.
The UN’s trade and development agency UNCTAD highlighted the vital role shipping plays in the global economy, with over 80 percent of all traded goods in the worldmovedbysea.
But while the world is becoming increasingly aware of the need to slash greenhouse gas emissions to avert catastrophic climate change, the global maritime fleet saw emissions rise by 4.7 percent between 2020 and 2021 alone, itsaid.
“That number is heading in the wrong direction,” UNCTAD Chief Rebeca Grynspan told ahead of the launch of the agency’s annual report on maritime transport.
Grynspan, a former vice president of Costa Rica, also raisedconcernsabouttheaverageageofshipssailingthe seascurrentlystandingatnearly22yearsold.
“Our ships pollute more as they get older,” she said, stressing the need for “a whole new generation of ships… that can use the most cost-efficient fuels and canintegrateseamlesslywithsmartdigitalsystems.”

As many as 298 projects, including for road and rail connectivity to ports, have been identified under the plan. The Empowered Group of Secretaries headed by Cabinet Secretary Rajiv Gauba has identified critical infra gaps in port connectivity thatwouldbetakenonaprioritybasis and their implementation would be reviewed monthly, officials said. Theideaistocompletetheseprojects onafasttrack, accordingtosources.
Under the port connectivity master plan, 63 Non-Major Ports, 13 Major Ports (including the under implementation Vadhavan Port), and 11 Multimodal Terminals and River portsarebeingconsidered.
Of the total projects, 161 are road projects and 132 are rail connectivity
projects. Out of these, 60 road and 42 railway projects have been identified ascriticalinfrastructuregapprojects. These supplement the 191 projects under the Sagarmala programme, a port connectivity improvement exercisestartedin2015.
“Out of 102 critical infrastructure gaps that have been identified, multimodal committees have classifiedsixroadinfrastructuregaps as critical requirements and 29 as very important requirements. The remaining are important or futuristic requirements,” a senior official, awareofthedeliberationstold.
The road projects entail a cost of Rs. 75,432 crore while the cost of rail connectivity projects is pegged at Rs.76,713crore.
The ports of Paradip,
Visakhapatnam,andKolkatahavebeen accordedthehighestprioritywithmost projectsintheseconnectivityplans.
Of the 102 critical infrastructure gaps, Maharashtra has 31 projects, Karnataka has 17, Gujarat has 16 and Andhra Pradesh has 14. West Bengal and Tamil Nadu have 7 projects each, whileKeralaandOdishahave5each.

The move comes at a me when India’s merchandise exports are faltering due to a demand slowdown in top markets like the US and the EU.
NEW DELHI: The Commerce MinistryhasfloatedaCabinetnoteon a new scheme to develop select districts across the Country as export hubs, official sources said recently. Under the scheme, the Centre could extend a total assistance of Rs 3,0005,000 crore to not just states but also eligible private players for creating export infrastructure in select districts, theysaid.
The move comes at a time when India’s merchandise exports are faltering due to a demand slowdown intopmarketsliketheUSandtheEU. Goods exports contracted 16.7% on year in October, the first drop in 20 monthsandtheworstsinceMay2020. So, any support to boost exports of goodsandservices, whichaccountfor over a fifth of the country’s GDP,
assumessignificanceatthisjuncture.
“The new scheme could have the characteristics of a centrallysponsored scheme (where State Governments will also pitch in with their funds) but it would include interested private players as well,” said one of the sources. The Cabinet could take up the proposal for approval before the next Budget, he added. “Also, it would definitely be a part of the next foreign trade policy (which will be adopted from April 2023),”headded.
The assistance could be in the form of grants. Usually in a centrallysponsored scheme (CSS), the Centre extends about 60% of the funds and 40% is borne by the States. Sources had earlier told that the Commerce Ministry could initially run pilot
projects in about 50 districts across the Country and gradually widen the initiative to cover more districts. Of course, a precise estimate of the assistance under the scheme would be firmed up after the concurrence of theFinanceMinistry.
The move follows Prime Minister Narendra Modi’s call for developing each district into an export hub. Commerce and industry Minister Piyush Goyal has held several rounds of deliberations with stakeholders for thispurpose, saidthesources.
