Digital Standards : The Future of Container Shipping

Time for a leap forward in container shipping

AMSTERDAM:

In 1956 Malcolm McLean’s standardised shipping container made its maiden voyage. This started a revolution that not only dramatically lowered the cost of loading and unloading a ship, it made the modern globalisedworldpossible.

But the container was standardised over 60 years ago, and the world has changed quite a bit since then. In the 1990s, the world wide web ushered in a global technological revolution on par withtheshippingcontainer.

DCSA and its carrier members believe the time is right for change. As we did in 1956, when a standards-based innovation in the physical world ushered shipping into the modern era, we now need to collectively embrace a standards-based innovation in the digital world to launch the industry into thefuture.

It’sallaboutthedata

Container shipping is still largely dependent on manual and paper-based processes, non-standardised data and non-interoperable technologies. For example, track and trace data is not alignedorinteroperableacrosscarriers and their logistics partners. As a result, multi-modal transport chains often appear as “black boxes” to customers, and containers are lost from view until they arrive at certain points in the supplychain.

Thepathtostandardisation

As we’ve seen in other industries, creating an industry-wide foundation for interoperability that enables the seamlessend-to-endflowofdatawillnot onlyraisecustomerexperiencelevels,it will increase efficiency, collaboration, innovation and respect for the environment. To achieve this in container shipping, there are 3 fundamental ways in which data

handlingneedstochange:

1. Data needs to address the requirements of different industry stakeholders, particularly the customersofoceancarriers

2. Data needs to be digitalised in a standardway

3. Data needs to be communicated in a commonway, inrealtime.

Benefitsforall

Shippersandcarriersaren’ttheonly ones who will benefit from a technology foundation based on DCSA digital standards. Once standardised data is available via standard APIs, everyone who has adopted the standards can makeuseofit.Thiswillenablesolutions providers, freight forwarders and other third parties to build apps that provide new value to shippers. The kind of innovation and interoperability enjoyed by the airline and banking industries can be ours if we’re willing to work together.

Finance Minister urges States to ease logistics burden on Exporters

Cont’d. from Pg. 4

Delivering the inaugural address after inaugurating the third campus of the Indian Institute of Foreign Trade in Kakinada, Sitharaman referred to ‘One District-One Product’ and ‘Vocal for Local’, initiatives, aimed at promoting local products and creating their export markets.

She said the Commerce Ministry was working on getting an export policy that would help the exporters by giving them incentives and promoting many things. “India needs to remove certain taxes impacting exporters“, she said. The CommerceMinistryisworkingonan

export policy that will help the exporters by giving them incentives and promoting many things, sheadded.

She said the growing cost of electricity and logistics was also affecting the exports. With better roads and ports coming electronic facilitationforthecustomsoperations comingsurely, the logistics element is being addressed little by little. StateGovernmentsshouldalsospend sometimetoseethatlogisticsdoesn’t become a burden on exporters, Sitharamansaid.

The Finance Minister referred to the Prime Minister’s suggestion that States should open export promotion

offices in Indian embassies abroad. Ifyouhavethecapacitytotellthekind of things you produce that are internationalclassourembassiesare the place where you should be and targetthemarketsthere.Someofour States are the size of some European countries. We have the capacity even as a district to capture the market outside, shesaid.

The ‘One District-One Product’ is an attempt to identify such products in each district that have a natural capacity, organic capacity. And ‘VocalforLocal.’Thosearethekindof products that capture international imagination and need to be supported, sheadded.

Exporters to get incentives and duty rebates for settling trades in Rupees : Sources

Cont’d. from Pg. 4

After receiving an approval from the Finance Ministry, the Directorate General of Foreign Trade (DGFT) may issue a clarification on this mattersoon, saidasource.

Presently, if payment or export realizations come in freely convertible currencies including the dollar, British pound, euro and yen, only then incentives to exporters in the form of duty drawbacks, EPCG incentives, and rebates on duties and

taxes under different Government schemes ROSCTL and RODTEP are available.