At present, while States are encouraged to develop key districts into export hubs, there is no specific Central Government support for this purpose.Thenewschemeisexpected to encourage states to pitch in to furtherboosttheirexportsaswell.
NEW DELHI: Besides, sources said the meeting to be attended by other stakeholders, including senior officials of External Affairs and commerce ministries, will review the progress madeonthisfrontsofar.
The Finance Ministry has called a meeting of CEOs (Chief Executive Officers) of banks, including top six private sector lenders, on December 5 to discuss ways to promote crossborder trade in the rupee instead of the USdollar.
Besides, sourcessaidthemeetingto be attended by other stakeholders,
including senior officials of External Affairs and Commerce Ministries, will review the progress made on this front sofar.
Financial Services Secretary Vivek Joshi will be chairing the meeting and is also likely to see attendance from representatives of the Reserve Bank of India and Indian Banks’Association(IBA),sourcessaid.
Following detailed guidelines from the Reserve Bank of India (RBI) on cross-border trade transactions in domestic currency in July, about nine special vostro accounts have been
opened with two Indian banks to facilitateoverseastradeintherupee.
Sberbank and VTB Bank — the largest and second-largest banks of Russia, respectively — are the first foreign lenders to receive the approval aftertheRBIannouncedtheguidelines.
RBI as per the guidelines decided to put in place an additional arrangement for invoicing, payment, and settlement ofexports/importsinINR.

THE HAGUE: Last year we announced the new strategy for APM Terminals, which we called – in line with our focus areas – “Safer, Better, Bigger”. We also articulated our ambition to be the World’s Best Terminal Company. This year we went a few steps further and communicated how we want to accomplish this: by caring, engaging and empowering our people; by creating a better value and great experience for our customers; and by leading the decarbonisation and ESG agendainourindustry. So how do we bring our strategy to life? Let’s looks at someexamples.
Continuingourfocusonsafetyremainskeyandapart from fostering a culture where all our people take ownership of our safety, we keep working on specific solutions in that respect. A notable initiative is the Wind Resilience Tool launched in APM Terminals MedPort Tangier, where wind is a significant factor – an advanced software which reduces wind gust damage to zero. This solution uses artificial intelligence to accurately predict weather events and help terminals prepare as efficiently as possible. In 2021, the software reduced container toppling incidents at the terminal to zero. Most importantly, the tool was developed locally by our frontlineexpertsinTangier!
We are also making solid progress in our continuous effort to be Better and our Way of Working philosophy has helped us achieve some great results, benefitting our customers. Our Kaizen initiatives have resulted in significant gains, especially when it comes to eliminating wasteintimeourcustomers’vesselsstayinourterminals. For example, in APM Terminals Liberia process improvements to improve idle times have reduced vessel arrival cycles from 1h42mins to 55mins and departure cyclefrom4h39minsto50mins,alongwithnumerousother associated environmental, safety and supply chain benefits. Similarly, our team at APM Terminals Pipavav worked together with shipping line customer ONE in a joint Kaizen workshop, where the outcome has been an average 40% reduction in vessel idle time. Many of these initiatives and the people behind them have been
recognised as our Way of Working Heroes.
WearegrowingAPMTerminals, focusingonourthird strategic pillar, where we aim to be “Bigger” by growing where it makes sense for our business and our customers. Just recently our Suez Canal Container Terminal in Egypt signed an expansion agreement with Suez Canal Economic Zone Authority. As part of a USD 500 million investment deal, SCCT will add an extra 955-metre berth and an additional 510,000 m2 container yard to the already existing 2,400 meter berth and 1.2 million m2 yard. Another milestone was the official launch of Cote d’Ivoire Terminal in November, our JV terminal in Ivory Coast, making a big difference for logistics and trade in the country and region. APM Terminals also signed a Memorandum of UnderstandingwithAqabaDevelopmentCooperationfora 15-yearextensionofourpartnershipintheAqabaContainer Terminal(ACT).Wealsojointlyunveiledthefuturevisionfor the Aqaba port, which includes ambitious decarbonization plans, terminal expansion and creation of a training centre of excellence for the logistics and maritime industry, contributing to the community. Finally, over the summer weannouncedthatwehavewonabidtodevelopandoperate a container and general cargo terminal in Suape in Brazil, a great example of how we can purposefully growourbusinesswhilewecreateopportunitiesforour customersandforwholecommunities.
Having been in the CEO role for a few months now, I am thrilled to see how our teams around the world contribute to value creation and making our strategy tangibleandrelatable.

DHAKA: Bangladesh has once again become the top ship recycling country with more than half of the world’s ships recycled here, according to a report of United Nations Conference on Trade and Development(Unctad).
In the 12 months to January 2022, Bangladesh recycled 8.02 million tonnage of ships accounting for 52.4% of the world total, of which nearly 57% were oil tankers, 25% bulk carriers and9%liquefiedgascarriers,saidthe
report titled “Review of Maritime Transport 2022” published on 29 November.
At the same period of the previous year, around 54% of the world’s oil tankers, 18.4% of bulk carriers and about 5% of liquefied gas carriers were recycled in Bangladesh, reads theannualflagshipreport.
In2021,BangladeshwithPakistan, India, and Türkiye, accounted for 96% oftheworld’sshiprecycling.
Bangladesh’s contributions to
shipbreaking increased by around 20% in 2021 compared to the previous year, while the global shipbreaking amountdeclinedby12%to15.3million tonnage.
The report mentioned some factors responsible for the decline in global ship recycling volume such as limits on imports of vessels on letters ofcredittoprotectforeignreservesin somecountriesincludingBangladesh and Pakistan, and the Covid-19 restrictions.
NEWDELHI:Indiahasdecidedto lift the ban on exports of organic nonbasmati rice, including broken rice after the easing of domestic supplies moderated prices. The Government had, in early September, banned the
export of broken rice with an aim to increasedomesticavailability.
This followed a 20 per cent duty on the export of non-basmati rice aimed at shoring up domestic supplies after pricessurgedinretailmarkets.
In a notification, the Directorate General of Foreign Trade said the export of organic non-basmati rice, including organic non-basmati broken rice, will now be governed by rules that prevailedbeforetheSeptemberban.
THIRUVANANTHAPURAM: The Kerala Government has made it clear that the Vizhinjam Sea Port will become reality and attempts to obstruct its construction would be viewedasananti-nationalactivity.
Kerala Fisheries Minister Shri V Abdurahiman said there was a limit to which a government can be patient and it would be good if everyone understands that. He said thatnoonewholovesthecountry, who isapatriotandwantstoseethenation develop, would seek stopping the port construction. “To obstruct something which is going to be the backbone of the economic growth of the country is equivalent to anti-national activity. Neither the state nor the country wouldallowstoppingoftheproject.
“There is a limit to which a Government, including the LDF administration, can be patient. It
would be good if everyone understandsthat,”Abdurahimansaid while speaking at an expert meet and seminar, on the technical aspects of the under-construction port, organised by the Vizhinjam InternationalSeaportLimited.
Kerala Chief Minister Shri Pinarayi Vijayan was expected to inauguratetheevent, butcouldnotbe apartofitinpersonorviaonlinemode reportedly due to health issues. However, other ministers of his cabinetwerepresentthere.
State Ports Minster Shri AhammedDevarkovil, whoalsospoke at the event, said unlike what is being said in some media reports and also bysomevestedinterests, itwasnotan ‘Adani Port’ but that of the Kerala Government.
Devarkovil said of the Rs 7,500 crore cost of the project, more than
half — amounting to around Rs 4,600 crore — was being borne by the state government and around Rs 818 crore has been sanctioned by the central government as Viability Gap Fund (VGF) — the first time in the country that this was being provided by the Centreforaportconstruction.
The remaining costs would be borne by Adani, the concessionaire, which would also take care of constructionandoperationoftheport for a limited period of time, the Ports Ministersaid.
Though the project was to be completed by 2019, work was delayed due to the natural disasters in the state and the subsequent pandemic, but in September 2023 Keralites would get a Onam gift in the form of the first ship berthing at the port, he said.