Withtheclarification, theFTPwill be suitably amended to enable exporters to claim export benefits for settlingtradeinrupees.

To facilitate trade in rupee it is reported that Russia’s Gazprombank has opened a special rupee account with state-owned UCO Bank. Earlier in July the RBI introduced a rupee settlement system for international

trade. This involves invoicing, payment, and settlement of exports and imports to all countries, on the central bank’s approval, can be in Indianrupees.

To use this mechanism banks will need approval from the central bank. Underthismechanism, exportersand importers can use a Special Vostro account linked to the correspondent bank of the partner Country for receipts and payments denominated inrupees.

Ms Linda Kromjong, President & Chief Executive Officer, Amfori noted that EU is increasingly focusing on environmental, human and social due diligence to encourage sourcing from sustainable supply chains. She further

added that the traditional sourcing companies from India may consider if improvements in administration, enforcement and capacity building are needed for the businesses’ continued successandforthemtoremainattractive.

Mr Sanjay Budhia, Chairman, CII National Committee on ExportImport & Managing Director, Patton International Limited mentioned that overthelastfewyears,Governmenthas taken a slew of reform measures across the areas of manufacturing, trade finance, ease of doing business, trade facilitation and logistics that shall help build the momentum for exports. “To reach the target of US$ 1 trillion, effective collaboration amongst key stakeholders, including relevant policymakers from the Central Government, State Governments, Indian Missions and the Industry is crucial”,headded.

Shift from roads to rail picks up pace, thanks to dedicated freight corridor

MUMBAI:Adedicatedfreightcorridorhasgivenaboostto the modal (freight movement) shift from road to rail even as a host of factors, including the absence of a sector regulator, impedingthisshift, areportsaid.

According to credit ratings agency CareEdge, container cargo transported through railways (rail volumes) grew by a healthy 17.63 per cent year-on-year to 74.38 million metric tonnes during the previous fiscal as compared to 12.51percentgrowthinoverallcontainercargovolumes.

The rail co-efficient also expanded by 115 bps to 26.70 per cent during FY22, mainly supported by partial connectivity of the dedicated freight corridor (DFC) with MundraandPipavavPortsonthewesterncoast, itsaid.

This marks the beginning of the modal shift from roads to rail, theratingsagencyadded.

It noted that the slated completion of the DFC project by June 2023, increased trips of cost-effective double-stack container trains and incremental volumes of cement cargo through railways are major factors influencing the switch fromroadstorail.

CareEdge said it believes that transit assurance under DFC with a reduction in transit period by 40-50 per cent for someoftherouteswillacceleratethistransition.

Based on estimates, inventory carrying cost constitutes 43 per cent of the overall cost of logistics. Thus, a significant

reduction in transit duration is expected to help in achieving just-in-time based inventory management thereby boosting thecostcompetitivenessofdomesticgoods, itsaid.

However, higher haulage rates for freight traffic due to extensive cross-subsidization of passenger traffic and the absence of a regulatory body for the railways are the underlyingkeychallengesforthemodalshift, accordingtothe report.

“CareEdge Ratings expects container rail volumes to growatahealthyCAGRof15.60percentforFY2022toFY2025 with a steady improvement of rail-coefficient by 430 bps to 31 per cent and incremental freight volumes primarily cement,”itsaid.

CareEdge also said it believes that transit assurance under DFC aiming to squeeze the travel period by 40-50percentforsomeofthemajorroutesandover3xgrowth in the movement of cost-effective double stacker container trainsbyFY25willacceleratethistransition.

Nevertheless, prevailing high haulage rates for operating container trains due to extensive cross-subsidization with passenger freight, challenges in establishing end-to-end connectivity and the absence of regulator in Railways unlike otherkeyinfrastructuresegmentsareimpedingthemodalshift of cargo from roads to rail, said Rajashree Murkute, Senior DirectorforCorporateRatingsatCareEdgeRatings.
